1-1 Purpose
This regulation prescribes the authorization for wear, composition, and classification of uniforms of the Army
Component and Air Component. It also prescribes the wear of the awards, uniform accessories, badges,
insignias and accouterments authorized on CSMR uniforms,

1–4. General
a. The California Military and Veterans Code, Section 120, states “The militia of the State shall consist of the
National Guard, State Military Reserve, and the Naval Militia--which constitute the active militia—and the
unorganized militia.”
b. United States Code Title 32, Chapter 1, Section 109 authorizes states to maintain a defense force in addition
to its National Guard. The California State Military Reserve (CSMR) is California’s State Defense Force (SDF).
c. Army Regulation AR 670-1 prescribes the Department of the Army (DA) polices and procedures for the
wearing of the Army Uniform. AR 670-1 Paragraph 30-8c states:
“State defense forces (SDF) may adopt the Army service and BDU uniforms, provided all service uniform
buttons, cap devices, and other insignia differ significantly from that prescribed for wear by members of
the U.S. Army. State insignia will not include “United States,” “U.S.,” “U.S. Army,” or the Great Seal of
the United States. Personnel of the SDF may wear a State-designed SDF distinguishing badge or
insignia centered on the left pocket flap. The red nametape or nameplate will include the full title of the
SDF (for example, “Texas State Guard”). The utility uniforms will contain a State SDF tape in lieu of
“U.S. Army” over the left breast pocket. States wishing to adopt the Army service and utility uniforms will
register with the Chief, National Guard Bureau.”
d. Department of the Army memo DAPE-HR-IR dated 28 Apr 2006 authorized the CSMR Army Component to
adopt the Army blue, blue mess, and blue evening dress uniforms with significant distinctive modifications.
e. The Adjutant General of California memo CAAG dated 22 March 2007 and National Guard Bureau memo
NGB-J5 dated 2 July 2007 registered the CSMR Army Component uniform with the Chief, National Guard
Bureau in accordance with AR 670-1, Sec 30-8c.
f. Department of the Air Force memo dated 13 September 2007 authorized the CSMR Air Component to adopt
the Air Force service dress, mess dress, battle dress uniforms, and future airman battle uniform and Heritage
jacket with significant distinctive modifications
1-5 Policy
a. The CSMR uniforms will be worn in accordance with AR 670-1 and AFI 36-2903 including all provisions of
those regulations, changes, supplements, or interim implementing instructions pending the next update to those
regulations, except for the significantly distinct changes listed in this regulation. This includes the adopting of
new U.S. Army and U.S. Air Force uniforms as they are adopted by the U.S. Army and the U.S. Air Force and
phased in.
b. Currently the U.S. Army and U.S. Air Force are implementing new combat and service dress uniforms. The
Army Combat Uniform (ACU) is being phased in by the U.S. Army and the Airman Battle Uniform (ABU) is being
phased in by the U.S. Air Force as the replacements for the Army and Air Force Battle Dress Uniforms (BDU).
The CSMR Army Component will follow the U.S. Army time line for the ACU phase in and mandatory wear date
and the CSMR Air Component will follow the U.S. Air Force time line for ABU phase in and mandatory wear date.
The ACU will be worn in accordance with the Department of the Army (DA) messages implementing its wear, to
include the wearing of the American flag on the right sleeve. The ABU will be worn in accordance with the
Department of the Air Force implementing instructions on its wear. The CSMR will follow the time lines and
implementation instructions for phasing in the Army Service Uniform (ASU) and the Air Force Heritage Jacket as
they are published.
c. All authorized federal, state, and foreign decorations; service medals, awards, and ribbons; unit awards and
citations; marksmanship badges and tabs; combat and special skill badges and tabs; identification badges;
1-6. Appearance
CSMR personnel in the Army Component will follow the appearance and grooming standards in AR 670-1 and
CSMR personnel in the Air Component will follow the appearance and grooming standards in AFI 36-2903.

Army Component Uniform Accessories, Insignia, and Accouterments
3-1. Buttons
The CSMR buttons are yellow gold plated California State “Eureka” buttons with the seal of California
superimposed (see fig 3-1).
3-2. Coats, black, all weather (male and female) and windbreaker, black
Enlisted personnel will wear a CA insignia on the all weather coat and windbreak, centered on the shoulder loops
an equal distance from the outside shoulder seam to the outside edge of the button, with the base of the CA
insignia toward the outside shoulder seam. Officers will wear a CA insignia centered on the shoulder loops, an
equal distance from the inside edge of their grade insignia to the outside edge of the button, with the base of the
insignia toward the outside shoulder seam (see fig 3-2). (Para 3- 6)

(2) The CSMR flash is the only flash authorized for wear on the beret. The CSMR flash is royal blue with the
yellow-red-yellow slash from upper left to lower right (see fig 3-2). All Special Forces qualified personnel who are
authorized to wear the green beret will wear the CSMR flash.

(2) Warrant officers. The insignia is an eagle rising with wings displayed, standing on a bundle of two arrows,
enclosed in a wreath with the seal of California superimposed in the center. The insignia is 1 1/2 inches in
height, in gold-colored metal (see fig 3–6).

b. Service hat, Army blue, female personnel. Female personnel will wear the following headgear insignia.
(1) Commissioned officers. The insignia is the partial coat of arms of the United States with the seal of California
superimposed on the top, 1 5/8 inches in height, in gold colored metal (see fig 3-8).

