Making Mainstreaming an Effective Approach
to Climate Change Adaptation
• Climate change is a major challenge to development for many
vulnerable countries like the Philippines and the rest of the world; as such
development strategies should consider responses to climate change
adaptation and disaster risk and vulnerability reduction;

• Capacity for action of the national agencies and specially the Local
Government Units (LGUs) should be adequate for achieving with their
mandates to mainstream LOCAL CLIMATE CHANGE ADAPTATION
PLAN (LCCAP) and BARANGAY CONTINGENCY AND RECOVERY
PLAN (BCRP) for respective areas (CHAWFBEETISM), communities and
stakeholders; and

• Mainstreaming climate change adaptation (CCA), disaster risk (DR) and
vulnerability reduction (VR) integration should focus on meta scale at the
barangay level, micro scale at the city & municipal levels, meso scale at
the provincial & regional levels and macro at the national level needs
and priorities for sustainable development (SD). LCCAP stand-alone
document must be also incorporated, integrated and calibrated in the
following:
a) Local Climate Change Action Plan (LCCAP)
b) Comprehensive Development and Land Use Plans
(CDP or CLUDPs),
b)Provincial Development Physical Framework Plan (PDPFP),
c) Regional Development Plan (RDP) and
d) Philippine Development Plan (PDP) of the country.

I. Strong Public Awareness, Information, Communication and Education:

• Promote progressive sustainable environment and the


implications of climate change;
• Prioritizing the identified impacts, vulnerability
assessment, opportunities, incentives and benefits;
• Mainstreaming CCA in the local planning and bottom-up
budgeting at all levels; and
• Mainstreaming NFSCC, NCCAP and LCCAP

II. Empowerment and Capacity Building

• Local governments through institutionalization of Climate


Change Center/DRRMO and progressive environmental
management and sustainable development; and
• Integration of Environment and Climate Change Adaptation,
DRVR to Executive Legislative Agenda (ELA), Annual
Investment Plan (AIP), Comprehensive Development Plan
(CDP), CLUDP and LCCAP.

III. Involvement and Participatory Adaptation Planning:

• Participatory Governance Planning- emphasizing involvement


of the public, private partnership (PPP) initiatives and multi-
stakeholders in identifying climate change impacts, effects
and other related concerns and natural resource issues and in
integrating them into their local development plans,
programs, budget, and accounting at the local government
level.

and the specific risks, hazards and Vulnerabilities
from climate variability and extremes at your
respective core development, community and
area;

STEP 2 Provide a snapshot, mapping


calendar of risks, hazards and vulnerabilities for a
certain area (municipal, city, provincial, regional,
national);

STEP 3 Identify your specific month, quarter and
yearly calendar within which you are most vulnerable to
impacts of climate variability and extremes; and
STEP 4 Allow climate change adaptation (CCA),
disaster risk and vulnerability reduction (DRVR) for
consolidation to determine development priorities and
intervention of various proposed vulnerability assessment,
socio-economic impact and undertake anticipatory
adaptation measures, activities and options that could
be presented to local, national agencies and
international development partners and multi-
stakeholders.

Operability of VA Indicators

• The key/main drivers for determining the impacts of climate


change and other related natural hazards are CARBON DIOXIDE
INCREASE, TEMPERATURE INCREASE and RAINFALL
VARIABILITY.

• The Operability level of the Indicators in terms of SENSITIVITY,


EXPOSURE, and ADAPTIVE CAPACITY are evaluated based on
data availability or ease of data generation including mapping, and
the level of competence in data processing.

Three operability levels are used:

• L-LOW: data are not readily available and are highly difficult to generate;
they also require technical expertise in mapping;

• M-MODERATE: data are available but need to be analyzed. This level also
indicates that the data needed can be generated and mapped with some effort
and at a certain cost, aside from requiring technical competence;

• H-HIGH: data and maps are readily available for use; and generating primary
data, which most sectoral planners can do, requires very minimal effort and
cost. The data can also be easily translated into maps.
