SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

I, BARTOLOME B. QUILAB, of legal age, Filipino, married and a resident of

Block 817, Lot 15, Kisanlu, Pag-Ibig City, Cagayan de Oro City, do hereby name,
constitute and appoint, ROEL BALUYOS CLAVECILLAS, of legal age, Filipino, single
and a resident of Puntod, Cagayan de Oro City, to be my true and lawful attorney-in-fact
for me and in my place, stead and behalf, to do any and/or all of the following acts, to
wit:

1. To apply in my behalf for meter deposit with the Cagayan de Oro Electric Power and
Light Corporation (CEPALCO), for my residential building that I leased located at Zone 1
Kauswagan, Cagayan de Oro City and sign any and all documents and perform other
acts relative to the foregoing authorities.

HEREBY GIVING AND GRANTING unto my said attorney, full powers and
authority to do and perform all or any act requisite and /or necessary to carry into effect
the foregoing authorities, as fully to all intents and purposes as I might or could lawfully
do, if present and acting in person, and HEREBY RATIFYING AND CONFIRMING all
that my said ATTORNEY-IN-FACT may also do or case to be done under and by virtue
of these presents.
