I. RATIONALE
We are now in a new generation, a generation that mostly affects the individuals.
New high tech gadgets that makes a work simple and easy to be done, a high speed internet
connection into a computer and now even more in modern cellphones that let everyone
connect to a multiple of persons around the world. But in this type of things, the youth
maybe more prone to such things that are not good for them if they will not be guided,
aside from that is that they me learn to do bad things that may apply into their daily life.
This is just a thing that we can notice in our life today, we cannot hide this because we all
know that the fact is everyone engaged in this situation even the young students. The
essences of the sports activity are now being eliminated in the mind of the Youth.

Nowadays, lots of changes happen in each of our lives, especially from the youth
today are now more productive, serious yet aggressive in such thing that gives enjoyment
from them. That’s why mostly youth are engaging into such addictive drugs. Influence in
liquor, crimes and the worst part is the unwanted pregnancy or unprepared to become a
young parents.

We can noticed such that things in our generation today and this will not be simple
to resolved by the government, and there’s no farther action the previous administration in
this type of problem then this happenings will be pass from generation to generation and
become more complicated. That’s why the City of Dumaguete exists due to this type of
problem since the new good leader in this current administration can heal and can
understand the needs and problem of youth.

Therefore, the City of Dumaguete is aware of this type of problem, that’s why we
have decided to conduct an annual sports festival for the purpose of engaging the time of
the youth in the field of sports instead of wasting their time into a bad influence. We also
acquire this activity in order to spread the good influence in this type of activity like
teamwork that enables them to trust with each other, challenges that enable to pursue with
hope in their mind and heart, a law-abiding citizens that enable them to follow rules and
regulations. Sportsmanship that enables them to accept failures as they continue showing
their nice gratitude to the winners and most of all is to become a God fearing person with
trust and love of GOD ALMIGHTY.

GROUND RULES PER EVENT


1. BASKETBALL
A. FIBA rules shall be followed.
B. Time: 10 minutes per quarter; running time except for 3rd & 4th quarter.
2. VOLLEYBALL
A. FIVB rules shall be applied.
B. Best of five (5) sets (rally point, raise to 25 points)

3. CHESS
A. Chess FIDE rules shall be followed
B. A win and loss will earn 1 and 0 point in the tabulation sheet. One-half (1/2 or 0.5)
point will be given to each player in the event of draw.
C. The team earning the maximum number of points shall be declared winner.
4. TABLE TENNIS
A. ITTF (International Table Tennis Federation) rules shall be followed.
B. Rally point, raise to 11.
5. FUTSAL
A. FIFA rules will be applied.
B. 5 players vs 5 players.
C. Time: 15 minutes.
6. BADMINTON
A. BWF rules will be applied.
GENERAL RULES
I. PARTICIPATION
1. All participating teams must submit official line-up of players certified by the sports
director/head of representing unit.
II. UNIFORMS
1. All players must be in proper uniform/playing attire and official team color.
III. DEFAULT/FORFEITURE
1. A team not ready to play in fifteen (15) minutes after the scheduled time shall lose the
game by default. (Bundy clock in the administration building will be the basis of time.)
2. A team without the minimum number of players and required faculty/staff on the
scheduled game shall lose the game by default. Minimum number of players must be the
number of players required to start the game.
IV. MODE OF ELIMINATION
1. Single round robin system shall be applied, unless specified.
IV. PROTEST
1. A game under protest shall be indicated on the score sheet. Protests shall be in writing
and should be filed to the technical Committee thirty minutes after the game.
2. The decision of the technical committee shall be final.
V. FORCE MAJEUR
1. In case of force majeur, all participants must remain in the playing venue. There shall be a
twenty (20) minutes allowance to determine whether play will resume, otherwise it shall
be rescheduled by the Tournament Coordinator. In cases of interruptions during the game,
the remaining time shall be carried over when it is resumed. Re-schedule games records
(score, fouls, team fouls, time remaining etc) shall be carried over.
VI. RECOGNITION
1. Overall Champion shall be declared basis on the points garnered of all events played.
The organizing committee or the event coordinator has the right to modify the rules to the
best interest of sports festival.
