2. Objective and Purpose


This document is intended to ensure that each and every Genuine Part is packaged in
such a way as to protect it from quality-impairing physical, biotic and climatic stress
and thus make for a high level of customer satisfaction while taking account of
economic considerations.
It determines the specific considerations in terms of the packaging, storage and
transport of Genuine Parts and is to be regarded as supplementing the standards and
guidelines which apply in the Group.
The Guideline serves as a binding guide and orientation aid for all personnel involved
in the process.

3. Scope
This Group Guideline is valid and applicable for all Genuine Parts locations and their
downstream distribution stages (wholesale trade), their internal and external suppliers,
as well as packagers/service providers delivering Group products continentally or
intercontinentally.

4. General requirements
All companies having a contractual relationship with VOLKSWAGEN AG have to have
a certified quality management system, preferably one certified to DIN EN ISO 9000ff.
The general aim is to generate the most consistent possible packaging with the use of
standardized packages.
Statutory standards, for example in respect of packaging guidelines and directives for
dangerous goods / dangerous materials and the securing of loads, must at all times be
observed and complied with.

Any and all documents having relevance to this Group Guideline serve to underpin
these requirements and are to be accessed as follows:

5. Sources of Errors in the parts process


The following risks and impairment to part and packaging quality must be prevented
from occurring:

 Damage caused by Genuine Parts being dashed together.


 Damage due to packages not being properly secured against slipping
and/or not having intermediate layering or properly secured intermediate
layering
 Damage caused because the cargo is inadequately or not secured
 Damage arising from non-compliance with a packaging
agreement/regulation
 Parts becoming wedged as result of slipping in the container
 Damage arising from incorrect positioning of the parts during transport in
package/container, etc.
 Damage due to incorrect or missing information labels – “glass”, “this-way-
up” arrow, “dangerous goods”, etc.
 Deformation of the packaging because the packaged part is too heavy or big
for it if this deformation causes damage to the Genuine Part (if no damage is caused to
the Genuine Part itself as result, the deformation in question is not a problem since it serves the protection of the
Genuine Part)
 Residual soiling as result of abrasion of packaging materials or penetration of
other objects
 Dusty parts due to failure to use the prescribed sealing/closure method with,
for example, PE bags / films or VCI packaging
 Soiled parts due to defective/dirtied packaging/incorrect storage of the parts
 Parts becoming stuck to each other
 Impaired quality of the parts due to damp packaging
 Corrosion arising from penetration of moisture, e.g. in the container
 Failure to use the prescribed packaging – if the alternative packaging does
not meet the requirements to which the original packaging is subject
 Hidden defects of the Genuine Part due to inadequate packaging

6. Specific requirements regarding packaging and parts


The packaging and its type and form must be selected under consideration of
economic aspects and in such a way as to ensure that there is no impairment of the
quality and functioning of the part in question throughout the entire logistical process
from the supplier over the stages of distribution right through to their arrival in the retail
trade.

6.1 Requirements on the packaging


The volume and weight of the packaging must be kept to the minimum required to
ensure the requisite safety and quality of the packaged product and its acceptance on
the part of the consumer.
This precondition gives rise to the following general requirements on the packaging:

 Product protection and process reliability


 Labelling and ergonomics
 Environmentally friendly and cost effective

In the interests of avoiding packaging-related quality problems it is not only the type,
design and construction of the packaging that are important but also the way it is
handled. Each and every user bears responsibility for the careful and proper handling
of the Genuine Part and its packaging. The general rule is that relevant existing
standards, work instructions and regulations, etc., are to be observed and complied
with at all times.

6.2 Transport carriers / Containers


Disposable and reusable transport carriers are used for the transhipment of
Genuine Parts, however preference at VOLKSWAGEN AG is given to the use of
reusable transport carriers in the interests of reducing environmental impact and
cost effects.
It is the responsibility of every user to make sure the containers are not damaged
during the handling process. Each and every damaged container must without
exception be barred for circulation by the respective user and sent for repair. In
addition to this, the load carriers / containers have to be generally kept clean.

