9. FIRE DETECTION AND ALARM SYSTEMS

9.1 General

The fire alarm and det ection system shall be designed, manufactured and tested in
accordance with the National Fire Protection Association (N.F.P.A.) standards and codes. Complied

Fire safety facilities not covered by NFPA codes shall be in conformity with BS 5306, BS
5445, BS 5839 and with published international or national codes of practice or standards
which shall also be stated by the CONTRACTOR in his tender and shall be subject to
approval by ADWEA/ENGINEER. Complied

The fire alarm and detection system shall consist of multi zone fire alarm and indication panel
with all necessary initiating, monitoring and detecting equipment and devices such as manual
call points, smoke detectors, heat detectors, fire alarm sounders, batteries and chargers
complete with all necessary connections, accessories and wiring to give a completely reliable
and satisfactory system. Complied

The fire alarm system shall be designed to cover zones as detailed on the drawings and/or
Particular Specifications. In any zone of the protected structure/building, the manual breaking
of a br eak glass contact or automatic operation of heat or smoke detector shall give an
audible and visual alarm signal at the in dication/control panel and shall simultaneously ring
local alarm bells in the particular zone. Complied

All the equipment and components of the fire detection and alarm system shall be provided by
one manufacturer. The supply, installation and commissioning of the fire alarm and detection
system shall be to the approval of ADWEA/ENGINEER, Local Authorities and Civil Defence.
Please note that we have proposed Tyco - SIMPLEX brand as per existing FACP.

All equipment and devices shall be wired and connected by fire retardant cables. The cables
outer sheath shall be flame retardant. All cables shall be installed on cable trays or clipped
direct on walls or ceilings by cable clamp and f asteners provided by the same cable
manufacturer. Noted. However we have considered GI conduits for indoor cables and armored cable for outdoor .

All cable entries to the fire alarm control panel, junction box, solenoid valve, etc. shall be with
glands using approved glanding kit. Complied

Manual fire alarm call points, heat detectors, fire alarm control and indication panel and
associated equipment shall be weather proof to IP55. IP 51 protection is provided to the base of the
smoke detector.

All fire alarm system equipment or devices located in hazardous areas shall be flame proof
type (EExd II B T4). Complied

The CONTRACTOR is referred to VDS 2092 which will be applicable for protection of cable
trenches/basement/tunnels. As per manufacturer standard

The CONTRACTOR shall provide ADWEA/ENGINEER with the schedules of equipment and
comprehensive wiring diagrams for the alarm system proposed and shall obtain their approval
prior to placing order.

The fire alarm and detection system shall be approved and listed by anyone of the authorities
mentioned under clause 4. Complied

9.2 Fire Alarm Control and Indication Panel

The fire alarm and indication panel shall be designed and constructed to the requirements of
the relevant NFPA standards and codes. The panel shall be located in the position approved
by ADWEA/ENGINEER. Complied

The fire alarm panel shall be free standing type, 19" rack industrial and conventional type,
floor mounted with only front opening as indicated in the Particular Specifications. The fire
alarm system shall protect risk areas by giving warning of a fire condition when detected by
an automatic detector or by the operation of a manual call point. The risk area shall be divided
into zones and each zone shall have its own fire indicator on the control unit. Alarm sounder
shall be mounted in front of the panel. Zone circuit shall receive input signal from indicative
device, process and give command signal to the function device independent of any module
or card. Partially complied. We have proposed floor mounted, standalone addressable panel. This can configure zone wise
identification and also individual device wise identification. Panel has in built buzzer and no separate sounder is
available
The enclosure of the fire alarm control panel shall be constructed from 1.5mm powder coated
sheet steel and shall be provided with hinged lockable door. The enclosure shall have IP 55
protection degree. All the components shall be mounted with proper spacing so that easy
access can be achieved. Complied by using external enclosure for panel.

The mains power available will be 220 V + 10%, 50 Hz from the UPS s ystem. The power
supply units located in the control panels shall convert the mains power to 24 V dc and this
shall be used to operate the fire detection circuit. complied.

Flexible internal signal wiring shall be properly sized considering the electric load. The wiring
shall be identified by means of colour coding, numbered ferrules as well as attached labels.
Identification shall be s ecure, readable and accessible. The minimum acceptable conductor
sizing will be 0.75 mm2. Complied

The wiring shall run in plastic trunking with min. 25% spare capacity for future expansion. A
safety earth bar shall be provided bonded to framework and safety earthing system. It shall
be wired internally to provide earthing to power supply modules, metal equipment parts and
doors. An instrument earthing bar shall be installed, which will provide OV reference and
grounding of electronic signals and instrument cable screens. The instrument earthing bar
shall be connected to the dedicated instrument earthing system. Complied

Proper tubular incandescent illumination shall be provided inside the panels & the lights shall
get switched off when the panels are closed. The CONTRACTOR shall calculate the heat
dissipation of the system and supply ventilation system for the panels if required. Not applicable

The alarm panels shall continuously monitor all alarm circuits, including wiring and control
devices. When a f ault monitoring circuit has been energised it shall not reset until the fault
condition has cleared. Complied

The fire alarm control panel shall house a dual actual redundant PLC systems along with all
necessary hardware. The smoke detectors, heat detectors and manual alarm call points shall
be wired to the above panel. T he out put of the s ystem shall drive the alarm
sounders/beacons. The fire alarm and detection system shall transfer the relevant I/O signals
to the mimic panel and to the control room. Partially complied. Please note that we have considered CPU redundancy
only.

