System Description

1 Safety of Work and First Aid


Considering the equipment function and configuration, safety of operation consists in
adhering to general regulations for work on electric devices.

1.1 Electric Safety Check


After the equipment manufacturing and putting into operation, it is subject to initial revision
according to pertinent local regulations. In addition, electric revision according to
corresponding local regulations should be accomplished after the mains supply unit repair and
major overhaul.

1.2 Safety of Installation


The equipment shall be connected to the distribution network 230 V / 50 Hz with zero-voltage
protection. Mains leads must not be damaged and have to comply with corresponding local
regulations.

1.3 Safety of Operation


It is forbidden to remove protective shields of the device if mains leads connected.
The equipment should be situated so that its cooling enabled. Installation on soft surfaces
(carpet, blanket, foamy plastics), near heat radiators and curtains or drapery is forbidden.
In case of undesirable penetration of liquid or solid particles through vent holes into the
equipment, it is necessary to disconnect the mains supply immediately and submit the
equipment to the service for inspection.
The equipment and larger objects in its near environs handling is allowed in turned out
condition only and should be carried out with care.
In case of the equipment overheating, it has to be primarily disconnected from the mains
supply, and only then further handled.

1.4 Safety of Maintenance and Repair


Prior to the protective shield removal, the equipment has to be disconnected from the mains
supply by means of the supply cable pulling out from the receptacle. At the maintenance, any
modifications or repairs of the equipment arbitrary parts are forbidden, particularly as regards
mains supply units and mains switchboards.

1.5 Dangers due to Electrical Currents


The operation of the equipment requires high voltages that may cause lethal injury. A 110 V
current can kill. Personnel should observe following safety precautions at all times:
• shut off high voltage supplies before replacing a radio tube;
• beware of safety devices such as circuit breakers, door and chassis-drawer, switches,
making sure that they have actually operated. Whenever possible, shut off power supplies
before doing anything inside the equipment;

• do not forget that "safeties" are only provided at ordinary access points, and that
dangerous circuits may be exposed by dismounting elsewhere;
• in some cases, dangerous voltages may remain after an equipment is shut down, due to
charges remaining in capacitors that should be always discharged before working on the
equipment;
• it is forbidden to go alone into a compartment to inspect or repair dangerous equipment.

1.6 First Aid for Electric Shock


Any person installing, operating, or maintaining the equipment should familiarise himself
with both the theory and practice of following procedures. It is everyone's duty to be able to
give first aid, to avoid the loss of human life. Your own life may depend on it.
Usually, an electric shock does not kill instantly. The victim can be saved, even if he is no
longer breathing.

1.6.1 1st operation: Separate the victim from the electric circuit
Use a dry, non-conductive material, such as rubber gloves or cloth to pull away either the wire
or the victim. Do not use moist or metallic objects. If voltage exceeds 1000 V, cut the power
and prepare to catch the victim, if he is "suspended" (caught on) the live component.
If power cannot be cut, stand on an insulated stool and use a dry, non-conducting pole to
separate the wire from the victim without allowing it to touch his face or bare skin.
When the victim has been separated from the electric circuit:
• do not try to remove him away. Treatment should begin at once, on the spot;
• lay the victim on his back, on the ground;
• loosen his clothing, collar, necktie, etc.;
• use your fingers to remove any tobacco-quid, false teeth, etc. from his mouth.

1.6.2 2nd operation: If the victim is not breathing


Start immediately, on the spot, to apply mouth-to-mouth resuscitation

Mouth-to-mouth insufflation procedure


1. Kneel down, preferably to the left of the victim' head.
2. Tilt his head "back" which is vital to open his respiratory passages. To do this, place your
left hand under his neck and raise it letting the head fall back. Rest the heel of your right
hand on the victim's forehead and pinch his nostrils shut with your finger and thumb while
pressing down to tilt his head back.
3. Take a deep breath and place your wide open mouth over that of the victim and blow
forcibly until his chest expands. Now remove your mouth and allow the victim to "exhale"
by the passive, elastic contraction of his chest.
4. Repeat this "inflation - deflation" cycle about 12 times a minute until the victim starts to
breathe steadily and effectively on his own.

