Asian Network for Free Elections (ANFREL)


ANFREL is a non-profit regional network, formed in 1997 working to advance the cause of electoral
democracy. It has since then established itself as the leading NGO in Asia working on elections. ANFREL
was formed as a solidarity movement to oppose authoritarian and dictatorial regimes in a number of
countries across the region. To date, it continues to promote the spirit of democracy through free and fair
elections while continuously enhancing its strategies through strengthened cooperation between
government and non-government institutions, both at the national and international levels. ANFREL
continues to move forward as a leading organization promoting and advocating for better and more
democratic elections in Asia.

ANFREL focuses its work on three major areas Election Observation, Capacity Building, and Campaign &
Advocacy. ANFREL takes a holistic approach to achieve its mission and these programs are designed to
complement one another in pursuit of supporting free and fair elections in countries across Asia.

Roles and Responsibilities


ANFREL is looking for a Finance and Administration Assistant who will be responsible in supporting the
Finance Officer in tasks related to administration, finance and logistics. The Finance and Administrative
Assistant will be based in ANFREL’s headquarters in Thailand. The position is available immediately until
September 30, 2018 with possibility of extension. The position requires commitment, flexibility, and
discipline. Minimum required hours per week is 40hours, however, additional hours may be required.

Primary responsibilities of the Finance and Administration Assistant are the following:

Finance
 Prepares and submits monthly reconciliation and timely filing of financial documents;
 Prepares and disburse the per diem of international visitors;
 Prepares cash vouchers for payment to contractors;
 Reviews cash advances and reconciliations;
 Responsible in managing Petty Cash Funds;
 Prepares bank documents for fund withdrawals, cash/cheque deposits, and bank transfers;
 Responsible in maintaining finance/accounting files (paper and digital).
 Supports the finance officer in preparing financial report.

Administration
 Drafts routine correspondence, schedules meetings, answers phone inquiries, photocopies and
scans documents;
 Serves as note-taker during meetings and events;
 Uploads all relevant documents to the database;
 Responsible in maintaining transportation logs;
 Responsible in maintaining and updating inventory of equipment and other office items.

Logistics
 Arranges logistics for events, including sending out of invitation to participants, arranging of
venue and hotel, food, local transportation, participants’ flights and airport pick-up;
 Prepares office supplies for internal and external events (laptops, LCD projector, digital camera,
etc. as needed);
 Collects necessary receipts and documentation for all event expenses.

Subgrants (if applicable)


 Performs administrative duties such as filing of subgrant documents, including scanning and
copying of narrative and financial reports
 Communicates with subgrantees to clarify questions and troubleshoot reporting issues;
 Updates subgrantees tracking spreadsheets;
 Performs other tasks that may arise based on the needs of the program and supervisor.

Key Qualifications
 Bachelor’s degree with specialization in accounting and finance, business or public
administration, or any related field.
 2-3 Years of relevant administrative and finance experience at the national or international level.
 Proficiency in Microsoft Office programs; excellent knowledge in spreadsheet and database
software is an added advantage;
 Fluent in English, Thai, and Khmer is desirable.
