Turbines and MSF Desalination capacity of 70 millions Gallons per day.
Works involved day to day Activities liaison with client and consulting engineers, arranging inspections,
testing, pre-commissioning and commissioning.
Supervising for clearing drawing defects and punch list thoroughly checking drawings as
per specification and associated drawing.
Charge of erection and pre-commissioning work with EW bank int’l (Consultant and DEWA (Client) in Jebel
Ali ‘G’ MSF Desalination Station in day to day inspection, testing and final clearance.
Supervision of Installation cable trays, cables and pre-commissioning of LV, MV HV
switch board, IPB and Generator, GMCB, Battery and Battery charger, UPS and DB, control panels and mimic

 Review the tender documents received to make sure the documents is complete.

7. After sales service
AFTER SALE SERVICES

1. Big Five Electrical Contracting LLC shall provide warranty with parts on
site support for all items (as per contract agreement) after final sign
for the project.

2. Big Five Electrical Contracting LLC will possess the necessary skill,
competence, materials and qualified staff to perform the works
required by the client.

3. Big Five Electrical Contracting LLC shall provide staff with required
documentation, information and advice on the proper use of the
products. Clients have no liability or responsibility for any failure of the
equipment due to accident, negligence, misuse or causes attributed to
attempt to maintain the products.

4. The service agreement is covered by full time coverage (24 hours / 7


days a week / 365 days a year) with time response 4 hours from
receiving the call & the SLA (Service Level Agreement) will be agreed
mutually between two parties on the period of Project Completion.

5. On-site visits of system Engineers at regular intervals (at least one visit
for each quarter) to follow up the proper use of products installed.

12. Health & safety system
Introduction:

The purpose of this manual is to identify and define Health, Safety & Environment procedures
those are to be adopted within BIG FIVE ELECTRICAL CONTRACTING (L.L.C)

Each section describes the mandatory procedure in place concerning that Subject.

Controlled copies of this manual will be revised periodically to keep them up to date. The
revisions shall be made by replacement of the applicable sections. Controlled Copies of this
Manual shall be available at Head Office and site office. A distribution list shall be maintained
by the Quality & HR Manager, for the same.

This document is the property of BIG FIVE ELECTRICAL CONTRACTING (L.L.C) and shall not be altered
or reproduced without appropriate authorizations.

Statement of Company Safety Policy:

It is the Company’s policy to ensure that none of its procedures, practices or methods of work
will expose human beings to distress and financial loss. With this policy in mind, all members of
management and supervision, of whatever grade are reminded that safety must have equal
importance with the cost and construction. They have a moral and legal responsibility for the
Health, Safety and Environment of all employees under their control as laid down in Big Five
Electrical Contracting L.L.C Health, Safety and Environment Manual, relevant to U.A.E Federal
Law No. 8 year of 1980. All employees of other grades have a moral responsibility to ensure
work is carried out in a safe manner.

All accidents shall be reported and, a prompt and thorough investigation shall be conducted for
identifying causes and initiating actions to prevent recurrence.

Notification of Accidents:
Accidents include injuries received as a result of physical violence done to a person at work, which results
in that person being away from work for over 3 days. All accidents will be recorded in the accident
register as well as Company’s ‘Notification of Accidents’ form, including all details by the relevant
Engineer/Supervisor. The Company Safety Officer is responsible to investigate all accidents/injuries. In
case of a fatal accident or injury requiring hospitalization and treatment, the person will be sent to
Government Hospitals.
First Aid:
A First Aid Box shall be maintained at all sites. Injuries which cannot be treated by the first aider will be
immediately referred to the nearest medical facility. First aid box will be replenished on regular basis to
ensure that the required items are maintained. This is not a treatise upon First Aid. The information is
rudimentary only to assist those untrained to deal with any emergency. The first aid box content list is
attached.

Personal Protective Equipment:

The company will supply all employees with the relevant protective equipment suitable for the tasks they
are required to carry out.
Operators will be briefed on the correct use of protective equipment and made responsible for using the
equipment correctly as required.
Misuse or failure to wear protective equipment when required will be made a disciplinary matter.

Head Protection:
All employees will be required to wear hard hats when working in areas where there is a risk from
overhead work or flying objects. Hard hat areas will be designated on site according to the nature of work
being carried out.

