Abstract

Globalization is a phenomenon that must be addressed properly by the Indonesian people,


especially among the youth. The youths should be able to filter out where the good and bad
things of Education is working to develop the skills and shape the character and
civilization of dignified nation in order to educate the life of the nation, aims to develop
students' potentials to become a man of faith and fear of God Almighty Esa, has a noble
character, healthy, knowledgeable, skilled, creative, independent, and become citizens of a
democratic and responsible. Indonesian education system has not been fully able to
respond to the needs and global challenges for the future. Equity programs and programs to
improve the quality of education has been the target of coaching still have problems in
education in Indonesia. Therefore, the author via this paper would like to inform the
readers about the importance of improving the quality of education through character
education based on Pancasila. Character education through national education based on
Pancasila is something that is needed in addressing the nation's problems. Most countries
in the world put the development of education as a priority in the National Development
Program. The quality of human resources and Product Education is the key to the success
of a country. So, it is necessary because it provides a very important role both for
themselves, other people or countries. Minister of National Education aims 9-year
compulsory education for all children in Indonesia, without exception. 9-year compulsory
education program, further clarify the role of the five principles of Pancasila in realizing
one of the objectives of the state, which is to educate life, by providing adequate and
equitable education for every citizen of Indonesia.

Globalization is a phenomenon that must be faced well by the people of Indonesia,
especially among the youth. The youths should be able to filter out where the good and bad
thing. One way to overcome this globalization is to do character education based on
Pancasila to solve the nation's problems.

Education serves to develop skills and build character and civilization of dignified
nation in order to educate the life of the nation, aims to develop students' potentials to
become a man of faith and fear of God Almighty, has a noble character, healthy,
knowledgeable, skilled, creative , independent, and become citizens of a democratic and
responsible.

Indonesian education system that has been built over time until now has not been fully
able to respond to the needs and global challenges for the future. Equity programs and
programs to improve the quality of education has been the target of coaching still have
problems in education in Indonesia. Therefore, the author via this paper would like to
inform the readers about the importance of improving the quality of education through
character education based on Pancasila.

Reader Review

of Education System is a combination of two words, ie the system and education.


System word comes from the Greek word "Systema", which means a set of parts or
components that are interconnected on a regular basis and constitute a whole. The system
is a collection consisting of objects or elements or parts that have different meanings which
have a mutual relationship, mutual cooperation and mutually influence each other and have
an attachment to achieve a certain goal.

While the definition of education is a system that has elements of educational goals /
targets, students, education managers, structure or level, curriculum and equipment /
facilities (Ministry of Education and Culture, 1939). Education is basically an act of
conscious and deliberate and responsible by adults to children so that interaction arising

A good education system must have several components that are useful to improve the
quality of the nation's character. PH Combs (1982) argues that the education component is
as follows.

1. Goals and Priorities. This component serves to direct the activities of the system.
This component is informed about what is to be achieved by the education system
and the order of priority in implementation. Target education system must be in
accordance with Pancasila to form a national character in accordance with
Pancasila.
2. Learners. Learners are participants who are expected to learn and experience the
behavior change process in accordance with the objectives of the education system.
3. Management.This component serves to coordinate, control and assess the
education system.
4. Structure your time and schedule.In the education system, there must be a
structure and schedule. The structure and schedule of the educational system serves

5. Content and Teaching. This component is useful to define the extent and depth of
lessons that must be mastered by learners in the education system. This component
is also useful to direct and enhance the activities in the educational process.

implementers also serves as a mentor, influence, to encourage student activities as

achieve educational goals, which serves to facilitate or accelerate the achievement
of educational goals.
8. Amenities. Useful facility for the implementation of the educational process.
9. Technology. The function of technology in the education system is to facilitate and
improve the outcome of the educational process. Technology can be defined as all
the techniques that are used so that the education system that runs efficiently and
effectively.
10. Quality. Supervision Rules and standards in the education system need to be
supervised and therefore required enhanced supervision of quality in the education
system.
11. Research. The study serves to augment and develop the knowledge and
performance of education systems.
12. Cost. Education system can not run when there is no cost to support them. Costs in
the education system serves to streamline the education process and provide
guidance on the efficiency of the education system.
According Sunarya (1969), national education is an education system that stands on the
foundation and animated by the philosophy of life of a nation and its purpose is devoted to
national interests and ideals of the nation. Meanwhile, according to the Ministry of
Education and Culture Education is an attempt to guide the citizens of Indonesia into
Pacasila, which is private, which is based on God's will be aware of how to cultivate the
natural environment. Character education is one of education contained in the national
education. National has three basic education, which is an ideal basis, constitutionally, and
operational base.

