2 GENERAL REQUIREMENTS

1 Scope
This specification defines the minimum technical requirements for the design, fabrication,
inspection & testing and supply of storage tanks and it’s accessories to be installed on the
Fields.
Supplier shall ensure that all equipments and services supplied shall meet the requirements
of this specification, codes, and international standards nominated herein, whether the
equipments or services are supplied by Supplier directly or by Sub - Supplier.
The design of storage tanks and equipment parts, which are not covered by the specified
codes or this specification shall be carried out according to the Supplier’s standard and shall
be agreed by Purchaser.
2 Environmental Conditions And Utilities Data
In general, the equipment shall be installed on offshore facilities, in open sided process
modules, subjected to high humidity, saline environment. For specific environment
conditions relative to the specified equipment, refer to the equipment data sheet.
The equipment shall be designed to accommodate wind and seismic conditions as below:
i) Wind velocity: Refer to “Process Basis of Design”.
ii) Seismic condition: Strength level earthquake - 0.15g.
Rare intensive - 0.25g.
3 Applicable Codes and Standards
The following International Codes & Standards and General Specifications are part of this
specification. When an edition date is not indicated for a Code or Standard, the latest edition
in force at the time of the contract award shall apply.
Any further Code, General Specification and Standard referenced in any of the below listed
documents shall be considered to be applicable, unless explicitly otherwise indicated, even
if not included in below list.

3 TECHNICAL DESCRIPTION

5 General Requirements

The Supplier shall ensure all regulations concerning the design, fabrication, inspection and
testing of storage tanks which are mandatory by Government decree and implemented.
Storage tank shall be designed for a 25 year platform life.
6 Unit of Measurements

In principle, Units of measurement shall be in accordance with the S.I.


system except for the following:

i. Piping nominal diameter : inches.


ii. Pressure : bar a / g.
7 Mechanical Design
All storage tanks shall be hydrostatically/full water tested as per Code requirements.
Acceptance criteria shall comply to API 650 requirements.

Storage tank shall be suitable for taking external loads due to pipe/ladder support loads.
Minimum shell thickness of stainless steel plate shall be provided 5mm. However for
carbon steel plate shall be provided 6mm. Supplier shall performed thickness check
calculation during detail design.
Supplier shall submit design calculations at the time of detail engineering which shall
include, but not be limited to the following:
i) Required thickness calculations for shell, roof and bottom plate.
ii) Stress calculations for tanks support and appurtenances, including weight and
structural support data, wind load and seismic loads calculations.
iii) Calculations for lifting lugs and lifting arrangement drawing.
iv) Stress calculations due to hydrostatic test.
v) Other calculations stated elsewhere in the text of this specification.
Supplier’s documentation and drawings shall be:
i) Identified as required in the Contract.
ii) In English language.
iii) In S.I. units (except for pipe and bolting diameters which are usually shown
in nominal inch size).
iv) Size of drawings shall be A1 size drawing. Any subsequent updating of data
on documents for re-view shall be shown in “clouded” with triangle mark and
revision number.
8 Corrosion Allowance
Corrosion allowance for carbon steel tank shall be referred to respective Mechanical
Datasheet.
9 Weld Distances
The minimum distance between staggered longitudinal seams of two adjacent courses shall
be provided 200mm as minimum.
The minimum distance between the edges of any attachment weld of part (e.g. a nozzle) to
the edge of another weld of the tank shall be 100mm.

10 Nozzles
Where nozzle necks are fabricated from pipe, the pipe must be seamless. Where nozzles are
10” nominal bore and larger may be fabricated from rolled steel plate and butt welded using
full penetration welds. Only set-in type nozzles to be used. Set-on nozzle is not permitted.
All fillet attachment welds shall be continuous welds.
Minimum nozzle size shall be DN50 (2”) flanged. Smaller nozzles shall not be permitted
without written approval from Purchaser. Nozzles sizes 1¼“, 2½”, 3½”, 5”, 7” and 9” shall
not be used unless otherwise noted on data sheets.
Bottom nozzle on storage tank with skid, shall be connected to an elbow and pipe extended
beyond the skid and flanged.
All nozzle reinforcing pads, or seal welded sections thereof, shall be provided with ¼" NPT
threaded tell-tale holes.
Nozzles and shells shall be designed to accommodate the nozzle local loads as given in
“Technical Specification Minimum Criteria for Nozzle Loading on Storage tanks and Skid
Connections”.
All bolts, nuts and gaskets for man-ways and spare nozzles with blinds shall be provided.
Socket-welded, single fillet-welded, expanded, brazed or screwed connections for the
nozzles are not permitted.
Instrument bridle (if required) to be part of storage tank fabricator’s scope of supply, shall
be designed and fabricated in accordance with ASME B31.3. Bridle nozzles shall be a
minimum 3” size unless otherwise specified.
Minimum nozzle projections shall be as per “Standard Detail for Static Equipment”.
Nozzle flanges shall be provided with welding neck type. Slip on flanges shall not be used.
Nozzle flanges shall comply with ASME B16.5 in all respects for sizes up to and including
DN600 (24"). For sizes greater than DN600 (24") the flanges shall comply with ASME
B16.47 Series A. The flange rating and facing shall be as stated on the respective data
sheets.
Bolt holes for flanges shall straddle the horizontal and vertical centre-lines in elevation and
the north / south centre-line in plan.

