Oro cops may stop adults with kids on suspicion of child trafficking

POLICE and social workers in
the city may now stop and check
on children and adults who tag
them along, on mere suspicion
of child trafficking.
This has been authorized
as it approved City Ordinance
2018-28 that was authored by
Councilor Edna Dahino.
The Dahino ordinance allows
the police and social workers
to check “prior to departure or
upon arrival, and when there is
a reasonable genuine suspicion
of trafficking in person.”
The new city law regulates the
travel of children whether they
are alone or unaccompanied by
parents or guardians to and from
Cagayan de Oro especially those
without proper documentation.

Marawi crisis that lasted
from May to October 2017.
The conflict has taken
a heavy toll on rural live-
lihoods and industries, as
well as the food supply and

centers and those staying
with their relatives and host
communities, including
agrarian reform beneficia-
ries, are among those who
received essential agricul-
tural inputs to help augment

FDC Misamis launches annual blood drive to save cancer patients

more patients suffering
from cancer and kidney
failure in Northern Min-
danao, the Gotianun-led
FDC Misamis Power Cor-
poration (FDC Misamis)
recently conducted its sec-
ond annual bloodletting
activity at the firm’s power
plant site in Phividec In-
dustrial Estate, Villanueva,
Misamis Oriental.
Assisted by the Philip-
pine National Red Cross
(PNRC) - Cagayan de Oro
City Chapter, employees
from the firm’s various busi-
ness units took part in the
life-saving activity.
“What a laudable under-
taking,” remarked PNRC
nurse Ophelia Sayson, add-
ing, “FDC Misamis’ 2nd
Bloodletting activity really
boosted our intensified cam-
paign for more blood dona-
tions region-wide.”
Sayson disclosed that
their agency releases an
average of 120 to 130 bags
of blood every day, thus, it
is vital that they have ample
and continuous supply.
“There were patients as
far as from Pagadian City
and Bukidnon asking for free
blood and we can’t refuse
since their attending physi-
cians are also Cagayan de Oro
City-based.”
On record, said Sayson,
patients with kidney trouble,
mothers suffering from post-
partum syndrome and those
with leukemia are their top
three patient-beneficiaries.

ous GSIS offices, use the GSIS
Wireless Automated Processing
System (GWAPS) or take ad-
vantage of the caravans set from
March 23 to June 30, 2018 na-
tionwide to activate their status
and continue receiving pensions.
Pensioners who are totally
disabled, those who are 80
years old and above, those with
medical condition but have legal
guardians who are not survivor-
ship pensioners are excluded to
appear for revalidation and may
instead request for home visita-
tion from GSIS.
Also excluded to appear for
revalidation are those who live
overseas and in the Autono-
mous Region of Muslim Mind-
anao (ARMM).
After the three-month revali-
dation period, pensioners are
required to renew their status
during their birth month.
Aranas said they need to do
something to protect GSIS’
funds for the benefit of all its
members.
He said the accumulated loss-
es may have been due to syndi-
cated actions or personal deci-

DEPARTMENT of Trade and
Industry (DTI) has released
suggested retail prices (SRPs)
of basic and prime commodi-
ties as of March 15.
Compared to their SRPs
in the same month last year,
prices are generally stable in
products such as bread, cof-
fee, bottled water, and canned
sardines.
In prime commodities,
prices of fish sauce, bath soap,
and batteries were also the
same from 2016.
DTI led early this month
the National Price Coordinat-
ing Council (NPCC) meeting,
wherein Trade Secretary Ra-
mon Lopez said prices did not
increase dramatically due to
Tax Reform for Acceleration
and Inclusion (TRAIN) law.