1.6.3 3rd operation: If the victim's heart has stopped


If no pulse perceptible in the large arteries (femoral, carotid), mouth-to-mouth resuscitation
must be combined with.

External heart massage


1. Theory: The chest (thorax) which is "stiff" and resistant in the normal subject becomes
"limp" and flexible in an unconscious victim. Under these conditions, pressure on the
breastbone (sternum) compresses the heart against the backbone driving the blood out of
it. When the pressure removed, elastic heart re-dilates and refills passively.
2. Practice
• lay the victim flat on his back on a hard surface;
• kneel beside his chest and place your open hands crossed one over the other with the
heel of the lower hand resting on the lower third of the victim's sternum (breastbone)
in the middle of his chest. Press down hard and quickly, depressing the sternum 4 to
5 centimetres and immediately release;
• repeat the pressure 60 times a minute (once a second), or 5 "presses" for 1 mouth-to-
mouth inflation;
• although rapidly tiring for the operator, the procedure must be continued until the
victim's hear begins to beat again on its own.
3. Important remarks
• Pressure must be applied exactly on the axis of the sternum, neither to right nor to left
of the chest centreline.
• External heart massage is highly effective and can maintain sufficient blood
circulation for one or more hours.
• With rhythmic chest compression assuring circulation, artificial respiration can be
provided by mouth-to-mouth insufflation, preferably by a second operator.

1.6.4 4th operation: Transport to a resuscitation centre


• The victim should be transported as soon as practical to the nearest Resuscitation Centre
without interrupting either the mouth-to-mouth insufflation or the external heart massage.
• Transport should be by ambulance at a "walking pace" of 15 km / hour in order to allow
the two operators to continue their "manual" resuscitation and to avoid any shock to the
victim.
The above mentioned procedures, while highly effective if correctly performed without
interruption require more than a written description, and at least one session of practical
instruction is necessary to enable competent performance.

2 Introduction
APP site of MSSR-1/RL-2000 very close linked to secondary radar MSSR-1 or combined
radar MSSR-1/RL-2000.
APP site of MSSR-1/RL-2000 enables complete monitoring and remote controlling of
connected radar, monitoring of APP units and radar situation displaying on monitors with high
resolution. Further essential function shall be data receiving, too, from futher radar sites, and
their conversion together with data conversion of locally corresponding radar for multiradar
processing in EUROCAT 2000 system.
Block diagram of APP part is shown in the Appendix № 1.

The mentioned electronic units are layout on APP part in electronic rack (RCMS, RMM,
APOID) and monitors, keyboards, mouses are placed on technical table.

5 Technical Description

5.1 Design
Cabinets and consoles
Electronic unit console is a 19″ industrial cabinet with structural module height of 40U
(approximately 2 m). The cabinet comprises heavy-current distribution, vent units with filter,
and mechanical components for particular installation of units and cabling (guides, cable
holders, ...).
In the bottom cabinet part, a vent unit with 3 fans is situated, under which a pullout filter for
the air cleaning is located. Sucked cooler air from the cabinet bottom is directed to its front
part in front of glazed and sealed door, from where it passes to particular electronic units.
Heated air, forced by 3 upper switch on/off fans, is then lead through the cabinet rear side
upwards via upper cover. Above the bottom vent unit, a heavy-current switchboard is situated
comprising a filter and essential control elements and indicators of the heavy-current
distribution. They involve: mains circuit breaker, main switch with glow lamp indicator of the
mains voltage presence, and fans fuse.

The cabinet, see Appendix № 3, and for its electric diagram, see Appendix № 4.
Industrial console length of 2 m (technical table) is designed with two 19″ legs with modular
height of 12U, which enables assembly up to 3 sliding drawer.