6.3 Resource-saving packaging material


No packaging materials other than those which are environmentally friendly, resource-
saving and recyclable are used in and by the Volkswagen Group. The requirements in
this respect are specified in Germany in the Federal Packaging Ordinance
(Verpackungsverordnung) and internationally in the European Packaging Directive.
The packaging materials used include:

 Paper, cardboard, corrugated cardboard, pasteboard


 Polyethylene (PE), polypropylene (PP), polystyrene (PS), polyurethane (PUR)
 VCI foils/films and bags
 Wood, solid wood, fibre boards
 Soft and hard foams
 Tinplate, aluminium, steel (e.g. airbag cages, staples, transport carriers)

6.4 Sealing/closure of packaging


The type of sealing/closure to be used must be such as to ensure that the packaging
remains securely and firmly sealed/closed during transport, storage and
transhipment and for as long as respectively necessary. The following forms of
sealing/closure are predominantly used:

 Sealing with plastic adhesive tape:


Depending on the filling weight, the packaging is to be sealed with self-
adhesive, transparent colourless adhesive tape for white collapsible boxes or
with brown adhesive tape for corrugated cardboard boxes; the adhesive tape
should ideally be of PP or PVC.

 Sealing with hot-melt adhesive:


Packaging of which the setting up and filling takes place in special machines, or
sections intended for the wrap-around process, are as a rule to be sealed with
quick-setting adhesives (hot melt, dextrin, dispersion adhesive). The gluing of
all splicing tabs must take place in such a way as to ensure optimum protection
and highest possible safety for the package contents. The adhesives used to
this end must not cause any problems in the disposal of the packaging.

 Closure with strapping:


Closure by means of strapping is to be implemented if the restoring forces of
the packaging's closure flaps and/or the weight of the packaging's contents are
so great that adhesive tape alone is no longer sufficient to guarantee secure
closure. As a rule, the size of the carton determines the number of straps to be
used. Ideally, straps of polypropylene (PP) or polyester should be used. The
use of steel straps should be refrained from for reasons of safety.

 Stretch wrapping:
Attention must be paid here to ensuring that the goods being packaged are fully
enclosed and that an adequate film link is created between the packaged goods
and the transport carrier.

 Shrink wrapping:
Along the same lines as stretch wrapping: Attention must be paid here to
ensuring that the packages involved are not damaged by heat and film restoring
forces and are correspondingly cooled before further packing.

 Closure by stapling:
With stapling, care must be taken to ensure that the staples do not cause
damage, e.g. scratches or corrosion, to the Genuine Part.

 Closure by means of reclosable cable ties:


A form of closure that enables the opening of, for example, VCI bags for the
purposes of reworking. (e.g. flashing of powertrains)

6.5 Order of packing


It is essential that the following points are observed and complied with during the order
picking/dispatch process:
 Heavy Genuine Parts must form the bottom layer
 Light Genuine Parts must form the upper layers and be appropriately packed
so they won’t be subject to damage and stress
 Fragile Genuine Parts must be appropriately labelled (e.g. "this-way-up"
arrow, "glass" label)
 Genuine Parts with sensitive surfaces must be appropriately protected
against bumps, dents, scratching, etc.
 Genuine Parts susceptible to bending/buckling must be protected against
deformation
 Small parts have to be protected against loss and damage
 Slippage of Genuine Parts inside a transport carrier is to be prevented by
packing tightly and/or taking corresponding measures such as, for example,
lashing the packages down.

6.6 Transport on plant premises


The following must be ensured where transport of Genuine Parts on the plant
premises is concerned:
 Genuine Parts are protected against weather influences, e.g. rain.
 Containers/transport carriers of the same type can be stacked.
 The transported cargo is appropriately secured.
 The speed of transportation is appropriate to the cargo and in line with the
in-house regulations (road traffic regulations).
 The corresponding statutory regulations are observed and complied with in
the transporting of dangerous substances/goods.
 The Genuine Parts are protected against any and all forms of damage.

6.7 Transport and dispatch


The following points must be observed and complied with when dispatching Genuine
Parts:

 Container doors must be secured against unintentional opening during


transport.
 Transport containers must in all cases be lined in order to prevent damage
caused by contact with the container walls or a protruding of Genuine Parts
from the container contours.
 Transport container caps are to be used if Genuine Parts protrude over the
upper rim of the container.

