 IEC 61850 System Configurator
Dear customer,

This DVD-ROM contains the IEC 61850 System Configurator in its current version V5.50.

The IEC 61850 System Configurator enables you to configure and set parameters for IEC
61850 stations (Edition 1 and Edition 2). This tool allows you to manage sub-networks,
network communicators, and their IP addresses and to connect the information items of
different communicators.

The IEC 61850 standard has been defined in cooperation with manufacturers and users to
create a uniform, future-proof basis for the protection, communication, and control of
substations.

The advantages of using this protocol are as follows:

• Interoperability: With IEC 61850, you will not encounter protocol diversity and
integration problems.

• Simpler Engineering: From engineering to implementation, from operation to service, it

saves time and costs on configuration, commissioning, and maintenance.

• Reduction of costs: IEC 61850 replaces wiring among feeders, control switches, and
signaling devices.

• Reliability: It uses only one communication channel for all the real time data
synchronized using Ethernet.

All components are available in English, German, French, Italian, Portuguese, Spanish,
Russian, Turkish, and Chinese.

Installation Notes
The installation notes in this document contain important information required to
install the IEC 61850 System Configurator. Read these notes before installing the
software.

Please refer to the correct sub-chapter depending on the fact if you have downloaded the
latest updates from the Internet or installed it from the DIGSI DVD.

IEC 61850 System Configurator is included in the DVD of DIGSI 4 and DIGSI 5. It will be
installed or usable with DIGSI, if your DIGSI license contains the IEC 61850 System
Configurator license.

2 Open Source Software
The product contains, among other things, Open Source Software and other Software
developed by third parties. The Open Source Software used in the product and the license
agreements concerning this software can be found in the Readme_OSS.

These Open Source Software files are protected by copyright. Your compliance with those
license conditions will entitle you to use the Open Source Software as foreseen in the
relevant license. In the event of conflicts between Siemens license conditions and the
Open Source Software license conditions, the Open Source Software conditions shall
prevail with respect to the Open Source Software portions of the software.

The Open Source Software is licensed royalty-free. Insofar as the applicable Open Source

3 Hardware Requirements
To work with the IEC 61850 System Configurator, you need a PC or laptop with the
following minimum specifications independent from the used operating-system version:

• 2.2 GHz processor or higher

• 250 MB of free storage space on the hard disk
• 2 GB of RAM (8 GB recommended)
• Graphic display with a resolution of 1024 x 768 (1280 x 1024 recommended)
• DVD-ROM drive
• Keyboard and mouse
• Ethernet port
If you are dealing with comprehensive projects with several protection devices, Siemens
recommends using a PC meeting the latest standards of performance.

NOTE
If you use the IEC 61850 System Configurator on a laptop with power management,
then Siemens recommends using the IEC 61850 System Configurator on that laptop
while it is attached to an external power outlet. This avoids power drops due to
energy-saving modes of the laptop running on batteries.

4 Software Requirements
4.1 Operating Systems
The IEC 61850 System Configurator is an application whose functionality has been
designed especially for the following operating systems:

• Microsoft Windows 7 Professional and Enterprise/Ultimate 32-bit and 64-bit with

Service Pack 1
• Microsoft Windows 8.1 Professional and Enterprise
• Microsoft Windows Server 2012 R2 64-bit with Service Pack 1 as workstation computer
• Microsoft Windows 10 Professional and Enterprise 32-bit and 64-bit
• VMware support for virtual machines

The IEC 61850 System Configurator has not been tested for the following operating
systems:

• Microsoft Windows 8
• Microsoft Windows Vista
• Microsoft Windows Server 2008 R2 as a workstation computer with Service Pack 1
• Microsoft Windows Server 2012 as workstation computer
If you use these operating systems with IEC 61850 System Configurator, it is at your own
risk.

The IEC 61850 System Configurator cannot be installed or operated under:

• Microsoft Windows XP and older Microsoft operating systems

• Microsoft Windows 7 Starter, Home Basic, Home Premium
• Microsoft Windows Server 2003

Virtual Environment
The IEC 61850 System Configurator supports the virtual environment VMWare (for more
information, see http://www.vmware.com).

