CIVIL SECTION VOL. III

SPECIFICATIONS FOR CIVIL WORKS FOR 33KV SUB-STATIONS

1.1. GENERAL
The design, engineering of all specified Civil Works at Sub-Station, to the required
service conditions / loads as specified in this specification or implied as per National/
International Standards, are in the scope of DHBVN. The details of drawings to be
followed by bidder in execution of work shall be supplied by DHBVN and are detailed in
clause No.18 of this specification.
The intent of specification covers the following:
The scope under this bid covers the construction of all specified civil works at the sub-
station as per Nigam’s design, drawings, provisions in bid specification and directions of
Engineer-in- charge. All civil works shall also satisfy the general technical requirements
specified in other sections of this specification and detailed below:

All Civil Works shall be carried out as per applicable Indian Laws, Standards and
Codes. All materials shall be best quality conforming to relevant Indian Standards and
Codes. The bidder shall furnish all labour, tools, equipment, materials, temporary works,
construction plant and machinery, fuel supply, transportation and all other incidental
items not shown or specified but as may be required for complete performance of the
works in accordance with approved drawings (to be furnished by DHBVN),
specifications and direction of Employer.

The work shall be carried out according to the design/drawings to be developed by


DHBVN or supplied to the bidder by the Employer. For all structures, buildings,
foundations etc. necessary layout and details shall be developed by DHBVN keeping in
view the functional requirement of the plant and facilities and providing enough space
and access for operation, use and maintenance based on the input provided by the
Employer. Certain minimum requirements are indicated in this specification for guidance
purposes only. However, the Bidder shall quote according to the complete
requirements.
1.2. Quality Plan
The contractor is responsible for the proper execution of the quality plans. The work
beyond the customer’s hold point will progress only with the owner’s consent. The
owner also undertakes quality surveillance and quality audit of the contractors works
systems and procedures and quality control activities. The contractor further agrees that
any change in the quality plan will be made only with the owners’ approval. The
contractor shall also perform all quality control activities, inspection and tests agreed

with the owner to demonstrate full compliance with the contract requirements. If any
work has been executed with unsound imperfect or unskillful workmanship or with
material of any inferior descriptions or that any material or articles provided by him for
the execution of the work are unsound or of a quality inferior to that contracted for or
otherwise not in accordance with the contract, the contractor shall on demand in writing
rectify or remove or reconstruct the work so specified in whole or in part, as the case
may require. In case contractor fails to rectify or reconstruct the same, the Nigam will be
at liberty to execute the same on risk & cost of the contractor through other agency.

2. SOIL DATA
The drawings, based on net safe allowable bearing capacity of soil as 5 T/M2, have
been prepared by DHBVN and detailed in clause 18 of this specification.
However, after award of work, the net safe allowable bearing capacity of soil for each
site shall be got carried out by DHBVN at its own cost if felt necessary as per particular
site condition and DHBVN shall revise the concerned drawings for
structures/foundations at its own based on actual bearing capacity during testing and
supply the revised drawings to bidder and construction work shall proceed accordingly.
The lump sum prices by bidders shall deem to be quoted based on design/drawings
prepared on actual soil bearing capacity and no extra claim of any sort on this account
shall be entertained.
Minimum depth of foundation from natural ground shall be 1.0m for control room and
0.50m for equipment foundations /boundary wall / toe wall of U/C fencing & culverts
except for trenches the depth of which may vary as per requirement other than soil
properties.
In case any foundation falls on loose soil, pocket of loose soil shall be removed and
made good with lean concrete of 1:5:10 without any extra cost. The bidders shall
acquaint themselves with site conditions before quoting the rates.

3. SITE PREPARATION:
The site as available will be handed over to bidder. Clearing of the site from
bushes/trees shall be carried out by the contractor. Necessary permission for cutting of
trees if required shall be taken by the employer from concerned authorities. The wood of
trees shall be handed over to employer by the contractor. The contours of natural and
formation land shall be prepared by the bidder. The final level of the substation
(Formation level) shall be fixed by the employer keeping in view the surroundings, past
flood history and drainage conditions, in general, 100M The necessary earth filling
/excavation if required shall be carried out by bidder as per specification.
The lay out and levels of all structure etc. shall be made by the contractor at his own
cost from the general grid of the plot and benchmark given by the Engineer-in-charge.

The contractor shall give all help in instruments, materials and personnel to the
Engineer-in-Charge for checking the detailed layout and shall be solely responsible for
the correctness of the layout and levels.
3.1. SCOPE:
This clause covers the execution of the work for site preparation, such as cleaning of
the site, the supply and compaction of fill material to achieve formation level, excavation
and compaction of backfill for foundation, road construction, trenches etc.
3.2. GENERAL:
23.2.1. Material unsuitable for founding of foundations shall be removed and
replaced by suitable fill material to be approved by the Employer.
23.2.2. Fill/Backfill material around foundations or other works shall be free from
harmful salts and any organic materials and suitable for the purpose for which it
is used and compacted to the density described under Compaction.
3.3. EXCAVATION AND BACKFILL.
1. Excavation and back fill for foundations shall be in accordance with the relevant
code and as per approved design/drawings
2. Whenever seepage water is met during excavation, it shall be dewatered and
foundation pit shall be maintained dry i.e. free of water during the excavation,
concreting and backfilling.
3. When embankments are to be constructed on slopes of 15% or greater, benches
or steps with horizontal and vertical faces shall be cut in the original slope prior to
placement of embankment material. Vertical faces shall measure not more than 1
m in height.
4. Embankments adjacent to abutments, culverts, retaining walls and similar
structures shall be constructed by compacting the material in successive uniform
horizontal layers not exceeding 15 cm in thickness. (of loose material before
compaction). Each layer shall be compacted as required by means of mechanical
tempers approved by the employer. Rocks larger than 10cm shall not be placed
in embankment adjacent to structures.
5. Earth embankments of road ways and site areas adjacent to buildings shall be
placed in successive uniform horizontal layers not exceeding 20 cm in thickness
in loose stage measurement and compacted to the full width specified. The upper
surface of the embankment shall be shaped so as to provide complete drainage
of surface water at all times. Earth embankments of 1.2 M wide shoulders of
road/Brick on edge path should be in slope of 1:1.5.
3.4. COMPACTION:
3.4.1. The method and equipment used to compact the fill material shall be suitable to
achieve the density that will give the allowable soil bearing pressure required for
the foundations, roads etc. in each layer of fill material. Each layer of earth
embankment when compacted shall be as close to optimum moisture content as
practicable. Embankment material which does not contain sufficient moisture to
obtain proper compaction shall be wetted. If the material contains excess of

moisture, then it shall be allowed to dry before rolling. The rolling shall begin at
the edges center of the road or towards the building as applicable. No
compaction shall be carried out in rainy weather.
3.4.2. At all times unfinished construction shall have adequate drainage. Upon
completion of the road’s surface course, adjacent shoulders shall be given a final
shaping true alignment and grade.
3.4.3. The density to which fill materials shall be compacted shall be as per relevant IS
and as per direction of Employer. All compacted sand filling shall be confined as
far as practicable. Backfilled earth shall be compacted to minimum 95% of the
Standard Proctor’s density at OMC. The sub-grade for the roads and
embankment filling shall be compacted to minimum 95% of the Standard
Proctor’s density at OMC.