11 Man-ways
For storage tank, man-ways with DN600 (24”) size shall be used. Unless otherwise stated,
minimum 500mm inside diameter shall be used on other storage tank.
Davits in accordance with “Standard Detail for Static Equipment”, shall furnished for all
man-ways and for hand-hole covers and blind flanges weighing in excess of 34 kg. Covers /
blind flanges of 34 kg and less weight shall be supplied with two handgrips.
Man-way necks shall have inside sharp corners rounded off and internal welds dressed
smooth.
12 Bolting
External bolting shall be suitably treated for atmospheric corrosion protection as specified
on the data sheet. As a minimum, bolting shall be phosphated and Teflon coated.
All stud bolts shall be threaded full length to UNC series below 1" diameter and 8 UN series
for bolts 1" and above.
Nuts shall be provided with heavy series.
Bolts shall extend at least two clear threads from the nut. Unless otherwise specified
external bolts shall be in accordance with Grade B7 and nuts to Grade 2H.
The use of austenitic stainless steel bolting for external flanges should be avoided due to the
risk of stress corrosion cracking.
Internal bolting shall be compatible with the contacting fluid and the materials being bolted.
Materials shall be as stated on the respective data sheets. Internal bolting used for
attachment of internals shall be fitted with double nuts or an equivalent form of locking
device.
13 Gaskets
Gasket Material shall be as specified on the respective data sheets. Unless otherwise
specified, gasket for raised face carbon steel flanges shall be 4.5mm thick spiral wound,
flexible graphite filled with 316L SS winding, 316 SS outer and inner centering ring (3.2mm
thick).
Gasket for metallic flat-faced flanges shall be 3mm (1/8”) thick, full-faced non-asbestos
compressed fiber, oil resistant gasket per ASME B16.21.
Non-metallic flat gaskets for ASME B16.5 and ASME B16.47 Series A flanges shall be
dimensionally in accordance with ASME B16.21 and of single piece construction.

Spiral wound gaskets for ASME B16.5 and ASME B16.47 Series A flanges shall comply
with the requirements and dimensions of ASME B16.20 (API 601) unless specified
otherwise. Color-coding of spiral wound gaskets shall be in accordance with ASME B16.20
unless otherwise specified.
The use of CAF type gasket is prohibited.
Gasket for GRE flange material shall be provided with 3mm thick neoprene full-face gasket,
unless otherwise specified on the data sheet.
14 Fittings
Ladder cleat, external / internal piping cleats, and other attachments where required by the
appropriate storage tank data sheet, shall be provided.
Two earthing bosses in accordance with “Standard Detail for Static Equipment”, shall be
provided and welded to the saddles, leg supports, support brackets or skirt.
15 Wind and Transportation Loadings
Storage tank shall be designed considering transportation of the platform on barge in totally
assembled conditions. The horizontal force may act in any directions. The horizontal and
vertical forces and wind are to be assumed to act simultaneously through the centre of
gravity of the equipment. The design wind speed during transportation shall refer to
“Process Basis of Design”. All transportation loading shall be confirmed with the Purchaser
prior to the start of equipment detailed design. If the transportation loads on the permanent
equipment supports are excessive then temporary supports may be required. The maximum
stresses for these load combinations shall not exceed ASME basic allowable stresses.
For effective wind velocity, refer to “Process Basis of Design”.
For the transportation conditions, in lieu of a detailed analysis, the following inertia loads
may be used as a minimum design load case:

 Horizontal acceleration = 0.7g


 Vertical acceleration = 1 ± 0.2g
In addition self-weight shall also be considered.
If the transportation loads on the permanent supports are excessive, the temporary
supports to be provided are required. The maximum stresses for these load combinations
shall not exceed AISC basic allowable stresses.

16 Seismic Loading
Where specified in the respective data sheet, storage tanks shall be checked for
seismic loadings. Seismic and wind overturning load shall be assumed not to act
simultaneously.
17 Weights
The following weights are to be determined and incorporated in all design
calculations and general arrangement drawings. The weights, if shown on the storage
tank data sheets which accompany either the enquiry or purchase requisition,
represent an assessment made during initial design studies.
i) The final fabricated weights based on the finalized design of the tank from
which empty, operating and test weights can be more accurately established.
ii) Fabricated Weight shall be the weight of the tank including all non-removable
internal and external attachments.

i) Component Weights shall be the weight of all removable components.


iii) Erected Weight shall be the fabricated weight plus removable internal
components, piping weight supported from the tank and other removable
external appurtenances.
iv) Operating Weight shall be the erected weight plus operating liquid weight
supported from the tank.
v) Weight Full of Water shall be the erected weight plus weight of water in the
tank.
18 Miscellaneous Requirements
All inside edges of nozzles and connections, whether flush or extended, shall be rounded off
to a minimum radius of 3 mm.
4 SPARE PARTS

Vendor shall furnish list for following categories:


i) Spares for Commissioning and start-up.
ii) Spares for 2 years of normal operation.
However, spares for internal components shall be as recommended by the Sub-
Suppliers.

