SCOPE OF WORKS

1.0 SCOPE OF WORKS

1.1 This tender covers design, engineering, manufacturing, supply, testing and
commissioning in strict compliance with engineering drawings, specifications,
standards, data sheets, codes, etc.

1.2 The proposed tender consist supply of Cooling water pumps & accessories
as specified in datasheet.

1.3 The Contractor’s scope of work consists of the scope mentioned in the
tender, but not limited to the same. The scope of work shall also include other
items/works required to complete the work in all respects as per
specifications, drawings and instructions of Engineer-in-Charge whether
specifically mentioned or not in the tender document.

1.4 It is not the intent to specify completely herein all details of design and
construction of equipment or materials to be supplied or of services to be
rendered. However, the equipment, materials and services shall conform in
all respects to high standards of engineering design, workmanship and be
capable of performing in continuous commercial operation in a manner
acceptable to Purchaser who will interpret the meaning of drawings and
specifications and shall have the power to reject any work or material which
in his judgement are not in full accordance therewith.

1.0 GENERAL REQUIREMENTS

1.1 Bharat Petroleum Corporation Limited (BPCL) is in the process of installing a


1.2 MMTPA Continuous Catalytic Regeneration Reformer (CCR) and
Naphtha Hydro Treater (NHT) unit in their Mumbai Refinery at Mahul. TATA
Consulting Engineers Limited (TCE) has been appointed as the Project
Management Consultant to provide Engineering, Procurement and
Construction Management services for the utilities and offsites for CCR/NHT
units.

1.2 Vendor shall make all possible efforts to comply strictly with the requirements
of this specification and other specifications/attachments to inquiry/ order.

1.3 In case of conflict between this specification and the data sheets, equipment
technical data sheets shall be given higher priority.

2.0 SCOPE

This specification covers the general design, materials, construction features,


manufacture, shop inspection and testing at manufacturer‟s works and
delivery at site of Horizontal Centrifugal Pumps.

2.1 COOLING WATER PUMPS

2.1.1 Details of the Cooling water pumps are as follows:

(a) Turbine driven pump, 1W, Capacity: 3,920 m3/hr @ 51 MLC

(b) Motor driven pumps, 2Nos. (1W+1S), Capacity: 3,920 m3/hr @ 51


MLC

2.2 Electrical equipment as per details enclosed with this specification.

2.3 Instruments and controls as per details enclosed in these specifications.

2.4 First fill of all lubricants and consumables.

2.5 Bidder shall provide engineering information:

2.5.1 Preparation of P&I diagrams showing complete instrumentation & controls,


line sizes, pipe material, gravity flow lines, pipe line slopes etc.

2.5.2 Preparation of general arrangement drawings in plans & sections identifying


location of all equipment in plan & elevation, their supporting base frame,
operation & maintenance area etc.

2.5.3 Providing details of load foundation requirement etc for carrying out the
required civil works, details of any modification required in civil structures.

2.5.4 Supply of engineering information for interface points with power cabling.

2.5.5 Operation philosophy and control logic for instrumentation and controls.

2.6 Base plates, foundation bolts with templates, nuts and washers etc. required
for each equipment.

2.7 Counter flanges with bolts, nuts, washers and gaskets for all equipment at all
terminal points of equipment covered under Contractor‟s scope of supply.

2.8 Quality Assurance Plan (QAP) for all items/equipment to be manufactured/


fabricated and bought out items/equipment to be supplied by sub bidders.

2.9 Inspection at bidder‟s works.

2.10 HAZOP study required for the plant shall be done by Bidder at TCE Mumbai
office. Bidder shall submit a HAZOP report after HAZOP study. Any
modifications to the system arising out of HAZOP study shall be suitably
incorporated and implemented by the Vendor without any additional
compensation.