3.5. REQUIREMENT FOR FILL MATERIAL UNDER FOUNDATION:


The thickness of fill material under the foundations shall be such that the maximum
pressure from the footing, transferred through the fill material and distributed into the
original undisturbed soil will not exceed the allowable soil bearing pressure of the
original undisturbed soil. In case of small pockets of loose earth below foundation, same
shall be made up with lean concrete (1:5:10).

4. ANTIWEED TREATMENT AND SITE SURFACING


4.1 SCOPE OF WORK:
The contractor shall furnish all labour, equipment and materials required for
complete performance of the work in accordance with the drawings Specification
and direction of the Engineer-in-Charge.
4.2 The material required for site surfacing/gravel filling should be free from all types
of organic materials and shall be of standard approved quality and as directed by
the Engineer-in-charge.
4.2.1 The Contractor shall furnish and install the site surfacing to the lines and
grades as shown in the drawing and in accordance with the requirements
and direction of the Engineer-in-Charge. The soil of the entire switchyard
area shall be subjected to sterilization / antiweed treatment before placing
the site surfacing/gravel fill material strictly as per instruction/requirement
of the manufacturer of the chemical required for soil sterilization /antiweed
treatment. After all the structures and equipment have been erected and
accepted and soil sterilization as specified is complete, the site shall be
maintained to the lines and grades indicated in the drawing and
rolled/compacted by using 3 ton roller with suitable water sprinkling to
form a smooth and compact surface condition which shall be matching
with finished ground level of the switchyard area.
4.2.2 After the soil sterilization material is applied and surface prepared
/Compacted to the required slope/grade a base layer of uncrushed /

crushed broken stone / pebbles (gravel) of 20mm nominal size shall be


spread and rolled / compacted by using ½ ton roller (30” width and 24”
dia) with minimum 4 to 5 passes along with water sprinkling to form a
minimum of 50mm layer on the designed finished formation level of the
entire switchyard area except road embankments and maximum 5.0 m.
around switch house building.
4.2.3 As a final surface course minimum 75 mm, uniform layer of
uncrushed/crushed broken stone/pebbles (gravel) of 20-mm, nominal size
as specified shall be spread over the base layer/course. This final surface
course shall be applied in all areas exclusive of road ways and shall
extend beyond the fenced area where ever required as per approved
drawing. The 20 mm nominal size stone shall be spread in both the bays
and within the toe walls of U/C fencing. This surface course shall then be
compacted by light roller using ½ ton steel roller (width 30” x dia 24” ) and
4 to 5 passes or any other means with water sprinkling as directed by the
Engineer-in-Charge. Water shall be sprinkled in such a manner that
bulking does not take place.
4.2.4 In areas that are considered by the Employer/Engineer-in-Charge to be
too congested with foundations and structures for proper filling of the base
course material by normal rolling equipments, the material shall be
compacted by hand, if necessary. Due care shall be exercised so as not to
damage any foundation structure or equipment during rolling compaction
or otherwise.
4.3 CHEMICAL TO BE USED FOR SOIL STERILIZATION / ANTIWEED
TREATMENT:
The details of quantities and method of application of chemicals used for soil
sterilization/antiweed treatment shall be as per manufacturer’s recommendations.
Bidders are required to submit the details of chemicals proposed to be used and
recommendations of manufacturer with required guarantee alongwith their bids
for necessary approval of Employer. Approval of Employer by no means shall
relieve the contractor from their contractual obligations as stipulated in general
and special conditions of contract.

5. ROADS AND CULVERTS:


5.1 The road leading to substation from PWD metalled road or as specifically mentioned in
scope of work, within substation, roads provided for access to equipment and building
are in the scope of bidder. Layout of the roads shall be based on General details &
arrangement drawing for the substation. Adequate turning space for vehicle shall be
provided and bend radii shall be set accordingly. Road to the transformer shall be as
short and straight as possible.
5.2 All substation roads be constructed so as to permit transportation of all heavy
equipment. The main road leading to 33 kv Switch yard shall have a minimum 4.0m
concrete topping with 1.2-m wide shoulder on either side of the road. The roads for other
than 33kv S/Stn. and other service roads shall be with 3.66-m concrete topping and 1.2-

m wide shoulder on either side of the road. The specification of road shall consist of lean
concrete 1:5:10, 125 mm thick in the base followed by cement concrete 1:1.5:3, 125 mm
thick in the topping. Brick on edge road from PWD road shall also have 1.2 Mtr. wide
shoulder on both sides. Extra widening shall be provided approximately 8 sqm. Area of
triangle on each curve
5.3 Finished top (crest) of roads shall be as per tender drawing/ Civil works spec.
5.4 Adequate provisions shall be made for road drainage.
5.5 All culverts and its allied structure (required for drain, trench crossing etc.) have
been designed for AA Class, loading as per IRC standard and checked for
transformer along with trailer load.

6. TRANSFORMER FOUNDATION:
The transformer plinth for placing the transformer shall be RCC 1:1 ½ :3 mix, laid on
base concrete (1:5:10) of minimum thickness 100mm. Plinth have been designed for the
equipment load requirements of transformers including impact load equivalent to 15% of
total transformer load. The top of plinth i.e. top of rail level shall match with height of
tractor-trailer used for transporting the transformer. Suitable arrangement for shifting the
transformer from trailer like jacking etc. wherever required shall be made in plinth on the
road.
The space between the rails of the transformer plinth if any shall be suitably filled with
100-mm thick lean concrete 1:5:10 placed over compacted earth filling. The top layer
should be 50 mm thick PCC 1:2:4. The top of PCC shall be minimum 300-mm above
the formation level of Switchyard or 100-mm above gravel filled in transformer pit,
whichever is higher. Adequate drainage outlet shall be provided and necessary slope
given to drain off rain water & oil etc.
The rails shall be first quality 90 Lbs/yard medium manganese steel as per Indian
railway specification T-12-64 and its subsequent revisions. The centre to centre
distance of rails as shown in drg. shall be amended by contractor to match it with
manufacturer’s specification.
6.1 GENERAL
CABLE AND PIPE TRENCHES:

