TERMS OF REFERENCE
SOCIAL MEDIA CONSULTANT

Background

The African Development Bank (“the Bank”) is a premier multilateral development finance
institution. Its mission is to contribute to the economic development and social progress of its
regional members, mobilize resources for the financing of development projects and promote
economic integration on the continent. The Bank has 54 African member countries and 25 non-
regional member countries. It has established cooperation ties with an extensive network of
international development partners, and enjoys a very good reputation on the capital markets. Since
its inception in 1964 and until December 31, 2015, the Bank Group has committed over US$100
billion to support about 4000 development projects and programs in Africa. Over the last 10 years,
the Bank has grown in size and impact, and modernized its operations to drive efficiency and value
for money.
The Bank recognizes the huge reach and potential of social media in communicating its High 5
development priorities – Light up and power Africa, Feed Africa, Industrialize Africa, Integrate
Africa, and Improve the quality of life for the people of Africa – and aims to improve its presence
on social media to engage with its partners, stakeholders, media, beneficiaries and the general
public.
It is in this context that the Bank is seeking a Social Media Consultant to assist the
Communications and External Relations Department to provide strategic digital media
communications services.The Communications and External Relations Department (PCER)
reports directly to the President and has a key role, positioning the Bank as Africa’s leading
development finance institution, and promoting the cause of development in Africa by publicizing
the Bank’s operational and its knowledge work. The primary roles of the Communication and
External Relations Department are to plan, prepare and implement public relations and corporate
communication programs that give the Bank exposure to its various audiences, and promote and
maintain its credibility and good reputation both internally and externally.
DUTIES & RESPONSIBILITIES
Under the guidance of the Head of the Editorial Team and the Administrators of the Bank’s social
media platforms, and in collaboration with the design and multimedia teams, the incumbent will
provide hands-on support on all of the Bank’s social media platforms – Twitter, Facebook,
Instagram and LinkedIn. The consultant will also be expected to:
 Draft and implement a social media strategy that is both innovative and achievable in terms
of human and financial resources.
 Channel social media messaging across all platforms, and assist Bank-wide
communications focal points, Bank staff and managers to hone their engagement with the
Bank’s audiences.
 Coordinate promotion of success stories and storytelling via Twitter, Facebook and
Instagram.
 Provide content suggestions to key Bank spokespersons, including the President and Senior
Management.
 Raise the bar on social media engagement, to promote the Bank’s work and to push traffic
to the Bank’s website, www.afdb.org.

REPORTING LINE
The Consultant will report to the Director, Communications and External Relations Department.

SELECTION CRITERIA
The assignment will be undertaken by an individual Consultant who meets the following criteria:
a) A Master’s degree in Communications, Journalism, Social Sciences, Economics,
Development or related fields;
b) National of a Bank Member Country;
c) A minimum of 5 years of relevant professional experience;
d) Ability to communicate and write effectively in English, with at least a working
knowledge of French;
e) Proficiency in standard software such as Word, Excel, PowerPoint, Outlook, excellent
writing, editing (photo/video/text), presentation and communication skills;
f) Working experience within multicultural teams and international organizations, companies
or agencies
g) Demonstrable experience in social media, writing or journalism, preferably within an
institutional/corporate communications context;
h) Knowledge of Africa and development issues;
i) Experience obtaining and managing content development and publishing;
j) In-depth knowledge and understanding of social media platforms and best practices for
each one
k) Strong monitoring skills, on both social and traditional media
l) Knowledge of basic community management and monitoring tools available
m) Self-starter and team player with can-do attitude.
n) Experience working with the African Development Bank a plus.
TIME FRAME AND PLACE OF WORK
The contract shall last for an initial six (06) months and shall be based in the Bank’s offices in
Abidjan. The consultant’s salary level will be subject to the Bank’s remuneration policy and years
of experience.
ESTABLISHMENT OF THE SHORT LIST:
A shortlist of three to six individual consultants will be established at the end of the request of
expressions of interest. The consultants on the shortlist will be judged on the following criteria on
the basis of their updated résumé.

Qualifications relevant to the assignment (journalism, writing, 30%


social media campaigns, social media management)
Experience in the area of the assignment as shown in work 40%
samples and understanding of TOR
Experience with social media engagement for an international 20%
institution such as the African Development Bank
Knowledge of the Bank’s development priorities 5%
Language proficiency (fluent English, with working 5%
knowledge of French)
