Alhambra has rine elementary schools where the associated daylime population exceeds 200,000 and the new radar signs will help increase awareness among drivers forthe pedestrians around them, paricularly children who are the most vuinerable, The radar signs wil also aid the Alhambra Police Department in affic data collection, speed reduction, and serve 2s their ally in speed infraction prevention and enforcement. Along with the grant from Southem California Edison, library staff applied for and received a $5,500 “Innovation Station” grant from the Calforia State Library to launch the Discovery Center project, “The grant funds will be used for purchasing new furniture, equipment, and supplies for the new Discovery Center as wel as aditional STEAM programming for children Recommended Action: City Council accept a $10,000 grant awarded by Southern Calfomia Edson to the Alzambra Public Library Foundation for the Alhambra Civic Center Library and accept a $5,500 grant awarded by the California State Library to the ‘Alhambra Civle Genter Library forthe creation of a Discovery Genter atthe Library, and, Instruct the Director of Finance to allocate the funds to the SCE/MGM Grant account (M2Mt3-15) ACCEPT DONATIONS: COMMUNITY PARTNERS IN THE KABOOM! PLAYGROUND BUILD AT ALHAMBRA PARK ~ F2M18-12, M2M18-16, In December 2017, the City was approached by KaBOOM! (a nationwide non-profit that helps bull playgrounds in communities) andthe Los Angeles Dodgers wilh the prospect 242-18 ‘of bulging 2 new playground at Ahambra Park, The Dodgers paid for the playground equipment, wie staff needed to raise funds to support the 200+ volunteers with breakfast, lunch, water, snacks and other logistics and supplies needed for the ‘community build. Staff received the folowing donations from our community partners: Sanz Construction: $1,000, Alhamira Police Officers Association: $800, Alhambra Police Foundation: $1,000, The Alhambra: $1,000, Litie Diversified Architectural: $200, Carlos Arcos, Esq. $100, Home Instead: $200, Southland Transit: $300, and, ‘Alhambra Firefighters Association. $1,200, Recommended Action: City Council accept the $5,900 donated to the Community Services Department in support of providing food, refreshments, tools, and logistics for the volunteers at the January 26, 2018 KaS}OOM! playground build with the Los Angeles Dodgers; and, instruct the Finance department to allocate the funds to the Miscelaneous Programs account (M2M18-16) 6, FINAL PARCEL MAP NO. 77084. F2M18-11, M2M18-17 Tentative Tract Map 77084 was approved by the Planning Commission on July 17, 2017, The project is @ reversion to acreage to combine six contiguous parcels into one parcel of land measuring approximately 5.84 acres located at 905-1035 Westminster ‘Avenue, All conditions of approval of the Tentative Tract Map have been met, The City Engineer has signed the Final Parcel Map and has recommended recordation of the ‘same. Consequently, approval and recordation of this map is now appropri. Recommended Action: City Council adopt Minute Order No. M2M18-17_ as follows: RESOLVED by the Alhambra City Council as follows: SECTION ONE: Based upon the recommendation of the Director of Development Services in his report dated February 12, 2018, this Council hereby finds and determines that the herein below descrived project will ot violate any ofthe provisions of Sections 66473.5, 66474, 66474.1 and 66474. of the Subdivision Map Act of the State of California relating to findings for approval SECTION TWO: This Council hereby approves FINAL PARCEL MAP NO. 7084 for the merger of six contiguous parcels Into one parcel of land measuring approximately 253,204 (5.84 acres) located at G05-1035 Westminster Avenue; and authorizes the City Clerk to endorse on the face ofthe map the carificate which embodies the approval of sale map. 7. NIB: STONEMAN AVENUE PARKING LOT REHABILITATION AND LID PROJECT — F2m18-24, N2M18-46 Under the National Polivtant Discharge Elmination System (NPDES) MS4 Permit Order issued by the Regional Water Quality Control Board, Los Angeles Region, the City is. subject to extensive requirements to improve storm water quality which include evelopment of storm water projects that infitrate storm water. The City of Alhambra Is part of the Upper Los Angeles River Enhanced Watershed Management Program s 242418 (EWN). ‘The EWMP dotals a network of low impact development (LID) projects to be implemented by the City. The Stoneman Avenue parking lot has been identfied a8 an excellent opportunity to incorporate LID features into City-owned properties that are scheduled for rehabilitation, Plans and specications have been prepared for this rehabilitation project. Staff has reviewed and approved these plans. Recommended Action: City Council approve the distribution of a Notice Inviting Bids to qualfied contractors for the Stoneman Ayenue Parking Lot Rehabiltation and LID projoct with bide duo no later than 10:90 am. on March 20, 2018, and opened at 41:00 arm, that same day, AWARD CONTRACT: PURCHASE OF A BACKHOEILOADER FOR THE UTILITIES DEPARTMENT — F2M17-6A, N2M17-108, C2M18-6, M2M18-18 (On September 11, 2017, the City Council approved dlstribution of Notice Inviting Bids for the purchase of one backhoelloader for the Utiltes Department. By November © 2017, the deadline to return bids, the Cty Clerk had received four bids for the purchase (of a backhossloader ranging