CORRUPCION POLITICA MANTIENE A POBLACION EN LA POBREZA

Municipio de Wampusirpi, la Corporación más corrupta de Honduras.

Después de otra visita por el Rio Patuca al apartado departamento de Gracias a Dios, constatamos
que la corrupción del Gobierno de Juan Orlando Hernández, ha alcanzado de forma alarmante, a
estas zonas aisladas, indígenas y pobres del país.

Nadie entiende como ha podido ser que, el alcalde de Wampusirpi, municipio fronterizo con
Olancho, zona cliente del paso de drogas, ha estado en cada año de su periodo (2014-2017) más de
10 meses ausente de su trabajo.

Investigamos las respuestas a nuestras preguntas sobre ¿Por qué consideran que su alcalde pase
siempre fuera y no haya ninguna sanción en su contra?

Las respuestas nos orientas a:

a. Está protegido por el gobernador político del Departamento de Gracias a Dios, que es del Partido
Nacional.
b. Está protegido por don Roberto paisano que es el presidente del Comité Departamental del partido
nacional. (en internet hay sospechas de liderar protección a trafico de coca)
c. Está protegido por el Delegado presidencial ex coronel Seamans.

Formulamos otra pregunta, ¿Cuáles son los proyectos al desarrollo y mejoras en su aldea? Las
respuestas igualmente son contundentes:

a) Aquí ni hemos visto al alcalde en los cuatro años. No hay nada, hemos ido para atrás, solo los
comerciantes se hacen ricos con nuestros centavos. Vendemos madera, cacao, pero no es suficiente.
El gobierno da unos bonos pero son para los suyos.
b) Tenemos constancia de los proyectos que la Corporación aprobó como ejecutados, ¿le damos la
lista? – si por favor. Nos entregan unas copias con el logo de SAMI (Secretaria de Finanzas), en
estas hojas hay mas de 12 millones en proyectos que afirman ser falsos. Pasamos por las aldeas
donde se hace constar que hay un proyecto ejecutado, principalmente en la de Guanpusirpi. El
resultado es impresionante, no hay ningún proyecto ejecutado en cuatro años. Pero están
justificados muchos proyectos que serian para mejorar las condiciones de vida, dar empleo

temporal, mejorar la dignidad de las personas. Preguntamos: pero si no existen proyectos, ¿por qué
no denunciaron?
Hemos denunciado, aquí nos trajeron una hojas donde se denunciaban los proyectos que no existen
y firmamos muchas personas con nuestra identidad. Nadie en el gobierno nos hizo caso, se rien de
nosotros.
c) ¿Cómo explican esta situación que les hace indefensos ante los atropellos de su alcalde y de los
regidores que le firmaron estos proyectos falsos, secretaria, tesorera, comisión de transparencia? “ –
mire señor, usted vive en Tegucigalpa, usted seguramente sabe de leyes, porque es ingeniero, debe
averiguar alli en la secretaria de Gobernación, es allí sonde el alcalde cada vez que le dan
transferencias deja una parte como pago por soborno, no sabemos exactamente quien, pero se
habla del encargado de municipalidades, de una tal licenciada Clarisa, de un abogado Ayala y hasta
del presidente, porque hace un año firmamos una denuncia que se iba a enviar hasta la casa
presidencial. Es todo nuestro gobierno que esta sucio con el dinero de nuestro municipio. Ya le han
dado mas de 40 millones y aquí semos unos siete mil almas, eso es ya un crimen político, y encima
este pícaro de presidente se quiere reelegir para seguir robando.”
d) Después de estas conversaciones procedimos a visitar la aldea donde se encuentra la Municipalidad,
es un lugar abandonado, entran y salen personas. Dimos un paseo por el pueblo y preguntamos por
el “Auditorio Comunitario”, nadie sabia que es eso, decían, luego pedimos ver las viviendas que
construyo la municipalidad, no hay ninguna, también quisimos visitar la clínica con la excusa de un
leve rasguño, esta completamente abandonada sin medicinas, de alli preguntamos por las zonas de
recreo, la cancha polideportiva, no hay, dicen, la única cancha la hizo el anterior alcalde y también
los puentes.
e) Sorpresa tras sorpresa, procedimos a viajar de regreso. Constatando también los daños en los
bosques que son parte de la Biosfera de Rio Plátano y Reserva Tawahka, la destrucción esta muy
avanzada, los daños forestales inmensos.