Ear Protection:
Ear protection will be required in areas with noise levels above 87 decibel. It is envisaged the areas where
ear protection will be required are:
Drilling & blasting operations
Working with Compressed Air Tools
Working with Circular Saws & Abrasive Wheels
Operating Earthmoving Plant
Eye Protection:
Eye protection will be issued to all employees engaged in work where there is a risk from flying
objects, splashes of irritants or vapors. Goggles, Glasses and Face Mask will be maintained in a
clean condition and worn in the correct manner. Operational instructions will be briefed on the
correct use of eye protection, when issued.

Dust/Vapour Masks:
Dust mask will be issued to operators engaged in operations where excessive amounts of dust are
generated such as concrete cutting and grinding, drilling or earthworks operations.

Vapor mask will be issued to operatives engaged in applying solvent based chemicals or working
with substances which may emit harmful vapors or gases. Vapor masks will only be used in open
areas work with chemicals in enclosed spaces will require breathing apparatus.

Protective Footwear:
All employees will be issued with steel toe capped footwear and will be required to wear them
whenever on site.

Hand / Body Protection:


All employees will be issued with coveralls and when working with hazardous materials they will
be issued with protective gloves.

Fall Protection:
Belts, harnesses will be issued where workers operate in hazardous and potentially dangerous
position. This can prevent injury in the event of slipping and falling from heights. Where persons
are engaged in a workplace at a height more than 3 meters and the work platform is not provided
with standard railing and toe board, the use of safety harness is essential to prevent falls. Person
working in scaffold including erection and dismantling operations, the use of safety belt / harness
is essential.
Office Safety & Fire Prevention

Office Safety:
All offices and site buildings will be well maintained with adequate power, water and sewerage
connections.
All electrical connections will be carried out by a qualified electrician. Electrical supply and
appliances shall be well maintained and inspected by a qualified electrician on a regular basis.

Fire Prevention:
All offices and buildings shall be kept free of flammable materials and debris. All rubbish/garbage
shall be placed in bins or skips kept away from the buildings.
Flammable liquids & gases shall not be stored in offices or other site building except those
specifically constructed for that purpose.
Fire exists shall be kept clear at all times and fire escape routes indicated in each office. Regular
checks shall be made of the fire prevention measures by the site safety officer.
Smoking or naked flames shall not be permitted near to flammable material or explosives. Signs
indicating these areas shall be displayed.

Fire Protection:
All office and site buildings shall be equipped with portable fire extinguishers which shall be clearly
marked, to the type and limit of use.
Any hot work activities carried out on site shall be assessed for fire risk and measures such as
portable extinguishers, sand or water shall be made available in advance.
Firefighting training shall be given to a section of the work force to ensure that sufficient trained
personnel are available in the event of a fire.
Regular checks shall be made on all firefighting equipment and the adequacy of the firefighting
personnel.
Scaffold Platforms:

Scaffolding shall be erected under the supervision of a competent supervisor experienced in the
use of scaffolding systems. No alterations or additions shall be made unless directed by such a
person.
Only scaffolding materials in good working condition shall be used, any damaged or excessively
worn components shall be replaced and discarded.
All platforms shall be fixed on solid ground with suitable base plates.

Whenever possible Strands will be vertical, ledgers shall be horizontal and platforms shall be tied
into rock faces.
Platforms shall be constructed clear of excavations, live overhead power cables, the edge of haul
roads or in close proximity to heavy earthmoving plant. In areas, where the traffic passes close to
a scaffold platform the area shall be highlighted by the use of hazard tape and warning signs.

Where possible scaffolding shall be kept clear of areas which have a potential flood risk. Sufficient
hand rails and toe boards shall be provided to platforms to reduce the risk of personnel or
materials falling from the platform.

All Scaffolds shall be provided with an access ladder that extends at least 1 meter above the
platform.

Safety harness / belt should be worn if the height of the scaffolds exceeds more than 2 meters.

The use of scaffold tagging is mandatory. A competent person shall tag all scaffolds. Green tags
shall be used to identify scaffolds that are complete and have been inspected and are ready to
use. Red tags shall be used to identify defective scaffolds. No one shall be allowed to work on a
Red-tagged scaffold.