from $84,936.50 to $108,947.07. The bid recelved from Quinn Company in the amount of $100,161.98, has been reviewed by staff and was found to be in ful compliance and conformance with the bid specications. Therefore, staff requests that the City Council award a contract to Quinn Company forthe purchase of a backnoelloader for the Usties Department. Recommended Action: ity Council award a contract, subject to final language approval by the Cy Manager and City Attomey, to Quinn Company, as the lowest ‘responsive bidder forthe purchase of one backhoeflosder in an amount of $100,151.98, (mamis-t3) 9, NOTICE OF COMPLETION: VALLEY BOULEVARD PHASE Il SEWER MAINLINE IMPROVEMENT PROJECT - F20t13-44, C2M47-21, M2M18-19, (On March 13, 2017, the Cily Council awarded a contract to GRFCO Inc. for the Valley Boulevard Phase II Sewer Replacement Project. There were four authorized change orders due to unforeseen conditions, crecits for not having to jack and bore underneath 2 Los Angeles County storm drain, and concrete repairs. These changes resulted in a et decrease to the contract of $15,503.20, bringing the total project cost to $2,762,097.80. This project has been inspected by staff and all work has. been Completed in accordance with the Cty requirements and specifications. As such, it would bbe appropriate for the City Council to accept this project as complete and instruct the City Clerk that the Notice of Completion be filed with the County of Los Angeles Recorder's Office, Recommended Action: City Council accept the work of GRECO Ine. forthe Valloy Boulevard Phase Il Sewer Replacement Project in the amount of $2,762,097.80 as complete, dect the City Clerk to fle a Notice of Completion with the County of Los Angeles for recordation: instruct the Finance Director to release the five percent retention 35 days from the date of recordation if no lens are flied; and, direct staf to Undertake the steps necessary tofiralize Counci's action. (M2M18-19) ante 10. 1 2 CONTRACT AMENDMENT: MISSION ROAD REHABILITATION PROJECT - GARFIELD AVE TO WEST CITY LIMITS ~ F2M16-63, C2M17-17, M2N18-20 ‘On February 27, 2017, the City Council awarded a contract (C2M17-17) to Siliac Contractors Corporation dba Shawnan for the construction of the Mission Road Rehabiltatio Project. Garfield Avenue to West Cty Limis, Subsequent to the award of ‘contrac, the City was netifiad by Caltrans to include a physical copy of Federal Highway ‘Adminivaton (FHWA) Section 1273 in the Agroament; proviouely Section 1273 wae included by reference. Therefore, staff requests that the City Council approve an amendment tothe contract with Silac Contractors Corporation dba Shawnan, Recommended Action: City Council approve a contract amendment, subject to final language approval by the Cty Manager and City Attorney, with iliac Contractors Corporation doa Shavman for the consitucton of Mission Road Rehabilitation Project, Garfield Avenue to West Gy Limits, Federal Project #STPL-5130(021); authorize the City Manager to sign the amendment on behalf ofthe City Counel, and, direct staff to Undertake the steps necessary to finalize Councis action. (M2M18-20) APPROVE CHANGE ORDER: 2017 HUD STREET AND ALLEY REHABILITATION PROJECT ~ F2M17-48, C2M17-68, M2M19-21, On December 11, 2017, the Cty Council awarded a contract to All American Asphalt in the amount of $1,537.70 for the 2017 HUD Street and Alley Rehabiltaion Project. The seats and alleys chosen to be rehablitated under the contract were at or near the top of the priory list on the Pavement Condition Index and are seattered throughout the Cy in HUD-2lgible neighborhoods. Bidding for and actual costs on this project came in Under budget, therefore, staff is requesting that additional and much needed werk be ‘added to this contract. The additional street and alley work being requested is also at or rear the top of the priorly lst and located in HUD-elgible neighborhoods scatiored throughout the Ciy Recommended Action: City Council approve a contract Change Order, subject to final language approval by the City Manager and City altomey, in the amount of '$703,218 60 for the 2017 HUD Street and Alley Rehabilitation Project that was awarded te All American Asphalt, and, direct staff to undertake the steps necessary to finalize Counc’ action. (M2M18-21) NOTICE OF COMPLETION: ATLANTIC BOULEVARD & MAIN STREET ACCESSIBILITY IMPROVEMENTS PROJECT - F2M17-40, C2M17-54, M2M18-22 ‘On September 11, 2017, the City Council awarded a contract to Kalban ine. for the Accessibilty Improvement Project atthe northeast comer of Atlantic Boulevard and Main Street in the amount of $53,450, One negative change order was issued crediting 537,700 back to the City. The total cost of the project was $45,750. All work has been ‘completed in accordance with the City requirements and specications. On September 28, 2017, the City Council awarded a contract to Polychrome Construction, Ine. forthe Exterior Painting of Cty Hall and Civic Center Library Buildings Project in the amount of $135,000, This project has been inspected by staff and all work has been completed in accordance with the City requirements and specifications. AS such, it would be appropriate forthe City Counc to accept this project as complete and instruct the City Cletk that the Notice of Completion be flied with the County of Los Angeles Recorders Office. Recommended Action: City Council accept the work of