NOTE
If you are using multiple Ethernet adaptors in your PC, you need VMWare
Workstation to select the correct Ethernet adaptor for the connection to the devices. If
just one Ethernet adaptor is present, then the free-of-charge VMWare Player is
sufficient to run the IEC 61850 System Configurator.

4.2 Compatibility with other Software

IEC 61850 System Configurator V4.xx

The versions V4.xx and V5.xx of the IEC 61850 System Configurator can be installed and
used on the same system in parallel.
Note: The versions V4.xx were released earlier with DIGSI 4 versions earlier than DIGSI
4.88.

DIGSI 4 and DIGSI 5

The usage of the IEC 61850 System Configurator with DIGSI 4 and DIGSI 5 on the same
system is possible.

From DIGSI 5 V6.00 on, the support of the IEC 61850 System Configurator is integrated.
Projects created with previous versions of DIGSI 5 must be converted first. For more
information, refer to the DIGSI 5 Product Information and Online Help.

FASE

FASE V2.50 and higher and the IEC 61850 System Configurator V5.50 can be installed
and used on the same system in parallel.

ReyDisp Manager

The ReyDisp Manager and the IEC 61850 System Configurator V5.50 can be installed and
used on the same system in parallel.

SICAM ToolBox II

The SICAM ToolBox II and the IEC 61850 System Configurator V5.50 can be installed and
used on the same system in parallel.

SICAM PAS

SICAM PAS and the IEC 61850 System Configurator V5.50 can be installed and used on
the same system in parallel.

Virus-Scanner Software

So far, no incompatibilities between commercially available Malware Protection Software

and the IEC 61850 System Configurator are known. Trend Micro OfficeScan has been
explicitly tested.

5 Installation
5.1 General Notes on Installation

NOTE
You need administrator rights to install IEC 61850 System Configurator. However,
IEC 61850 System Configurator users only need standard rights to work with the
application without any restrictions.

5.2 Installation as part of DIGSI 4 or DIGSI 5

During the installation of DIGSI 4 or DIGSI 5 the IEC 61850 System Configurator is
automatically installed on your PC.
For more information read the chapter Installation of the corresponding DIGSI product
information.

5.3 Installation of the IEC 61850 System Configurator from the

Download Area
To install the IEC 61850 System Configurator, proceed as follows:

NOTE
The download version of IEC 61850 System Configurator provided in the Internet can
update IEC 61850 System Configurator installations from V5.00 and higher. It
requires an already installed IEC 61850 System Configurator on the PC.

1.) Download the ZIP setup file from the IEC 61850 System Configurator download area.
(http://www.Siemens.com/digsi => IEC 61850 System Configurator => Downloads)
2.) Decompress the files to a local folder on your PC. Keep the folder structure as it is in the
ZIP archive.

 3.) Execute “Setup.exe”. This will install the IEC 61850 System Configurator V5.50 over
your existing IEC 61850 System Configurator V5.xx installation.
The language selection dialog opens.

4.) Select the language to be used for the installation process from the list box and click OK
to confirm.
5.) Click Next.

 6.) Enter a User name and Organization and click Next.

7.) Click Browse…, if you want to the change the installation folder.
8.) Navigate to the desired location and click OK.

9.) Click Next, to continue with the installation process.

 10.) Click Install, to start the installation process.

11.) Click Finish, to complete the installation.

5.4 Silent Installation – Command line parameters:

NOTE
This command line can be used to install the IEC 61850 System Configurator as a
standalone version without DIGSI.

1.) Open the directory containing the “Setup.exe” of the IEC 61850 System Configurator
setup package.

2.) Call the “Setup.exe” either through the command line or via any script with the following
parameters:

<"...\SetupData\InstallationData\SysCon\Setup"> /si VIADIGSI=FALSE

 NOTE
Quotes are not expected surrounding the value of the parameters like
SYSCONSILENTMODE etc.

Once the silent installation is started, you can see a process “Setup.exe” running in the task
manager. It will be closed automatically once the installation is completed.

For more information regarding the setup progress, look at the installation logs.

6 Uninstallation
6.1 Uninstallation of the IEC 61850 System Configurator
With the Windows uninstaller, you can remove the IEC 61850 System Configurator with all
optional components from your PC. During uninstallation, the IEC 61850 System
Configurator installer removes all program files installed. The user-specific data like
projects remain unaffected.

