SUPPLY OF CARRIER PROTECTION COUPLER TYPE NSD-50

(I) GENERAL :
Indoor PLCC Equipments are required for important 400KV,
220KV and 132KV Sub/station for Speech, Data Transmission,
Protection and Teleprinter Links.

(II) GENERAL REQUIREMENT :


The equipments shall be of latest components, technology and
highly reliable. The equipments offered must have been type tested.

(III) SCOPE OF SUPPLY :

Protection Couplers NSD-50 with three modules


shall be supplied along with fixing channel, required accessories
and the terminal blocks fully wired complete in all respect with
identification mark. The carrier protection shall be integrated with
carrier terminal by just inserting the modules in respective slots of
carrier terminal. You will have to impart free training of
protection coupler type NSD-50 along with ETL version
carrier equipments to at least 3 to 4 telecom engineers of
G.E.T.C.O to get acquainted with the technology for our new
incumbents.

(IV) SPECIFICATION :

The equipments to be supplied under this specification shall


function satisfactorily under tropical, hot, humid, salty and chemically
polluted climatic condition with adverse temperature condition. The
equipment shall be manufactured and tested as per latest national or
international standard (IS, IEC, CCITT, CIGRE, etc.) whichever is better.
This will be clearly brought out by the bidder. The equipments offered
shall confirm to, but not limited to following standards.

(1) IEC 495 - Single sideband Power Line Carrier Terminals.

(2) IEC 834-1/1988 - Performance & Testing of teleprotection


(Part-I) equipments of Power system - Narrow band
Command system.
(3) IEC 68-2-3/1969 - Environmental Testing Part-2 Tests section-3
Test Ca: Damp heat steady state.

In addition to the above, the carrier Protection coupler shall


be manufactured and supplied detailed as under:

(IV)(A) TELE PROTECTION EQUIPMENT :

The bidder shall offer Teleprotection Equipment which works on


coded and un-coded signal principle for transmission/reception of
protection signal detailed as under. The equipment shall be suitable for;
connection to the Power line carrier terminal for remote end
tripping/blocking on permissive and Direct Tripping signals to be
transmitted through single PLCC Channel. The requirement is as under: -

(a) Teleportation Equipment with 4 commands.

It should be suitable for permissive and direct trip carrier aided


protection scheme.

The command should be either All coded


OR
Two coded + Two uncoded commands.

It should work in full-duplex mode for both 2/4-command versions.

The Tele-Protection Equipment shall have provision for: -

The network protection signaling equipment shall not be only


insensitive to corona noise, but shall also remain unaffected by
impulse type noises which are generated by electrical discharge and
by the opening and closing of circuit breakers, isolators, earthing
switches etc. In the offer, bidder shall clearly explain as to what
measures have been taken to make the equipment insensitive to
corona noise, white noise and to impulse noise of amplitude larger
than the wanted signal and submit full test reports.
The equipment shall be unaffected by spurious tripping signals.
The Bidder shall submit proof as to how this is achieved satisfactorily.
The equipment shall be suitable for transmission of direct and
permissive trip signal for protection of power lines and Sub-station
Equipments. The equipment shall operate in the audio frequency
range in speech band (0 to 2000 HZ). The protection signaling
equipment shall be of solid-state design, modular in construction and
have a proven operating record in similar application over EHV systems,
with motherboard construction.
The carrier protection channels shall be engineered in such a
manner that time interval between receipt of a tripping/blocking
command from the protection relays on the transmit side by its
transmission over the carrier link, reception at the far end and giving of
the commands to trip relays at the distance end shall not exceed 20 msec
for permissive tripping and 30 msec. for direct tripping even for the
longest line section. Operating time lower than specified above may be
preferred provided they fulfill the requirements of security and reliability
as below & also meet the requirement of the standard IEC 834-1 first
edition 1988 & latest amendment if any.

It may be emphasized that specified time, as mentioned above, is
composed of the following:
(a) Back - to - Back signal delay in Frequency shift or coded signal
protection equipment.
(b) Back - to - Back delay in PLC terminal.
(c) Delay in transmission line.