Electronic unit blocks


Basic blocks of the APP site (RCMS and RMM) are designed like autonomous units in 19″
chassis with structural height of 4U. On the front panel behind lockable door, basic control
elements are situated, i.e. switch for the block turning on / off, RESET button, LED
indicators, and inputs for recording media. On the rear panel, interconnecting connectors and
the supply mains lead are situated.
Internal housing consists in classical modular layout with PC and electronic unit cards
inserted to the passive back panel. Particular cards are designed with maximal application of
VLSI and XILINX circuits assembled on classical multilayer cards, or on cards combining
classical and surface mount technology.
Mains supply 230 V through a multilevel switch mode supply of ATX type with the input
supply switch on the power supply rear panel. If this switch in the on position – I, the power
supply input section is under permanent mains voltage, even at the electronic unit turning out
by means of the front switch. In the off position – O, the power supply is permanently
disconnected from the input mains voltage.
Notice: Electronic unit can be turned on by means of the front button only in position I –
on.
Autonomous cooling with forced air circulation is applied. The air is sucked by a fan via filter
in the front panel, and exhausted through holes in the rear panel and power supply fan, and
through the power supply unit. Since the suction fan is more powerful, slight overpressure is
maintained within the chassis.
Applied design enables installation of the equipment to standard 19″ cabinets.

5.2 Modular Elements of Electronic Units


Electronic unit blocks consist of following basic modules.

5.2.1 PC-AT Computer


It is based on a card of industrial computer of PC type with PCI and ISA bus, Pentium Core
Duo processor, and RAM memory. The computer card contains circuits for connecting to the
PCI and ISA bus, circuits for monitor connection (internal VGA), for LAN computer network,
and current computer interface of serial (USB ports, COM ports) and parallel (LPT) type.
Software is stored on HDD.
For quality display in higher resolution, the computer assembly can be provided with a
separate PCI graphic card, even in multi-output version (VGA1, VGA2). Radar information
can be then displayed in demanded quality on a sufficiently powerful monitor.
Computer parameters:

• Industrial computer: WSB-9454 (min.C2D/2,2 GHz + 1 GB DDR2 RAM)
• LAN driver (card): built-in computer card or event. Edimax (EN-9130TXL)

Utilized resolution of the computer part enables extending the equipment in accordance with
the customer requirements, for example, as regards cards increasing number of LAN
connections, connectable serial lines, etc.

5.2.2 APOID unit


APOID module is the two-channel data receiver/transmitter on serial synchronous line RS232
in HDLC format. The module communicates with surrounding connected system through
LAN network. Data come from LAN network and it is transmitted into serial synchronous
line, and the data, received from serial synchronous line shall be transmitted into the system
through LAN network. The electric characteristics of APOID interface meets RS 232 C
standard. As well, it is met also with CCITT V24-V28 requirements.
Detailed technical description of APOID unit is mentioned in Appendix № 5.

5.2.3 OPTA block


OPTA unit shall be used for radar video signal transmission through opto cable.
It is used here version No.1, which enables conversion of signals from opto cable to TTL level
(receiving site). In radar, there is used version OPTA2, which converts signal from TTL into
opto cable (transmitting site).

5.3 System Connection

On the electronic units rear panel, all interconnecting connectors are situated, i.e. input and
output connectors and sockets for the mains lead connection (rear panel see Appendix № 6).

5.4 Communication Interconnection


All blocks of electronic units are interconnected via computer network, performance of which
is critical for the entire system of the APP site of MSSR-1/RL-2000. Accordingly, a circle
topology of spinal LAN network elements wiring was utilized for radar site and APP site
interconnection.