The cable trenches of brick work shall be provided within and out side switch
house bldg. to carry Control Cables from equipment in the yard to switch House
building .The cable shall be supported on 3 Nos. steel racks at two levels of MS
Angle size 50x50x6 mm spaced 1 Meter with necessary lugs/fixtures (painted).
Each rack shall have capacity to accommodate up to 10 cables. Top of trenches
shall have 50x50x6 mm MS Angle(embedded in 1:1.5:3 concrete ,9” thick) fixed
to protect edges from breaking. Pre-cast RCC covers (removable) fitted with 2
Nos. lifting hooks of suitable size (weight not more than 100 kg) shall be provided
with MS Angle 45x45x5mm size outer frame. The thickness of brick wall in
bottom 1’ depth shall be 345mm for out door trench. Two Nos. 10mm dia holes
shall be provided in each steel rack for fixing of wooden cleats. Two coat of white

colour sonowcen may be applied inside the cable trenches, and all angles shall
be painted with two coats of black paint over one coat of primer.
6.1.1 Drainage of trenches:
For drainage of trenches, a separate sump pit in RCC with RCC slab shall
be provided at one corner of switchyard suitably located to collect
rainwater from the trenches through underground pipe/pipes from the
deepest point of main trench. This deepest point shall be at least 5 meter
away from the Switch House Building trench entrance. It shall further be
lowered by 100-mm from the bed of trench and suitable gully grating be
provided. The minimum storage capacity of the Sump-pit shall be 2 Cubic-
meters (exclusive of drainage pipe volumes). Drainage pipes shall be 150-
mm dia PVC pipe of 10 kgf/cm2 pressure. Inspection chambers of suitable
size shall be provided at 30-m intervals.
6.1.2 The cable trenches have been designed for the following
i. Dead load of 155 kg/m length of cable support.
ii. Triangular earth pressure + uniform surcharge pressure of 2T/m².

6.1.3 Cable trench covers designed for self-weight + concentrated load of 200
kg. At center of span on each panel or a load of 1000 kg/ m² which ever is
severe.
6.1.4 Cable trench crossing the road designed for class AA, Class A and Class
70R loading or IRC/relevant IS Code and checked for transformer along
with the trailer loading.
6.1.5 Trenches shall be drained to sump pit cum pump house. Necessary sump
pump shall be supplied/ provided with control in pump house. The pump
house shall consist of minimum 1 BHP single phase suitable sewerage
pump Crompton or Kirloskar make (As approved by engineer in charge, if
specified makes are not available in market) with enclosure of size 4 ½’x2
½ x3 ½’ made of MS sheet 14 gauge & angle size 35x35x5mm, i/c locking
arrangement & fixing in cement concrete, painting etc. complete in all
respects.
6.1.6 The top of trenches shall be kept at least 150mm above the finished
ground level. The top of cable trench shall be such that the surface
rainwater does not enter the trench.
6.1.7 All metal parts inside the trench shall be connected to the Earthing
system.
6.1.8 Cable from trench to equipments shall run in hard conduit pipes with
proper arrangement to avoid rain water entry in pipe/ trench.
6.1.9 Trench wall shall not foul with the foundations. Suitable clear gap shall be
provided.
6.1.10 A clear (vertical) space of at least 200-mm shall be available for each tier
in cable trench. From trench bed to lowest tier, a minimum clearance of
150-mm shall be available. Lowest tier shall be for full width of trench. A

horizontal gap of 250mm shall be there between edge of rack and wall in
case rack are provided on one side of trench and 250mm between edges
of racks in case racks provided on both walls.
6.1.11 The trench bed shall have a slope of 1/1500 along the run & 1/250
perpendicular to the run.
6.1.12 Cable trenches shall be blocked at the ends if required with brick masonry
in cement sand mortar.
6.1.13 All the construction joints of cable trenches in base as well as from
vertical wall to wall and all the expansion joints shall be provided with
approved quality P.V.C. water stops of approximate 230x5 mm size for
those sections where the grounds water table is expected to rise above
the junction of base slab.

7. FOUNDATION/RCC CONSTRUCTION:
7.1 GENERAL:
7.1.1 Work covered under this Clause of the specification comprises the
construction of foundations and other RCC constructions for switchyard
structures, equipment supports, trenches, drains, jacking pad, fencing,
transformers, auxiliary equipment & systems buildings, tanks or for any
other equipment or service and any other foundation required to complete
the work. This clause is as well applicable to the other RCC constructions.
The design of foundations shall be in scope of DHBVN. The bidder shall
follow the construction drawings supplied by DHBVN however the bolts
shall be grouted in foundations in view of the details of structure
supporting to be supplied by the bidder.
7.1.2 Concrete shall conform to the requirements mentioned in IS: 456 and the
entire test shall be conducted as per relevant Indian Standard Codes.
7.1.3 If the site is sloppy, the foundation height will be adjusted to maintain the
exact level of the top of structures to compensate such slopes.
7.1.4 The switchyard foundation’s plinths and building plinths shall be minimum
150mm and 600mm above formation ground level respectively.
7.1.5 Minimum 75 -mm thick concrete (1:5:10) shall be provided below all
underground structures, Foundations, trenches etc. to provide a base for
construction. The depth of all equipment foundations shall be minimum
850 mm from formation ground level (F.G.L.) and shall not be less than
500mm from NGL
7.1.6 The design and detailing of foundations shall be done based on the soil
data and sub-soil conditions as well as for all possible critical loads and
the combinations thereof. The spread footing foundation as may be
required based on soil/sub-soil conditions and superimposed loads shall
be provided.
7.1.7 The cement concrete used for all RCC works shall be 1:1 ½ :3 mix having
water cement ratio not more than 0.55, with 20 mm graded coarse

aggregates as per table 2 on page 9 of IS-383-1070 and fine aggregates


of average grading that is zone II of table 4 of IS-383-1970.The
aggregates, in general, shall conform to IS-383-1970.
7.1.8 Ordinary Portland cement of grade 43 conforming to IS-8112-1989 shall
be used.
7.1.9 The water used for mixing concrete and for curing purpose shall be fresh,
clean and free from oil, acids and alkalis, organic materials or other
deleterious substances. Potable water is generally preferred saltish or
brackish water shall not be used. Water used shall be conforming to
clause 5.4 of IS-456-2000 and shall be got tested from Govt. approved lab
before use at cost of contractor.
7.1.10 No admixtures shall be used.
7.1.11 The steel used as reinforcement shall conform to IS-432 for MS bars and
IS-1786-1996 for deformed and cold twisted bars respectively. All
reinforcement shall be clean and free from loose mill scales, dust, loose
rust and coats of paint oil or other coatings which may destroy or reduce
bond. Bars shall be placed to shapes and dimensions as indicated on the
drawings and as required to carryout the intents of drawings and
specifications.
7.1.12 The naked surface of all foundations/plinth/trench/toe wall/tank/any
sump/pit etc. shall be applied with two coats of water proofing Snowcem of
approved make and off white shade.
7.2 DESIGN:
7.2.1 All foundation shall be reinforced cement concrete. The design and
construction of RCC structures have been carried out as per IS: 456 and
concrete shall be of 1:1 ½ :3 mix for foundation.
7.2.2 Limit state method of design adopted unless specified otherwise in the
specification.
7.2.3 For design and construction of steel-concrete composite beams IS:11384
followed.
7.2.4 For detailing of reinforcement IS:2502 and SP:343 shall be followed. Cold
twisted deformed bars (Fe= 500 N/mm²) conforming to IS:1786 shall be
used as reinforcement. Two layers of reinforcement (on inner and outer
face) shall be provided for wall & slab sections having thickness of 150mm
and above. Clear cover to reinforcement towards the earth face shall be
minimum 40mm.
7.2.5 The procedure used for the foundations shall be the most critical loading
combination of steel structures and or equipment and/or superstructure
and other conditions which produces the maximum stress in the
foundation or the foundation component and as per relevant IS Codes of
foundation design.
7.2.6 All foundations shall rest below natural ground level and the : minimum
depth of foundation below the nature ground level shall be at least 500