Como resumen, podemos afirmar en nuestra visita de campo que: Se ha falsificado mas de 12
millones en proyectos liquidados que no existen, se han desviado fondos por mas de 15 millones el
resto ha sido en pagos a algunos empleados.
Denunciar no sirve afirman, cuando el mero presidente de Honduras es el jefe de la corrupción.
Esperamos que lo saquen para que se nos haga justicia.
Para colmo de situaciones, nos encontramos a la hora de redactar este breve informe de nuestra gira
independiente, con una persona que identificamos por su lengua ser misquito, le preguntamos
sobre el tema: “Ha, ustedes estuvieron allí, el alcalde y sus administradores esta aquí en el centro, en
un hotelazo, los regidores también están aquí y con soborno a gobernación sacaron estos días mas
de 3 millones de lempiras, en el hotel solo mujeres van a gastarles el dinero y para que no los
encuentren de allá, se cambian de hotel muy rápido”

POLITICAL CORRUPTION MAINTAINS POPULATION IN POVERTY

CITY COUNCIL of Wampusirpi, the most corrupt corporation in Honduras.

After another visit through the Patuca River to the departed department of Gracias a Dios, we can
see that the corruption of the Government of Juan Orlando Hernandez has reached alarmingly
these isolated, indigenous and poor areas of the country.

Nobody understands how it could have been that, the mayor of Wampusirpi, a border town with
Olancho, a hot zone of drug trafficking, has been absent from his work for more than 10 months in
each year of his term (2014-2017).

We investigate the answers to our questions about Why do they consider that their mayor always
goes outside and there is no sanction against them?

The answers guide us to:

It is protected by the political governor of the Department of Gracias a Dios, which belongs to the
National Party.

He is protected by Mr. Roberto Paisano, who is the president of the Departmental Committee of
the national party. (on the internet there are suspicions of leading coca trafficking protection)

c. It is protected by the presidential delegate ex Colonel Seamans.

We ask another question, What are the projects for development and improvements in your
village? The answers are equally compelling:

We have not seen the mayor in four years here. There is nothing, we have gone back, only the
merchants get rich with our pennies. We sell wood, cocoa, but it is not enough. The government
gives some bonuses but they are for theirs.

We have proof of the projects that the Corporation approved as executed, do we give you the list?
- Yes please. They give us some copies with the logo of SAMI (Secretary of Finance), in these
sheets there are more than 12 million in projects that claim to be false. We go through the villages
where it is stated that there is a project executed, mainly in Guanpusirpi. The result is impressive,
there is no project executed in four years. But many projects are justified that would be to improve
living conditions, provide temporary employment, improve the dignity of people. We ask: but if
there are no projects, why did not they denounce?

exist and we signed many people with our identity. Nobody in the government ignored us, they

How do you explain this situation that makes you defenseless before the abuses of your mayor and
the councilors who signed you these false projects, secretary, treasurer, transparency commission?

transfers you leave a part as payment for bribery, we do not know Exactly who, but there is talk of
the charge of municipalities, of such a lawyer Clarisa, a lawyer Ayala and even the president,
because a year ago we signed a complaint that was going to be sent to the presidential house. It is
all our government that is dirty with the money of our municipality. They have already given more

After these conversations we proceeded to visit the village where the Municipality is located, it is
an abandoned place, people enter and leave. We took a walk around the town and asked for the
"Community Auditorium", nobody knew what that is, they said, then we asked to see the houses
that the municipality built, there is not any, we also wanted to visit the clinic with the excuse of a
slight scratch, it is completely abandoned without medicines, from there we ask for the
recreational areas, the sports court, there is no, they say, the only court was made by the previous
mayor and also the bridges.

Surprise after surprise, we proceeded to travel back. Noting also the damages in the forests that are
part of the Rio Platano Biosphere and Tawahka Reserve, the destruction is very advanced, the
immense forest damage.

As a summary, we can state in our field visit that: Over 12 million have been falsified in
liquidated projects that do not exist, funds have been diverted for more than 15 million, the rest
has been in payments to some employees.

Reporting does not work, they say, when the president of Honduras is the head of corruption. We
hope they take it out so that justice can be done.

To make matters worse, we are at the time of writing this brief report of our independent tour,
with a person we identify by his language being a misquito, we asked him about the topic: "Ha,