(d) Operation time of inter posing relay, if any, frequency shift or


coding equipment.
It has to be ensured that under no circumstance protection channel
should share the power. Each protection channel shall be able to transmit
power for which system is designed. For example, a 20 W PLC terminal
shall transmit 20 watt (max) for protection channel alone in the event of
fault. Speech and superimposed data channels, in the same protection
terminal must get disconnected momentarily during the protection
signaling transmission.

The equipment shall be constructed such that in permissive line


protection system, operational reliability of the protection channel may be
checked over the carrier link from end to end and by means of a loop test.
It shall be possible to carry out the above tests from either end of the
carrier link. During healthy condition of the transmission line, the loop
test shall not initiate a tripping command. In the event of a system fault,
while loop test is in progress, protection signal shall over ride the test
signal. In the receiver section of Carrier protection signaling equipment
the FSK signal shall be converted in to the coded pulses (i.e Bit Pattern)
and evaluated digitally before giving final output command to tripping
relays or relay protection equipments to achieve high dependability and
security and also to provide reliability against false trip and loosing
commands even under adverse channel condition.

The equipment shall be complete with built - in Digital


counters for counting the number of trip commands sent and number
of trip commands received separately for each channel.

The equipment shall be mounted inside the Carrier Terminal and


shall be fully wired with, contactor units, tag blocks etc., and ready for
commissioning.

The bidder shall clearly indicate and describe the facility/items


provided in the equipment in details. Any ambiguity or omission will
mean that the particular facility or module etc., is not provided in the
equipment.

It shall meet the entire environmental requirement as that of carrier


terminal .

While transmitting protection signals the protection coupler shall


cut off the speech and other less important channels and thereby the entire

power of carrier terminal should be made available for transmission of


protection signals.

It should be brought out that the protection equipment should


perform satisfactorily under noisy condition.
The bidder shall indicate the guaranteed technical particulars of the
equipment offered in Schedule - 'B'.

A Schedule of deviation shall be attached separately for


Teleprotection equipment in the form of Schedule - 'B/1'.

(V) CONFIGURATION:

The Configuration of Carrier Protection Coupler, Type NSD-50


shall have following different cards/prints.

• G4AA : DSP Module NSD 50


• G4AC : Interface NSD 50 ( 2 Modules)

PREQUALIFICATION REQUIREMENTS :
1. The bidder shall be Original Equipment Manufacturer of the
Protection Coupler. The offered equipments should have been
designed, manufactured and tested as per relevant IS/IEC Standards
with latest amendments.
2. The bidder should indicate manufacturing capacity by submitting
fresh certificate of a Chartered Engineer (CE).
3. Equipment proposed to be supplied by bidder of similar or higher
rating shall be in service for a minimum period of THREE (3) years.
The Satisfactory performance certificate of corporate office of
respective utilities should be submitted.
4. The bidder should clearly indicate the quantity and single value
contract executed during last FIVE (5) years, for the offered
equipment.
The details of past supplies should cover,
i) Same rated equipment as Offered supplied to GETCO
(Erstwhile known as GEB).
ii) Higher rated equipment than Offered supplied to GETCO
(Erstwhile known as GEB).
iii) Same rated equipment as Offered supplied to other Utilities.
5. The bidder shall furnish the copies of type test reports for the Carrier
protection Coupler not more than FIVE years old. Equipment Offered
shall have all Valid Type Test Certificate from NABL accredited or

International Laboratory. The Validity of Type Test report is 5 Years


from the Date of Type Test Report.
6. The bidder shall furnish the full technical details & drawings for the
Carrier terminal offered.
7. The bidder shall have the experience of at least 10 years of
manufacture & supply of similar type of Carrier terminals.
8. The bidder shall furnish the full details of the orders executed.
9. Any deviation shall be clearly indicated separately.
10. The GETCO reserves right to increase or decrease the quantity at
the time of placing the order.
11. The GETCO reserve right either to accept or reject any of the offers
Without assigning the reason.

(VI) TYPE TESTS:


Valid type test reports not more than 5 Years old performed for
following tests shall be submitted with the offer with all supporting result
sheets and reference documents with ‘List of Type Tests’ in Performa- X