mm for equipment foundations / boundary wall & toe wall of U/C fencing
and 1000 mm for towers (DT2 & DT3 ) /S.H bldg, in case earth filling is
involved due to high fixation of formation level.
7.2.7 Design shall consider any sub-soil water pressure that may be
encountered, following relevant standard strictly.
7.2.8 Necessary protection to the foundation work, if required shall be provided
to take care of any special requirements for aggressive alkaline soil, black
cotton soil or any other type of soil which is detrimental/harmful to the
concrete foundations.
7.2.9 RCC columns shall be provided with rigid connection at the base.
7.2.10 All sub-structures checked for sliding and overturning stability during both
construction and operating conditions for various combinations of loads.
Factors of safety for these cases shall be taken as mentioned in relevant
IS Codes or as stipulated elsewhere in the specifications. For checking
against overturning weight of soil vertically above footing shall be taken
and inverted frustum of pyramid of earth on the foundation should not be
considered. In case of trench passing above the footing base then for over
turning only dead weight of trench considered.
7.2.11 Earth pressure for all underground structures shall be calculated using co-
efficient of earth pressure at rest, co-efficient of active or passive earth
pressure (whichever is applicable). However, for the design of sub-
structures of any underground enclosures, earth pressure at rest shall be
considered.
7.2.12 In addition to earth pressure and ground water pressure etc. a surcharge
load of 2T/Sq. m considered for the design of all underground structures
including channels, sumps, tanks, trenches, substructure of any
underground hollow enclosure etc. for the vehicular traffic in the vicinity of
the structure or otherwise.
7.2.13 Following conditions considered for the design of water tank in pumps
house, channels, sumps, trenches and other underground structures.
a) Full water pressure from inside and no earth pressure and ground
water pressure and surcharge pressure from outside (applicable
only to structures which are liable to be filled up with water or any
other liquid).
b) Full earth pressure, surcharge pressure from outside and no water
pressure from inside.

7.2.14 Base slab of the any underground enclosure designed for empty condition
during construction and maintenance stages with maximum ground water
table (GWT) at 1.5 mtr. Below ground level. Minimum factor of safety of
1.5 against buoyancy shall be ensured ignoring the super-imposed
loading.

7.2.15 Base slab of the any underground like water storage tank designed for the
condition of different combination of pump sumps being empty during
maintenance stages with maximum GWT. Intermediate dividing piers of
such enclosures shall be designed considering water in one pump sump
only and the other pump sump being empty for maintenance.
7.2.16 OTHER FOUNDATIONS:
All foundations shall be designed in accordance with the provisions of the
relevant parts of latest revisions of Indian Standards IS:456.
7.2.17 Type of foundation system i.e. isolated footing or raft etc. shall be decided
based on the load intensity and soil strata.

8. CHAIN LINK FENCES & GATE:


8.1 GENERAL:
Boundary wall & fencing shall be designed for the most critical loading
combination taking care of wind force, stability, tension on wires, minimum
requirements as per this clause and relevant IS recommendations.
8.2 Boundary wall & fencing shall be provided for the following areas:
8.2.1 The ht. of the B/Wall shall be maintained as 1.4 mts from the 100.0 mts
level and shall be kept same through out the boundary of the Sub-station.
The section of boundary wall in 1.4 mts. height shall be minimum 9” thick
and pillars shall be of size 345x345mm at 4.5M (max) C/C. The boundary
wall in side face shall be plastered and outside face deep pointed.
Minimum thickness of foundation of boundary wall up to formation ground
level shall be 345mm. The top of boundary wall shall have pieces of glass
embedded in minimum 50mm (average) concrete coping 1: 2:4. Separate
gates shall be provided for men & equipment.
Wherever the earth fill is up to 4’, the boundary wall in brick masonry shall
be constructed to retain the earth pressure. Where earth fill is more than
4’, the boundary wall shall rest over RCC beam supported over RCC
pillars provided the construction of boundary in brick masonry as retaining
wall is not a necessity as per site conditions which will be decided by the
engineer-in-charge whose decision shall be final and binding upon the
agency. The type of boundary wall to be provided shall also be indicated
in the price bid schedule.
The inside and outer surface of the boundary wall shall be painted with
waterproofing cement paint of approved quality of the shade off white for
inside and pink for outside.
8.2.2 Internal fence without barbed wire on top, shall be provided surrounding
the various equipments , if mounted on ground are a height lower than 2.5
Mtr. Necessary gates shall be provided for each area so surrounded.
Wherever necessary anti-reptile fixture/arrangement shall be provided
along with fencing.

All structural steel shall conform to IS: 2062 and shall be painted with a
coat of approved steel primmer and two coats of synthetic enamel paint.
The Chain Link fabric shall be fixed to the post at the top and bottom of
the fence by welding/fixing 50mmx6mm MS flat all through its length.
8.3.3 Fencing shall be of galvanized barbed wire and shall conform to IS:278.
8.4 INSTALLATION:
8.4.1 Fence shall be installed along lines shown on approved drawings
wherever U/C fencing coincides with boundary wall of S/Stn shall have
boundary wall up to ht. of wire mesh netting & over it angles ‘Y’ shape with
barbed wire.
8.4.2 Postholes shall be excavated by approved methods.
8.4.3 Intermediate posts shall be spaced 2.5 m apart measured parallel to
ground surface.
8.4.4 Straining posts shall be installed at equal intervals not exceeding 12.5 M.
8.4.5 Straining posts shall be installed at sharp changes in grade, at corners, at
change of direction and where ever necessary as directed by Engineer-in-
charge.
8.4.6 All corner post & 5th post will have two stay post.

