Re: Apparent Offer of Money for Votes

Dear Madam or Sir:

On behalf of the Gray for Mayor campaign, I request your immediate assistance in halting the apparent
Fenty 2010 campaign practice of bribing or offering to bribe voters in return for his/ her vote. We
derived our information from the September 8, 2010 ABC 7 News. The news reported that the campaign
of Mayor Adrian Fenty offered money and other compensation to at least three people in return for
his/her vote for Adrian Fenty. It is reported that in return for the promise to pay the people, the voters
did in fact cast a vote for Fenty. Please find attached the transcript of the news report with a link to the
broadcast report.

These reported actions by Mayor Adrian Fenty's campaign violates District law. The acts are in violation
DC Code §1-1001.14.1
This recent reported act of pay for votes should be reviewed in light of the previously reported pay for
vote incident that occurred last week at the early voting site at Turkey Thicket.

I strongly urge the Board to inquire about the circumstances described in the ABC 7 News report and to
move quickly to stop the Fenty campaign from any further efforts like those described. Additionally, I
request that this Board act to remove the votes cast by those involved.

D.C. Code § 1-1001.14. entitled "Corrupt election practices," provides:

(a) Any person who shall register, or attempt to register, or vote or attempt to vote under the provisions of this
subchapter and make any false representations as to his or her qualifications for registering or voting or for holding
elective office, or be guilty of violating § 1- 1001.07(d)(2)(D), § 1-1001.09, § 1-1001.12, or § 1-1001.13 or be guilty
of bribery or intimidation of any voter at an election, or being registered, shall vote or attempt to vote more than
once in any election so held, or shall purloin or secrete any of the votes cast in an election, or attempt to vote in an
election held by a political party other than that to which he or she has declared himself or herself to be affiliated, or,
if employed in the counting of votes in any election held pursuant to this subchapter, knowingly make a false report
in regard thereto, and every candidate, person, or official of any political committee who shall knowingly make any
expenditure or contribution in violation of subchapter I of Chapter 11 of this title, shall, upon conviction, be fined
not more than $10,000 or be imprisoned not more than 5 years, or both.
