AGENDA:

Legislative inquiry on the alleged mismanaged deal that presumably led to the collapse of
Angelenos Ville, a government project located at Barangay Cuayan, Angeles City.

SYNOPSIS:

In 1996, the City Government of Angeles and EA Ygoña Construction (“EA Ygoña”)
entered into an agreement to develop a portion of land in Barangay Cuayan into a subdivision
called Angelenos Ville. The parties agreed that 60% of the subdivision will be given to EA
Ygoña in exchange of their assistance to complete the project while the remaining 40%
consisting of 592 lots will be given to the City Government. In 2005, the City Government
issued a resolution granting financial assistance to EA Ygona by giving some of its apportioned
lots to the latter. As a result, the City Government is now expecting a total of 396 lots as its share
in the project.

Due to financial constraints, EA Ygona was unable to complete the development of the
said subdivision. Furthermore, the 40% share of the City Government was not yet completely
delivered despite the lapse of 18 years. As a result, the City Government issued an order to stop
any transfer of title involving its apportioned share. During the hearing, it was disclosed by Ms.
Merlyn Yusi, the representative of EA Ygona that they used the titles of the land which is
supposed to be given to the City Government as a collateral in a contract of loan with a private
entity. However, Ms. Yusi made a manifestation that they will settle their loan obligation with
the private entity in due time so that they will be able to deliver the rightful share of the City.

Meanwhile, Greserr Contractors & Builders, Inc. (“Greserr Contractors”) owned by


Melecio Serrano, the brother of Mrs. Ygoña, declared that their company will assume the
liabilities and responsibilities of EA Ygona. However, the representative of Gresser Contractors
failed to present any document that will show the latter’s authority to represent and act in behalf
of EA Ygona.

Currently, the City Government received several complaints from buyers of the said
subdivision. Due to the order issued by the City to stop any transfer of title involving its
apportioned share in the project as a response to EA Ygona’s failure to comply with its
obligation, some buyers were unable to register their titles with the Registry of Deeds. It was
noted during the hearing that this issue will be resolved once EA Ygona is able to fulfill its
obligation to the City Government.

CONCLUSION:

Greserr Contractors shall submit the necessary documents to prove that it has the authority to
represent, transact and act in behalf of EA Ygona on September 5, 2015. In the event that Greserr
Contractors will take over the project, they agree to to give assistance to Barangay Cuayan by
conducting medical missions and providing for a pumping station in the barangay. The actual
number of titles to be registered with the Registry of Deeds shall be submitted to the Committee
in the next hearing.
