Minutes of Peoples Law Enforcement Board(PLEB) Meeting Held on January _____, 2018 at the SP

The meeting was called to order at 1:30 in the afternoon with a prayer offered by Hon. Artemio
L. Ebar.

Hon. Serafin S. Senajon, Jr. welcomed the members to the PLEB meeting. He handed to the
members the copiesof of Executive Order An Order Re-organizing the Peoples Law Enforcement
Board issued by HON. Joseph R. Penas.

Hon. Serafin Senajon discussed the contents of E.O. 20. He further that the reorganization was
based on Memorandum Circular No. 2017-154 issued by on November 16, 2017 on the Operational
Guidelines on the Implementation of the Peoples Law Enforcement Baord(PLEB) Program.

Discussed the Legal Basis and References in the implementation of PLEB, to wit:

1. Republic Act 6975, or the DILG Act

2. Republic Act 8551, or the Philippine National Police Reform Actof FY 2017

3. Republic Act 10924, the Geenral Appropriation Act of FY 2017

4. Napolcocom Memorandum Circular No. 2016-002, or the Revised Rules of Procedures Before
the Administrative Desciplinary Authorities and the Internal Affairs Service of the Philippine
National Police.

5. Local Budget Circular No. 73, dated January 10, 2001, or the guidelines on the Grant of
Compensation Benefit to Local Regulatory Boards/Quasi-Judicial Bodies and Similar Bodies in
Provinces/Cities/Municipalities and Barangay Volunteer Frontline Workers.

6. General Guidelines for the Implementation of the Capacity Building Program for People’s Law
Enforment Boards (PLEBs)
 Informed the body of Case No. 02-03-14 now pending before the office of the People’s Law
Enforcement B0ard (PLEB), Digos City.

Proposed Activities of the PLEB:

1. Training of PNP personnel on cirminal investigation.

2. Conduct of Sports Program for PNP personnel.
3. Conduct of Capacity Enhancement Program for members of PLEB. (Study Tour)
4. Conduct of Activities in Support to Anti-Illegal Drug Program/Activities.

There being no matters to discuss, PLEB meeting Was adjourned at 3:30 in the afternoon.