Ladders
All ladders shall be inspected prior to use for any defects. Ladders with defects shall be discarded
or removed from site until suitably repaired.
Where required ladders shall be securely fixed at the top, by means of a rope.

Ladders shall not be used vertically unless tied securely to a structure over the length of the
ladder.
Ladder shall be placed at a rake of approx. 4 Vertical & 1 Horizontal.
Ladders shall extend a minimum of 1meter above the highest platform to be reached.
Working at heights or on rock faces where it is impractical to construct a working platform safety
harnesses shall be worn by personnel. Harnesses shall be fixed to secure anchor via suitable safety
lines or ropes.
Metal ladders should not be used where they may come in contact with live electrical energy
source.
Welding & Cutting

Cylinders:
Oxygen and acetylene cylinders should be stored separately and full cylinders should be stored
separately from empty ones. Cylinders stored within a building should be kept in well ventilated
conditions.
It is preferable to store cylinders outside, so that any leakage of gas would naturally disperse. They
should be protected from extreme temperatures like ice & snow and hot Sun.
To avoid any increase in pressure within the cylinder which could result in overheating and
weakening of the cylinder wall, do not protect with a cover which comes into direct contact.
Cylinders should be kept away from all sources of heat, combustible material and blowpipe
flames.
Acetylene cylinders should always be used and stored upright so that no displacement of the
contents can occur.
Oxygen cylinders may be stored horizontally, but they should not be stacked more than four high
and they should be well chocked with wooden wedges to ensure they do not roll.
Cylinders should be used on a cylinder trolley. If this is not possible they should be secured so that
they cannot be pulled over.
The threads and connections of blowpipes, regulators, and cylinders should not be allowed to
come into contact with any grease or oil because this ignites in the presence of oxygen, and a
violent explosion may result.
If a cylinder becomes overheated:-
Shut valve and detach the regulator or other fitting.
Take cylinder out of doors at once.
Immerse in, or apply water to cool the cylinder.
Open valve fully and keep cool with water until cylinder is empty.
Immediately contact the suppliers for further advice.
If a cylinder becomes damaged or overheated, it should be kept aside and arrangements to be
made for its return to the supplier.

The dangers to avoid are:-

1. Undue strain by blows or by mechanical damage.


This can cause the contents of acetylene cylinders to become unstable.

2. Undue pressure increase in the cylinder causing the wall to be weakened.


3. Accidental contact of the gasses with material which may react violently and cause an
explosion.
4. Accidental gas escape which may become concentrated in a confined space thereby forming a
fire or explosion hazard.

5. Faulty or damaged apparatus attached to the cylinder which may result in a fire or explosion.

Before fitting a regulator to a cylinder, clear any dirt or water from the cylinder valve by
opening the valve slowly and releasing a short burst of gas.

Stand clear of the valve whilst doing so.

Regulators:
Do not use damaged regulators.
Regulators with broken gauges are useless. It is essential that the operator is able to set the
correct pressure for the cutting or welding operation.
Use correct size spanners for fixing regulators onto cylinders.
Check threads for leaks by using soapy water only.
No P.T.F.E tape or other jointing compound should be wrapped around threads.
Leaking threads are an indication that equipment is faulty and should be replaced.
Release the adjusting screw on the regulator when turning off the gas. This will release tension on
the control spring.
If the gauge pointers do not return to zero when the pressure is released, the gauge is faulty and
should be replaced.
Always keep a cylinder key in the acetylene valve whilst in use so that the gas can be quickly shut
off in case of an emergency.
Before moving cylinders, remove regulators to avoid damage.
Protective Clothing and Equipment:
Goggles should be worn throughout welding and cutting operations.
A note should accompany the goggles stating whether they are suitable for gas welding or cutting.
The lenses of goggles should have filters, and should be the correct shade for the application
involved.
Clear lenses should always be fitted in front of shaded filters to prevent spark slag damaging the
filters.
Worn or damaged welding goggles should be discarded.
Close fitting overalls, free from oil and grease should be worn at all times, and should be made
from material which has been treated to render it flame retardant.
A safety helmet should be worn in confined areas or where there is a danger from falling
materials.
Leather protective gloves and aprons should be worn when gas cutting. The feet should be
protected from falling sparks, slag or offcuts by the use of safety boots. The use of gaiters is
recommended.
Do not wear wellington boots whilst welding or cutting unless gaiters are worn.
Surroundings:

Inspect the work area before any welding or cutting operations are carried out.
Remove flammable materials wherever possible.
Flammable materials which cannot be moved should be protected by covering with fire resistant
blankets.

