1. SCOPE

- NIOEC standard specifications covers the general requirements for detailed engineering
procurements, testing inspection & construction of refinery/oil plant, distribution depots, pump
stations and pipe lines.

1.1 Inclusion in this Specification :

a. Erect fabricate structural steel, including floor plate and grating.

b. Field fabricates and erects miscellaneous structural steel from materials in stock sizes.

c. Cut openings through floor plate and grating for passage of work of other trades as
required.

d. Establish the necessary lines and elevations for his own work from the bench mark
furnished. All stakes and marks shall be carefully preserved by the Contractor for
verification and use by others.

e. Furnish temporary guys, braces, false work, cribbing and other items necessary for the
erection Work. Mentioned items will remain the property of the Contractor and shall be
removed upon completion of steel erection.

1.2 Exclusions from this Specification :

a. The furnishing of fabricated structural steel except as noted in paragraph 1.1.2 above.

b. Erection drawings.

c. Fireproofing.

d. Painting.

e. Welding electrodes.

2. REFERENCES

Throughout this Specification the following dated and undated standards/codes are referred to
these referenced documents shall, to the extent specified here form a part of this Specification.
For undated references, the latest edition of the referenced document (including any supplements
and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date, shall mutually be
agreed upon by NIOEC and Vender / Contractor.

2. UNITS

International system of unites (SI) shall be used in accordance with NIOEC-SP-00-10,


unless otherwise specified.

2. GENERAL

- All work shall be in accordance with the requirements of 9th edition of AISC "Specification
for the Design". Fabrication and Erection of Structural Steel for Buildings and Code of
Standard Practice for steel buildings and bridges, ″the specification for structural Joints
Using A–325 Bolts "as approved by the Research Council on Riveted and Bolted Structural
Joints (endorsed by AISC), and Specification NIOEC SP-20-01 titled Structure Steel
Fabrication except as noted on the design drawing or within this specification. One copy of
the noted specification and codes shall be available at the jobsite for reference as required,
supplied by the Contractor.

- The Contractor shall furnish all tools, equipment, facilities, scaffolding, temporary guys and
braces, etc., and shall, perform all labor and services necessary for the proper execution and
completion of all structural steel erection as shown on the drawings, as specified herein
and/or reasonably implied thereby to carry out the apparent intent of the work Structural
Steel Fabrication except as noted on the design drawings or within this specification. One
copy each of the noted specifications and codes shall be available at the jobsite for reference
as required, supplied by the Contractor.

2. INSTALLATION OF HIGH STRENGTH (H.S) BOLTS

- All H. S. bolts shall be tightened by the turn-of-nut method.

- Tightening may also be accomplished by turning the bolt head while holding the nut if required
by clearances.

- Washers are not required, except for tapered washers used to bolt to the flanges of American
Standard I beams of channels.

- Prior to tightening any bolt, there shall first be enough bolts brought to a snug-tight condition to
insure that the joint surfaces are in good contact. Snug-tight is defined as the tightness attained
by a few impacts of an impact wrench or the full effort of a man using an ordinary spud
wrench.

- Following this initial operation, bolts shall be placed in any remaining hole in the connection
and brought to snug-tightness.
- All bolts shall now be tensioned by the applicable amount of nut rotation given in the table
below. The tensioning shall progress systematically from the most rigid part of the joint to its
free edges.

(1) Nut rotation is relative to bolt, regardless of the element (nut of blot) being turned. For bolts
installed by 1/2 turn and less, the tolerance shall be plus or minus 30° ; for bolts installed by
2/3 turn and more, the tolerance shall be plus or minus 45° Applicable to coarse thread
heavy hex structural bolts of all sizes and heave hex semi finished nuts.

- The inspector shall observe the installation and tightening of bolts to determine that the proper
procedure is being used and that all bolts are tightened.

6. INSPECTION

The Employer reserves the right of inspection by its representative during erection.