To uninstall the IEC 61850 System Configurator, proceed as follows:

1.) To open the Control Panel, click Start > Control Panel > Programs and Features.
The Programs and Features window is displayed.
2.) Right-click Siemens IEC 61850 System Configurator and select Uninstall from the
context menu.

The uninstallation dialog is displayed.

3.) Click Next.

 4.) Activate the Remove option in order to uninstall IEC 61850 System Configurator and
click Next.

5.) Click Remove, to start the uninstallation process.

6.) Click Finish, to complete the uninstallation.

6.2 Silent Uninstallation – Command line parameters:

1.) Navigate to the installed directory and open the folder “Setup”. For example:
C:\Program Files (x86)\Siemens Energy\IEC 61850 System Configurator V5.xx\Setup

2.) Call the “Setup.exe” either through the command line or via any script with the following
parameters:

8 Features
8.1 New Features and Modifications
1. Support of GOOSE Later Binding
Efficient GOOSE configuration with IED Configuration Tools is supported via
preconfigured ExtRef concept of IEC 61850 Ed2.
2. Automated GOOSE configuration
A predefined application (e.g. for SIPROTEC 5 devices with voltage regulator for
parallel transformers) can generate the full GOOSE configuration based on substation
section information.
3. New communication diagnostics
IEC 61850 datamodel of all IEDs from SCD can be read out online and stored.
SNMP values and HTML pages of SIPROTEC 5 devices can be collected and
displayed in web-based application for diagnostic purposes.
Asset information can be derived in web-based format.
4. Increased performance
Performance of following workflows has been increased by up to 25%:

mit dieser DVD-ROM erhalten Sie den IEC 61850 Systemkonfigurator in der aktuellen
Version V5.50.

Mit dem IEC 61850-Systemkonfigurator werden IEC 61850-Stationen (Edition 1 und 2)

konfiguriert und projektiert: Sie verwalten Subnetze, die Netzteilnehmer und Ihre
IP-Adressen und verknüpfen Informationen verschiedener Teilnehmer.

Der Standard IEC 61850 wurde in Zusammenarbeit von Herstellern und Anwendern als
einheitliche und zukunftssichere Basis für den Schutz, die Kommunikation und Steuerung
von Unterstationen festgelegt.

Das Protokoll hat folgende Vorteile:

• Interoperabilität: Mit IEC 61850 gibt es keine Probleme mit unterschiedlichen

Protokollen oder Integration.
• Einfacheres Engineering: Konfiguration, Inbetriebnahme und Wartung können mit
weniger Zeit und Kosten realisiert werden: vom Engineering bis zur Umsetzung, vom
Betrieb bis zum Service.
• Kostenreduzierung: IEC 61850 ersetzt Abzweigverdrahtungen, Steuerschalter und
Signalgeräte.
• Zuverlässigkeit: Für die gesamten über Ethernet synchronisierten Echtzeitdaten wird

Wenn Sie den IEC 61850 Systemkonfigurator auf einem Notebook mit
Energie-Management verwenden, empfiehlt Siemens, den IEC 61850
Systemkonfigurator auf diesem Notebook zu verwenden, während es an eine
Steckdose angeschlossen ist. Damit wird ein Stromabfall durch Energiesparmodi des
Notebooks im Akkubetrieb vermieden.

4 Software-Voraussetzungen
4.1 Betriebssysteme
Die Funktionalität der Applikation IEC 61850 Systemkonfigurator ist speziell für die
folgenden Betriebssysteme ausgelegt:

• Microsoft Windows 7 Enterprise/Ultimate und Professional 32-Bit und 64-Bit mit

Service Pack 1
• Microsoft Windows 8.1 Professional und Enterprise
• Microsoft Windows Server 2012 R2 64-Bit mit Service Pack 1 als Arbeitsplatzrechner
• Microsoft Windows 10 Professional und Enterprise 32-bit und 64-bit
• VMWare-Support für virtuelle Maschinen

Der IEC 61850 Systemkonfigurator wurde nicht für folgende Betriebssysteme getestet:

• Microsoft Windows 8
• Microsoft Windows Vista
• Microsoft Windows Server 2008 R2 als Arbeitsplatzrechner mit Service Pack 1
• Microsoft Windows Server 2012 als Arbeitsplatzrechner
Der Einsatz dieser Betriebssysteme mit IEC 61850 Systemkonfigurator erfolgt auf eigene
Verantwortung.