On this malleable foundation, the
advocates of federalism wish to install a
federal system. Their motive is obvious.
Is Duterte just a politician?

tigating the complaints filed against
him for extrajudicial killings (EJKs) in
connection with his anti-drug war and
the UNHRC wants to investigate the
much-publicized human rights viola-
tions, also on the same ground. He has
accused both United Nations agencies of
disrespecting Philippine sovereignty.
While immediate withdrawal would
not stop the ICC investigation – in fact,
it would not take effect until after a year
– the President’s decision shows how far
and deep the breach has gone.

and wishful-thinking theoreticians with
rosy prognostications that promise a
cure-all for our societal shortcomings.
The trapos of course are out to
expand and protect their political
dominance over our society. Inveterate
opportunists and power-greedy politicos
that they are, they have never given the
democratic spirit a chance to bloom,
never so much as empowered their own
constituents.
The starry-eyed academics? They
overlook the essential requirement of a
federal system—which is the people’s
capacity for governing themselves. They
forget that federalism can only be the
final step to autonomy.
To entrust trapos with the common
good would be a disaster. Consider how
they control politics and public office at
any cost. All they want is never-ending
rule for themselves and their political
dynasties. Nary a statesman among

Canada for our family reunion way back
in December 1999, the year of Y2K
craze, that they don’t and cannot just
burn leaves and waste materials. That’s
why my elder sister, in her golden age,
has to gather leaves from time to time
and has a place for them to decompose.

Tiburon! Tiburon!
AS a kid, our Good Fridays were spent
in some kind of a mournful seclusion
in our house. The streets were empty
of tartanillas, cars and Past Speaks

other fancy ingredients. As always this
was a hot day. We would ask our parents

usual reply was a big no and us being
labelled as “mga erehes.” To them, it
was the day that Christ was crucified
and we were to behave as if “namatyan
kami” or we had lost a loved one. Then,
my father would tell us for the nth time
about his grandaunt named Dolores and
the tragic thing that happened to her on
a Viernes Santo.
It is said that Dolores Corrales y Roa
was a beautiful young lady. Her family
house was in what is today Burgos St.
and so near the Cagayan river. At that
time, the river was wide, deep and it
looked forbidding. Many big lancha
vapors or boats used to anchor by the
river banks before a wharf was built in
Macabalan. On a Viernes Santo, Dolores
and her maids felt the searing heat of the
day that she decided to go and take a dip
in the river. A muchacho (servant boy)
of the Spanish military governor saw
Dolores and alerted his master for it was
known that he had a crush on her. The
governor who was residing in Casa Real
which was also near the river, rushed to
the window with a larga vista or tele-
scope in hand and focused his sight on
the lovely Dolores. When her maids
saw the him, they warned her that they
were being watched by the governor. So
she briefly submerged herself under the
water to avoid his prying eyes.
Just then, from the window, the
governor shouted, “Tiburon! Tibu-

The guilt stricken governor orga-
nized a group of volunteers to catch
the killer shark. My father said the men
placed a huge net in the mouth of the
river (bocana sa suba) and in no time,
they caught the shark. The shark was
then cut in to two and placed in two big
carromatas. The gongs and budjong
(conch shells) were sounded by town
criers around town as the governor
called on the people to line the streets
with knives in hand and stab the carcass
of the shark as the carromatas pass their
streets. A few years ago, I was surprised
to learn from the late Teddy Bautista
that the skeletal remains of this shark is
now in the museum of the University of

hold on public offices.
It is bad enough that
virtually all political juris-
dictions today—regions
and provinces down to the
barangays—are under the
control of trapos. To allow
them to gerrymander the
voting districts or subdivide
the country into what could
be unruly populations is
courting trouble and even
secession.
Does anyone doubt that
all they want is to monopo-
lize politics and strengthen
their control, manipulating
the masses with blandish-
ments afforded by their
public positions? They will
feather their nests while in
control of politics and the
economy.
Naturally, they will get
wealthier and more power-
ful by the day. It will afford
them unbridled power and
opportunity to peddle or
wield influence, buy votes,
and get away with shame-
less plunder. And they will
do these with impunity!
Let’s not play with fire
or secession, doing so by
yielding control of the po-
litical process to the trapos.
It will only deepen the re-
sentment of many sectors.
Already drunk with power
and emboldened by their
privileges, the last thing
trapos will do is empower
their constituents or intro-
duce reforms.
Their abuses have been
encouraged by the very
Filipino habits of indolence
and apathy, about which
Rizal wrote an extensive
essay titled “The Indolence
of the Filipino” over a cen-
tury ago.
Since then, notably
since Commonwealth years,
and onwards since 1946
when we achieved full in-
dependence, our society
and its bureaucracy have
gone through the motions
of what’s supposed to be a
democratic system. But the
overwhelming majority still
acts clueless about responsi-
ble politics, accountability,
or the principle of subsidiar-
ity. The meaning of citizen
sovereignty seems lost on
most of our society.
And so we remain polit-
ically immature, and pathet-
ically so. Most of our citi-
zenry mistake popularity for
competence. The ambitious
covet public office as oppor-
tunities for self-enrichment
and power-grabbing. We
elect leaders notorious for
their propensity to commit
graft and corruption and
plunder. And as constitu-
ents, we make them all the
more spoiled by tolerat-
ing their wrongdoing and
sense of entitlement with
impunity.
Isn’t it a paradox that
with our people’s vaunted
attainments in education
and the professions, our
social values remain prim-
itive? Too many Filipinos
view profligacy in dispens-
ing favors (abusing the
public treasury, in the pro-
cess) as a positive virtue in
a leader or a desirable trait
in a politician. Bereft of
statesmanship, the Common
Good is neglected.
This socio-political
framework is a poor en-
vironment for a federal
system. Subdividing our re-
public into artificial “states”
will only multiply our weak-
nesses as a democracy and
cause them to metastasize
throughout the Philippine
archipelago all the more.
Oligarchies in all juris-
dictions will arise all the
more. And corruption with
impunity will be well-nigh
impossible to minimize, let
alone eradicate.