Communication system (optoconnection)


Components of the network interconnection are as follows:
- spinal LAN switches EDS-408-MM-SC with duplicated power supply, 8 ports (2 ports
for optical cable connection), managed
- interconnection through optical multimode cables between spine switches via optical
patch panels
- metallic connection for particular user equipment (PC stations, APOID units, SIP
phone...)
Two spine LAN switches are simultaneously assembled on technical workplace, enabling
connection of the network users at these workplaces via dual LAN connection – increased
reliability.
Similar wiring like at the APP part is applied also in the new MSSR-1 or MSSR-1/RL-2000
radar.

5.5 Interconnection of Blocks


Detailed block diagram of the APP part, and particularly interconnection of its parts including
external connection, is shown in Appendix № 8 and event. Appendix № 7.

5.6 Power supply system of ELDIS equipment in technical room


The power supply of units, which are placed in technical room, shall be from 230 V, 50 Hz
network, through the circuit breaker, placed in customer’s distribution board.

5.6.1 Network circuits


It is supposed, that inlet cable of 230 V 50 Hz network in technical room to distribution board,
box (No: 104) shall be protected against overvoltage by customer.

5.6.2 Grounding
Before connection of power supply network voltage, there is necessary to create grounding
connection to grounding system of customer from grounding clip of distribution board 104
(cable W21).
Required ground resistance for ensuring:
a) Protection against dangerous contact potentials R<200 Ohm.
b) Protection against lightning and protection against overvoltage, created by atmospheric
disturbances
R<5 Ohm.

5.6.3 Distribution board of box (104)


Schema of distribution board circuits and front panel view, see Appendix № 4.
The distribution board is placed in bottom part of the CA electronic units’ cabinet. Through
this distribution board – through circuit breaker F1 and overvoltage protection E1 (II. stage),
there are power supplied all of units in cabinet, including both ventilation units (624 and 628)
and socket 230 V 50 Hz (XC1).
Power supply of the whole cabinet is possible switch off by Q1 switcher – MAIN SWITCH.
Switch on of the switcher is signalized by signal light (H1) in the switcher.
XC1 socket is protected by F2 – 230 V 50 Hz circuit breaker, and upper ventilation unit (624)
by F3 circuit breaker – UPPER FANS. Fans in bottom part of ventilation unit (628) are
protected by circuit breaker in block of ventilation unit.

6 Function Description
System of control, radar display and data converting at the APP part of MSSR-1/RL-2000 is
designed for complete control and monitoring of connected radar, radar data and additional
information processing, their displaying at technical workplace and for transmission all
required data to EUROCAT 2000.
Description of particular system parts is as follows:

6.1 RCMS
RCMS, i.e. Remote control and monitoring system for radar and APP part of the system.
Remote control module enables full control and monitoring of the radar primary and
secondary part functioning at switched on LCMS, separate and direct control of extractors,
and monitoring of all electronic units or program modules in the system condition.

6.2 RMM
RMM, i.e. Radar maintenance monitor, enables maintenance display of selected radar data.
Maintenance display module is intended for displaying of radar plots for the technical
operating personnel purposes only. Displayed data are plots from “MASTER” radar channel
in ASTERIX format cat 034 and 048. The second displayed data channel are data from co-
hearing of serial synchronous line, which are output radar data (cat. 034 and 048 or cat. 02

and 01) transmitted into connected system (EUROCAT 2000). Data, displayed in that channel,
are identical with data, which are really transmitted into RS232 line.

6.3 APOID
APOID unit shall be used for radar data transmission into EUROCAT 2000 system. The used
protocol shall be used HDLC-UI (i.e. one-way data transmission). Standard output of radar
plots shall be in ASTERIX format cat. 048 a 034 in selected LAN port. APOID receives data
from above mentioned port and transmit them into RS232 interface. Output data format shall
be possible to be configured in APOID. It shall be possible to select output data format both
ASTERIX cat. 034 and 048 and ASTERIX cat. 02 and 01.
APOID shall be equipped with diagnostics channel for input/output interface and with
diagnostics on level of ASTERIX messages (plots and service messages).

