RE: Announcement for Candidate for National LULAC Treasurer

It is with distinct pleasure that I announce my candidacy for National LULAC Treasurer. I have
the support and endorsement of my home council Las Cruces LULAC Council 120. I have the
following endorsements from my home state: Mr. Dennis Montoya, NM LULAC State Director,
Mr. Ralph Arellanes, Past State Director, Mr. Enrique “Kiki” Vigil, Past State Director, Ms.
Jessica Inez Martinez, Immediate Past State Director, Emilia Vasquez, Past National Vice
President for Youth, Ms. Yvonne Vasquez, President of Las Cruces Council 120, Mr. Tomas
Vasquez, District III Director and Dr. Juan Garcia, District II Director.

I have served the League since I was in LULAC Youth in 1979. I am former California Youth
State Director, Past National Youth President, CA District I Director, Council Presidents of
Westminster Council 2853 and Las Cruces Council 120 and NM State Director. My professional
experience is Warden and Superintendent of both a Juvenile and Adult Correctional Facilities. I
have served the NM Department of Corrections in several capacities, including Office of
Inspector General, Compliance and Inmate Hearing and Appeals. I own a Private Investigation
firm and have served as a contract Special Investigator and Inspector General with the 3 rd
Judicial District Attorney’s Office. I currently serve the Doña Ana County Sheriff’s Office as a
contract special investigator and Office of Inspector General. I have vast experience in budget
management and have operated facilities with over 25 million dollar budgets. I am cognizant of
best practices and the general accepted accounting practices (GAAP). I served on the white
collar public corruption task force and if elected my experience will bring strict oversight and
guidelines with respect the proper rule and regulations for non-profit and public entities.
