1) In the circuit mosfet’s M3 and M4 limits the current available to the mosfet M1 and M2.

Thus the inverter is starved for the current (In other words M3 and M4 controls the current
through M1 and M2). Thus it acts as current starving.

First one is the graph obtained in the reference and they used 0.7um technology. Since we scale
into 0.18um technology the delay values were different from the reference. But the relation
between Vbias and delay is found to be same as the reference.
