Remarks:
On 2/04/2015, Deputy Scot Peterson, CCN 4308, authored an e-mail in reference to the ROCS (Resident On Campus Security Program)
program. In that e-mail , he identified himself as a BSO employee and questioned the management of Chief Anthony Williams of the
Broward District School Police. There is @ current debate between the Broward County School Board and the ROCS program, Peterson
stated in his e-mail, “L am not able to comprehend how Williams can be responsible and accounts..." He continues and writes, “In 30
years of law enforcement. Chief Anthony Williams’ memo is the most disingenuous letter {have ever seen.”
Deputy Peterson also questions Chief Williams’ supervision of the ROCS program.

PBASUMMARY:
On February 4, 2015, Deputy Scot Peterson, CCN 4308, authored and e-mail in reference to the
ROCS (Resident On Campus Security) program. In that e-mail, he identified himself as a BSO
employee and questioned the management of Chief Anthony Williams of the Broward District
School Police, There is a current debate between the Broward County School Board and the
ROCS program. Peterson stated in the e-mail, “I am not able to comprehend how Williams can
be responsible and accountable...” He continues and writes, “In 30 years of law enforcement,
Chief Anthony Williams memo is the most disingenuous letter I have ever seen.” Peterson also
questions Chief Williams’ supervision of the ROCS program,
ALLEGATIONS:
1. Itis alleged that Deputy Seot Peterson did not use common sense and good judgment when he
authored an e-mail identifying himself as a BSO employee and challenging the supervision and
‘management of the Chief of police of the Broward District School Police., in violation of SPM
1.11.8, Discretion
THE FOLLOWING SHERIFF'S POLICIES SHOULD BE CONSIDERED WITH RESPECT
TO THE ALLEGATION:

Since it is not possible to anticipate all situations that may arise or prescribe applicable
courses of action, common sense and good judgment must be used by all employees entrusted
‘with BSO responsibilities, Employees must always be mindful of incorporating experience,
training, policies, and supervisory guidance as integral parts of the judgment process,
INVESTIGATION:
On February 11, 2015, Chief Williams forwarded an e-mail that he received from Deputy Peterson to
Colonel Alvin Pollock, CCN 1858.
‘The following is the entire unedited e-mail, which was also addressed to the members of the School
Board:
Greetings Board Members, Mr. Moquin and Chief Williams:
My name is Mr. Scot Peterson, | am a Deputy with BSO and a current ROCS officer
at Atlantic Technical College.
‘As you are aware the Resident on Campus Security Program (ROCS) has come under
fire by the School District leadership. J assume you have all received the internal audit
> Im,report regarding the ROCS program.
It is evident that the main recurring theme throughout the audit is that the District
leadership failed to manage the ROCS program in its entirety. Chief Auditor Patrick
Reilley in his own words in the cover letter to this Board states “is not adequately
supervised...” I submit to this Board and the schoo! district leadership that Chief
‘Anthony C. Williams failed completely in managing the most cost effective crime
prevention program the District has established.
The ROCS program is under the command of the Broward County Schools Police
Department. Therefore, Chief Williams is responsible and accountable for the
operations of the ROCS program. Since his appointment to Chief of Police, Chief
Williams has never had a meeting nor correspondence with the ROCS Officer’s. The
only correspondence that I have seen by Chief Williams is his memo dated January
13, 2015 to Patrick Reilly, where he recommended “Dissolving” the ROCS program.
Board Members, with all due respect, did Chief Williams read the audit about his
ROCS program? Ifhe did he would have discovered that his failure to manage the
ROCS program has caused the current situation that we face at this time.
Jam not able to comprehend how Chief Williams can be responsible and accountable
for the ROCS program and fail us completely and then recommend to Superintendent
Runcie that we (ROCS) be “dissolved.”
In 30 years of law enforcement, Chief Anthony Williams memo is the most
disingenuous letter I have ever seen.
I submit to the School Board members that despite Chief Williams failure to
supervise the ROCS program, we still everyday protect our kids and school
campuses.
To conelude, the ROCS program has always worked hand in hand with the school
police for over 30 years. We are not the enemy! We all have the same goal, to
protect our students, staff'and schools. The ROCS Officer's want to build a positive
relationship with the school district. ] am not sure why the District leadership has put
“bullseye” on the ROCS program, but we (ROCS) will always place our priority in
safeguarding our kids and schools.
