1. The academic and cultural competitions are open to all bona fide college
students who are officially enrolled in the schools they represent as of the current
academic year.
2. Contestants must have enrolled in at least fifteen (15) units subject load within
the current semester/trimester except for graduating students who are in their
final semester and those students who are currently enrolled in practicum or on-
the-job training courses. In case the student has dropped and/or failing marks in
the previous semester/trimester, the number of courses with dropped and/or
failing marks must not exceed to two courses.
4. Each school/cluster must have only one (1) entry in each category and
participants may join in only one (1) category except for group events such as
choir and theater dance. In case the student is a participant of choir or theater
dance, s/he can still compete in other individual or dual events.
5. The list of entries for each category must be submitted to the organizing team at
least one (1) week before the competition.
6. Coaches and/or trainers of the participants must come from the same school
being represented.
7. The contestant must not have represented the country in any international
competition nor have they won First Place in any previous Regional academic
and cultural competitions except for performers in a group event.
8. In case of a tie, the panel of arbiters or board of judges shall determine the best
possible method of evaluating the contestants’ performances.
9. There shall be no repeat performances from any of the contestants in any of the
events except for cases of technical problems.
10. For events with time requirement (e.g. oration, infomercial, OPM song writing,
vocal solo, vocal duet, choir, APSCUR jingle writing, theater dance), one (1) point
will be deducted from the average points of every judge for every one (1) minute
overtime or under time.

12. Any violation of the general and specific rules shall result to disqualification
except for overtime and undertime cases.
13. The Board of Judges for the Regional Academic and Cultural Competitions is to
be provided by the Cluster/Regional Organizing Team.
14. The contestants and/or authorized representatives are prohibited from contacting
any of the judges in connection with the ratings. For records purposes, judges’
ratings must be submitted to the Cluster/Regional Organizing Team.
15. For purposes of impartiality and objectivity, the members of the Board of Judges
must not come from any participating school with contestants in any of the
categories.
ACADEMIC EVENTS
SPECIFIC RULES
3. The Board of Judges and/or Academic Committee will prepare specific topics and
the chairman of the board of judges and/or academic committee will give them to the
contest coordinator at the start of the competition.
4. Each contestant shall draw specific topic prepared by the Board of Judges and/or
Academic Committee three (3) minutes before the delivery of his/her speech.
5. Each contestant will be given three (3) minutes to prepare and three (3) minutes to
deliver his/her speech.
9. Every entry will have different topics to talk about; thus, entry sits on stage, pick up a
topic, prepares for three (3) minutes, buzz, faces the microphone stand, deliver for
three (3) minutes, then buzzed.
10. All contestants must be at the venue thirty (30) minutes before the contest proper.
Late entries will be disqualified from the competition.
11. Drawing of lots must be done thirty (30) minutes before the contest proper.
13. In case of a tie, the Board of Judges shall convene and break the tie through point
system.
14. The Chairperson of the board of judges or Emcee shall proclaim or announce the
winner.

Event: ORATION
2. The speech of the contestant must be based on the theme to be determined by the
APSCUR Cluster/Regional Committee.
6. The delivery time must be between five (5) and seven (7) minutes. There will be a
one (1) point deduction from the average points for every one (1) minute under time
or overtime.
8. Three (3) copies of the story must be submitted to the Academic Committee before
the actual contest; otherwise three (3) points will be deducted from the total points of
the contestant.
10. All contestants must be at the venue thirty (30) minutes before the contest proper.
Late entries will be disqualified from the competition.

2. All pieces should be restricted to Filipino poetry only whether lyric, narrative, epic,
romance or ballad. The poetry pieces must be authored by Filipino writers and/or
poets. No original composition is allowed in this competition.
3. Three (3) copies of the story must be submitted to the Academic Committee before
the actual contest; otherwise three (3) points will be deducted from the total points of
the contestant.

2. Each participating team will comprise of one (1) contestant (photographer) and one
(1) proctor (s/he shall accompany the contestants of the other competing team to
make sure there are no deletions made and validated that the contestant did not ask
any opinion from anyone.)
3. Preparations
3.2. Any storage card with camera model (compact flesh, SD card, MMC card, etc.)
must be formatted/empty to be submitted to the committee upon arrival for
checking and coding.
3.4. ½ size illustration board and glue shall be submitted to the committee which will
be used in the lay outing.
4. Actual
4.1.1. The contestants will load the storage card in front of the
examiner/s. Then, shall format the card
4.2.1. The contestant should set the time and date to ensure the validity
of the output.
4.2.2. The examiner (except committee members) should record the time
the storage card is released and received.

4.3. Shooting
4.3.1. The first photo shoot of all contestants should be focused on one
subject as determined by the committee/judge(s). This is not
included in the total number of shots taken.
4.3.3. Each contestant is given one hour of photo shooting which also
includes the loading and unloading of the storage card.
4.3.4. The contestants are allowed only 15 shots. Proctors, a student from
other participating team, shall accompany the contestants to make
sure there are no deletions made and validated that the contestant
did not ask any opinion from anyone.
4.3.5. Creative effects done within the camera at the time of exposure e.g.
multiple exposures, flash fill, lighting, filtration, in-camera editing are
not allowed. Built-in flash may be used during the shoot.
4.4. Cell phones, extra digital cameras, extra storage card or any additional
materials/ equipment which are not specified among those needed are
not allowed.
4.5. During the actual photo shooting, advisers / trainers / parents of the contestants
are not allowed to mingle with the participants.
4.6. After actual shooting, contestants must surrender cameras with the storage
device to the committee.
4.7. The contestant shall identify six (6) photos from the fifteen photos taken to be
developed and the basis for the judging. He/she shall submit a list
containing filename of the six (6) identified photos. These will be based
on the topic/s given by the committee/judge(s).
4.8. Any violations to Rules A and B is subject for disqualification of the contestant.
5. Lay outing
5.1. The committee shall develop the pictures and shall return the ½ size illustration
board and glue to the contestant.
5.2. The layout style will be determined / announced by the judge or the panel of
judges.

