GRANT SCHEME FOR ADVOCACY INITIATIVES OF GRASSROOTS ORGANISATIONS

APPLICATION GUIDELINES

European Union Office in Kosovo (EU Office in Kosovo) through the project ‘Grant Scheme for
Advocacy Initiatives of Grass-Roots1 Organisations2’ implemented by the Kosovar Civil Society
Foundation (KCSF), provides financial support to advocacy initiatives of the grassroots civil society
organizations.

OVERALL GOAL OF THE PROJECT

The overall goal of this scheme is to support advocacy initiatives of grassroots organizations in
Kosovo that contribute to changes in the society at the local level.

In achieving this goal, the EU Office in Kosovo has made available a budget to the tune of around
EUR 500.000,00 for the period of 2 (two) years.

PROJECT GRANTS

Through this call for proposals the aim is to award Project Grants that are intended to achieve
specific results within a given timeframe. These grants will be awarded to those grassroots
organizations offering the most convincing ideas and with the greatest potential for implementing
their project proposals.

APPLICATION CRITERIA

The project shall provide financial support to projects of grassroots civil society organization that will
implement qualitative and meaningful projects.

In order to be eligible for application, applicants shall:

 Be grassroots civil society organization;


 Be non-governmental organization registered in Kosovo;
 Be directly responsible for project management and not have intermediary role; and
 Demonstrate capacity for the management of proposed activities.

For the purposes of this grant scheme, grassroots organizations are considered all those non-governmental
organizations based in a particular locality, which are focused in addressing the needs of a specific group of the
society through active involvement of this group in their work, and primarily operating on volunteer basis.

EXPECTED RESULTS

Through their activities, grassroots grant beneficiaries shall make efforts in reaching one or both of
the following expected results:

 Increase participation in decision and policy making process;


 Generate advocacy initiatives on issues of their interest.

Activities of grant beneficiaries may have other side results such as strengthening of their internal
capacities but those results shall not be the primary aim of the proposal.

TYPES OF ACTIVITIES

The applicants might consider the below listed activities:

- Identification of the needs of the community or local groups of interest and elaboration of
those needs into concrete proposals for decision-makers at local level, legislative branch,
public companies; organisation of public debates, with the participation of decision-makers,
with the aim to debate issues that are of great interest for the community or groups of
interest i.e. education, health, public transport, employment, social inclusion, human rights,
etc.
- Mobilisation of citizens to get involved and contribute in public debates, public consultation
or public presentations organized by public authorities at local level and drafting of
municipal regulations and plans;
- Direct democracy initiatives that address specific issues to the interest of the community or
local groups of interest;
- Advocacy for establishing or supporting the work of joint bodies between citizens, civil
society and decision-makers (i.e municipal consultative committees).

Please note that the proposed activities are just an illustration and other types of activities which
contribute to the expected results of the project might be proposed.

NUMBER OF APPLICATION GRANTS FOR APPLICANTS

Interested applicants may apply with only one application per call. Depending on the available
funds, KCSF will launch at least another round of calls for proposals during 2016.

DURATION

The implementation period of the awarded grants shall be planned as of July 2016. All activities
must be concluded by 30 October 2017 at the latest.

BUDGET

Maximum amount of funds per one grant provided by this scheme is EUR 20,000. Applicants are
encouraged to present effective and realistic budgets for the proposed project.

Only project proposals that are in compliance with this Application Guidelines, and submitted based
on the set Application Forms, will be considered.

Handwritten applications will not be accepted.

Applicants shall fill in the application forms in Albanian, Serbian or English language.

- Application form (Word)

- Budget form (Excel)

- NGO Registration Certificate (Scanned copy)

WHERE AND HOW TO SEND THE APPLICATIONS

Applications must be sent in electronic form in .doc or .docx format to the following e-mail
euapplication@kcsfoundation.org.

APPLICATION DEADLINE

Deadline for submission of proposals is closed.

EVALUATION

Applications will be evaluated by an independent body composed of 3 members called Grants Board
(GB). If the application is positively evaluated, applicants will be supported by KCSF to complete and
finalize the mandatory annexes (logical framework, detailed budget and activity plan).

NOTIFICATION OF DECISION

All applicants will be notified on the Grants Board decision. The grant beneficiaries list will be posted
on www.kcsfoundation.org/eugrants.
