RESTRICTED NATIONAL AND INTERNATIONAL CALL FOR TENDERS


N°03/PRJ/EDV/Gas cooler system of compressor stations GZ1 / 2/3/2018.

SONATRACH, Pipeline Transport, Division of Studies and Development, Project Execution Directorate, BP 08 Sidi Arcine - Baraki - Algiers,
launches a National and International Invitation to Tender Notice for:

Realization in EPC of gas cooler systems at the STC GZ1 / GZ2 / GZ3 compressor stations.

The fifteen (15) compression stations are grouped in three spread over five (5) sites: Timzhert, M'Seka, Medarreg, Nador and Kenanda along
the GZ1, GZ2 and GZ3 pipelines.

This call for tenders is only for companies:

- having proven references in the area of implementation of EPC projects in hydrocarbon facilities;

- having at least ten (10) years experience in the engineering, procurement and construction of hydrocarbon facilities;

- Have achieved at least two (02) similar projects of similar complexity during EPC contracts during the last ten (10) years;

- Have a multidisciplinary engineering team (minimum 10 years of experience for the key personnel) and a perfect mastery of the detail
engineering as well as a good qualification of the use of hydraulic simulation software, processes and stress Analysis.

As soon as this Notice to the Baosem is published, candidates fulfilling the above conditions can withdraw the Bidding Documents from the
Procurement Department - Legal Department - SONATRACH - Transport by Pipeline Activity - BP 08 Sidi Arcine - Baraki - Algiers, against
payment of a non-refundable amount of Ten Thousand (10,000.00 DA) for companies under Algerian law and one hundred and fifty USD
(150 USD) for companies of foreign law. Payment will be made by bank transfer to the bank account N° 002 00005 050 32 64 124 59 opened
with the External Bank of Algeria - Djenane El Malik Agency - Hydra - Algiers.

The deadline for withdrawal is set at twenty one (21) calendar days from the date of publication of this notice on Baosem.

Candidates must, at the time of withdrawal, submit, communicate and submit the following:

- Original of the payment receipt in the name of the company;

- A copy of the trade register;

- Representative's appointment;

- Company identification form (company name, address, telephone number, fax number, E-mail address and person to contact;

- Certificate of qualification and classification in hydrocarbon facilities.

2. The two (2) step submission procedure applies to this National and International Restricted Call for Bids.

3. Under the first stage of this National and International Restricted Invitation to Tender, technical offers without any indication of price must
be deposited in bids at the address of SONATRACH - Pipeline Transport - Division Studies and Development - Project Execution Directorate
- BP 08 Sidi Arcine - Baraki - Algiers, no later than April 18th, 2018 at 10.00 am.

4. Tenderers whose technical offers have been declared compliant shall be invited to submit a financial offer. The bids for the first stage will
be opened in the presence of the representative (s) of the bidders who wish to do so at the opening session at SONATRACH - Pipeline
Transport - Development - Project Execution Directorate - BP 08 Sidi Arcine - Baraki - Algiers on April 18th, 2018 at 10:00 am.

The technical offers are accompanied by a tender bond of Seventy Eight Million Algerian Dinars (78,000,000.00 DA) for Algerian lawyers and
Seven hundred Thousand United States Dollars (700,000.00 USD) for bidders of foreign law, which the period of validity is equal to the period
of validity of the tenders, is one hundred and eighty (180) days, with an additional period of thirty (30) calendar days.

5. The folders will be opened in the presence of the representative (s) of the bidders who wish to do so at the opening session which will take
place at the address mentioned above, on April 18th, 2018 at 10:00 am.

6. Tenderers shall remain bound by their tenders for a period of one hundred and eighty (180) calendar days from the date of submission of

tenders.

7. Tenderers whose technical offers have been declared compliant shall be invited to submit a financial offer. The bids for the second stage
will be opened in the presence of the representative(s) of the bidders who so wish, at the opening session which will take place on the date
and address indicated in the letter of invitation which Will be addressed to them.

8. Tenderers shall remain bound by their tenders for a period of one hundred and eighty (180) calendar days from the date of opening of the
tenders for the financial offers.
