TECHNICAL ANNEX – INQUIRY

132 kV MAIN POWER STATION

132kV Main Power Station on EPC contract base, in the scope of supply will be installed in IRAQ West
Qurna and are relevant to the power supply of the “WELLPAD 11/1A”.

The project incorporates the following new facilities located in West Qurna:

 WELLPAD 11/1A – WP M2

1. SCOPE OF SUPPLY

This specification and its attachments gives the general directions for the EPC (engineering
procurement and construction) contract execution of the activities related to 132kV Main Power
Station to be installed in West Qurna (Iraq) on “WELLPAD 11/1A” area.

The contract will be an LSTK on EPC execution, and the following activities shall be integral part
of it:

Engineering design, survey, material procurement, quality management, fabrication manufacture,

factory test and inspection, supply and delivery to the work site, civil works, installation, test,
commissioning and all associated works of 132kV Overhead Transmission Line (OHL).

SUPPLIER shall quote on EPC Contract base, providing a fixed-price, the supplies and activities listed in
Table 1.

2. ADDITIONAL REQUIREMENTS

Vendor shall fully comply with the applicable technical documents listed in Table 3 (Technical
Documentation Enclosed).
In case of conflict on technical requirements, the following order of preference of the here listed
documentation shall apply:

a. Data sheets
b. Specification
c. Drawings

In case if conflict at same level of preference the most conservative requirements shall apply.

3.1 Time Schedule

VENDOR shall state in his offer the detailed schedule of supply, including but not limited to:

 Schedule of Documents for Approval (considering 21 working days for approval);

 Schedule for submitting documents for interface design and review;
 Schedule of selected sub-vendor(s);
 Fabrication and shop testing schedule;
 Construction and site testing schedule;

3.2 Quality System/Quality Control

VENDOR shall have a planned, established, implemented and maintained quality system for the activities
included in the scope of work.

The Vendor Quality System shall meet the requirements of the appropriate international standard (ISO
9001, 9002 or 9003 - 1994 or equivalent).

If available, copy of the quality system conformity certification with the applicable ISO standard, issued by
an authorised body, shall be included in the offer by VENDOR.

3.3 Weights/Dimensions List

VENDOR shall submit a complete list of weights/dimensions for each equipment and bulk materials
included in his offer.

3.4 Statutory Requirements (for Pressure Vessels Only)

Supplier shall provide with bid complete proposed sub vendor List.

3.7 Vendor List

For major components of the supply, VENDOR shall utilise the enclosed sub-vendor list (see “List of
Approved Manufacturer” access database file).

3.8 Information Required with Bid

VENDOR shall state compliance with SP procedures and Manual; as a minimum, VENDOR shall provide
that drawings are prepared by using CADD Microstation software level structure design. All the
documentation produced shall be supplied also in electronic format stored in CD-Rom(s).