Indonesian nation. Second, according to the Law of the Republic of Indonesia Number 2 of

lives and dignity of the nation Indonesia in order to achieve national goals ".

Character education through the development of national education based on


Pancasila must have values embodied practice of some precepts. The first principle implies
that the state protect any recognized religion in Indonesia without coercion from any party.
This precept also contains religious intolerance.

The second principle that a just and civilized humanity. This precept implies that
every citizen of Indonesia must receive equal treatment against the law. This is based on
Indonesia which recognizes equality, equal rights and obligations of equality between
human beings. This second principle also puts people according to their essence as
creatures of God and uphold the values of humanity.

Third principle is the unity of Indonesia. This precept teaches that the entire
population of Indonesia is one regardless of race, religion and culture. Fourthly, there are

meaning that any decision should be made by way of deliberation, is not only concerned
with some of the groups that will eventually lead to anarchism. The education system must
be a joint decision.

Five precepts namely Social justice for the whole of Indonesia. This precept means
that every Indonesian citizen is entitled to a decent life in accordance with the mandate of
the 1945 Constitution in every line of life. This means that to be fair to other people, to
honor and respect the rights of others. Prosperity that is fair to everyone. All efforts are
directed to the potential of the people, cultivate character and improve the quality of
society, so that the prosperity achieved evenly. Livelihood here is not only the right to life,
but also equality in education. The values contained in Pancasila should be done in
everyday life. If these values are applied, then the social problems can be solved.

Discussion

According to the description above, it can be seen the importance of character


education as one solution to the nation's problems. Most countries in the world put the
development of education as a priority in the National Development Program. The quality
of human resources and Product Education is the key to the success of a country. So, it is
necessary because it provides a very important role both for themselves, other people or
countries. The advantage for ourselves is a science, for others we can teach the knowledge
that we know of people who are still and for the country, we can make discoveries and
changes that support and advance the state. Pancasila as guidelines for the implementation
of the renewal of the education system has a very important role which is expected to
support efforts to realize the quality of Indonesian society advanced and able to deal with
the development of science and technology.

The authors recognize that to realize improvement of the quality of education that
is based on Pancasila not only from government programs alone. It takes the participation
of the community to improve the quality of human resources in Indonesia. As one example
is to apply the values of Pancasila in daily life. So indirectly, we also participate in
improving the quality of human resources in Indonesia.

Study Limitations

An understanding of the importance of character education through improving the


quality of national education are based on pancasila capital for Indonesia to improve the

quality of human resources in Indonesia. Globalization also brings new rivalries are not
only among the people of Indonesia alone. But also among all nations in the world.

National Education. The national education system has to function as a container

The second principle is the role of education plays an important role in the
development of abilities and character formation that became the main basis for the
creation of human Indonesia are able to live in an era that is constantly changing. The
national education system must be able to provide basic education for every citizen of the
republic of Indonesia, so that each will have knowledge of at least a base and capabilities,
including reading, writing and numeracy skills and use the Indonesian language, required
by each country in order to participate in public life, nation and state. Therefore, every
citizen should know their rights and obligations as citizens and have the ability to meet
their own needs, to participate in meeting the needs of society, and to strengthen the unity

and defense of the country. Knowledge and abilities should be available from the national
education system.

Unity in this third principle includes the meaning of unity and unity in ideological,
political, intellect, social, cultural and security. The value of unity is developed from
experience the fate of Indonesian history. The unity encouraged to achieve national life
freely in an independent and sovereign state. The embodiment of the unity of Indonesia is a
manifestation of nationalism that provides a place for cultural or ethnic diversity.

Minister of National Education aims 9-year compulsory education for all children
in Indonesia, without exception. Based on the fourth principle of Pancasila, the People led
by the inner wisdom of deliberation / representation. All government policies should be
based on community needs. One such policy is the 9-year compulsory study program that
was enacted in 2009. The 9-year compulsory program, further clarify the role of the five
principles of Pancasila in realizing one of the objectives of the state, which is to educate