8.4.7 Posts shall be set in concrete. Concrete work shall conform to relevant
clause. Posts shall be braced and held in plumb position and true
alignment and elevation until concrete has set.
8.4.8 Fence fabric shall not be installed until concrete has cured a minimum of 5
days.
8.4.9 Bottom and top of the fence fabric shall be fixed with MS flats of
50mmx6mm (min.).
8.4.10 Fence fabric shall be laid out with barbed edge on top, stretched tightly
and shall be fastened to intermediate, gate and straining post with 50x6
flats.
8.4.11 Fabric shall be secured to tension wires with tie wires at centre hole of the
posts. Tie wires shall be given not less than two twists.
8.4.12 Barbed tape shall be attached to barbed wire arms with approved metal
clips.
8.4.13 Gates shall be installed in locations shown on drawings.
8.4.14 Bottom of gates shall be set approximately 40mm above ground surface
and necessary guiding mechanism shall be fitted.
8.4.15 A 345 mm thick (one and a half brick size) toe wall of Brick shall be
provided below all fencing as per drawings. All exposed surfaces of brick
toe wall shall be provided with 15mm 1:6 cement sand plaster and coated
with two coats of water proofing snowcem cement paint of off white shade.
8.4.16 All posts should be painted with two coats of alluminium paint over one
coat of primer.
8.5 GATES:
8.5.1 The Gate frame at entry of sub-stn. shall be made of medium duty MS
pipe 80mm x 40mm confirming to relevant IS code. Width of main gate at
entry of S/Stn. and gate to Switch Yard shall be 16’ & the wicket gate at
entry of S/Stn. shall be 4’. The gate frame of S/yard should be of M.S
angle, flat, plate, wire netting and barbed wire.
8.5.2 The boundary wall gates shall be fabricated with continuous welded joints
to achieve rigid connections. The gate frames shall be painted with one
coat of approved steel primer and two coats of synthetic enamel paint of
black colour and alluminium paint on S/yard gate.
8.5.3 The barbed wire shall consist of two splices per reel. The barbed wire
shall be formed by twisting two line wires, one containing the barbs. The
barbed wire shall be of 12 SWG galvanized steel with its weight 155-136
gm/m length of the wire. Distance between two barbs shall be 75 mm. The
barbs shall carry four points and shall be formed by twisting two points
wires, each two turn tightly round one line wire, making altogether 4
complete turn. The barbs shall be finished in such a way that the four
points are set and locked at right angles to each other. The barbs shall
have a length of not less than 13 mm and not more than 18mm. The
points shall be sharp and well pointed.

8.5.4 Above chain link, 4-Row (8 Nos. in 2 Arms) of barbed wire shall be
provided in each arm of the Y shaped barbed arm at top.
With barbed wire above the chain link fence, the total fence height shall be
minimum 3000 mm above formation ground level.
8.5.5 Barbed tape/wire arms same as intermediate and straining post.
8.5.6 Fasteners: Single strand aluminum or galvanized steel Wire conforming to
requirements for fence fabric 4-mm diameter.
8.5.7 Tension wire: Single strand, high tensile, galvanized steel Wire, 4-mm
diameter.
8.5.8 Fittings and hardware: Cast aluminum alloy or galvanized steel, malleable
or ductile cast iron, turnbuckles to be drop forged.
8.5.9 For every 50 reels or part there of samples of the barbed tape/ wire and
the individual line wires shall be put to tensile test and incase of failure to
conform to the tensile properties give below, two additional tests of each
kind shall be made on the samples cut from other reels.
8.5.10 TENSILE PROPERTIES

wire/ tape shall be accepted or discarded by the Employer, as the case
may be.
8.5.11 Gates shall be fitted with approved quality iron hinges, latch and latch
catch. Latch and latch catch shall be suitable for attachment and operation
of pad lock from either side of gates. Hinges shall permit gates of swing
through 180º back against fence.
8.5.12 Gates shall be fitted with galvanized chain hook or gate hold back to hold
gates open. Double gates shall be fitted with center rest and drop bolt to
secure gates in closed position.
9. BUILDINGS – GENERAL REQUIREMENTS:
9.1 GENERAL:
The scope includes the construction of Buildings including sanitary, water supply,
electrification etc. The design & engineering of the bldg. shall be the scope of
DHBVN.
9.2 DIMENSIONS
The dimensions specified in the following clauses shall be considered as minimum
requirements and can be increased to suit the equipment to be installed. The buildings
shall be designed taking into consideration the layout of the panel’s switchboards and
the switchgear in order to allow enough area for the future extension of the switchyard.

An open space of 1.2m minimum shall be provided on the periphery of the rows
of panels and equipment generally in order to allow easy operator movement and
access as well as maintenance
9.3 DESIGN:
a) The buildings designed
1) To the requirement of the National Bldg. Code of India and the
standards quoted therein.
2) For the specified climatic & loading conditions.
3) To adequately suit the requirements of the equipment and
apparatus contained in the buildings and in all respects to be
compatible with the intended use and occupancy.
4) With a functional land economical space arrangement.
5) For a life expectancy of structure, systems and components not
less than that of the equipment, which is contained in the building
provided regular mtc. is carried out.
6) To be aesthetically pleasing. Different buildings shall show a
uniformity and consistency in architectural design.
7) To allow for easy access to equipment and maintenance of the
equipment.
8) With wherever required fire retarding materials for walls ceilings
and doors which would prevent sporting or spreading of fire.
9) a) With materials preventing dust accumulation.
b) Individual members of the building frame designed for the
worst combination of forces such as bending moment, axial
force, shear force, torsion etc.
c) Permissible stresses for different load combinations taken as
per relevant IS Codes.
d) For building lighting and other fittings, the bidder shall
provide all light fittings as specified in the drawings.
e) The building auxiliary services shall be designed in
accordance with the requirements specified in relevant
section or elsewhere in this Specification and as per National
Building Code.

9.4 DESIGN LOADS:


Building structures designed for the most critical combinations of dead loads
super imposed loads equipment loads, crane load, wind loads, seismic loads and

temperature loads. In additions loads and forces developed due to differential


settlement also considered.
Dead loads shall include the weight of structures complete with finishes, fixtures
and partitions and taken as per IS: 1911 (latest revision) Super-imposed loads in
different areas include live loads minor equipment loads cable trays small pipe
racks/hangers and erection operation and maintenance loads. Equipments loads
constitute if applicable all load of equipments to be supported on the building
frame.
The wind loads computed as per IS 875. Seismic Coefficient method used for the
seismic analysis as per IS 1893 (latest revision)
For temperature loading the total temperature variation considered as 2/3 of the
average maximum annual variation in temperature. The average maximum
annual variation in temperature for the purpose taken as the difference between
the mean of the daily minimum temperature during the coldest month of the year
and mean of daily maximum temperature during the hottest month of the year.
The structure designed to withstand stresses due to 50% of the total temperature
variation. Wind and Seismic forces not considered to act simultaneously.
Floors slabs designed carry loads imposed by equipment, cables piping travel of
maintenance trusses and equipment and other load associated with building in
general floors designed for live loads as per relevant IS and cable and piping
loads not less than 5 KN/sq.m hanging from the underside.
In addition, beams designed for incidental point loads of 20 kN to be applied at
any point along with the beams.
For consideration of loads on structures IS: 875, “Code of practice for structural
safety of building followed. The following minimum superimposed live loads shall,
however, be considered for the design.
a) Roof 150 kg/m² for accessible roofs

75 “ for non-accessible roofs

9.5 SUBMISSION:
The following drawings are enclosed with the specification and detailed in clause-
18;
9.5.1 Structural drawings (including construction/ fabrication) for all reinforced
concrete and structural steel structures.
9.5.2 Fully, dimensioned floor plans, cross sections, longitudinal sections and
elevations of each building. These drawings identify the major building
components doors and window schedules & specification.