Polychrome Construction, Inc. for the Exterior Painting of Cty Hall and Civic Center Libary Buildings Project as, ‘complete in the amount of $135,000 as complete; direct the Cty Clerk to fle a Notice of ‘Completion wth the County of Los Angeles for recordation instruct the Finance Director to release the five percent retention 35 days from the date of recordation If no liens are fled: and, direct staff to undertake the steps necessary to finalize Council's action (w2nt3-23) REQUEST FOR QUALIFICATIONS (RFQ): AN ENERGYIWATER AUDIT AND IMPLEMENTATION OF ENERGYIWATER EFFICIENCY IMPROVEMENT PROJECT ~ F2mie-25 ‘The Gity is seeking qualification from Energy Services Companies, entles qualified to implement a. turkey utility conservation’ program including ‘the services and requirements listed in the RFQ. The outcome of this RFQ willbe, at the City's discretion, a selection of an Energy Service Company with whom the City will enter exclusive negotiations for a comprehensive resource offciency performance contract. This project will implement a number of resources efficency infrastructure improvements with Zero pital outlay from the Gity that wil pay for ise in ullty and maintenance savings over time, generate anrwal utilty and maintenance cost savings and continue to reduce ullity land maintenance costs to the City once the project is paid off Recommended Action: City Council approve the distibution of a Request for Qualifications (RFQ) to qualified contractors. for an EnergyMater Audit and Implementation of an EnergyhWater Efficiency Improvement Project with qualifications due no later than 4:20 p.m. on March 28, 2018; and, direct staff to undertake the steps necessary to finalize Council's action 242418 46 16, 17. ‘SUPPORT REDUCE CRIME AND KEEPING CALIFORNIA SAFE ACT OF 2018 F2M17-46, M2M18-25 Keep California Safe is a project of the Caiforia Public Safety Parnership Issues Committee working with a coalition of crme vitime, law enforcement, business owners: and public safety officers. The proposed inate would reclassity certain crimes that ually as “non-violent” under Propostion 87. This reclassification would prevent the early release of inmates convicted of those crimes; reverse property crime abuses by closing a loophole created by Fropesttion 47, reinstate DNA collection for certain misdemeanors, reform the parole system to stop the early release of violent felons, expand parolee oversight, and strengthen penalties for parole violations. This intative is supported by the cles of Whiter. Menfovia, San Dimas, Pomona, Anaheim, Ivine and several other municipalities throughout Calforia Recommended Action: City Council support the Reduce Crime and Keeping California Safe Act of 2018, (M2M18-25) FY 2016 STATE HOMELAND SECURITY GRANT ~ F2M15-26, F2M1-108, C2M18-8, manie-26 ‘Staff requests thatthe City Council approve an agreement with Los Angeles County and accept the FY 2016 State Homeland Securily Grant Program (SHSGP). The Los ‘Angeles Operational Area (OA) Approval Authority for the Homeland Secutty Grant Program established prorites for approval that focused on enhancing and expanding existing specialized resources that wil improve the Operational Area's abiity to prepare for and respond to terrorism and weapons of mass destruction events, whie providing ‘an opportunity for cites to apply for funding to meet their needs. The Fire Department submitted a grant request to the Approval Authority administering the grant program for the amount of $17,351 lo be used to purchase Training Center security equipment Recommended Action: City Council accept the FY 2016 State Homeland Security Grant in the amount of $17,351 for the Fire Department for Training Center security equipment; authorize the Fire Chief to sign the FY 2016 State Homeland Security Grant Program agreement with Los Angeles County, subject to final language approval bythe City Manager and City Attomey, and to make necessary purchases of emergency ‘equipment as submitted to the OA Approval Authorty and the State of California Office ‘of Homeland Security. Ms. St. Peter has over 30 years of experience in Human Resources in the public sector. Thereatter, the Cily of Alhambra adopted an ordinance that prohibits any registered sex offender from residing within a Certain cistance of parks, schools and chile care facilities. The City’s ordinance also restricted sex offenders from living with each other in the same residence, or unit of a ‘multiunit bulding. Subsequent 0 the adoption of that ordinance, severel cases challenged Jessica's law throughout the State. In December of 2010, Los Angeles Superior Court Judge Peter Espinoza issued an order staying the distance restriction provisions of Jessica's law with respect to all individuals within Los Angeles, County. Notwithstanding the court order, an December 1, 2017 the City was served with a civ ‘action by Jahn Doe, challenging the distance restrictions for sex offenders inthe City’s ‘ordinance based on in re Taylor and People v. Lynch which held that residency restrictions can only be lawfully applied to sex offenders while they are on parole, and that the distance restrictions in Jessica's law unreasonably prohibit housing for sex offenders. ‘Separate and apart from the eistance restrictions, the City remains concerned about the potential for multiple registered sox offenders to reside in clusters in the Citys neighborhoods.