5.5. The illustration board with photos will be displayed on the area designated by
the committee.
6. All contestants must be at the venue one hour before the contest proper. Late
entries will be disqualified from the competition.

CULTURAL EVENTS
SPECIFIC RULES
4. All entries must be submitted with three (3) typewritten copies of the lyrics to the
APSCUR Cultural Committee; otherwise three (3) points will be deducted from the
total points of the contestant.
5. The song must be within three (3) to five (5) minutes. There will be a one (1) point
deduction from the average points for every one (1) minute under time or overtime.
7. Only the song title shall be printed on the side of the CD on which the recording was
done.
8. Introductions and explanations, which are not part of the song, are not allowed.
10. An entry must not have entered the finals of any song competition (including Metro
Pop Song Festival).
11. An entry must not have been commercially published, recorded or released and
distributed in the Philippines or abroad.
12. All contestants must be at the venue one hour before the contest proper. Late
entries will be disqualified from the competition.
13. Drawing of lots must be done 30 minutes before the contest proper.

2. The competition is open to individual or group with a maximum of five (5) members
and whose composition are students coming from the same school. Regular or
professional jingle composers or those paid for their services are not allowed in the
competition.

3. The jingle entry may be written in a popular or new song genre, or a fusion thereof,
in any form or structure with theme that revolve around APSCUR XI (institution’s
information), including its Vision, Mission, Goals (VMG).
4. The entry must not exceed five (5) minutes and must have a minimum of two (2)
minutes. There will be a one (1) point deduction from the average points for every
one (1) minute under time or overtime.
6. The entry must be entirely original, and should not infringe on any existing copyright
or any other intellectual property rights.
7. The entry must be recorded on a CD and the audio file must be in MP3 format with
accompaniment and minus-one instrumentation.
8. The entry must be submitted with three (3) typewritten copies of the lyrics to the
APSCUR Cultural Committee; otherwise three (3) points will be deducted from the
total points of the contestant.
9. Only the song title shall be printed on the side of the CD on which the recording was
done.
10. Introductions and explanations, which are not part of the jingle, are not allowed.
11. The jingle can be performed on stage by the composers or any assigned
interpreters.
12. An entry must not have entered the finals of any jingle writing competition.
13. An entry must not have been commercially published, recorded or released and
distributed in the Philippines or abroad.

entries will be disqualified from the competition.

2. The contest piece is any song taken from an Original Pilipino Music (OPM) in
Filipino whose rendition must be within three (3) to five (5) minutes. Only one piece
is allowed to be used during the performance. There will be a one (1) point
deduction from the average points for every one (1) minute under time or overtime.
3. The contestant/s will be accompanied by a minus-one tape/cd.
4. Regular or professional entertainer or those paid for their services are not allowed in
the competition.
5. The costume must be appropriate to the theme of the song, decent and modest.
6. Pyro-technique, firecrackers and confetti are not allowed during the presentation.
7. All contestants must be at the venue one hour before the contest proper. Late
entries will be disqualified from the competition.

Event: CHOIR
2. The group must have twenty (20) as the maximum and fifteen (15) as the minimum
number of participants in this category.
3. Song requirements:
A free-choice piece. It should be an Original Pilipino Music (OPM) in Filipino. This
piece will be sung first.
An official contest piece, carefully selected by the committee.
4. A minus-one CD may accompany the choir with no back-up singers included. The
use of multiplex is not allowed.
5. Each group is allotted a minimum of eight (8) minutes and a maximum of ten (10)
minutes to perform inclusive of the entrance and exits. There will be a one (1) point
deduction from the average points for every one (1) minute under time or overtime.
7. In order to minimize the expenses, participants may wear costumes during the
competition but the use of props is strictly prohibited.
8. Pyro-technique, firecrackers and confetti are not allowed during the presentation.
9. All contestants must be at the venue one hour before the contest proper. Late
entries will be disqualified from the competition.

2. The dance must be an interpretation of the lyrics of the song using theater styles and
movements. Only one piece of the song is allowed to be performed. The song must
be unadulterated.
4. Each dance presentation must have a story. The story must be read by the reader
before the start of the dance presentation.
5. Dance steps, music, costumes, accessories and props should be in the context of
the story line.
6. Props should be limited to those that are actually used during the dance
performance and should be carried by the dancers. Background props are not
allowed.

7. The dance should be performed on stage. Stage blocking must be done before the
contest proper.
8. A minimum of six (6) and a maximum of ten (10) members are allowed in each
performing group.
10. Participants are given a minimum of three (3) and a maximum of six (6) minutes for
their presentation. The time allotment includes entrance and exit. There will be a one
(1) point deduction from the average points for every one (1) minute overtime or
under time.

performance must be submitted one week before the competition.

19. The candidate must be a Filipino citizen, single, 16-25 years old, and at least 5’4
inches for female and 5’6 inches for male.
22. Must provide his/her Filipino costume (Philippine Terno for female and Barong
Tagalog for male), creative attire (using recyclable materials), denim attire,
appropriate outfit for the talent portion and casual attire to be used during the pre-
interview.
23. The official school uniform will be worn during the introduction of the contestant and
production number. For schools which do not have school uniform, the official
practicum uniform may be worn. This number is not included in the judging.
25. All contestants must be at the venue one hour before the contest proper. Late
entries will be disqualified from the competition.
