Learning Objectives
When the class was finished, students are expected to answer the
questions as following;
1. What are the principal factors to be considered for good design of
electrical systems?
2. Why statutory (laws and regulations) shall be complied when we
design electrical systems, if not what are the consequences?
3. What are the important of standards?
4. How many kinds of standard are involved in electrical system design?
5. What are the accountabilities of electrical system design engineer?
6. Can you describe the “Life Cycle of Electrical System Design”.
7. Can you explain the design procedures for electrical systems design?
8. What activities are involved in “Pre-design Planning Stage”?

Philosophy of Electrical System Design (Cont’)


Good design can be measured by the design properties as below;
 Life safety, healthy and environmental conservation: A good practice of
design shall be at least complied with but not limited to local rules and
regulations for public safety, healthy and environmental conservation. To be a
good designer, it requires an adequate understanding of all governing rules
and regulations.
 Reliability: To sustain business continuity, good electrical distribution systems
shall provides high availability by adopting appropriate logical and physical
designs for system reliability and power quality.
 Ease of operation and maintenance: To operate electrical systems by
general skill technician and to maintain the system reliability, good system
designs shall be ease of operation, use qualified equipment available local and
it shall not be required specialist from aboard for repairing in the case of
equipment failure.
 Flexibility: To meet the requirement for business changes or expanding, a
good design should be allowed to change with low cost of modifications and
not to be time consuming.
 Economy: Not only the Lowest initial cost but also the consequence cost shall
be considered along the building life span. Use “Life cycle cost analysis” to
evaluate for the lowest total cost of ownership (TCO) systems.

Statutory (Laws and Regulations) for Design
There are a number of laws and regulations needed to be complied in
electrical system designs;
 Act: A law that has been passed by a parliament.
– Building Control Act. BE. 2522
– Condominium Act. BE. 2522
 Regulation: An official rule made by a government or some other authority.
– Ministerial Regulation no. 33 (BE. 2535)
– Ministerial Regulation no. 39 (BE. 2537)
– Ministerial Regulation no. 50 (BE. 2537)
Note: Those issued in accordance with the Building Control Act. BE. 2522
 Code: A system of laws or written rules that state how people in an institution
or a country should behave.
– EIT Standard for Electrical Installation in Thailand require by the Ministerial
Regulation no. 33 (BE. 2535).
 Rule: The government of a country or control of a group of people by a
particular person, group or system.
– BMA rules of Building Control (BE. 2544) issued in accordance with the
Building Control Act. BE. 2522

Accountability of Electrical Design Engineer
Accountability:
The state of being accountable; liability to be called on to
render an account; the obligation to bear the consequences
for failure to perform as expected. Your design is your
accountability.
Code of Practices for Engineer:
The council of engineers has defined and announced the
code of practices and professional standards those required
for all engineers to conformed. Details have posted on the
COE website as below;
