1 Introduction
1.1 Subject
This document provides step-by-step procedures on using the open source mobile
application for flood control structures (hereafter, MDCS-FC) from gathering data in the
field to sending the accomplished forms to a dedicated DPWH server. Additional tools for
post-processing the data collected and aggregated are also provided.
1.2 Purpose
The MDCS-FC shall serve as a tool for Bureau of Maintenance (BOM) to build and
consolidate an inventory database for flood control structures. The mobile app is form-
based (i.e., with standard format/data structure) and equipped with capabilities of
recording GPS-based location and geotagging photos of flood control structures.
1.3 Audience
This document is intended primarily for BOM engineers, who are the owner and main
users of flood control inventory data. Experience in operating Android-powered mobile
devices and basic ArcGIS applications are useful but not necessary.
2 About ODK
The platform used in developing MDCS-FC is based on ODK. The ODK is an open
source suite of tools that helps organizations author, field, and manage mobile data
collection solutions. The main goals of ODK are to make open-source and standards-
based tools which are easy to try, easy to use, easy to modify and easy to scale.
There are three general requirements in using ODK: design a form, setup a server,
and connect the device to that server
1 | PAGE
Mobile Data Collection System – Flood Control
User Manual Version 4.0
Once those three requirements have been met, the user is ready to conduct data
gathering. The user shall need three tools: Build or XLSForm (to design the survey
form), Collect (running on an Android device to download and fill-in the survey),
and Aggregate (for hosting the survey form and gathering the survey results). For
end-user, the most important tool is the Collect as what will be discussed later.

Process flow numbers 1 and 2 are discussed in a separate manual intended for
programmers, system and network development personnel.

Make sure that your device is GPS-capable. To check this, the user shall go to
device’s Settings and turn on Location
Make sure the camera app of your device is also GPS-capable: Open device’s camera
app go to camera’s Settings turn on Location or GPS or GPS tag
Once the device has been set-up, the users shall go out in an open area to perform an
actual test of the GPS capability of the device. It is highly advisable for the user to
perform GPS initialization if the user has spent too much time inside an enclosed area
(e.g. inside a room or vehicle) before resuming data gathering.

It is important that users will only use one blank form throughout the course of data
gathering. Using multiple blank forms will result to different databases making data
consolidation extremely difficult.
While the user can directly download the form from the DPWH Server to his/her
mobile device, this is not possible as of the moment since it requires the mobile
device to be connected to the Intranet as per the Department’s IT Policy. In this
case, loading a blank form to the mobile device will be done manually/offline.
It is highly advisable that BOM distributes the copy of blank form (.xml file) and
corresponding media folder during the training session with Regional Offices (ROs)
and District Engineering Offices (DEOs) to ensure that all users will just use one and
the same blank form.
BOM shall copy the folder containing the files mdcs_fc4.xml and mdcs_fc4-
media sub-folder and paste these files to storage/odk/forms of the user’s mobile
device.

Mobile Data Collection System – Flood Control
User Manual Version 4.0
The format for Flood Control ID is based on the Manual on Maintenance of Flood
Control and Drainage Structures and format of Confirm Enterprise, which will be the
platform for creating a desktop-based Flood Control Inventory Application (FCIA)
similar to existing RBIA.
Enter the name of flood control structure using this format: Name of river/water body
+ category of structure. For example: Pasig River Revetment. (If more than one
structure in the same section, add a RUNNING NUMBER, i.e., Pasig River Revetment 1,
Pasig River Revetment 2, etc.
Enter the name of river in which the flood control structure can be referenced to. If
river name is not available, use barangay boundaries. For example, Brgy. A-Brgy. B
River.
The format for entering the name of river or other water body is determined by BOM.

The default position of field engineer when surveying a flood control structure in
reference to the river or other water systems is FACING DOWNSTREAM. In addition to
this, the field engineer has to specify if s/he is on the right, left or within/center of the
flood control structure.
The user will select from a pre-loaded list for his/her region.

After selecting the region, a list of District Engineering Offices (DEOs) associated with
the previously selected region will come up. The user will select his/her DEO.
The list of DEOs is sourced from RBIA managed by Planning Service-Statistics Division
(PS-SD). The user cannot modify or update the list of DEOs within the mobile app.
The user must inform PS-SD separately for any modification or updates on the list of
regions.
Similarly, a list of city or municipality associated with the previously selected DEO will
appear. The user will select the city or municipality where the flood control structure is
located.
The list of cities or municipalities is sourced from RBIA managed by Planning Service-

The user will enter the name of barangay where the flood control structure is located. If
the flood control structure traverses more than one barangay, indicate all barangays
separated by comma (for example, Brgy. 649, Brgy. 650).
Pre-loading of barangay names, which is around 40,000, was not utilized because it
caused the mobile app to slow down and/or crash.
Users will select one from the list of type of flood control structures. If the selected
structure has sub-structures, the associated sub-structures will appear when the user
swipe to the right.
The table below summarizes the list of structure and sub-structures included in this
mobile app. The respective sub-structures will only appear depending on which previous
structure was selected.

ODK Briefcase does not discriminate between incomplete and finalized forms on the
device. It will pull ALL data off of the device. This can cause problems during later
pushes, and especially, if you are encrypting your finalized forms. To keep your data set
clean, you must ensure that all forms are complete before being pulled off of
the device.
ODK Briefcase cannot discriminate between duplicates of the same filled-in form. After
you pull the data into ODK Briefcase, it is important that you delete it from
ODK Collect. Otherwise, the next time you follow this process, you will end up with
two copies of the filled-in forms from the first pull.
