FOLLOW-THROUGH ACTIVITY ON

LOCAL ROAD MAPPING AND


COMPLETION OF THE LOCAL ROAD
NETWORK DEVELOPMENT PLAN (LRNDP)

I. RATIONALE

The Department of the Interior and Local Government Regional Office 1 conducted the Pre-Planning on
the Follow-Through Activities on Mapping and Local Road Network Development Plan (LRNDP) in the
implementation of the Conditional Matching Grant to Provinces (CMGP) for Road Repair, Rehabilitation,
and Improvement formerly known as the KALSADA Program. The participants were the four (4) Provincial
Governments of Region 1.

During the said activity, the following matters were taken up:
a.) Lacking documents of the Provincial Governments regarding CMGP 2017;
b.) Submission of the Digitized Province Map
c.) Submission of the Local Road Network Development Plan (LRNDP)

To facilitate the completion of the above-cited documents, the twenty LGUs of the Province of La Union
are required to come up with an updated inventory of barangay and municipal roads.

Day 1

DILG La Union Cluster Leader Rocelyn Charina B. Flora made a roll call and introduction of the participants
and the guests present during the activity followed by the opening remarks by DILG La Union Acting
Provincial Director Paulino G. Lalata, Jr.

DILG R1 Assistant Regional Director Victoria H. Ramos, welcomed and thanked the participants for being
present in the activity. She also updated everyone on the ongoing activities of the DILG such as the Best
Practices Festival attended by the Regional Director.

Next, Dr. Mauro A. Libatique, Jr., Provincial Planning and Development Coordinator of La Union,
representing the governor, reiterates in his message that the role of the province is to provide mechanism
for development processes and effective governance for the LGUs within the province.

Before proceeding with the day’s agenda, awards and prizes were given to participants who arrived early
during the first day of the activity.

Mr. Clyde B. Malicay, Information Systems Analyst II, presented the overview of the three-day activity and
provided the participants with basic knowledge with regard to the Local Road Network Development Plan
(LRNDP) and the salient features of the Conditional Matching Grant to Provinces (CMGP).

Day 2

Mr. Achilles Babala, Development Management Officer III, made a thorough discussion on the Local Road
Network Development Plan. He discussed topics such as: the origins of the LRNDP, its application,
definition of terms, its objectives, developing requirements, the criteria, and the LRNDP process flowchart.

Following the discussion of DMO III Babala, a hands on workshop ensued facilitated by ISA II Malicay. The
participants were guided by the facilitator on how to use the QGIS application for mapping such as
creating lines and points, and updating the attribute table.

After the activity, the facilitator requested some LGU participants to present their finished output to the
audience for comparison.

Day 3

Mr. Wilfredo Dizon, Jr., Project Development Officer of the City of San Fernando LGU, was requested to
make a brief lecture on the kinds of maps, and played a video to explain why maps the maps have varying
accuracy depending on what purpose they were made.

Thereafter, LGU participants continued to present their outputs after learning from the previous
workshop during the second day.

Before ending the three-day activity, the secretariat team requested the participants to fill in an action
plan in connection with the follow-through activity.

Agreements

The following are the agreements concurred in by the participants:

 The submission of lot areas for provincial roads is on or before December 8, 2017
 The accomplishment and submission of road inventory is on or before October 23, 2017
 The submission of Digitized Road Map is on or before October 23, 2017

Suggestions

The following are the suggestions by the participants that were noted by the secretariat:

 There should be a monitoring and evaluation system exclusive for LRNDP especially
because this program will be an element of the SGLG.
 The Province of La Union is following a scheme. There are five (5) tourism circuits. Within
these five, there are gateways. Each gateway were identified as champions. It is suggested
then that these champions be included for its tourism circuit.

V. ISSUES AND CONCERNS

The following were the issues and concerns during the Follow-Through Activity on Local Road
Mapping and Completion of the Local Road Network Development Plan.
