Purpose: To permit the use of the most common European grades of plate and structural
in API 650 tanks.

Impact: Greatly improved availability of stock material in eastern hemisphere. It will


allow additional mills to be considered. This will especially facilitate tanks on
short schedules and for components (e.g. top angles) whose quantities are too
small to permit a mill order.

Discussion:
EN 10025 strongly parallels ISO 630. Both have European roots and on many points
identical requirements, but curiously, the EN (European) spec is familiar to more mills
around the world more than the ISO (International) spec.

While adding the EN specs, I also reviewed and updated our treatment of both the ISO and
the EN specs.
 ISO specs were added way back in 1972 to base std, to App D and App G. At that time
quality D was given lower temperature qualification than quality C in App D. In App G,
quality C and D appeared on the same line in Table G-1 (listing of permitted mtls and
allowable stress) but they were missing from the group designations under Fig G-1.
This looks like an oversight which remained in place through the 6 th ed, rev 3 (1979).
When the present Table 4-3 was prepared for the 7 th edition (1980), C and D were
lumped together in Group IV. I think that this may have been a thoughtless
consequence of their appearing together in Table G-1.

I think that quality D should be given a better group as it was in old App D. In current
specifications ISO 630 “D” and EN10025 “J2” and “K2” qualities are impact tested at
-20C (-4F), have carbon max of 0.18% to 0.22%, Mn max of 1.50% or 1.60% and are
fully killed. Therefore they compare favorably to A573-70 w/ note 11 and it is
appropriate to place “D”, “J2” and “K2” qualities in the better Group IVA. Since EN
10025 J2 and K2 do not clearly specify fine grain practice, note 9 has been included.

 Note 4 on Mn content is no longer needed. ISO 630-1980 Fe 430 had no Mn limit. ISO
630-1995 changed grade designation to E275 and introduced Mn limit of 1.50%.
Same is true of EN10025 S275. So this API supplementary reqm't has not been
needed for a long time.

 ISO 630 quality D provides fully killed and fine grain steel but in Quality C semi-killed
is permitted. In EN 10025 requires FGP for certain thicknesses and not for others. So
note 9 is applicable to certain specs/grades as illustrated in table below.

4.2.4 ISO Specifications

Plate furnished to ISO 630 in Grades E 275 and E 355 is acceptable within the
following limitations:

a. Grade E 275 in Qualities C and D for plate to a maximum thickness of


40 mm (1.5 in.) and with a maximum manganese content of 1.5% (heat).

b. Grade E 355 in Qualities C and D for plate to a maximum thickness of


45 mm (1.75 in.) [insert plates to a maximum thickness of 50 mm (2 in.)].

4.2.5 EN Specifications
Plate furnished to EN 10025 in Grades S 275 and S 355 is acceptable within
the following limitations:

a. Grade S 275 in Qualities J0 and J2 for plate to a maximum thickness


of 40 mm (1.5 in.).

b. Grade S 355 in Qualities J0, J2 and K2 for plate to a maximum


thickness of 45 mm (1.75 in.) [insert plates to a maximum thickness of 50 mm
(2 in.)].

(Note to staff: current sections 4.2.5 though 4.2.10 must be renumbered due to
insertion of this new 4.2.5.)

4.4 Structural Shapes
4.4.1 Structural steel shall conform to one of the following:
a. ASTM A 36M/A 36.
b. ASTM A 131M/A 131.
c. ASTM A 992M/ A 992.
d. Structural Steels listed in AISC Specification for Structural Steel
Buildings, Allowable Stress Design.
e. CSA G40.21, Grades 260W(38W), 300W(44W), 350W(50W), 
260WT(38WT), 300WT(44WT), and 350WT(50WT). Imperial unit 
equivalent grades of CSA Specification G40.21, shown in parenthesis, 
are also acceptable.
f. ISO 630, Grade E 275, Qualities B, C, and D.
g.          EN 10025, Grade S 275, Qualities JR, J0, J2, and K2
g. h Recognized national standards. Structural steel that is produced 
in accordance with a recognized national standard and that meets the 
requirements of Table 2­2 is acceptable when approved by the purchaser

2.4.2 All steel for structural shapes shall be made by the open­hearth, 
electric­furnace, or basic oxygen process. Copper­bearing steel is 
acceptable when approved by the purchaser.

2.4.3 Not all of the structural steel shapes listed in AISC [2.4.1 (d)] and 
other national standards [2.4.1(g)] are well suited for welding.  Material 
selection for structural shapes requiring welded connections shall 
include confirmation of the materials weldability from the structural 
shape manufacturer, other reputable sources, or by weld testing. 
Structural steel shapes having poor weldability shall only be used for 
bolted connection designs