Der IEC 61850 Systemkonfigurator ist nicht installierbar und somit nicht ablauffähig unter:

• Microsoft Windows XP und ältere Microsoft Betriebssysteme

• Microsoft Windows 7 Starter, Home Basic, Home Premium
• Microsoft Windows Server 2003

Virtuelle Maschinen
Der IEC 61850 Systemkonfigurator unterstützt virtuelle Maschinen der Firma VMWare
(weitere Informationen finden Sie unter http://www.vmware.com).

Hinweis
Wenn Sie mehrere Ethernet-Adapter an Ihrem Rechner verwenden, benötigen Sie
VMWare Workstation, um den richtigen Ethernet-Adapter für den Anschluss von an
die Geräte auszuwählen. Bei nur einem Ethernet-Adapter reicht der kostenlose
VMWare Player aus, um den IEC 61850 Systemkonfigurator zu verwenden.

4.2 Kompatibilität mit anderer Software

IEC 61850 Systemkonfigurator V4.xx

Die Versionen V4.xx und V5.xx des IEC 61850 Systemkonfigurators können parallel auf
demselben System installiert und verwendet werden.
Hinweis: Die Versionen V4.xx wurden mit DIGSI 4 bis zur Version 4.88 eingeführt.

DIGSI 4 und DIGSI 5

Die Verwendung des IEC 61850 Systemkonfigurators mit DIGSI 4 und DIGSI 5 auf
demselben System ist möglich.

Ab DIGSI 5 V6.00 ist die Unterstützung des IEC 61850 Systemkonfigurators integriert.
Projekte, die mit DIGSI 5 Versionen kleiner V6.00 erstellt wurden, müssen zuvor
konvertiert werden. Beachten Sie dazu die DIGSI 5 Produktinformation und die
Online-Hilfe.

FASE

Die Verwendung von FASE V2.50 und höher und IEC 61850 System Configurator V5.50
auf einem System ist möglich.

ReyDisp Manager

Die Verwendung von ReyDisp Manager und IEC 61850 System Configurator V5.50 auf
einem System ist möglich.

SICAM TOOLBOX II

Die Verwendung von SICAM TOOLBOX II und IEC 61850 System Configurator V5.50 auf
einem System ist möglich.

SICAM PAS

Die Verwendung von SICAM PAS und IEC 61850 System Configurator V5.50 auf einem
System ist möglich.

Virenscanner

Bisher sind keine Unverträglichkeiten zwischen handelsüblichen Virenscannern und dem

IEC 61850 Systemkonfigurator bekannt. Trend Micro OfficeScan wurde ausführlich
getestet.

5 Installation
5.1 Allgemeine Installationshinweise

HINWEIS
Für die Installation des IEC 61850 Systemkonfigurators sind Administratorrechte
erforderlich.

5.2 Installation des IEC 61850 Systemkonfigurators als

Bestandteil von DIGSI 4 oder DIGSI 5
Bei der Installation von DIGSI 4 oder DIGSI 5 wird der IEC 61850 Systemkonfigurator
automatisch mit installiert. Für weitere Informationen lesen Sie das Kapitel Installation der
entsprechenden DIGSI Produktinformation.

5.3 Installation der Download-Version über eine existierende

Installation vom IEC 61850 Systemkonfigurator

HINWEIS
Die Download-Version von IEC 61850 Systemkonfigurator, die im Internet zur
Verfügung gestellt wird, kann Installationen ab V5.00 und höher aktualisieren. Sie
setzt eine bereits existierende Version von IEC 61850 Systemkonfigurator voraus.

1.) Laden Sie die ZIP Setup Datei von IEC 61850 Systemkonfigurator Download Area.
(http://www.Siemens.com/digsi => IEC 61850 System Configurator => Downloads)
2.) Entpacken Sie die Dateien in einen lokalen Ordner auf Ihrem Rechner. Behalten Sie
dabei die Verzeichnisstruktur wie im ZIP-Archiv vorgegeben bei.
3.) Führen Sie das Installationsprogramm SETUP.EXE aus. Dieses installiert den IEC
61850 Systemkonfigurator über Ihre existierende Installation V5.xx.
Der Dialog zur Sprachauswahl wird geöffnet.