The complete system shall be of "normally energised" type. Failure of any circuit shall not
effect the rest of the system. T he detectors shall be grouped in different zones and
connected to the system. The main alarm control panel shall also be connected via a zone
type monitoring system. Complied

The system shall have the following alarm features which shall be shown by means of LED's

- Open & short circuit detection.

- Earth fault detection.

Upon receipt of manual or automatic fire signal in any zone, the following shall occur: Complied

a) The appropriate zone indicators shall operate.

b) Visual and audible signal shall be indicated on the panel.

c) An "evacuate" signal shall sound in the particular zone.

d) An "alert" signal shall sound for 30 seconds in all other zones.

Alarm warning devices shall be de-activated by operation of the 'Silence Alarms' switch. The
internal sounder will continue to operate and the fire indicators remain lit until the key switch
controlled push switch is operated. This should only be achieved if the alarm initiating device
is no longer in alarm. Complied.

Reset of the controller, after the fire incident has been investigated, will be achieved by
operation of the 'Reset' switch.

The fire alarm control panel shall incorporate the following features:

i) MIMIC Complied

The mimic shall be formed by means of a simplified geographical layout of the area to be
protected. The mimic panel shall be wall mounted. 1 No. mimic panel shall be located at
the gate house and 1 No. shall be located at the main entrance to the service
building/control room. Mimic shall have scratch proof, non-reflective plastic surface.

All the inputs and outputs to the system shall be represented by LEDs with red colour.
Zones of detectors shall be clearly indicated. A dditionally following alarms shall be
presented by means of LEDs located in the top left corner. Features as per manufacturer standard.

• Fire - red

• System Fault - amber

• Power Supply Failure - red

• System healthy - green

Acknowledge, reset and lamptest pushbuttons also shall be provided on the panel front
at accessible elevation. Features as per manufacturer standard.

The normal situation shall be indicated by extinguished LED's. In the event of an alarm
the relevant LED's shall start flashing and alarm sounder shall be activated, till the time
acknowledge push-button is pressed, following which the LED's should stop flashing &
sounder become silent. R eactivation of LED & s ounder will occur in case of the r e-
occurrence of the alarm condition.

When the situation will return back to the n ormal position LED's shall get switched off
only on pressing of 'reset' push button. All LED's shall be provided with the scheme of
"Lamp Test".

ii) Zone Indication Complied except for separate indicator at the panel.

The protected premises are to b e split into suitable zones subject to the
ADWEA/ENGINEER's approval. All the detection devices within one zone shall initiate
one indicator which shall clearly identify the zone.

iii) Control and Alarm Equipment

The control and indicating equipment shall be equipped with an audible alarm functioning
on initiation of any of the detector devices.

Each detector zone shall be equipped with the following :

a) A volt free contact for repeat common alarm to the Control Room.

b) A volt free contact to initiate external alarm sounders.

c) Two spare volt free contacts.

d) Complete detector circuit monitoring, initiating a visual and audible warning on


occurrence of a fault condition.

e) Zone fire protection initiating device for actuation of fire protection (if required, CO2,
etc.) and separate volt free contacts as above for initiation of repeat common
alarms, external loud sirens, tripping of HVAC units, etc.

iv) Fault Warning

• Equipment faults or advisory warning alarms such as low pressure, power


supplies, (CO2, if required) etc. shall initiate local visual and audible alarms via
fault monitor.

• Internal faults shall initiate local visual and audible alarms via a fault monitor.

• The audible fault alarm shall be distinctive and different to the audible fire
alarm.

• Each fault monitor shall be equipped with following :

a) A volt free contact for repeat common alarm to the m ain Control Room of
the pumpstation.

b) Two spare volt free contacts.

v) Alarm Sequence and Lamp Test

All alarm circuits shall be provided with an approved scheme for accept, reset and
test.

All lamps, including indication lamps, shall be provided with an approved scheme
for lamp test.

vi) Air Conditioning and Ventilation Equipment

On the occurrence of any one fire alarm, automatic shutdown shall be initiated for
the air conditioning and ventilation equipment of the affected zone, with the
exception of the battery room extract fans. T he detector shall be provided with
(LED) to identify triggered detector in case of fire alarm.

9.3 Ionisation Smoke Detectors Not applicable

Ionisation smoke detectors shall be designed and constructed to t he requirements of the


relevant NFPA standards or approved equivalent standards. T he smoke detectors shall be
installed in approximate locations as indicated on the relevant drawings or respective
standard (s).

The ionisation smoke detectors shall be of the non-adjustable type and operate on the
ionisation chamber principle incorporating radio active foils and cold cathode tube. There shall
be no moving parts and there shall be a facility to permit checking.