 All old labels/documents/slips must be removed when the container has


been unloaded and emptied.
 All order-related labels/documents/slips must be affixed to the front or door
of the container as appropriate.
 Maximum container and load weights must be strictly adhered to.
 Even distribution of the cargo’s weight in the container/package is to be
ensured. Any movement of the Genuine Parts inside the shipping unit is to
be prevented.
 The types of wood used in wood packaging must without exception have
been treated and marked in accordance with the IPPC standard. (see appendix)

6.8 Handling of electronic parts (ESD)


The protective measures against electrostatic discharges are essentially aimed at:
 safely conducting away unavoidable electrostatic charging,
 minimizing the build-up of electrostatic discharges in the vicinity of
electronic components.
 Means of conveyance/transport must be appropriately
designed/configured

Work with sensitive electronics requires the equipping of an ESD workplace in order
to ensure sound earthing.
The following are the minimum requirements for equipping an ESD workplace in
order to suppress electrostatic discharges:

 ESD mats for floor/table


 ESD work shoes
 ESD earth strap for the wrist
 Indication of/briefing on the ESD workplace

6.9 Component-specific requirements


Requirements on the packaging of individual groups of components in terms of
protection during transport differ according to the type and function of the parts in
question. In the interests of preventing and avoiding any unnecessary risks and
damage to the Genuine Parts, account is to be taken of the recommendations shown
in the following table when planning packaging and taking individual packages out of
batches in standard end-user quantities.

6.10 Load Securing


Cargo has to be reliably secured throughout the entire transportation process in order
to prevent any form of damage to it, irrespective of whether transported by

 road
 rail
 air
 sea

The cargo must be secured so as to preclude any damage to its contents and to the
transporting vehicle, and rule out any risks to involved and uninvolved people and
things.

The securing of cargo requires the following:

 It must be ensured that at all times under normal traffic conditions the
transporting vehicle's driver is in full and secure control of the vehicle and
its cargo.

 There must on no account be any relative movement between cargo and


vehicle at any time.

 By being secured inside the cargo container by means of traction and form-
fit methods, the cargo must be forced to follow the vehicle's movements. (see
Appendix B)

The country-specific statutory regulations are generally applicable, for example the
respective road traffic licensing regulations and road traffic regulations, as well as
relevant guidelines and standards.
These regulate, for example, the use of motor vehicles, their means of securing cargo,
and the regular inspection/testing thereof.
The loading of cargo will be refused if the driver has no means of securing the cargo
in question and if the sender is unable to provide such means.

7. Dangerous substances, dangerous goods


Dangerous substances
Dangerous substances are all substances harbouring potential danger in their
chemical characteristics and properties to people and the environment, for example
coolant additives. The labelling of such substances must accordingly draw attention to
this. In addition, further documents, for example the safety data sheet for the EU legal
area, must be provided to the trade and, where necessary, the users. Please contact
your national authorities in this context for information on further statutory
requirements which might be stipulated and the implementation thereof. The European
safety data sheet provides a basis for you in this respect, and is available via:

Dangerous goods
Dangerous goods are materials and objects which, in connection with transportation
and by virtue of their properties and characteristics or their condition, can harbour
danger to public order and safety, especially for the general public, for key common
property, for human life and health as well as for animals and things.
Dangerous goods are classified accordingly under UN law, in other words they are
listed numerically in a register, in order to ensure that they are appropriately
transported.

The classification criteria are specified in corresponding national and international
regulations; these also set rules to be followed in terms of the loading and putting into
circulation of dangerous goods.

The special national regulations set by the respective countries have to be


additionally observed and complied with in the cross-border movement of
dangerous goods.
All packages must be checked for accordance with the respective dangerous goods
declaration and marked correspondingly.

8. Taking out of individual or several Genuine Parts from a


complete batch or container
The following requirements must be met in order to ensure that the quality of parts and
components is also maintained when one or several of them is / are taken out of a
complete batch or container:
 Protect sheet metal parts against scratches, dents and bumps
 Prevent mutually inflicted damage among the components / parts
 Observe and comply with the packing order “light on top of heavy”
 Transport in a stretched / shape-maintaining manner, e.g. brake lines,
speedometer shafts, trim/deco strips, seals, shock absorbers, etc.
 Special marking on the packages must be observed and complied with (“this-
way-up” arrow)
 Do not stick labels on exposed/visible surfaces (undercoated/painted
surfaces)
 Ensure corrosion protection
 Make sure that each individual part has a part ID labelled on it

9. Corrosion / Corrosion protection


Corrosion has many causes, depending on the specific characteristics of the metal
products in question (Genuine Parts). There are various possible methods and means
of providing protection against corrosion, and it is absolutely essential that these are
followed and applied. Against this background, the products must be given corrosion
protection appropriate to the corresponding requirements in order to preclude damage
in the storage and shipment processes while taking account of economic aspects.