5 SURFACE PREPARATION AND PAINTING

Surface preparation and painting shall be done as per “Specification for Painting &
Coating”. Vendor shall furnish painting procedure which includes the surface preparation,
paint types, colors, film thickness and repair method for Purchaser review and approval.
6 WEIGHT CONTROL

Vendor shall be responsible for the implementation of a weight control procedure that
ensures that accurate weight and COG data for the equipment is provided. Weight and COG
data shall be provided for the dry, operating and test conditions. The basis for the weights
provided shall be clearly indicated (i.e. whether based on weight estimates, calculated
weights, weighed weights etc.), and shall include all equipment items, structural items
including base plates and skids, bulks, etc. Supplier shall list any allowances included in the
weight data to cover items or bulks not readily quantifiable and contingency factor shall not
be applied to the weight data provided
7 INSPECTION AND TESTING

19 General
Supplier shall furnish Quality Plan with Inspection and Test Plan (ITP) to cover the design,
material purchase, fabrication, inspection and testing of the packages. All inspection and
witnessing of tests shall be as indicated on the Inspection and Testing Plan.
Purchaser may appoint Third Party Inspector for carrying out stage wise and final
inspection.
Supplier shall assume final responsibility for the inspection and testing of the packages in
accordance with the requirements of the referenced codes and standards.
Inspection by Purchaser or its representatives shall not relieve Supplier of any of his
responsibilities for ensuring that the equipment meets all the requirements.
20 Material Inspection and Certification
This section defines the general requirements. The Supplier’s approved contract specific
quality plan (incorporating Inspection and Test Plan) will supersede the requirement of this
section. The material inspection, testing and certification shall comply with the relevant
sections of the referenced Code and Standards. As a minimum, the following NDT shall be
carried out:

i) Dye Penetrant Test/Magnetic Particle Test.


ii) Ultra Sonic Test.
iii) Radiographic Test.
8 ACCEPTANCE CRITERIA

The acceptance criteria for the manufacture, fabrication, construction and NDT of
component parts, sub-assemblies and fully assembled unit shall in order of precedence as
stated on the data sheets, in accordance with this specification, or in accordance with
specified design codes. The acceptance criteria shall be confirmed in the quality plan.
Supplier shall guarantee the mechanical design. Supplier shall guarantee the suitability of
the materials of construction for the duties required, even if the Purchaser has specified the
type and grade of material to be used. However, it the Purchaser has so defined the
materials, the Supplier shall not be responsible for the corrosion characteristics of the
material with regard to the process fluid.
Unless specified to the contrary on the purchase order, the guarantee period will terminate
either 12 months after the date on which the storage tanks is placed in service, or 18 months
from the date of shipment, whichever is sooner.
9 PREPARATION FOR SHIPMENT

Preservation and packaging of equipment and materials shall be in accordance with the
instructions in the Purchase Order.
All boxes, crates and containers shall be properly tagged / labeled in accordance with
Purchaser’s instructions.
All packing shall be clearly marked for shipping, including crate dimensions, gross weight,
net weight, lifting points, and COG. This information shall be stenciled in black print, in at
least two locations on the crate.
Sufficient number of certified lifting eye bolts shall be provided at appropriate places for
handling, marked clearly with Safe Working Load (SWL).
Supplier shall consider preservation of the equipment and materials for transportation as sea
freight and outdoor storage for 12 months in a tropical, marine environment. For items
which require preservation during transportation from yard to offshore site Supplier shall
advise Purchaser of the requirements.

All flammable or toxic liquids shall be drained before packaging. Any water based fluids
left in any equipment shall be chloride free.
Small parts that are easily damaged or lost shall be separately packed, suitably protected and
marked, shipped with the related equipment.
All loose supplied items shall be specifically tagged and shall be accompanied by
instruction for site/offshore assembly. A list of loose supplied items shall be furnished to
check completeness and as reference.
Spare parts and special tools shall be separately packed complete with inventory for long
duration storage in a tropical saliferous atmosphere, and suitably marked so as to be
recognized as insurance spares, commissioning spares parts, operating spare parts, or special
tools, etc.
Flanges and other end connections shall be properly capped or protected with metallic blind
flanges, secured by bolts and nuts. Threaded connections shall be protected by metal plugs
or caps. For stainless steel items these caps shall be of stainless steel.
Instrumentation equipment shall have its terminals adequately protected to prevent damage
due to moisture ingress.
Hazardous fluids used for preservation to be clearly identified on equipment and packing.
