ADMINISTRATIVE JOB DESCRIPTION

Exempt; Full-time

POSITION TITLE: Vice President of Academic Affairs


DEPARTMENT: Instruction

PURPOSE
This position oversees all facets of instruction, including the Ontario and Caldwell campus
academic and career-technical programs, Adult Basic Skills/ESL, The Center for Business,
Workforce and Community Learning, Corrections education, and Continuing Education
(including Burns, Nyssa, Lakeview contracts). This position is also responsible for
Instructional grants and personnel related to those grants, as well as instruction office
personnel.

ESSENTIAL FUNCTIONS
Oversight of course schedule planning, faculty evaluation, faculty development, curriculum
development, faculty/staff hiring and supervision, Academic budget development, fiscal
monitoring and other related administrative activities with and other administrative
activities related to the assigned program areas. Serves on college-wide committees and
works with the other Vice Presidents and administrators in a team environment. A member
of the Executive Team in creating and maintaining an open, collaborative, and inclusive
college environment focused on student learning and student success.

The Vice President of Academic Affairs reports directly to the President and may assume
some duties of the President in his/her absence.

RESPONSIBILITIES
Administer college policies within assigned instructional program areas, including the
Caldwell Center, Outreach Centers and Snake River Correctional Institute. Administer
collective bargaining policies determining class and faculty loads. Play a leadership role
regarding instructional issues as a member of the administrative bargaining team during
labor negotiations. Manage local, state, federal and grant-funded budgets. Administer all
aspects of instructional budget development after appropriate data collection and
collaboration with appropriate instructional personnel and the other vice presidents.
Approve the disbursement of funds from the approved instructional budget throughout the
fiscal year. Develop and update a long-range plan for the entire instructional program in line
with the college’s strategic plan.

Oversee the preparation of materials regarding instruction for the college catalog and other
publications. Assist with identification and prioritization of equipment needs and purchases
for assigned program areas.

Provide guidance for advisory committees in assigned program areas. Act as chair of the
Academic Council. Serve as a member of the Executive Team and communication link to
the faculty and assist with problem solving as it relates to faculty and student issues. Serve
as a member of the Academic Leadership Team and effectively communicate outcomes to
other areas on campus. Lead student outcomes assessment for assigned areas and
supervise collection of data and maintenance of outcomes records.

Responsible for a program of institutional accreditation with the Northwest Association of


Schools and Colleges and the State of Oregon. Lead internal and external program review,

institutional effectiveness processes, accreditation and other assessment activities in
assigned areas.

Oversee library services.

Support faculty excellence by administering an individualized staff development plan for all
faculty members that includes evaluations in accordance with established evaluation
procedures.

Attend Board of Education meetings as a member of the Administrative Team.

Work with the Vice President of Student Services to coordinate student retention efforts and
enrollment management in accordance to the college’s strategic plan.

Work with the Administrative team to determine the use and location of all college
instructional facilities. Responsible for writing, timely submission, and administration of
appropriate grants.

Serve as Administrative Officer over the following department/department chairs (which are
subject to change):

 Education  Math

Assign responsibilities to Department Chairs, directors, and staff and evaluate their
performance. Make recommendations to the President on chair assignments and
organizational structure changes.

Represent instruction on internal governance groups such as Executive Council and


Academic Council (as chair). Represent the college by being active in the community and in
professional organizations. Develop student-centered relationships with other colleges and
universities, as well as the K-12 system.

Represent TVCC’s instructional programs at the local, regional, state, and national level.
Assist with public relations as necessary and requested.

Maintain liaison with secondary schools and four-year colleges to coordinate course offerings
and facilitate the transfer of students.

QUALIFICATIONS
MANDATORY: Master’s degree in Education or an academic discipline from an accredited
institution. Background in instruction and a minimum three years college teaching
experience and five years progressively responsible college administrative experience in
planning, management, and supervision of curriculum and instruction; budgeting; faculty
development and evaluation; and effective resource development. Requires excellent
organizational, communication, and interpersonal skills. Sensitivity to and acceptance of
diverse cultures and individuals expected. Must be computer literate and open to the

development and implementation of innovative delivery systems and enhanced teaching
through advanced information technologies.

Must be able to work a flexible schedule that may include evenings and weekends for
monthly Board meetings, other meetings, and public relations events.

PREFERRED: Doctorate degree. Oregon teaching and/or administrative experience.


Knowledge of and experience in grants. Bilingual.

PHYSICAL DEMANDS
While performing the duties of this position, the employee is frequently required to sit,
communicate, reach and manipulate objects, tools or controls. The position requires
mobility. Minimum physical exertion. Duties involve moving materials weighing up to 5
pounds on a regular basis and up to 25 pounds on an occasional basis. Manual dexterity and
coordination are required over 50% of the work period while operating equipment such as
computer keyboard, mouse, calculator and similar machines.

WORKING CONDITIONS
Usual office working conditions. The noise level in the work environment is typical of most
office environments.

Travel and evening and weekend hours are necessary to attend monthly Board of Education
meetings, other meetings, and public relations events.