9.5.3 Fully dimensioned Architectural drawing showing details and sections


drawn to scales of sufficient size to clearly show sizes and configuration of
the building components and the relationship between them.
9.5.4 Product information of building component and materials, including wall
partitions flooring ceiling, roofing, door and windows and building finishes.
All the materials to conform to Indian Standards (ISI).
9.6 CONTROL ROOM BUILDING:
Construction including anti termite treatment of control room building for
associated switchyard shall be in the scope of the bidder. The control room
building shall be of RCC frames structure of concrete 1:1 ½ :3 mix. The Control
room building shall be non air conditioned. The design of building shall be in
scope of DHBVN.
9.7 AREA REQUIREMENT:
The minimum carpet area required for various rooms of the control room building
is as given below:
Area for S.H. Building 33kv S/Stn. - 173 sqm
Size of S.H.bldg - 21.33 m x 8.08 m
Inside size of control room shall be 56’.6”X25’.0”. The bldg shall consist of control
room, JE Room, Store and toilet. For the complete guidance of the bidder,
tentative plans/ elevation and other spec. of bldg shall be as per latest drgs
prepared by DHBVN and duly approved by the Nigam and available under clause
18 and also enclosed with the bid documents. The drgs can also be seen in the
office of GM/P&D or DGM/Civil works, DHBVN, Hisar on any working day.
9.8 FINISH SCHEDULE:
The preliminary indicative finishing schedule is given in subsequent clauses.
However at the time of detailed engineering, the Employer reserves the right to
alter the finishing schedule and specifications and such changes shall have no
additional financial implication whatsoever on the Employer.
9.9 FLOORING:
9.9.1 Flooring in various rooms of control room building shall be Kotah stone
superior grade thickness minimum 20mm flooring. The base layer for all
the floors in contract with ground shall consist of 100mm sand layer,
100mm thick layer of concrete 1:4:8 with 20mm stone aggregate on sand
filling be laid before any topping.
9.9.2 Top surface shall be rubbed and polished to a granite finish.
9.9.3 All rooms shall have 125 mm high skirting on all walls matching with floor
of the room. In the case , top surface shall be polished to a granite finish.
9.9.4 In case of toilet, the walls shall have white glazed tiles of size 8”x12” up to
a height of 7’-0” from floor level.

9.9.5 The flooring of toilet shall be laid in ceramic antiskid joint less 400x400
mm tiles.
9.10 WALLS:
Control room buildings shall be framed superstructures. All walls shall be non-
load-bearing wall. Min. thickness of external walls shall be 230 mm .75 mm thick
DPC shall be provided at plinth level before starting masonry work. Brickwork
shall be in cement stone dust mortar 1:6 for 230-mm thick walls and 1:4 for
115/75-mm walls. On outer walls, horizontal DPC shall be provided at level with
plinth protection and on inner face vertical DPC 20 mm thick shall be provided.
For 115mm wall reinforcement at every fourth course is to be provided as per
code / specification.
9.11 PLASTERING:
All internal and external walls 9” thick shall have minimum 15 mm/12-mm thick
1:5 cement sand plaster respectively. However 115 mm walls shall have 1:4
cement plaster. The ceiling shall have 10-mm thick1:3 cement sand plaster.
9.12 FINISH:
Outer surface of walls shall be painted with waterproofing cement paint of
approved quality of the shade as per drg. & all ceilings shall be applied with
O.B.D. off white colour.
The internal walls shall have oil bound distemper such like Asian, Nerolac,
Berger, Johnson, after preparation of surface with Birla or JK wall Putty off white
colour.
9.13 ROOFING:
On the top of RCC slab of building, terracing shall be done with the tile paving. The top
surface of RCC slab when thoroughly dry shall be provided with 3 courses of water
proofing treatment consisting first and third course of blown type bitumen grade 85/25,
applied hot @1.2kg/ sqm of area for each course, IInd course of roofing felt type 3
grade 1(Hessian base self finished bitumen felt ISI mark) complete.
Over the layer of bitumen the good soil with optimum moisture content shall be laid on
roof to requisite thickness and slope, well compacted. After laying the mud surface shall
be given a coat of mud plaster 25mm thick and allowed to dry. Over the mud plaster flat
tile bricks shall be laid using the minimum amount of plain mud mortar as bedding. The
tiles shall be laid close to each other, the thickness of joints shall not be less than 6mm
and more then 12mm in width. After tiles are well set and bedding mortar has dried joints
of tiles shall be grouted with cement mortar of mix 1:3 (1 cement:3 coarse sand) such
that all the joints of tiles are completely filled with mortar and the joints should be
finished neatly by providing flush pointing in 1:2 cement mortar (1 cement:2 sand), the
surface shall be cured for at least 7 days. The tiles surface as completed shall be even
and true to slopes of 1 in 48. On top of roof. Top khurra of size 0.6 MX0.6 M in CC 1:2:4
for RWP should be provided and 150X150mm size HCI grating should be fixed over

