Program” in Gingoog City

Barkada Kontra Droga in
2004, they re-launched the
program for massive edu-
cational anti-illegal drugs
campaign.
“It is a preventive ed-

develop the individual to
be the catalyst within his
peer group in promoting a
healthy, drug-free lifestyle

Adolescence, these years from puberty
to adulthood, may be roughly divided into
three stages: early adolescence, generally
ages eleven to fourteen; middle adoles-
cence, ages fifteen to seventeen; and late
adolescence, ages eighteen to twenty-one.
In addition to physiological growth, seven
key intellectual, psychological and social de-
velopmental tasks are squeezed into these
years. The fundamental purpose of these
tasks is to form one’s own identity and to
prepare for adulthood.
Puberty is defined as the biological
changes of adolescence. By mid-adoles-
cence, if not sooner, most youngsters’ phys-
iological growth is complete; they are at or
close to their adult height and weight, and
are now physically capable of having babies.
Most boys and girls enter adolescence
still perceiving the world around them in con-
crete terms: Things are either right or wrong,
awesome or awful. They rarely set their
sights beyond the present, which explains
younger teens’ inability to consider the long-
term consequences of their actions.
By late adolescence, many young-
sters have come to appreciate subtleties of
situations and ideas and to project into the
future. Their capacity to solve complex prob-
lems and to sense what others are thinking

Until now, a child’s life has revolved
mainly around the family. Adolescence has
the effect of a stone dropped in water, as
her social circle ripples outward to include
friendships with members of the same sex,
the opposite sex, different social and eth-
nic groups, and other adults, like a favorite
teacher or coach. Eventually, teenagers
develop the capacity for falling in love and
forming romantic relationships.

Senate eyes scrapping minimum capital for foreign retail enterprises
THE Senate aims to further
open the country’s retail sector
by removing the $2.5-million
minimum paid up capital for
foreign retail enterprises to op-
erate here.
During the advocacy forum
on retail competition of the Eu-
ropean Union-Philippines Busi-
ness Network Friday, Senator
Sherwin Gatchalian said the
Senate Bill No. 1639 aims to
amend the Retail Trade Liber-
alization Act by scrapping the
minimum capitalization require-
ment for foreign investors for
them to enter the local market.
Gatchalian said this bill tar-
gets to attract more foreign di-
rect investments (FDIs) in the
retail sector by removing the
barrier to entry for foreign play-
ers as well as creating more jobs
for Filipinos.
He noted that the Philip-
pines lagged behind its ASEAN
neighbors in terms of attracting
FDIs in the retail industry, with
only $101.5 million worth of
FDIs in sector of wholesale and
retail trade and repair of mo-
tor vehicles and motorcycles in
2016.
The country only shared 0.54
percent of the total FDI inflows
in the region in the retail sector.
This is lower compared to
Thailand’s FDI inflows in retail
amounting to $3.2 billion, shar-
ing 17 percent of the region’s
total; Malaysia’s $2.5 billion,
sharing 13 percent; Indonesia’s
$2 billion, sharing 10.6 percent;
and Vietnam’s $1.97 billion,
sharing 10.4 percent.
The lawmaker said since the
country further cut the minimum
paid up capital to $2.5 million in
2000, only 22 foreign retailers
entered the Philippine market.
The minimum requirement
then was $10 million and was
further lowered to $5 million be-
fore the current minimum paid
up capital level.
Despite eliminating the mini-
mum capitalization for foreign
investors, Gatchalian said the
investors are “required to main-
tain in the Philippines the full
amount of its capital or the un-
sold amount of such capital”.
He said foreign retail enter-
prises shall also employ Filipi-
nos in their stores and source

some of their products locally.
On the other hand, Board of
Investment (BOI) Legal and
Compliance Service Director
Atty. Marjorie Ramos-Samanie-
go said the Department of Trade
and Industry (DTI) supports the
liberalization of the retail trade,
but she stressed that the coun-
try’s micro and small enterpris-
es should still be protected from
the influx of foreign retailers.

Peso ends week flat against

US$; Stock Exchange down
THE peso ended the week
steady against the dollar even as
the country posted a higher trade
deficit in January this year.
But the Philippine Stock Ex-
change index (PSEi) shed anew.
The local currency finished
the week at 52.03, same as its
close Thursday, which a trader
said was within expectations
given the trade report on the
Philippines.
The Philippine Statistics
Authority (PSA) on Friday re-
ported that exports grew 0.5
percent year-on-year in January
2018, lower than the 22 percent
growth same month in 2017.
Imports last January, on the
other hand, grew 11.4 percent
though slower than the 12.2 per-
domestic economy because of
its sustained expansion.
On the external front, the
trader said investors are await-
ing the non-farm payroll report
from US later in the day.
Another factor that made
investors wary is the reported
meeting between US President
Donald Trump and North Korea
leader Kim Jong Un, scheduled
around May this year.
For the day, the peso opened
weaker at 52.12 from the previ-
ous session’s 51.98.
It traded between its closing
level and 52.14, resulting in an
average of 52.09.

