The Orientation of MASA MASID Teams in the City of San Fernando, La Union lasted for five days.
The 59 MASA MASID Teams were divided on 5 batches, with each batch consisting of eleven (11) or twelve
(12) MMTs. Throughout the five-day orientation, the program followed a uniform order of presentation,
narrated as follows:

The program starts with an invocation, followed by the singing of the National Anthem, and
thereafter the singing of the La Union and the San Fernando Hymn. Then, a roll call and acknowledgment
of participants by the designated emcee for the day.

LGOO II Patrick Jorge C. Sibayan presents the Overview of the Activity for the duration of the day
to give the participants a basic information on what topics to expect. He then proceeds on discussing the
MASA MASID Road Map and the Deliverables to provide participants with a brief background on the
activities under the MASA MASID Program. Thereafter, he lectures on the salient features of the DILG
Memorandum Circular No. 2017-112 or the Revised Guidelines on the Implementation of the MASA
MASID Program wherein he described the legal bases, the framework, the composition of MASA MASID
Groups, their roles and responsibilities, and the strategies of the Program, among others. He also talked
in passing the history of why there has been a need to revise the previous guidelines of the Program so as
to clarify the distinctions between the old and the new guidelines. Lastly, he spearheads the discussion of
the MASA MASID Strategies by starting with the first, Demand Reduction Strategy through Advocacy and
Education Campaign, emphasizing on the activities under this strategy.

To break the monotony of the flow of presentations, the City Psychologist, Ms. Prixies Sambrano,
takes her turn to lecture on the Ill-effects of Illegal Drugs and inform the participants of the City Health
Office’s role in the fight against illegal drugs.

The City Chief of Police, Police Superintendent Dennis V. Rodriguez, then continues the discussion
of the MASA MASID Strategies by discussing the second strategy, Demand Reduction Strategy through
Information Gathering and Reporting, with emphasis on the modes of referral mechanism.

During lunch time, LGOO VI / CLGOO Lily Ann O. Colisao presents to the participants the
information and updates on one of President Duterte’s thrust, Federalism. She reiterates that these
information regarding Federalism is merely general information as the timeline suggests that drafting of
a Federalism model for the Philippines is pending because the creation of the Constitutional Convention
that will draft such model is still to be done. Following the lecture on Federalism, CLGOO Colisao presents
the contents of the materials for Listong Pamilya that are then handed out to each barangay after each
day concludes.

After lunch, the City Executive Assistant, Mr. Invictus Buenaventura, showcases to the audience
the Updates on the Implementation of the Community-Based Rehabilitation Program, the Lakas ng
Pagbabago (LNP) Program, of the City of San Fernando, as well as the City’s plans for the Program.
The Philippine Drug Enforcement Agency (PDEA) representative, Provincial Officer Darnel L.
Bacate, then discusses the salient features of the Dangerous Drugs Board Regulation No. 3 Series of 2017
or the Strengthening of the Implementation of Barangay Drug Clearing.

The last topic for the day, Encouraging Volunteerism, is discussed by the Community Facilitator
Arnel Jallorina (from Monday to Wednesday) and Pastor John Martinez (from Thursday to Friday). The
main points of the discussion are the ways on how to encourage people to volunteer for the benefit of
their communities.

Before ending the day’s activity, the training team makes sure that the commit themselves to be
active for the success of the MASA MASID Program through a simple oath taking and signing of the Pledge
of Commitment handed out to the participants.

V. ISSUES AND CONCERNS
