1. Purpose
The protective relay device of electric system is the most basic, important and efficient
technical measure for guaranteeing the safety of electric equipment. This procedure is
prepared in order to ensure the safe, reliable and successful operation of unit so as to monitor
the quality of the whole commissioning process of generator-transformer unit protection
system. The protection system after commissioned will provide reliable protection for the unit
operation to ensure the safe operation of unit.

2. Scope
This procedure is applied to the commissioning of generator-transformer unit protection.

3. Preparation Basis
3.1 The instruction manual of protection system
3.2 The drawing of design institute

4. Brief Introduction of System and Equipment


The protection system of generator-transformer unit is a complete set of the microcomputer
type protection system manufactured by Nanjing NARI-Relays Electric Co., Ltd. This device
will be arranged in the electric relay room.

5. Tools and Instruments for Commissioning


5.1 Walkie-talkie
5.2 Relay protection tester
5.3 Digital multimeter

6. Prerequisite for Commissioning


6.1 The installation of the protection system of generator-transformer unit is finished, and all the
secondary cables are pulled and connected.
6.2 The DC circuit of protection system is connected, checked with no errors found and can be
put into use.
6.3 Sort out the design drawing and manufacturer document related to the generator-transformer
unit protection.
6.4 The electric commissioning personnel should be familiar with the configuration and wiring of
generator-transformer unit protection and the principle, commissioning method and step of
the device and should have made technical preparation.
6.5 Prepare relative test instrument and equipment.

7. Measures for Commissioning Organization


This procedure shall be executed under the organization of commissioning contractor. The
construction contractors shall cooperate closely with each other according to their respective
work responsibilities so as to guarantee safe and effective implementation of commissioning.
The division of works is as follows:
7.1 Responsibilities of Commissioning Contractor

◆ Is responsible for the preparation and modification of the commissioning procedure;


◆ Makes the commissioning plan;
◆ Prepares the instruments and equipments required by the commissioning;
◆ Holds the technical clarification meeting for commissioning;
◆ Organizes each involved party to carry out commissioning work;
◆ Supervises the operation personnel’s work;
◆ Prepares commissioning report.
7.2 Responsibilities of Installation Contractor
◆ Is responsible for the single function trial operation and for providing relative records
and certificates;
◆ Is responsible for the overhaul, maintenance and zero-defect work of the equipments
under trial operation.
◆ Prepares necessary maintenance tools and materials.
◆ Cooperates with the Commissioning Contractor for the sub-system commissioning.
◆ Is responsible for the temporary cooperation work for the site thermo element and
connecting terminals.
7.3 Responsibilities of Equipment Manufacturer
◆ If the equipment manufacturer representatives provide service on site, they should
provide technical support during equipment commissioning.
7.4 Responsibilities of Plant Operator
◆ Prepares tools relative to operation;
◆ Prepares operation log and form;
◆ Operate the system and equipment as per the requirement of operation rules or
following the instruction from commissioning personnel;
◆ Is responsible for the patrol scrutiny, check and normal maintenance;
◆ Is responsible for emergency handling;
7.5 Responsibilities of Dongfang Electric
◆ Is responsible for the supervision and management of commissioning;
◆ Coordinates among the Commissioning Contractor, the Owner and other contractors;
◆ Participate in and witness commissioning;
◆ Organize the analysis and solution for the major technical problems;
7.6 Responsibilities of Project Owner
◆ Supervise the performance of commissioning procedure;
◆ Witness commissioning process;
◆ Check and accept commissioning work;

8. Commissioning Procedure
8.1 ction System
8.1.1 Appearance inspection of each protection system.
8.1.2 Routine insulation inspection of each protection system: check the insulation of power supply
circuit and all the secondary circuits by 500V megger and make voltage withstand test on the
secondary circuit by 1000V megger.
8.1.3 After the protection system self-checks that the device is powered, (the self-check should be
normal without self-check warning signal) check the device software, it should operate
normally and reliably, and all the indications and device indicator lamp should be normal.
Check the device functions like, protection configuration, definite value setting, output drive,
clock modification and print and so on.
8.1.4 Analog input channel check of the protection system: apply analog, check all the current and
voltage channels of the device; the sampled amplitude, phase and frequency precision should
meet the requirement.
8.1.5 Switching value check of each protection system: check and compare the switching value
input channels of the protection system with the design and they should be correct. Simulate
shorting switching value input in local mode; the switching value input indication of the
protection system is correct.
8.1.6 Warning and trip output check of the protection system
Check the switching value output channel of the protection system according to the design
drawing and test each warning and trip output. The result should be correct.
8.1.7 Protection logic and movement characteristic check of the protection system.

8.2 Circuit Check of the Protection System of Generator-transformer Unit


8.2.1 The control, trip and signal circuit of each protection is correct with good contact.
8.2.2 The secondary circuit of each current is correct, and the terminal contact is reliable without
open circuit.
8.2.3 The secondary circuit of each voltage is correct, and the terminal contact is reliable without
open circuit.
8.2.4 The groundings of protection cabinet and protection circuit should be separate and the ground
point of protection circuit should be connected with the static ground grid of protection room.
8.2.5 The shielding layer of shield cable is grounded reliably.

9. Safety Measures
9.1 Obvious mark for electric shock and warning sign should be provided around the protection
system under test.
9.2 The test power supply should be from the test power supply cabinet to meet the requirement.
The test power supply must be connected as required.
9.3 The operation during the test must be done by at least two people, and the work must be
stopped if any abnormal situation is found and will be resumed after found that the abnormal
situation is not related to the work.
9.4 The secondary circuit insulation is tested as qualified. Take out the protection card during
insulation check to avoid damaging the protection chip.

9.5 Cut off power when taking out or plugging in card. It’s not allowed to take out or plug in card
with power on.
9.6 Obvious isolation measure should be taken for the operating equipment. It’s not allowed to
have accidental touch on the operating equipment.
9.7 Before the protection system is powered for commissioning, check the correctness of the
device connection and check and ensure that the secondary circuit is connected well and
reliably and each element of card board is welded firmly.
9.8 Check and ensure that the factory acceptance certificate, factory test report, factory
commissioning outline, contract number and the factory test data are correct.
9.9 The grounding of the test equipment and the protection system should meet the requirement.