2.11 Bidder shall note that the Cooling water Pumps are located in Zone II.

2.12 All IBR Certification for Turbine & accessories shall be in Bidder‟s scope.

2.13 Arranging stage and final inspection from TCE/BPCL and obtain material
dispatch clearance.

2.14 Packing, handling and transportation to site.

2.15 Supervision of Erection and commissioning of all systems/equipment.

2.16 One set of commissioning and start – up spares.

2.17 Mandatory spares (essential spares) as listed elsewhere in the document.

2.18 One set of recommended spares for 2 years of trouble free operation.
(Contractor shall list the recommended spares and furnish the unit rates
separately)

2.19 One set of recommended maintenance tools and tackles. (Contractor shall
list the same and furnish the unit rates separately)

2.20 Supervision of plant commissioning, Trial Run, Reliability run and


performance guarantee tests for the plant and equipment.

2.21 All consumables till the plant is handed over to the Purchaser. Instruments
and equipment required for the testing, commissioning and performance test
should be arranged by bidder.

2.22 Training of BPCL‟s personnel including O&M staff as specified or required at


bidders‟ facilities.

2.23 Hydrostatic testing of all equipment/items/piping as specified elsewhere in


the specification/ as necessary.

2.24 Statutory approvals required for the equipment.

2.25 Submission of documentation such as:

2.25.1 Operation & Maintenance manual

2.25.2 Records of inspection carried out at Bidder‟s/Sub bidder‟s works.

2.26 Drawings in hard copies and soft copies.

2.27 Preparing as Build drawing for Compressed air system shall be by BIDDER.

2.28 All major rotating components, such as impellers, balancing drums etc, shall
be dynamically balanced.

2.29 CODES AND STANDARDS

2.29.1 The design, materials, construction, manufacture, inspection, testing and


performance of horizontal centrifugal pumps shall comply with all currently
applicable statutes, regulations and safety codes in the locality where the
equipment is to be installed.

2.29.2 In particular following standards are applicable:

API 610 (6th Edition) - Centrifugal pumps for General Refinery Service

API 611 (5th Edition) - General purpose Steam Turbines for Chemical
and Gas Industry Services

2.30 EQUIPMENT QUALIFICATION CRITERIA

2.30.1 PROVEN TRACK RECORD (PTR)

Pump vendor shall complete the experience record Performa‟s enclosed with
the inquiry document to amply prove that the offered pumps meet the
technical requirements put forth in the specification for technical acceptance.
Vendor may furnish additional information to justify that the technical
requirements is being met. In addition, manufacturer‟s catalogue and general
reference list for centrifugal pumps shall also be furnished along with the
proposal.

2.31 DESIGN AND CONSTRUCTION REQUIREMENTS

Design and construction of cooling water pumps (both turbine and motor
driven) shall conform to the requirements specified in the corresponding
Data Sheet-A of Section D and also to the requirements specified hereunder
not withstand whether are not these have been specified in Data Sheet-A of
Section D or elsewhere.

2.31.1 DESIGN REQUIREMENTS

(a) The Vendor shall assume unit responsibility for the equipment
included in his scope.

(b) Steam turbine driven pump shall be complete with gear box (if
required) and coupling between the steam turbine drive, driven
equipment and recirculation control valve.

(c) Motor driven pump shall be complete with drive motor, shaft coupling
and associated gear drive (if applicable), lubricating oil system,
recirculation control valve.

(d) The steam turbine driven pump and motor driven pumps shall have
matching characteristics to enable smooth parallel operation of Steam
turbine driven pump & Motor driven pump over full range of capacity
and shall be of identical design to provide total interchange ability.

(e) In case of unstable (drooping) characteristics the duty point shall be


well away from the unstable region. Besides the actual flow rate
versus head curve, curves for minimum and maximum impeller
diameters shall also be shown.

(f) Pumps that have stable head/capacity curves (continuous head rise
to shut-off) are preferred for all applications. When parallel operation
is specified, the head rise shall be 10-20 percent of the head at rated
capacity (the shut-off head shall be at least 110% of the differential
head).

(g) Pumps where difference between NPSHA and NPSHR is 1.0 meter or
less are not acceptable. The said NPSHR value shall correspond to
the maximum value of NPSHR from the rated flow down to the
recommended minimum stable flow specified by the vendor.

