HARMFUL ANTIFOULING SYSTEMS ON SHIPS

• An international convention on the control of

harmful Antifouling Systems on ships was adopted
by the International Maritime Organisation (IMO)
in October 2001
• Organo-tin acting as biocides, in brief TBT
(Tributyltinoxide), no longer permitted from 1
January 2003, and no longer present from 1
January 2008
• All ships shall carry an International Anti-
Fouling System (IAFS) Certificate to document
compliance with the convention

Class societies
• Until the convention enters into force, owners are
recommended to secure satisfactory documentation
upon the first docking
• Class societies are requested to issue such
documentation likely to consist of a Statement of
Compliance sought to be based upon the same
principals as for the International Anti-Fouling
Systems Certificate
• This will initially be considered as an advisory service
DNV’s Anti Fouling System advisory services

• DNV offers issuance of documentation of compliance

with the convention:
–First as a Statement of Compliance (SoC)
–Later, when the convention is adopted, as an International
Anti-Fouling Systems (IAFS) Certificate

The documentation will be based on documentation review,

survey and sampling. Testing of samples will only be required
if deemed necessary.
• DNV additionally offers Type Approval of Antifouling
Systems compliant to the convention
DNV’s AFS advisory services - three steps
Documentation review to verify that the specified AFS is
TBT free.
1. Information E.g. from: Paint manufacturer/Ship owner/yard:
submitted Declaration, Material Safety data sheet, active ingredients,
CAS number
Location applying or removing AFS/Sealer coat:
Attestation confirming what has been applied/removed etc.

Time
2. Survey
carried out

3. SoC or
IAFS Certificate
issued by DNV
DNV’s AFS advisory services - three steps
The survey is a check - carried out at a convenient moment in
connection with dry-docking, solely connected to the control
1. Information of AFS with regards to compliance with the Convention.
submitted The survey does NOT cover verification of surface
preparation; corrosion protection properties; fire, health and
safety precautions; environment properties other than
regulated by the Convention or durability of the AFS.
Time
2. Survey
carried out

3. SoC or
IAFS Certificate
issued by DNV
DNV’s AFS advisory services - three steps
E.g. verify/check:
•Non compliant AFS removed or sealer coat applied, if
1. Information relevant
submitted •AFS to be applied or already applied as specified in
“Information submitted.” (product container, log books etc.)
•*Collection of AFS samples preferably wet. Testing only
required if deemed necessary.

Time
2. Survey * Reducing and finally phasing-out the
extent of sampling, testing and control
carried out as the TBT disappears from the market.

3. SoC or
IAFS Certificate
issued by DNV
Conditions of vessel when requesting survey for
control of Anti Fouling System (AFS)
Docking required or not: Condition of vessel when Survey of Sampling of 2)
requesting a survey 1)
Docking including NB applied AFS new AFS
application of AFS SiO without TBT and with applied AFS new AFS
certificate
SiO without TBT but without applied AFS existing and new AFS
certificate
SiO with TBT to be removed removal and applied AFS new AFS
SiO with TBT to be sealed sealing and applied AFS new AFS
SiO with TBT to be dealt with applied AFS
3)
later
NB will apply TBT
SiO will apply TBT
No docking SiO with TBT
SiO without TBT but without existing AFS
certificate
Docking/ No docking SiO with Statement of Compliance
or similar
1)
NB: Newbuilding SiO: Ships in Operation = Existing ships TBT: (Tributyltinoxide), used for short where it should
have been stated “organotin compounds acting as a biocide”
2)
Sampling not required when the AFS is Type Approved by DNV or the AFS is on the DNV verified list.
3)
Also alternative for Ship to be scraped before 1.01.2008
Extent of sampling and testing

•Sampling*, preferably wet, of tin free AFS

•Samples not required when
– The AFS is Type Approved by DNV
– The AFS is on the DNV list of verified TBT-free products
•Testing* of tin content:
– Testing of all AFS not on the DNV list of verified TBT-
free products
– Rare spot test of DNV Type Approved AFS
(detailed extent described in DNV internal instructions)
*Gradually reducing and finally phasing-out the extent of sampling, testing
and control based on experience and as the TBT disappears from the market