The following is necessary in this respect:

 Prevent the occurrence of prior damage in upstream processes (e.g. use


material-specific anti-corrosion agents/preservatives, determine general packaging concepts
from raw part right through to the finished part).
 Material-specific handling of the parts (e.g. gloves to be worn when packing the
parts)
 The parts to be packed must be "cold" (hall temperature) in order to prevent
condensation inside the packaging
 When wood is involved: Wood moisture level not to exceed 15% in the case
of solid wood and 19% where plywood/OSB is concerned; avoid direct
contact of the parts with the wood
 Storage in closed rooms (halls)
 Wherever possible, avoid storage near doors
 Weather-protected transport (internal material transport until loading)
 Parts must be protected against dust (covered or by means of PE or VCI foil/film)
since constituents of dust foster corrosion

 When using preservatives and PE-VCI foil/film: comply with the


prescribed airing time (manufacturer's instructions)
 PE-/VCI foils/film must be hermetically sealed

 Prevention of condensation, i.e. humidity of the air in the hall should not
exceed 60% where possible
 Appropriate temperature management and low level of air circulation in the
hall
 Direct contact with the floor should be avoided, with a clearance of at least
10 cm between floor and bottom edge of the stack

10. Marking / labelling


All Genuine Parts and Genuine Parts packaging / packages must be fully and
consistently marked (labelled) in order to ensure their identification at all times and
maintain the requisite quality. Labels may not be affixed to the exposed/visible
surfaces of Genuine Parts. This labelling is also necessary for individual parts taken
out of a package containing several units, especially if the Genuine Part in question
has to provide verification of its expiry date since this indicates the last possible date
on which the Genuine Part can be installed/fitted. Any and all blanking out/pasting
over of Genuine Parts labels and other information/danger/warning signs is prohibited.

The following differentiations are made in the labelling of Genuine Parts:

 Single-unit and multi-unit label


 Single-unit and multi-unit label for glass
 Single-unit and multi-unit label for replacements and single-unit label for
replacement glass
 Economy parts – single-unit and multi-unit label replacement
 Marine label

10.3 Marking of packages


Depending on their contents, packaging units have to be marked accordingly to
ensure the appropriate use and handling thereof, for instance when a shipping unit or
carton is being opened. Marking of this type can be as follows, for example:

 “This-way-up” sign
 “Glass” sign
 “Miscellaneous parts”, etc.

10.4 Affixing of labels


The part labels must be affixed in the corresponding label field and/or affixed in such a
way as to make the package externally identifiable at any time in the storage
facility / container. Labels and other signs may not be affixed to exposed/visible
surfaces of Genuine Parts since the subsequent removal thereof could lead to the part
being damaged.

Example:
Labels are to be affixed as shown below on collapsible boxes/cartons having fields
specifically marked and prescribed for the purpose; on Genuine Parts themselves
these are to be affixed to the non-exposed surfaces. (inside of the Genuine Part)

Collapsible containers and other corrugated packaging do not have prescribed


label fields, so the decision as to where the label is to be affixed must be made
according to how and where they are positioned in the container.

11. Quality of the packaging materials


All of the packaging materials used must be of a consistent and specified quality in
order to ensure uninterrupted protection of the Genuine Parts throughout the entire
logistics process; this quality is to be guaranteed by the packaging manufacturers and
parts suppliers and must be checked via appropriate means by the user in the event of
complaint.

Storage of packaging materials:

Warehouse facilities must be heatable to the extent necessitated by the characteristics


of the packaging materials to be stored there, though temperatures should not drop
below 8 °C. The level of humidity in the warehouse building should not exceed 60% to
the extent that this is possible in the respective country.

12. Release of packaging

Packaging needs to be released for use if the Genuine Part in question has critical
requirements and characteristics in respect of its packaging.
Parts and families of parts of this type include those which are sensitive/ damageable
by virtue of their design or nature, for example Genuine Parts with painted surfaces or
which contain electronic components or which have attracted attention by having been
the subject of elevated customer complaint rates. (see table starting on page 11)

Testing and release of packaging

A packaging test has to be performed where certain parts and components are
concerned in order to ensure that their quality is maintained along the entire logistical
transport chain.
Testing of this nature involves various scenarios, for instance

 Sample shipping,
 Drop test and/or
 TUL (transport, transhipment, storage) test.

The product / part in question has to be analysed in order to define the requirements
to which its packaging is subject.

