Training for emergency situations and response capacity

1 Scope

This procedure describes the manner in which there are prevented / reduced the impacts on the environment / human body, associated to
possible accidents and emergency situations.

4 Definitions and abbreviations

4.1 Definitions
The terms used within this procedure are defined in:
 SR EN ISO 14001:2005, Environmental Management System. Requirements and usage guideline
 SR EN ISO 14050, Environmental Management. Vocabulary
 SR OHSAS 18001:2008, Occupational health and safety management systems
 Emergency situation – event or incident which does not generate major effects to the environment, but which has the potential to
cause a major accident, which imposes the quick intervention of a team trained in this purpose.
 Incident – work related event which has generated or might have generated an injury or occupational disease.
Accident - an incident that has led to injury, occupational disease or death.
 Response capacity – assurance of endowment with intervention means and human resources in order to immediately and efficiently
intervene when an emergency situation occurs.

5 Actions, methods, responsibilities and resources


5.1 Communication in emergency situations

In emergency situations or other situations that impose immediate actions, any employee has the obligation to communicate these situations
hierarchically and to promptly take the instructed measures, within the limit of assuring his / her own safety, according to the ES and
response capacity Plans.

o In case of fire, earthquake, natural disasters, the notification at location is done by loud speakers and by phone;
o The Plans for evacuation in case of emergency and fire are displayed at the work points, as well as the phones useful in case of
emergency situations.

 During transport / movement between locations, the notification of emergency situations is done according to the above diagram.
 In beneficiaries’ locations, the communication in case of emergency situations is done according to the above diagram, observing the
compulsoriness to notify inclusively the beneficiary’s representative, or, by case, according to beneficiary’s instructions.
In any emergency situation, at least the following information must be reported immediately:
 Date, hour and location of incident;
 Type and description of incident;
 If there are any victims;
 The amplitude of incident;
 Denomination and estimated quantity of material or substance involved;
 Name and phone number of reporting person.

6 General responsibilities

 Head of HSEQ Department – responsible for the correct application of this procedure
 Responsible for environment RE / OHSR
- Elaborates the Emergency Plan;
- Plans the development and reporting of results of testing the emergency situations and the actions carried out during real
emergency situations;
- Keeps track of emergency situations;
- Names the members of intervention team and establishes the role of each individual in the team;
- Establishes the necessary infrastructure.