7 Operating Instructions

7.1 Basic Control Elements of ELDIS Electronic Units


On the equipment front panel (units RMM, RCMS), all control elements and indicators are
situated. Concerned are namely on/off button, unit supply indication (up the on/off button),
RESET initialization button, HDD activity indicator, control and indication of DVD, event.
CD-ROM drive including aperture for media. All these elements are by default situated
behind lockable door.

7.2 Control of Removable Medium Unit


Removable medium unit differs according to the customer demands. DVD disk (-RAM, -
R/RW), CD disk (-R/RW) can serve like a removable medium. Way of the equipment control
is described in Appendix № 9.

7.3 System Turning On


1) Turn on the cabinet power supply with the help of the MAIN SWITCH tumbler (green
LED lights on) providing that the circuit breaker lever in the function of current protector
is in upper position (on). Turn on simultaneously the cabinet venting (UPPER FANS
circuit breaker). Check supply presence of LAN switches, APOID and OPTA units and
SIP phone.
2) Turn on both monitors (for RMM, RCMS) with ALARM speaker bar unit.
3) Turn on RMM and RCMS in arbitrary sequence with the help of I/O switch. Computer
blocks should activate during approximately 2 minutes, including operating system and
automatic execution of application programs.

7.4 System Turning Out


The system turning out shall be performed after user programs termination on all computer
units by means of turning out supply voltage of particular blocks.
Complete turning out of the entire APP part power supply shall be performed in reverse
sequence of operations than in the case of turning on, namely up to the cabinet power supply
turning out by means of the MAIN SWITCH.

7.5 Problems Solution


1. Start of the user program on any computer is not successful
- check computer power supply
- check computer “booting”
- carry out computer standard diagnostics
- re-install user software from installation CD

2. Inoperative any keyboard, trackball or monitor


- check correct connection of peripheral device
- restart the computer (possibly turn out and turn on supply voltage)

3. Correct data are not transferred from the radar site


- check indication of LAN switches
- check LED indication of LAN connector at particular computers
- check LAN switches power supply
- verify LAN interconnection (optical and metallic cables)

8 Maintenance

8.1 Maintenance of Peripherals


The monitor screen shall be cleaned by means of a cleaning agent for monitor screens.
Mechanical dry cleaning should be avoided as well as using inappropriate cleaning agents that
could damage the monitor screen, see the operating manual of installed monitors.
Maintenance of keyboard and mouse is similar to current computer sets, it consists in dust
removal by means of a brush, and gentle dust removal among keyboard buttons with the help
of a vacuum cleaner, or possibly cleaning the button surface with the alcohol. As regards the
mouse, particularly internal elements should be cleaned that are in contact with sphere and are
accessible after the mouse dismantling.

8.2 ELDIS Electronic Units Maintenance


Maintenance of these units internal parts shall be performed only by a worker having
electrical engineering qualification.
Prior to the electronic unit protection cover removal for maintenance purposes, the equipment
shall be disconnected by means of mains feeding cable pulling out. It is forbidden to carry out
any modifications or repairs of the equipment part, particularly mains supply parts and mains
distribution systems, during the maintenance.
Maintenance of given equipment is similar to the maintenance of common PC computers.
Operating conditions given in chapter Specification shall be continuously ensured. In
addition, dust shall be removed from the computer surface, as it is deemed necessary, with the
piece of damp rag, and the power supply fan (unit rear panel) operation shall be regularly
inspected. Within the computer casing, fan on the processor operation shall be checked. At
least once a year, dust shall be removed gently by a vacuum-cleaner and supplied air filter

cleaned (or removed) which is accessible after the front panel part removal. Higher dust
quantity could cause the device decreased reliability and deteriorated cooling.

8.3 Minimum Maintenance Periods


Fans functioning check shall be accomplished at least once per 14 days. General maintenance,
filter cleaning, and dust removal from the units' interior shall be performed at least once per
year minimum.
