An act amending certain sectiorrs of Rep. Act No 1199, otherwise
known as the Agricultural Tenancy Act of the Philippines. Section
19 of the Act authorizes the Secetary of Justice, acting thru a
tenancy mediation division, to carry out a national enforcement
program including the rnediation of tenancy disputes. It is alleged
that the subject of this slction is not embraced in the title of the
Act and therefore violates the constitutional requirement. Held:
The constitutional requirement is complied with as long as the
llaw has a single general subject, and the amendatory provisions,
o .loo matter horv diverse they may be, so long as they are nor in-
{consistent with or foreign to the general subject, will be regarded
as valid. The provisions of Sections 19 and 20 of the Act are
certainly germene to, and are reasonably necessary for, the accom-
piishment of one generai subject, agricultural tenancy. (Cordero