13. Changes to and optimisation of packaging


Changes to and the optimisation of packaging are carried out on the basis of the
following measures:
 Determination of the customer complaint rate / number of customers
 Analysis of packaging-related incidents in production/storage halls
 Visual inspection / inspection of warehouse compartments
In the event that the predetermined targets are exceeded, a decision is then made on
the basis of complaint data and cost-effectiveness as to whether a change or
optimisation measure has to be carried out in the form of an inventory clean-up. A
decision is also taken on whether the existing stock of the packaging in question can
be taken and used and the change/optimisation not applied until the next receipt of
goods.
Alternative packaging
In the event of non-availability of prescribed packaging materials, the alternative
packaging then to be used must come as close as possible to the original packaging,
in other words it must ensure that there is no impairment in terms of the quality,
protection and transport of the part in question.

14. Quality of packaging of returns resulting from


complaints and surplus inventories (voluntary take-backs)
Delivery of the parts
Before the parts in question are sent back, all of the items must be marked with part
numbers, where necessary bundled and packed properly in original packaging and
separately according to item and point of delivery, where necessary shrink-wrapped or
sealed with pick tickets, in/on warehouse and transport pallets. Unpackaged parts
must be marked with a tag or removable sticker. On no account should the parts or
cartons be covered over or written upon.
Each return consignment must be accompanied by a return delivery note which is well
visible and accessible and indicates all items contained in the respective transport unit
(e.g. pallet) with part numbers and quantities. (see VW AG Guideline on returns of VOLKSWAGEN

Appendix A – Treatment of wood

Heat treatment ( HT)

Wood packaging material must be heated according to a specific time-temperature


plan and a temperature of at least 56 °C be attained at the core of the wood for at
least 30 minutes in accordance with ISPM 15.

Debarking

"Debarking" in this connection is not synonymous with "bark-free". When wood is


debarked it must have no residual rough bark on it after the process is completed, but
small pockets of or ingrown bark are permitted. Likewise admissible are remains of the
bast (thin zone between bark and wooden core) which might be left over when the
bark is stripped off.

In addition, the wood must be:

 free of boreholes or other signs of insect attack,


 free of fungal infestation,
 clean (no soiling, e.g. by earth).

Appendix A – Treatment of wood


Marking of wood packaging in accordance with ISPM 15

The marking must in each case be made in a well visible and legible form on two
opposite sides of the packaging. The colours red and orange are not to be used for
this marking since they are used internationally for the marking of dangerous goods.

The marking of the package must correspond to the following sample:

The examples from ISPM 15 illustrate that the marking may be made in one, two or
three-line form. The bordering may have rounded corners and broken lines. The order
in which the data is shown is important.
The relevant authorities are to be consulted as to the respectively current version of
the country-specific marking.

Appendix B – Securing of cargo

Traction

There are clearances between the cargo and the loading space; in this case the cargo
must be friction-secured by lashing it down, directly, obliquely or diagonally.
Particular attention must be paid when lashing cargo that the cargo-securing means
are selected to suit the packaging in question.

Example:

Form-fit

The shipping space is filled out, in other words there is no clearance between the
cargo and the surfaces of the loading space: in this case there is no need for
additional securing measures provided that the sides of the loading space can
withstand the load forces. If the sides of the loading space are unable to withstand the
load forces, this will make it necessary for the cargo to be additionally secured.
As a rule there is a combination of traction and form-fit.
The following must take place in order to ensure fulfilment of the relevant legal
obligations regarding the securing of cargo for transportation:

 Decision as to cargo-securing methods based on the type and form of cargo


in question
 Definition of the requirements on the vehicle carrying the respective cargo
 Check vehicle has been provided with the appropriately necessary cargo-
securing means
 Cargo to be loaded in line with the rules of load distribution
 Preference given to form-fit method of securing cargo, where appropriate by
filling out clearances
 If form-fit loading is not possible, the following must be ensured:

 Traction-based or combined cargo-securing measures with


 regulations-compliant determination of the necessary securing forces as well as
 the selection of the necessary cargo-securing means and
 the proper mounting and use thereof.

Appendix B – Securing of cargo

Once the cargo has been loaded and secured, clearance for transport must then be
obtained from an appropriately authorized employee of the shipper and the vehicle
operator.

The vehicle is to be rejected in the event that any shortcomings are identified on or in
it or in terms of cargo-securing elements (aids) or if it is not possible to secure the
cargo properly.

Ensuring the proper, lasting and successful securing of cargo calls for corresponding
measures to be taken and consultation with the cargo-securing coordinators already in
the phases of packaging planning, manufacture and determination.
