Executive Summary

Project Rationale

In its aim to provide a quality and comprehensive Batching Plant services to the Civil

Engineering related Companies in Ilocos Sur, and in support for the finishing of the

Contractor’s Project, the proposed Batching Plant located in Santa, Ilocos Sur sought to be

established the soonest as affirmed by the following findings:

Market Aspect. The marketability of the proposed project is assured because of an estimated

demand of 112,210 m3 of Ready Mix Concrete in the service area. The competition shall pose

no threat because of the lack of product produced by the two (2) batching plant in Ilocos Sur.

In other words, only 3 companies which can accommodate by the 2 batching plant and if the

proposed batching plant will be established, other companies needed Ready Mix Concrete

will be accommodated too.

Technical Aspect. The proposed Batching Plant will be a 100m3/day capacity located within

the vicinity of Brgy. Mabilbila Sur, Santa ilocos Sur, along McArthur Highway, with a 20,108

m2 area including the garage of the trucks used during the Batching Plant Operation and an

13m x 12m main office of the employees. The proposed project shall be completed in

approximately 66 calendar days, with an estimated cost of Php 5,765,816.22.


Management Aspect. In this proposed project, management shall ascertain its operation by

setting objectives to be achieved by the personnel assigned to the project, guided by an

organizational chart to define the function and role of every personnel involved. A manual of

operations shall define how it will be run, and sustained by policies to be adopted. A schedule

of fees shall be published in fliers, a sample of which is found in Appendix E. Moreover, other

basic information shall be attached to the Center’s website.

Financial Aspect. The proposed project has been estimated to cost Php 5,765,816.22,

however it will generate income for the owner, with a projected average annual profit of Php

4,640,580.

Economic Aspect. With a computed Benefit/Cost ratio of 2.4, the project is economically

feasible and profitable. The establishment will support professional and local workers and

shall contribute to lessen unemployment by creating jobs opportunities. Further, it will pay

taxes in the amount of 12% of the income to the local government.

Environmental Aspect. To lessen or to minimize the impact it does, science and engineering

principle are integrated to lessen the impact on the environment, to provide a healthy water,

air and land to remediate pollution. In addition, it will lead to finding plausible solutions in the

field of public health; it will also involve waste water management and air pollution control,

recycling waste disposal, radiation protection, industrial hygiene, environmental

sustainability, and public health issues. With continuous implementation of these methods,
the project will not cause much any harm to the environment, with this there is no problem

with regards to the environment, because minimum disturbance will be cause in the

environment and the surroundings are constructed to blend in with the environment.