RWP. CC 1:2:4 gola 10cmX10cm quadrant along junction of roof with parapet wall shall
also be provided.
9.14 GLAZING: Minimum thickness of glazing shall be 5 mm plain glass.
9.15 MS stair case fabricated with M.S Angles 50X50X6mm, M.S. flats 25X6mm and
M.S. pipe hand railing with riser 6 ½ ” and tread 10” shall be provided for access
to the roof of control room having approx. wt.-300 kg
9.16 DOOR AND WINDOWS:
The doors, windows and ventilator of the control room building shall be of
anodized aluminum sections as per colour shown in the elevation drawing in
accordance with the relevant IS codes and size shapes to match with the existing
Indoor as per approved drawings. The chowkhats/ Frames shall be of Aluminum
Jindal/Hindalco make of 10 gauge (3mm thick) of size 101.5x44.45mm. The
horizontal, vertical, top and lock rail shall be size 83.5mm x 44.50mm and bottom
rail of size 114x44.50mm of doors. The veridical and horizontal styles of windows
shall be off size 47.62 x 44.50mm and ventilators 63.50x38.10mm. The panels of
doors of store & toilet shall have 12mm thick both sides pre-laminated board of
approved colour. Aluminum fittings, as per sizes mentioned in the detailed
drawing, shall be provided for all doors and windows. WC & Store & cupboard
Doors shall be fully paneled while main gates should be partially glazed and
paneled. Main doors shall be swing type bottom panel pre-laminated & top panel
5mm thick plain glass. These shall be heavy type best quality ISI marked and
from approved manufacturer. Wire gauge shutters with SS wire mesh shall be
provided for all openable windows by using GI wire gauge conforming to IS:
1568-1970 and frame of aluminum sections. All fittings of doors, windows and
ventilator should be of aluminum and ISI marked and as guided in HSR-1988
Chapter -17 in Statement I & II and as directed by engineer-in-charge.
9.17 TOILET FIXTURES:
In the toilet of control room building, following sanitary fittings shall be provided
which shall be ISI marked.
Toilet shall have one No. European type water closet, white with flushing jet
alongwith 10 ltr. capacity PVC flushing cistern of reputed make conforming to IS
specification, one No. washbasin of size 630x450mm made of chinaware in white
colour along with relevant fittings complete in all respect. One No. towel rail soap
dish, one No. mirror above wash basin of standard size, one no. additional tap
shall also be provided and provision for one No. additional tap for water cooler
shall also be made. All the taps shall be chromium plated of best quality wt. not
less than 400g each. One No. PVC over head water tank Sintex make of 500 ltr.

capacity alongwith brick enclosure shall also be provided on the roof of the
building. All other fittings shall be as shown in the drawing.
All water supply pipes shall be GI pipes (C-Class) conforming IS: 1230 along with
specials having ISI marking.
All drainage pipes shall be PVC pipe of 10kg pressure along with special and ISI
marked, embedded in walls & floors encased in CC 1:1 ½ :3.
From inspection chamber onwards to soakage pit or to existing sewerage
system, as the case may be, PVC pipe of 10 kg pressure – 6” dia shall be used.
Construction of septic tank & soakage pit near switch house building and
providing/ laying of PVC pipes up to sewerage system within sub-station is in the
scope of this bid.
Construction of under ground RCC water storage tank of 10000 Lts. Capacity &
providing and laying of 40mm dia GI pipe ‘C’ class upto Fire Hydrant in the Yard
and 20mm dia GI ‘C’class pipe upto PVC over head tank of 500 Ltrs. capacity is
also included in the scope of this work. It shall also include the cost of providing
all fixtures like fire hydrant along with pipe as mentioned in price bid schedule,
stop balls, Tee, bends, Union etc.etc. to complete the work.
Providing & fixing of 2 BHP single phase Monoblock pump of Crompton or
Kirloskar make with its switch control in control room with valves & enclosures of
size 4 ½’x2 ½’ x3 ½’ made of MS sheet 14 gauge & angle size 35x35x5mm, i/c
locking arrangement & fixing in cement concrete painting etc. complete in all
respects is included in the scope of this work.
9.18 PLINTH PROTECTION
Plinth protection 2’3”wide with base course 1:4:8,100mm thick and CC 1:1 ½ :3
toping, 50mm thick is to be provided along the periphery of the Switch House
building. Sufficient joints shall be provided with 6mm joints at suitable intervals.
Bottom lkhurra of size 1.2MX0.6M shall be provided at RWP points.

10. BUILDING STORM WATER DRAINAGE:


The building shall be provided for the collection of storm water from the roofs.

Minimum 100 mm dia 6 No. PVC 6 kg pressure RWP with water retaining joints shall be
provided to drain off the rain water from the roof. These shall be suitably concealed in
masonry work in cement concrete 1:1 ½ :3 or cladding material as approved in the drgs.

11. ELECTRICAL WIRING/APPLIANCES IN SWITCH HOUSE BUILDING:


The bidder shall prepare the actual design and detail of circuits to be provided and
layout of pipes. The wiring shall be Recessed conduit wiring.

Rigid steel conduit shall be used for wiring purposes; 25mm dia of (1.6mm) thickness
(Minimum) rigid steel conduit shall be used for wiring. Conduit pipes shall be joined by
means of screwed couplers and screwed accessories. The copper wire multi-strand
shall be used for electrical wiring in switch house building. Minimum dia of Copper wires
shall be1.5mm2 for light points, 2.5mm² for power points and flood light.

7 Nos. ceiling fans of 56” sweep, 3 No. exhaust fans of standard Make, 15 No. T-5
tube lights of 28 watt each and other appliances as shown in the drg. are also i/c
in the quoted cost of work. 2 Nos. flood lights 250 watt Philips Make shall be
provided at outside top corner of S/H bldg. (opposite to yard side)
Depth of inspection/junction boxes shall be 80mm in ceiling and 28mm on wall surface.
All outlet boxes for fittings/switches/regulators call bell etc. shall be mild steel 5mm thick
Bakelite sheet of brown/white shade shall be fixed in front of MS box with brass screws.
All switches/ fittings/socket shall be flush type, fixed as sheet in flush pattern. All the
material shall be as per IS specification ISI marked. One No. plate earthing shall be
provided independently for S/H Bldg., as per HSR item No. 31.22 (iii & v).

12. COMPLAINT –CUM-CASH COLLECTION CENTRE:


12.1 Area – As per drg. attached.
12.2 Location of complaint centre shall be at boundary wall of the S/Stn. near to the
under ground water storage tank and septic tank of the S/H building and will be
decided by the Engineer- in-charge.
12.3 Flooring in all rooms hall be conglomerate type 50 mm thick CC 1:1 ½ :3 with
floating coat 1.5mm thick neat cement laid in one operation to the topping. The
base shall consist of 100mm sand layer and 100mm layer of CC 1:4:8 with 20mm
stone aggregate on sand filling.
12.4 All room shall have 18 mm thick grey polished, 100mm high skirting on all walls &
toilet should have 900mm high skirting matching with floor of the room.
12.5 Walls, plastering, Finishing & roofing, Glazing & Plinth protection shall be as per
control room building mentioned vide clause No. 9.10,9.11,9.12,9.13,9.14 & 9.18.
12.6 The chowkhats of door, windows, ventilators & cupboard shall be of aluminum
section as per control room building mentioned vide clause no. 9.16. Aluminum
grill 7mm thick with opening 75x75mm should be provided on the openable and
fixed portion of the windows & ventilator. The cupboard shall have 3 Nos. RCC
slab 2” thick in C. C. 1:1 ½ :3
12.7 Toilet fixtures:- the following sanitary fittings shall be provided which shall be ISI
marked.
Toilet shall have one No. ORISSA Pan type water closet 580mm size along with
10 ltr capacity PVC flushing cistern, one No. washbasin of size 630X450mm
made of china wire in white colour alongwith relevant fitting complete in all