ADB allots P3.6b for Davao
city transport modernization

(ABD) has set aside a budget of
$70 million or P3.644 billion for
the Davao Public Transport Mod-
ernization Project, designed to im-

expects modest growth this year

crease in profit in 2017 on the
back of coal energy, real estate,

year,” DMCI Holdings Chair-

Consunji is optimistic that
the real estate business “should

in construction materials and oil
prices, weaker peso and higher
interest rates.
“I think our real estate (busi-
ness) will increase because of
demographic, economic cycle of
the country,” he said.
Consunji also sees strong
growth from DMCI’s coal pro-
duction business segment this
year.
“For 2018, our financial per-
formance will likely be more
modest because of tapering elec-
tricity rates and the unresolved
issues in our nickel mining and
water businesses,” he added.

the local bourse that its net in-
come attributable to sharehold-
tain the two airports while imple-
menting various improvements
to meet future passenger and
aircraft movements for a conces-
sion period of 30 years.

Engr. Rachel Beja,
was fired by the board
of directors of the
utility effective March
1.
The reason given
was “loss of trust and
confidence.” Well,

their right to require the COWD to give
the details and, perhaps, come clean.
What is happening in the COWD
is not the internal affairs of a private
entity. First, while it looks, sounds and
smells like a private company, it is a
public entity with directors appointed by
the mayor of Cagayan de Oro. Second,
whatever happens within impacts on the
commodity we call treated water. Yes,
Cagayan de Oro’s water supply.
So far, Beja has given three reasons
for the COWD’s drastic decision to
terminate her services:

increase the level of consumption of the
people to the leaders’ level, or, perhaps,

buys, for instance, a car he
has to spend for its annual
registration, insurance, fuel
and maintenance. He has
to worry about parking,
burglary and road accidents.
If he would just avail of the
mass transit system or take
a taxi to his destination, he
wouldn’t have to worry most
of the above.
The more we have the
lesser our freedom will be,
the poorer we become. We
are possessed or enslaved by
what we have.
The worse among the
poor are the slaves.

traders and middlemen have
more funds and flexibility.
They buy palay directly from
the farms at prices higher
than the NFA price – raising
or lowering their prices ac-
cording to the demand of the
competition. Evidently, they
dictate the prices both at the
farms and in the market.
Evidently, too, concern-
ing palay, the traders and
middlemen, outbuy NFA
quantity-wise and quali-
ty-wise. Since they buy
directly from the farms, they
corner the good-quality pa-
lay. It is most probable that
what the traders and middle-
men reject the farmers take
to the NFA buying stations.
Hence, in the market, NFA
rice is just for Class D and
E consumers estimated at 10
million out of the more than
100 million Filipinos.

So far NFA is a non-fac-
tor in regulating the prices
of palay at the farms and
rice in the market. The NFA
mandate is mandate to fail.
Since the Senate hearing
was in aide of legislation,
the senators should have
focused on the NFA mandate
rather than on blaming Aqui-
no and other officials for the
failure of NFA to maintain its
rice stock and its mission as
mandated. The same must be
said of Malacañang.
Unless NFA is given the
resources and flexibility to
compete in the open market,
it will fail in its mandated
mission. Better to abolish it.

Initiatives in food security to expand to 33 villages of Marawi city
ILIGAN City — The suc-
cess of the convergence
initiative in five baran-
gays of Marawi City has
prompted concerned agen-
cies and organizations to
expand the project to 33
barangays to contribute
to the food security of the
recovering war-torn city.
The proposed inclusion
of 33 barangays is expect-
ed to engage around 15,000
individuals, who will also
be under the cash-for-work
program of the Department
of Social Welfare and De-
velopment (DSWD).
The convergence ini-
tiative involves the de-
velopment of farmlands
and fishponds to jumpstart
farmers’ and fisherfolks’
production respectively.
This project is fur-
ther underscored as 40%
of Marawi’s economy is
linked with agriculture.
As residents heave a sigh
of relief upon their return
to their communities, re-
suming their livelihood or
sources of income remains
a challenge.
The program begins
with farmers preparing
the land through the cash-
for-work intervention of
the DSWD. Agencies
such as the Department
of Agrarian Reform, the
Department of Agricul-
ture and the Department
of Agriculture and Fish-
eries in Autonomous Re-
gion in Muslim Mindan-
ao (Armm), and the local
government, together
with international or-
ganizations such as the
World Food Programme
(WFP) and the United
Nations - Food and Ag-
riculture Organization,
then, distributes seed-
lings to farmers as soon

And that’s why I confronted
so many of my friends and
listened to what they had to
say, because I wanted valida-
tion that it was actually bad.”
