Making Mainstreaming an Effective Approach
to Climate Change Adaptation
• Climate change is a major challenge to development for many
vulnerable countries like the Philippines and the rest of the world; as such
development strategies should consider responses to climate change
adaptation and disaster risk and vulnerability reduction;
• Capacity for action of the national agencies and specially the Local
Government Units (LGUs) should be adequate for achieving with their
mandates to mainstream LOCAL CLIMATE CHANGE ADAPTATION
PLAN (LCCAP) and BARANGAY CONTINGENCY AND RECOVERY
PLAN (BCRP) for respective areas (CHAWFBEETISM), communities and
stakeholders; and

Action Plan (LCCAP) in the Philippines
• Mainstreaming climate change adaptation (CCA), disaster risk (DR) and
vulnerability reduction (VR) integration should focus on meta scale at the
barangay level, micro scale at the city & municipal levels, meso scale at
the provincial & regional levels and macro at the national level needs
and priorities for sustainable development (SD). LCCAP stand-alone
document must be also incorporated, integrated and calibrated in the
following:
a) Local Climate Change Action Plan (LCCAP)
b) Comprehensive Development and Land Use Plans
(CDP or CLUDPs),
b)Provincial Development Physical Framework Plan (PDPFP),
c) Regional Development Plan (RDP) and
d) Philippine Development Plan (PDP) of the country.

Three operability levels are used:
• L-LOW: data are not readily available and are highly difficult to generate;
they also require technical expertise in mapping;
• M-MODERATE: data are available but need to be analyzed. This level also
indicates that the data needed can be generated and mapped with some effort
and at a certain cost, aside from requiring technical competence;
• H-HIGH: data and maps are readily available for use; and generating primary
data, which most sectoral planners can do, requires very minimal effort and
cost. The data can also be easily translated into maps.
