EIGHTH INTERNATIONAL CONFERENCE ON SOIL

MECHANICS AND FOUNDATION ENGINEERING

The 8th International Conference on Soil Mechanics and Foundation Engineering will b e held in M o s -
cow in August 1973.
An Organizing C o m m i t t e e (OC) has b e e n formed for d i r e c t i n g p r e p a r a t i o n s for the c o n f e r e n c e , whose
m e m b e r s include p r o m i n e n t Soviet scientists in the field of soil mechanics and foundation engineering.
The OC C h a i r m a n is P r o f . I. A. Ganichev, V i c e - C h a i r m a n of the All-Union Central Construction Office
(Gosstroi) of the USSR, with V i c e - C h a i r m e n P r o f . N. A. Tsytovich, C o r r e s p o n d i n g M e m b e r of the Academy
of Sciences of the USSR and P r e s i d e n t of the USSR National Society of Soil Mechanics and Foundation En-
gineering (NAMGIF) and B. S. Fedorov, D i r e c t o r of the S c i e n t i f i c - R e s e a r c h Institute for Foundations and
Underground S t r u c t u r e s and V i c e - P r e s i d e n t of the NAMGIF. The OC is c u r r e n t l y conducting p r e p a r a t o r y
work, and eight c o m m i t t e e s c o m p r i s i n g 17 o p e r a t i n g groups have been f o r m e d . O v e r 130 e m p l o y e e s of the
S c i e n t i f i c - R e s e a r c h Institute for Foundations and Underground S t r u c t u r e s a r e engaged in t h e s e groups;
twice this n u m b e r will l a t e r b e drawn into the p r e p a r a t i o n s for the c o n f e r e n c e .
The International Conference on Soil Mechanics and Foundation Engineering will be the f i r s t held in
o u r country. It is anticipated that o v e r 1000 foreign s p e c i a l i s t s f r o m 50 c o u n t r i e s and a large n u m b e r of
Soviet s p e c i a l i s t s wilt be p a r t i c i p a t i n g in the c o n f e r e n c e . F o u r p l e n a r y s e s s i o n s will be conducted, and
eight s p e c i a l t y s e s s i o n s . At the p l e n a r y s e s s i o n s , four g e n e r a l r e p o r t s will be p r e s e n t e d on the a c h i e v e -
ments made in soil m e c h a n i c s and foundation engineering during the last four or five y e a r s .
The f i r s t s e s s i o n will be devoted to the latest methods of investigating the strength and d e f o r m a b i l i t y
of soils (field and l a b o r a t o r y investigations of soils f o r t h e i r s t r e n g t h , d e f o r m a b i l i t y , and rheologicaI p r o p -
e r t i e s ) . Chairman: P r o f . L. Suklje (Yugoslavia), g e n e r a l r e p o r t e r : Prof. T. W. L a m b e (USA).
The second s e s s i o n will examine the p r o b l e m of the i n t e r a c t i o n of soil b a s e s and s t r u c t u r e s (predic-
tion of s e t t l e m e n t s , design of m a s s i v e foundations b y the l i m i t i n g - s t a t e method, design of flexible founda-
tion b e a m s and slabs). Chairman: P r o f . E. de B e e r (Belgium), g e n e r a l r e p o r t e r s : P r o f . M. I. Gorbunov-
Posadov and P r o f . S. S. Davydov (USSR).
The t h i r d s e s s i o n will be devoted to deep foundations, including piled types (design and new methods
of construction). C h a i r m a n : P r o f . A. Kezdi (Hungary), g e n e r a l r e p o r t e r : P r o f . W. L. Z e e v a e r t (Mexico).
The fourth s e s s i o n will examine p r o b l e m s of soil m e c h a n i c s and of construction on weak clays and
s t r u c t u r a l l y unstable soils (collapsible, expansive, etc.). Chairman: P r o f . G. A. L e o n a r d s (USA), general
r e p o r t e r s : P r o f . L. B j e r r u m (Norway) and P r o f . G. D. Aitchison (Australia).
The g e n e r a l r e p o r t e r s , a f t e r c o r r e l a t i n g the latest a c h i e v e m e n t s in soil m e c h a n i c s and foundation
engineering, will f o r m u l a t e the p r i n c i p a l conclusions and r e c o m m e n d a t i o n s concerning the utilization of
these a c h i e v e m e n t s in p r a c t i c e . The general r e p o r t e r s ' a d d r e s s e s will be followed by d i s c u s s i o n of t h e i r
recommendations.
P r e c e d i n g each p l e n a r y s e s s i o n , special l e c t u r e s will be d e l i v e r e d by p r o m i n e n t s p e c i a l i s t s in the
field of soil m e c h a n i c s and foundation engineering, in the following o r d e r : Prof. J. K e r i s e l (France), on
"The Bicentennial of C. C o u l o m b ' s T h e o r y of Loose Media," P r o f . N. Ao Tsytovich (USSR), on "]Problems

