NOTICE INVITING TENDER

1. Digitally signed and uploaded online bids in Single Cover System under
Lumpsum Basis are invited by the Chief Engineer on behalf of the Board of
Trustees of the Port of Mumbai (also referred to as Mumbai Port Trust) from the
experienced, resourceful contractors for the following work.

2. Interested eligible tenderers may obtain further information and inspect


the tender documents at the e-Procurement website https://eprocure.gov.in This
website can also be accessed by clicking the link at MbPT’s Website
http://www.mumbaiport.gov.in. The tender sets will be available for download
from 26.02.2018 till due date on www.eprocure.gov.in and/or
www.mumbaiport.gov.in as detailed in the tender notice.

3. The tender document carries non-refundable tender fee payable in the


form of Demand Draft/Pay Order payable at Mumbai and drawn in favor of “THE
BOARD OF TRUSTEES OF THE PORT OF MUMBAI” shall be submitted by the
tenderer. There will not be physical or manual sale of tender documents. The
proposals should be submitted in accordance with the Instructions to Tenderers
as enumerated in the tender document.

4. The downloading and submission of Tender Documents shall be carried out


as mentioned at Instructions for Online Bid Submission in the Tender and
instructions at e-Procurement website https://eprocure.gov.in. No editing,
addition/ deletion of matter shall be permitted.

5. Pre bid replies/addendum/ amendments/ errata if any etc. will be made
available at the e-procurement website https://eprocure.gov.in and tenderers
are requested to check and download the same for submission. This website can
also be accessed by clicking the link at MbPT’s Website
http://www.mumbaiport.gov.in.

6. The bidder has to submit his offer online at the e-procurement website
https://eprocure.gov.in using valid Digital Signature Certificates and submit the
actual financial instruments i.e. Pay Order/Demand Draft towards Cost of Tender
Fee, Earnest Money Deposit or MSME/NSIC Certificate for exemption and/or
Permanent Earnest Money Deposit (PEMD) receipt for exemption from EMD in
the box provided at Imprest Office, Civil Engineering Department, Mumbai Port
Trust, Port Bhavan, 3rd Floor, S.V.Marg, Fort, Mumbai 400001 before due date
and time. Scanned copies of financial instruments towards Tender Fee and
Earnest Money Deposit shall be uploaded alongwith the bid at the e-procurement
website. The documents submitted online and through hard copy should not
differ or mismatch in any manner. No tender will be considered if it is not
submitted online at the e-Procurement website https://eprocure.gov.in
and Cost of Tender Fees and Earnest Money Deposit is not submitted as
mentioned in Tender Notice.

7. The cost of tender set and EMD will be accepted only in the form of
Crossed Account Payee Demand Draft or Pay Order issued by any Nationalised
Bank or Scheduled Bank payable at Mumbai and drawn in favour of “THE BOARD
OF TRUSTEES OF PORT OF MUMBAI”.

8. The bidders are required to submit soft copies of their bids electronically
on the CPP Portal, using valid Digital Signature Certificates. The instructions are
given in the Tender Set to assist the bidders in registering on the CPP Portal,
prepare their bids in accordance with the requirements and submitting their bids
online on the CPP Portal. More information useful for submitting online bids on
the CPP Portal may be obtained at: https://eprocure.gov.in/eprocure/app.

9. Online bids will be opened on the date mentioned above Bids of the
tenderer will not be opened in case the EMD and Tender fee is not
submitted in the form and manner described above.

10. Tenderers may please note that if the offers are not received according to
the instructions detailed herein, the same may be liable for rejection. Any
corrections and remarks shall be either type written or must be in ink and duly
authorized.

11. The offers of the tenderers whose sealed cover as described above is not
received till due date and time, even though posted in time or online bids
submitted after due date and time will be considered as late Bid and will not be
accepted.

12. The tenders shall remain valid for a period of 90 days from the opening of
bids.

13. The bidder shall submit his offer in BOQ online in the format
provided in Price Bid and no other format is acceptable. The price bid
has been given as PDF file with the tender document, and the same is to
be downloaded and filled by the bidder. The bidder should submit the
scanned price bid after filling all the figures according to the
Instructions for Online Bid Submission and instructions at e-
Procurement website https://eprocure.gov.in. Price bid should not be
submitted in hard copy format in any case.

14. The successful Contractor shall comply fully with all Central and State
laws dealing with the employment of persons, apprentices etc. including the
Employment of Children Act, 1938, Payment of Wages Act, 1936, the Workmen's
Compensation Act, 1923, the Factories Act, 1948, the Minimum Wages Act,
1948, Dock Labour Regulations, Contract Labour (Regulation and Abolition) Act
1970. Employees Provident Fund Act (EPF), ESIC regulations and any statutory
amendment or re-enactment thereof for the time being in force.

15. Tenderers who are registered with National Small Industries Corporation
(NSIC), Govt. of India enterprises under “Single Point Registration Scheme” of
Ministry of MSME shall be eligible for issue of tender document free of cost and
exemption from payment of EMD. They are required to upload scanned copy of
the certificates online and submit copy of the same alongwith the tender
document as a proof of such registration, for claiming the available exemptions.

Note : Tenderer is responsible to download Tender document and Addendums/


Amendments/ Errata/ Replies to the queries of the Party etc., if any, issued by
MbPT, from the website before submission of the Tender. Any shortfall in
submission of the said Addendums/ Amendments / Errata/ Replies to the queries
of the Party etc. along with the downloaded documents while submitting the
Tender then such offer may not be considered.