Remember, sparks from cutting operations can travel as far as 30ft., (9.140m).
The fire extinguisher suitable for the job:
a) 2-gallon water extinguishers for - Wood, paper, textiles, plastics.

b) CO2 Gas or Dry Powder for - Petrol, oil, paint, fat, electrical, oxygen,
Acetylene gas, butane or propane.

c) Special purpose Dry Powder for - Metals such as sodium, magnesium, titanium.
Temporary Electrical Supplies

Distribution of electricity on a construction site is different from a permanent installation.In


construction field electrical hazards differ from all other hazards. Most of the electrical accidents
result in shock or burns. Electrical installations of all voltages should be treated with same
seriousness at all times.

All electrical installation on site should be designed and installed by competent persons. It should
be periodically inspected and tested.

All electrical distribution should be as per DEWA regulations.

Safety Working Procedures on Hand, Air and Electrical Tools

All employees are required to report damaged and defective tools to their Supervisor.

Damaged tools shall be taken out and tagged ‘Do not operate’

Tools such as Hand and Pedestal grinders shall have guards in place during their
Operation.
Electrical power tools should be connected via approved plugs and sockets, bare
wires are not acceptable.
Electrically powered tools shall be properly grounded or double insulated.
Supply lines shall be protected from damage, inspected regularly and maintained in good
condition.

Safety Procedures for Cable Pulling


Significant Hazards:-
Manual handling
Fall of persons from heights
Contact with live electrical conductors and equipment
Slips, trips and falls
Planning:-
A pre-start survey will be carried out to check on route, manpower and equipment
requirements and foreseeable hazards. The work will be planned to ensure that a safe
means of access is provided.

Physical:-
P. P. E. will be provided as required. Gloves, foot and head protection will be
minimum requirements. Good communication must be maintained. A brakeman will
be placed.

Training:-
Operatives will be trained in manual handling techniques and instructed in the use and
precautions required for the safe use of necessary tools and equipment.

Safety Working Procedures for Work in Confined Spaces

Any location, space or area with a limited means of exit which can accumulate toxic or flammable
contaminants, or may have an oxygen deficient atmosphere. Confined or enclosed spaces include
exhaust ducts, sewers, underground utility vaults, tunnels, pipelines, manholes and open top
spaces that are more than 4 feet in depth, such as pits, tubs, vessels, vaults and pump.

Confined space could generate flammable vapor or produce an oxygen deficient atmosphere.
A qualified person prior to entry shall test the atmospheric conditions within the
confined spaces. Atmospheric conditions within confined spaces must meet the following criteria
prior to and during the performance of work.

* Oxygen content by volume : 19.5% minimum and 21% maximum


* Flammable gas : 0% maximum or non-detectable
* Toxic gas : 0% maximum or non-detectable

Low Voltage lighting shall be used when inside confined spaces (if lack of
Illumination)
All persons entering a confined space shall wear Safety harness.
Personnel entering a confined space and standby personnel shall be instructed
as to the nature of hazard.
Roof, Floor & Manhole Opening Protection

Roof edge, Floor and Manhole openings must be guarded properly. This includes the installation of
temporary hand rails, mid rails, toe boards, planking cones etc.
Temporary Manhole works shall be guarded with cones and warning tapes. Where there is
likelihood of persons or equipment falling into an excavation, suitable barriers shall be erected.

House Keeping

Training

Orientation training:-
Safety Officer should implement an orientation programme for all employees.
Employees shall attend the orientation programme upon employment and prior
to the performance of any work. Records shall be maintained for various
trainings given.

Tool Box Talks:-


On a weekly basis tool box meeting shall be conducted with all the employees.
Relevant subject will be selected during the meeting. The Supervisors / Safety
Officer will conduct tool-box meeting with their employees.
Attendance is mandatory and the signed sheets will be recorded and submitted
to the Main Contractors.