In addition to the plenary sessions, specialty sessions will be held under eight specific sections:
Section Io Equipment for observing settlements and stresses in the foundations of structures (up-to-
date methods and equipment for measuring deformations and stresses in foundations and earthen struc-
tures). Chairman: Prof. Stanley D° Wilson (USA), Vice-Chairmen: Prof. G. Stefanov (Bulgaria) and D. S.
Baranov (USSR).
Section If. Problems of nonlinear soil mechanics (computation algorithms and the analysis of the
stressed state of a nonlinearly deforming soil foundation, application of the finite-element and elastic-
solution methods, etc., the nonlinear consolidation of soil foundations, and methods of its determinatlon).
Chairman: Profo Ho Bo Poorooshasb (Iran), Vice-Chairman: YUo Ko Zaretsldi (USSR).
Section Ill. Design of earth and roekfill dams (methods of determining the stressed-deformed state
under the action of static and dynamic forces, evaluation of the stability of dams and of the conditions eaus-

ing cracks in cores and curtains; the results of full-scale investigations). Chairman: Prof. V. S. Eristov;
Vice-Chaimnen: ]~. Go Gaziev and L. No Rasskazov (USSR).
Section IV. Earthen foundations of concrete hydraulic structures (strength of foundations and stabil-
ity of concrete retaining structures on earthen foundations, allowance for the time factor, settlements and
horizontal displacements, means of increasing resistance to shearing forces, etc.). Chairman: Prof.
Bengt B. Broms (Sweden), Vice-Chairmen: Prof. Po D. Evdokimov and Prof. K. A. Mikhailov (USSR).
Section V. Lateral pressure of clayey soils on structures (allowance for cohesion and moisture and
for structure displacements, probabilistic approach to the design of retaining walls, experimental investi-
gations of the pressure of clayey soils on structures) o Chairman: Dr. Go P. Tschebotarioff (USA), Vice-
Chairmen: Prof. G. K. Klein and Prof. M. V. Malyshev (USSR).
Section VI. Stability of slopes of deep excavations and natural slopes (effect on the stability of ground-
water pressure, pore pressure, initial gradient, rheological phenomena, time factor, the consolidation pro-
cess, the dynamic regime of saturated sands, etc., the evaluation of design methods and modeling princi-
ples, based on full-scale observations). Chairman: Prof. N. N. Maslov, Vice-Chairman: Prof. A. W.
Bishop (U. K.).
Section VII. Soil stabilization methods (chemical, clay mix, etc., c h e m i c a l stabilization of sandy
soils, the effects of f r e e z i n g and thawing on soil s t r u c t u r e , the construction of c u r t a i n walls in soils b y the
s l u r r y t r e n c h method, cut-off c u r t a i n s in alluvial soils). Chairman: P r o f . Ho C a m b e f o r t (France), V i c e -

The official languages of the c o n f e r e n c e a r e English, F r e n c h , a n d Russian. At all s e s s i o n s a s i m u l -
taneous i n t e r p r e t a t i o n will be provided f r o m each official language into the o t h e r two.
Volumes I, II, and III of the c o n f e r e n c e t r a n s a c t i o n s will be issued in May 1973. Volumes t and II
will contain the r e p o r t s accepted by the OC f o r publication (total of 210 papers); Vol. III will c o m p r i s e the
General R e p o r t s . Volume IV of the t r a n s a c t i o n s , which will be published a f t e r the c o n f e r e n c e , will contain
the a d d r e s s by the OC C h a i r m a n , P r o f . I. Ao Ganichev, entitled "Achievements in the Field of Soil Mechanics
and Foundation Engineering in the USSR"; the s p e c i a l lectures p r e s e n t e d by P r o f . J. K e r i s e l , P r o f . N. A.
Tsytovich, P r o f . R. Scott, P r o f . I. I. C h e r k a s o v , and P r o f . T. Mogami; written c o m m u n i c a t i o n s selected by

The c o n f e r e n c e t r a n s a c t i o n s will be published in English and French.
In addition, a collection of p a p e r s by Soviet s p e c i a l i s t s , p r e s e n t e d at the p l e n a r y s e s s i o n s , and of
t h e i r communications submitted at the specialty s e s s i o n s , entitled " T r a n s a c t i o n s of the 8th International
Conference on Soil Mechanics and Foundation Engineering" will be published in May 1973.
On August 3 and 4, i m m e d i a t e l y p r e c e d i n g the conference opening, the Executive C o m m i t t e e of the
International Society will, a c c o r d i n g to its c u s t o m a r y p r a c t i c e , m e e t for the p r e s e n t a t i o n of r e p o r t s and the
election of o f f i c e r s . During the t w o - d a y s e s s i o n of meetings of the Executive C o m m i t t e e , a r e v i e w will b e
made of four y e a r s of the International Society's w o r k and m a n a g e m e n t , the election of a new p r e s i d e n t
and v i c e - p r e s i d e n t s a c c o r d i n g to regions wilt be held, and the candidature of the country organizing the
next conference will be c o n f i r m e d .
The f o r t h c o m i n g conference is c r e a t i n g a g r e a t i n t e r e s t a m o n g the s p e c i a l i s t s of the world, both on
account of its p r o g r a m and b e c a u s e it will be held in the USSR, whose a c h i e v e m e n t s in the field of soil
mechanics and foundation e n g i n e e r i n g a r e wei1 known.