(2) Warrant officers. The insignia is an eagle rising with wings displayed, standing on a bundle of two arrows,
enclosed in a wreath with the seal of California superimposed in the center. The insignia is 1 1/2 inches in height,
in gold-colored metal (see fig 3-6).
(3) Enlisted personnel. The insignia is the partial coat of arms of the United States with seal of California
superimposed on top, within a ring that is 1 3/4 inches in diameter, in gold-colored metal (see fig 3-9).
3-6. CA Insignia
a. All officers. The CA insignia consists of the block letters, “CA” in gold-colored metal, 7/16 inch in height,
without periods following the letters (see fig 3-10).
b. Enlisted personnel. The enlisted CA insignia consists of the block letters “CA” in gold-colored metal, 7/16 inch
in height, without periods following each letter. The “CA” is placed on a 1-inch diameter disk in gold-colored
metal (see fig 3-11).
3-10. Insignia, distinguishing, California State Military Reserve nametape and nameplate
a. Insignia, distinguishing, California State Military Reserve.
(1) For woodland camouflage or olive-green (OG) uniforms, the insignia is a woven tape of olive-green cloth, 1
inch wide, with the inscription “CALIFORNIA” in black block letters, 3/4 inch high.
(2) As an option, soldiers may purchase and wear 1-inch wide tape with embroidered 3/4 -inch block letters. The
length of the California State Military Reserve distinguishing insignia tape is 4 1/2 inches, or it extends to the
edge of the pocket flap when sewn on the uniform (see fig 3-14). Personnel are not authorized to have the word
CALIFORNIA embroidered directly on the uniform.
(3) For the ACU the “CALIFORNIA” tape will be black embroidery on the ACU universal camouflage pattern
digitized fabric with hook fastener. The finished length will be 5 inches (see fig 3-14).
b. Nameplate.
The nameplate is a red (manufacture stock of Rowmark Inc. manufacture stock Textures #822-622 ruby/white),
laminated plastic plate, 1 inch by 3 inches, 1/16 inch thick, with a white border not to exceed 1/32 inch in width.
Lettering is block type, indented white lettering, and centered on the plate. It will have two lines. The 1st line will
be the individual’s last name in all capital block letters, 5/16 inch in height; the 2nd line will read “CA State
Military Reserve” in upper/lower case block letters, 3/16 inch in height. Textured non-gloss finish is the only
authorized finish on the nameplate (see fig 3-15).

(2) All enlisted personnel. The insignia is the partial coat of arms of the United States with seal of California
superimposed on top, within a ring that is 1 3/4 inches in diameter, in nickel antique finish with polished highlights
- colored metal (see fig 5-3).

b. Enlisted personnel. The enlisted CA insignia consists of the block letters “CA” in bright silver-colored metal,
7/16 inch in height, without periods following each letter. The “CA” is placed with in a ring that is 1-inch diameter
disk in bright silver-colored metal (see fig 5-6).
c. The subdued CA insignia is identical to the non-subdued officers CA insignia described above, except the
insignia has a dull, flat black finish. (Para 5-4a)
b. Service Dress and Pullover Sweater Nametag. Metal engraved brushed red (manufacture stock of Rowmark
Inc. manufacture stock Textures #822-622 ruby/white) satin finish and blue letters, 3/4 inch by 3 inches, with
rolled and rounded edges. It will have two lines. The 1st line will be the individual’s last name in all capital block

Section II
Terms
Accouterment
Items such as medals, ribbons, insignia, badges, emblems, tabs, and tapes authorized for wear on uniforms.
Appurtenances
Devices such as stars, letters, numerals, or clasps worn on the suspension ribbon of the medal, or on the ribbon
bar that indicate additional awards, participation in specific events, or other distinguishing characteristics of the
award.
Awards
An all-inclusive term that consists of any decoration, medal, badge, ribbon, or appurtenance bestowed on an
individual or unit.
Badge
An award given to an individual for identification purposes, or that is awarded for attaining a special skill or
proficiency. Certain badges are available in full, miniature, and dress miniature sizes.
Clothing bag
Uniform items and personal clothing issued to initial entry soldiers, and which all soldiers are required to maintain
throughout their military career.
Decoration
An award given to an individual as a distinctively designed mark of honor denoting heroism, or meritorious or
outstanding service or achievement.
Dress uniforms
Uniforms worn as formal duty attire, or that are worn at formal or informal social functions, before or after retreat.
They include the enlisted Army green dress uniform, the Army blue uniform, and the Air Force service dress.
Medal
An award issued to an individual for the performance of certain duties, acts or services, consisting of a
suspension ribbon made in distinctive colors and from which hangs a medallion.

Mess uniforms
Uniforms worn for formal social occasions, when prescribed by the host. They include the Army blue and white
mess and evening mess uniforms for males; and the Air Force mess dress, formal dress, and semi-formal dress.
For females, they include the Army blue and white mess and evening mess uniforms, the all-white evening mess,
and the black mess and evening mess uniforms; and the Air Force mess dress, formal dress, and semi-formal
dress.
Miniature medal
A replica of a regular size medal, made to a scale 1/2 that of the original. The Medal of Honor is not worn in
miniature.
Optional clothing
A uniform or clothing item which the individual is not required to own or wear, but may be worn at the individual’s
option, as prescribed in this regulation.
Service medal
An award made to personnel who participated in designated wars, campaigns, or expeditions; or who have
fulfilled specified service requirements in a creditable manner.
Service uniform
Worn in garrison environments when the wear of utility or dress uniforms is not required or appropriate. Service
uniforms consist of the Army green (class A and B) uniforms and the Air Force service dress uniforms.
Silver color/colored
Silver color includes silver-filled, silver-plated, sterling silver, silver bullion, and anodized aluminum.
Unit award
An award made to an operating unit, which is worn by members of that unit who participated in the cited action
(permanent unit award). Other personnel serving in the