respect. One No. towel rail, one No. mirror above washbasin of standard size &
one no. additional tap shall also be provided. All the taps shall be chromium plate
of best quality of wt. not less than 400 gm/each. One no. PVC over head water
tank Sintex make 500 ltr. Capacity alongwith brick enclosure shall also be
provided on the top of the building. All water supply pipe shall be G.I. Pipe C-
Class (Heavy quality) confirming to IS:1230 alognwith specials having ISI
marking. All drainage pipe shall be PVC Pipe of 10kg/cm2 pressure alongwith
specials and ISI marked embedded in walls & floors encashed in CC1:1 ½:3 one
No. G.T., two No. F.T. one No. inspection chamber of size 450X450mm & one
No. 75mm dia vent pipe shall also be provided. Providing PVC 10kg pressure 6”
dia sewer line from inspection chamber to septic tank and G.I. C-class 20mm dia
water supply line from PVC over head tank to underground water storage tank is
also included in the scope of this work
12.8 One No. PVC pipe 3” dia 3’-0” long of 6kg pressure shall be provided at the top
of roof for rain water alongwith one No. top khurra and one No. bottom khurra.
12.9 Electrical Wiring:-
The wiring shall be recessed conduit wiring.

13. MISCELLANEOUS GENERAL REQUIREMENTS:


13.1 Dense concrete with controlled water cement ratio preferably 0.45 shall be used
for all underground concrete structures such as pump house tanks water
retaining structures cable and pipe trenches etc. for achieving water-tightness.
13.2 All mild steel parts used in the water retaining structures shall be hot-dia
galvanized. The minimum, coating of the zinc shall be 750-gm/sq.m for
galvanized structures and shall comply with IS 2629 and IS 2633. Galvanizing
shall be checked and tested in accordance with IS 2629. The galvanizing shall be
followed by the application or an etching primer and dipping in black bitumen in
accordance with BS:3416.
13.3 A lean concrete layer not less than 100mm thick and of mix not weaker than
1:3:6 conforming to IS: 456-1978 shall be provided below all water retaining
structures.

13.4 Bricks having minimum 105-kg/cm² compressive strength can only be used for
masonry work. Bidder shall ascertain himself at site regarding the availability of
bricks of minimum 105-kg/cm² compressive strength before submitting his offer.
13.5 Monorails, monorail girders and fixtures shall be provided wherever required.
13.6 Doors and windows on external walls of the buildings (other than areas provided
with insulated metal cladding) shall be provided either side of the openings.
Projection of sunshade from the wall shall be as per drawings.
13.7 Angles 50x50x6mm (minimum) with lugs shall be provided for edge protection all
round cut outs/openings in floor slab, edges of drains supporting grating covers,
edges of RCC cable/pipe trenches supporting covers, edges of manholes
supporting covers, supporting edge of pre-cast cover and any other place where
breakage of corners of concrete is expected and as shown in the drawings.
13.8 Anti termite chemical treatment shall be given to column pits, wall trenches,
foundations of buildings, filling below the floors etc. as per IS 6313 and other
relevant Indian Standard.
13.9 6mm thick MS chequred plate of suitable size shall be provided over internal
trenches in S/H bldg. All hand rail pipes shall be 32mm nominal bore MS pipes
and shall be painted with two coats of black paint with one coat of primer of first
quality on both sides
13.10 The bidder shall arrange for testing of concrete cubes, bricks, construction
water and other materials from the lab. approved by Engineer-in-charge as
per directions of engineer-in-charge at the cost being borne by the bidder.

14. INTERFACING:
The proper coordination & execution of all interfacing civil works activities like fixing of
conduits in roofs/walls/floors fixing of foundation bolts, fixing of lighting fixtures, fixing of
Supports/embedment, provision of cutouts etc. shall be the sole responsibility of the
contractor. He shall plan all such activities in advance and execute in such a manner
that interfacing activities do not become bottlenecks and dismantling, breakage etc. is
reduced to minimum.

15. STATUTORY RULES:


15.1 Supplier shall comply with all the applicable statutory rules pertaining to factories
act( as applicable for the State). Fire Safety Rules of Tariff Advisory Committee.
Water Act for pollution control and labour Cess Act etc.
15.2 All water retaining structures designed as un-cracked section shall also be tested
for water tightness at full water level in accordance with clause No.10 of IS:3370
(Part-I).
15.3 Construction joints at the following locations shall be provided:
a) At the meeting points of the columns and the raft.
b) At the point of contra-flexure in the columns.

15.4 Additional reinforcements and shear keys shall be provided at the construction
joints. All underground concrete structures like basements, pumps houses, water
retaining structures etc. shall have plasticizer cum water proofing cement additive
conforming to IS: 9103. In addition, limit on permeability as given in IS: 2645
shall also be met with. The concrete surface of these structures in contract with
earth shall also be provided with two coat of bituminous painting water/damp
proofing.
15.5 Deleted
15.6 The scope of work shall also include the supply & erection of all such items which
are not specifically mentioned in the contract document but needed for the
successful operation of the project.
15.7 Extra work involved due to fixation of foundation level/site conditions shall not be
paid extra to the bidder.
15.8 In case of any vigilance enquiry instituted during the execution of the work, no
payment shall be made to the bidder till the finalization of the enquiry. Any
discrepancies pointed during vigilance enquiry shall be rectified by the bidder at
no extra cost to the Nigam.
15.9 In case of water leakage in the above structures, injection method shall be
applied for repairing the leakage.

16. Deploy of Civil Engineer


The contractor will deploy at least one qualified Civil Engineer on 2 Nos. Sub-Stations,
having experience of at least 5 years in construction of Civil Engineering works. The
contractor will submit the antecedents of the Civil Engineer before starting the works
otherwise the work shall not be allowed to commence with.

17. Subletting: The firm shall not sublet the work to further sub contractors without the prior
permission of the Nigam in writing.

18. Drawings: The work shall be executed as per following drawings / plans prepared,
approved and supplied by DHBVN and enclosed with this bid document:-

Note: DHBVN shall be authorized to carry out any amendment in the above

One set of approved drawings and lay out plans under signatures of the
competent authority of the Nigam shall be issued to the successful bidder after
award of work.
The structure drawings are based upon net safe allowable bearing capacity of
soil as 5 t/sq. m. However in case it is observed at any site that soil bearing
capacity is less than 5 t/sq. m then section of footing of column shall be
increased as mentioned in the table of structural drg. No. HCD/TB-644 for
minimum bearing capacity of soil is 4 t/sq. m without any extra cost. The bidder
shall be bound to carry out the construction work accordingly at no extra cost to
DHBVN.