Radiation levels must be less than 0.01 micro rem/hour at a d istance of 1 m etre from any
detector.

All smoke detectors shall be complete with mounting junction boxes and red LED's for
indication.

The smoke detectors shall be housed in a corrosion proof enclosure arranged for bayonet or
plug in fixing to a base unit. T he enclosures shall have drainage facilities for any
condensation.

Removal of a detector from its base shall cause a fault signal to be initiated.

9.4 Photoelectric Smoke Detectors

Photoelectric smoke detectors shall be based on the light scattering principle. The chamber
design shall ensure maximum signal strength and signal-to-noise ratio and a stable sensitivity
and stability over a wide range of environmental conditions. Complied

The detector shall comprise of an infra red light source (LED) and a photo- sensitive element
(photo diode). The pulsing of the LED shall not be sensed by the photodiode normally as
they would not be on one line. Complied

9.5 Heat Detectors

Point type resettable heat detector having both rate of rise and fixed temperature elements in
conformity with the applicable NFPA standards shall be provided as required. Complied

provided where required. These shall conform with the relevant parts of NFPA. Complied

Flameproof heat detectors shall not be d emountable from their sockets. Flam eproof
detectors shall meet the requirement of BS 5501, part 5 and be rated 'sd' for zone 0, group 1,
T2 areas as described by the relevant NFPA standard. Complied

9.6 Manual Fire Alarm Call Points

Manual alarm call points shall be designed and to the requirements of the r elevant NFPA
Standards or approved equivalent standards. These shall be of the break glass surface
mounted type, housed in shatter proof and corrosion resistant case with front glass and plate
of approved type. Complied

The manual alarm call points shall incorporate a test facility where by the alarm may be
initiated without breaking the glass or dismantling the unit. They shall be wall mounted and
shall be of the type in which breakage of glass cover plate release a switch to initiate an alarm
without further action by the user. Complied

The switching unit contacts shall be gold or silver plated or an alloyed metal which will not
corrode when left unattended in a highly polluted environment. C ontacts shall be normally

All call points shall be finished stove enamelled red and shall be complete with attached
hammer and an instruction plate lettered "FIRE BREAK GLASS" in English and Arabic.
Not complied. Stove enameling is not applicable for the proposed material of call point. also please note that Hammer is not available as per
manufacturer standard. Please note that hammer is not required to break the glass and the glass can be pressed with hands. It is safe to operate.
When the break glass is pressed, it will not break and it will only shatter.
The call point shall have IP55 protection degree. The call points shall be surface mounted at
a height of 1400 mm approximately from finished floor level. Complied

9.7 HVAC Duct Smoke Detectors Not applicable

HVAC duct smoke detectors shall be in conformity with NFPA codes and standards. The
detectors shall be located outside of the return air ductwork in an airtight housing as required
by the drawings of fire safety facilities layout. Air shall be drawn from the duc t by an air

sampling tube, passed through the detector housing and then returned to the duct via an
exhaust tube. The movement of air in t he duct shall cause the movement of air in the
sampling system. T he air sampling tube shall be centrally located and shall extend the full
width of the duct. All components shall be secured in position by suitable means.

A visible indication, which shall be clearly visible, shall be given on the airtight housing of the
detector which is actuated, or if the detector is hidden, by a remote indicator lamp.

All concealed detectors shall be provided with suitable remote indication.

9.8 Fire Alarm Sounder Partially complied. Please note that volume control is not applicable as per
manufacturer standard.

The alarm signal sound level at any point in the building shall be 65 dB(A) or 5dB(A) higher
than any other noise likely to persist for longer than 30 s econds, whichever is greater as
required by BS 5839 Part 1. If necessary additional sounder(s) shall be installed to meet this
requirement. Sirens shall only be used. Sirens shall be red, suitable for surface mounting and
fitted with volume control.

9.9 Flashing Beacon Complied

Flashing beacons shall be XENON type with flash rate of 60 per minute approximately. It shall
be weatherproof and suitable for outdoor installation (IP65 minimum).

9.10 Wiring Noted. However cable supply and installation is not in our scope.

The whole of the wiring for the fire alarm and ind ication system shall be carried out in fire
retardant cables of minimum cross sectional area of 1.5 m m2 for detector circuits and 2.5
mm2 for bell and battery circuits.

All fire alarm wiring shall be completely segregated from all other wiring in the building.

9.11 Radio & Electrical Interference As per manufacturer standard.

The alarm system shall be designed to avoid radio interference in excess of the limits
specified in BS 800. Interference from lighting and power supply transients shall be kept to a
minimum.

9.12 Installation Noted

The fire detection and alarm systems installation shall conform to NFPA 70, 70E, 72 and
other relevant standards and codes for outdoor installation and hazardous area installations.

The CONTRACTOR shall provide all required, supports, frames, trays, etc. for the complete
installation of the system.

9.13 Fire Stopping For Cable Entries To be done by others.

All cables passing from one room to another or going out from the building shall be effectively
fire stopped in accordance with the following requirements.
