MINIMUM QUALIFICATIONS

Proposers shall meet the minimum qualifications requirements at the time of proposal submittal

1. Proposer’s firm and/or any firm identified as Reseller has not defaulted on a contract within
the past five (5) years or declared bankruptcy or been placed in receivership or been denied
credit within the past three (3) years.

2. Proposer’s firm and/or any firm identified as Reseller has not been assessed any penalties
for non-compliance with any federal, state, local, city, or county labor laws and/or
regulations within the past five (5) years.

3. Proposer’s firm is currently not under investigation for any charge or claim for non-
compliance with any federal, state, local, city, or county labor laws and/or regulations
including, without limitation prevailing wage laws and apprenticeship laws.

4. Proposer’s firm and/or any firm identified as Partners has never been assessed any
penalties for non-compliance with state public contract laws and/or regulations, including
public bidding requirements, within the past five (5) years.

5. Proposer shall have continuously been in the business providing design and implementation
services for identity management (FIM) and identity store (AD) solutions for at least five (5)
years, for educational, government (state and/or federal), military and commercial
institutions. Experience in other Data Center markets will be taken into consideration.

6. The proposed solution must have been in use as an identity management (FIM) and identity
store (AD) solution for at least five (5) years, for institutions or corporations of similar scope,
size and complexity as that of Los Angeles Unified School District.

7. Proposer must be able to meet the following core requirements including design, planning,
installation, and implementation section 2 of the Statement of Work.

8. Proposer must have successfully completed one or more large deployments (100,000+
accounts) of Forefront Identity Management (FIM) and Active Directory (AD) deployments.

EVALUATION CRITERIA

Proposer shall be evaluated on the following criteria:

B. Design and Architect Solution 60 points
C. Project Implementation, Methodology, and Schedule 48 points
D. Price Proposal 42 points
E. Linked Learning 20 points
Total Maximum Points 200 points

The score will be based on a 200 point scale and will measure the degree to which each
proposal meets the following criteria.

Section I. Experience, Past Performance, and Qualification of Firm (30 Points)

The Proposer’s experience and qualifications of firm shall be evaluated according to the
following criteria listed below.

Component Scoring
1. The proposer’s firm will be evaluated for its conceptual design, 5
management, capabilities, professional capacity, technical
support, and continuous experience in designing and deploying
Identity Management (FIM) and Identity Store (AD) in
implementations of similar size and complexity.
2. Past Performance of proposer on similar implementations will be 5
evaluated, including history of meeting contractual deadlines
and objectives.
3. The proposer firm will be evaluated for its knowledge and 5
experience in the delivery, installation, implementation and
support of Identity Management (FIM) and Identity Store (AD)
solutions.
4. The proposer technical team will be evaluated based on the 5
individual staff qualifications and experience with similar
projects, preferably with Public Sector and/or Large School
Districts.
5. Must have successfully completed one or more large 5
deployments (100,000+ accounts) of Forefront Identity
Management (FIM) and Active Directory (AD) deployments.
6. Identification of key staff and their experience which will be 5
working directly on this project.

Section II. Design and Architect Solution (60 Points)

The Proposer’s proposed technical solution shall be evaluated according to the following criteria
listed herein in equal order of importance. The response must thoroughly address all elements
of the statement of work and technical specifications.

Section III. Project Implementation, Methodology, and Schedule (48 Points)

The Proposer’s work plan and project approach shall be evaluated according to the following
criteria listed below.

Component Scoring
1. Project implementation methodology and schedule shall be 12
evaluated for a clean understanding of all the required phases to
cover the scope of the project and the subsequent ongoing
maintenance of all the components.
2. The implementation methodology shall be evaluated based on 12
the best practices to deliver a fully functional Identity
Management (FIM) and Identity Store (AD) on time and on
budget.
3. The implementation timeline calls for the delivery of the Identity 12
Management (FIM) and Identity Store (AD) expected to be
completed in 30 weeks from the time the contract is awarded.
4. Proposer shall submit a high level project plan detailing major 12
project milestones and deliverables and identify
staffing/resources necessary for the 30 week deadline.

Section IV. Price Proposal (42 Points)

The Price Proposal evaluation shall cover the entire contract term, inclusive of any renewal
option periods, in consideration of price realism and price reasonableness.

Component Scoring
1. The price realism review shall consist of an assessment of 42
whether a proposed price is realistic for the work to be
performed and whether it is reflective of a clear understanding of
the Statement of Work.

Section V: Linked Learning (20 Points)

The Proposer’s Linked Learning solution shall be evaluated according to the following criteria
listed below.
