FAO/GEF REGIONAL TRAINING ON PROJECT PLANNING,
MONITORING & EVALUATION

1. Background
Under the existing LOA with SEAFDEC, the RFU in collaboration with FAO and other partners,
will organize the Regional Training Course on Project Development and Management Using
Logical Framework Approach on 1‐3 May 2014. This course will be held directly after the
Essential Ecosystem Approach for Fisheries Management (EEAFM) training course and directly
before the Regional Workshop on Work Planning 2014‐2015, planned for 5th ‐7th May 2014.
The concepts of Logical Framework Analysis (LFA) and Results‐based Management (RBM) have
already been applied by the participating countries, however, advanced training in particular
issues related with LFA analysis and RBM, project management, and monitoring & evaluation
will further strengthen project implement.
Dr. Voravote Chonlasin, Asian Institute of Technology (AIT), Extension Centre, will lead a small
team to implement this training Course. Through this training, the skills and knowledge from the
EEAFM training will be consolidated through an improved understanding of the Logical
Framework Approach and Result Based Management and Monitoring and Evaluation Approach,
resulting in more effective trawl fisheries management plans.
The participants will be mainly from the five (5) REBYC‐II CTI countries and will be those people
responsible for work planning and monitoring of REBYC activities in their respective countries.
2. Objectives of the Training
Through participation in the course the participants will
1. Develop an understanding of the Logical Framework Analysis, (LFA), Results‐based
Management (RBM) and Project Monitoring & Evaluation, which will be used for
subsequent work‐planning purposes.
2. Be able to use LFA and RMB skills in the development of their work plans for 2014‐2105.
3. Expected Outputs:
More realistic, objective and effective work‐plans to be developed after this course.

5. Trainers, Participants and Resources person
1. Two (2) Trainers from the AIT Extension Centre
2. Fifteen (15) trainees from REBYC‐II CTI project;
3. One to two (1‐2) SEAFDEC staff and from staff of Project partners e.g. Japanese Trust
Fund, SEAFDEC‐Sweden.
4. Two to three (2 ‐3) Resource persons who are enthusiastic about the development of
programs and projects in fisheries or related fields and with at least 10 years of
experience will be invited.
6. Materials
Training documents, presentations and lectures will be conducted in English.