 4.) Wählen Sie die Sprache aus, die Sie für die Installation verwenden wollen, und
bestätigen Sie mit OK.
5.) Klicken Weiter.

6.) Geben Sie einen Benutzernamen und eine Organisation ein und klicken Weiter.

7.) Klicken Sie Durchsuchen, um für eine den Installationspfad zu ändern.

 8.) Navigieren Sie zur gewünschten Stelle und klicken Weiter.

9.) Klicken Weiter Um mit dem Installationsvorgang fortzufahren.

10.) Klicken Sie Installieren, Der Installationsvorgang wird gestartet.

11.) Klicken Sie Fertigstellen, um die Installation abzuschließen.

12.) Jetzt können Sie die entpackten Dateien des ZIP-Archivs löschen.

5.4 Silent Installation – Parameter für die Kommandozeile:

HINWEIS
Die Kommandozeile kann benutzt werden, um den IEC 61850 Systemkonfigurator als
Standalone-Version ohne DIGSI zu installieren.

1.) Öffnen Sie das Verzeichnis mit der “Setup.exe”.

2.) Starten Sie die “Setup.exe” entweder über die Kommandozeile oder über ein anderes
Script mit folgenden Parametern:

<"...\SetupData\InstallationData\SysCon\Setup"> /si VIADIGSI=FALSE

SYSCONSILENTMODE=TRUE

HINWEIS
Die Parameter wie SYSCONSILENTMODE etc. müssen nicht in Anführungszeichen
gesetzt werden.

Sobald die Silent Installation gestartet ist, können Sie im Task Manager einen Prozess
“Setup.exe” sehen. Wenn die Installation abgeschlossen ist, wird der Prozess beendet.

6 Deinstallation
6.1 Deinstallation der Download-Version über eine existierende
Installation vom IEC 61850 Systemkonfigurator
Mit dem Deinstallationsprogramm von Windows können Sie den IEC 61850
Systemkonfigurator mit allen optionalen Komponenten von Ihrem Rechner entfernen.
Während der Deinstallation entfernt das Installationsprogramm alle installierten

 Programmdateien des IEC 61850 Systemkonfigurators. Die benutzerspezifischen Daten,
wie beispielsweise Projekte, bleiben davon unberührt.

So deinstallieren Sie IEC 61850 Systemkonfigurator über die Funktionen der

Softwareverwaltung:

1. Öffnen Sie die Systemsteuerung über Start > Systemsteuerung > Programme und
Funktionen.
Das Fenster Programme und Funktionen wird geöffnet.
2. Markieren Sie IEC 61850 Systemkonfigurator und wählen Sie im Kontextmenü
Deinstallieren.

Die Deinstallation wird gestartet.

3. Um IEC 61850 Systemkonfigurator zu deinstallieren, aktivieren Sie Entfernen.

 4. Klicken Sie Weiter.

5. Klicken Sie Entfernen, um die Deinstallation zu starten.

IEC 61850 Systemkonfigurator wird vom Rechner entfernt. Dieser Vorgang kann
einige Minuten dauern.
6. Klicken Sie Fertigstellen, um die Deinstallation abzuschließen.

6.2 Silent Deinstallation – Parameter für die Kommandozeile:

1. Navigieren Sie zum Installationsverzeichnis des IEC 61850 Systemkonfigurators und
öffnen Sie das “Setup”-Verzeichnis. Z.B.:
C:\Program Files (x86)\Siemens Energy\IEC 61850 System Configurator V5.xx\Setup
2. Starten Sie die “Setup.exe”-Datei mit folgenden Parametern:

1. Unterstützung von GOOSE Later Binding
Effizientere GOOSE Konfiguration mit IED Configuration Tools wird mit dem ExtRef
Konzept von IEC 61850 Ed2 unterstützt.
2. Automatische GOOSE Konfiguration
Eine vordefinierte Applikation (zB für SIPROTEC 5 Geräte mit Spannungsregler für
parallele Trafos) kann die GOOSE Konfiguration auf Basis der Topologie
konfigurieren..

IEC 61850 Datenmodell von IEDs aus der SCD Datei kann online ausgelesen werden.