heads of state, because

“No, there’s a world of
difference between a UN
official using crude lan-
guage against a sitting head
of state and the President
using any kind of language
that he wants on a private
individual.
“Especially in this in-
stance, when the person
using the crude language
is himself without a demo-
cratic mandate.”
In another report, Mr.
Roque distinguished Mr.
Zeid Ra’ad Al Hussein
as a diplomat; President
Duterte as head of state and
a politician.

Mr. Roque’s emphasis
on “world of difference”
is central to President
Duterte’s tumultuous re-
lation with his national
and international critics.
We agree that alluding
to Mr. Duterte as having
mental disorder is “crude
and inappropriate”. But
we disagree that the in-
sults, indecent language,
threats, et cetera, cast on
the UNHRC an ICC are
not as crude and inappro-
priate – if not more. A pot
calling another pot black
is not white.
Mr. Roque means at Mr.
Duterte, as head of state
and politician elected pres-
ident by 16 million voters,
is not bound by the code of
decency. There’s nothing
wrong about his making
women the subject of his
indecent jokes – if jokes
indeed, they are. Perfectly
all right are his patented
invectives and gutter lan-
guage against world leaders
crossing his path.
He had it coming. He in-
sulted US President Barack
Obama in 2016 during
the first Asean meeting he
attended. Mr. Obama had
their scheduled meeting
called off – laying aside,
to keep his dignity, the pro-
verbial “eye” and “tooth”.
But for Mr. Zeid Ra’ad
Al Hussein, coming from
one of the ancient biblical
nations, it was “An eye for
an eye, a tooth for a tooth”.

14, observed: “Duterte’s
complaint of bias against
him also flies in the face
of his own critical, and of-
tentimes, crude statements
against world leaders, in-
cluding former President
Barack Obama.”
Politicians are not of the
gutter; in their speech, they
are also bound by the code
of decency. Granting they
were not, Presidents are
-- besides being bound by
diplomatic protocol. Upon
this, President Duterte and
his spokesman, Mr. Roque,
must seriously ponder.

The fact is, our drive
against smoke-belching ve-

In all honesty, this law is
tough to enforce. Try stopping

use these materials for cook-
ing. I bet our agents won’t

Oh, look at Boracay! Once
upon a time, Boracay was
a paradise for tourists until

ernment Corporate Counsel

nothing wrong with what she
did and that it was a “usual
procedure.”
Lao said there was noth-
ing his committee could do
about the COWD-Metro
Pacific agreement because
the document was already
signed.
But he said he was hoping

tition Commission would
decide on the petition for
nullification which he filed
along with councilors Enrico
Salcedo and Reuben Daba.
Meanwhile, Lao frowned
over the failure of COWD to
send representatives during

of Senior Citizens’ Associa-

ardo Bantilan as president.
Goking, according to
Bantilan, did not recognize
Oro Fesca and continued to
lead Cafesca. The ex-coun-
cilor also holds office in the
same building.