(h) The rating of the pump driver shall be the larger of the following:

(i) The maximum power required by the pump from zero


discharge to run-out discharge at site climatic conditions.

(ii) 110% of the power required at the duty point at site climatic
conditions.

(i) Pumps shall run smooth without undue noise and vibration. Noise
level produced individually or collectively shall not exceed 85 dBA
measured at a distance of 1.0 metre from pump surface for the
recommended range of operation. The overall vibration level shall be
as per zones A and B of ISO 10816-1.

(j) Pumps with constant speed drivers shall be capable of atleast 5


percent head increase at rated condition and pump rated speed by
replacing with a new impeller or impellers. Offered impeller shall in no
case be less than the minimum diameter impeller.

(k) The best efficiency point for the furnished impeller is preferred
between the rated point and the normal point. However in no case the
rated point shall be beyond 110 percent of the best efficiency point of
the rated impeller.

(l) Pump Driver train shall be designed to be suitable for outdoor


installation without a roof.

(m) Lifting lugs/Eye hooks shall be provided for ease of lifting of complete
pump as well as the heavy maintenance components of the pump
(e.g. Top half casing cover of axially split pump).

(n) Pumps for parallel operation shall have characteristics for capacity
sharing. The shut off head in such cases shall not be less than 110
percent of the rated head and no more than 120 percent of the rated
head.

2.31.2 CONSTRUCTION FEATURES

(a) GENERAL

(i) In addition to static balancing, impeller and balancing drum


shall be balanced dynamically at or near the operating speed.

(ii) Pump shall be provided with renewable type casing ring and
impeller ring. The hardness of impeller ring shall be 50 BHN
higher than that of casing ring.

(iii) In addition to accessories listed in data sheet A of Section D,


any other accessories required for safe and efficient operation
of pump shall be provided.

(iv) The allowable loads on the pump nozzles shall be at least


twice the values listed in the relevant tables of API 610 (6th
Edition) without reference to any other criterion. The base
plate shall be designed to cater to the above increased loads.

(v) Leakage from the pump shall be led to the nearest surface
drain by OTHERS. Pump VENDOR shall provide necessary
arrangement like drip tray, base plate drain connection etc.

(vi) Stuffing box shall be of such design that it can be repacked


without removing any part other then the mechanical seal and
lantern ring.

(b) PRESSURE CASING

(i) Maximum allowable working pressure of casings/ flanges and


its associated parts shall in no case be less than the
maximum discharge pressure produced by the pump at shut-
off(including tolerances), at the maximum suction pressure,
for the maximum impeller diameter and the rated speed.
These casings/flanges shall be suitable for hydrostatic test
pressure of 1½ times the maximum allowable working
pressure.

(ii) Pump vent/drain to be provided with valve only

(iii) Pump shall have suction and discharge flanges designed for
the same rating. Unless otherwise stated, flanges shall be
machined and drilled confirming to ANSI B16.5 standard.

(iv) Pumps shall be provided with Flanged nozzles.

(v) Weld neck type carbon steel companion flanges with rating
conforming to applicable specification of ANSI, drilled and
faced in accordance with pump suction and discharge flanges
shall be supplied along with gaskets and fasteners for all
pumps.

(c) IMPELLER, SHAFTS AND SLEEVES

(i) Impellers shall be cast as one piece.

(ii) Shaft shall be provided with sleeves under the packing/seal


and shall be locked to the shaft. The material of sleeve shall
be 12 percent chrome steel (hardened).Where the size of the
pump makes the use of shaft sleeve impracticable, the shaft
shall be constructed of 12 percent chrome steel (hardened).

(d) MECHANICAL SEAL/PACKING

(i) Unless otherwise specified, the pump shall be supplied with


packings. Stuffing box shall have minimum five packing rings
plus lantern ring. Packing ring size shall be 3/8‟‟ or larger.

(ii) The mechanical seal shall be as per approved vendor list. In


case of any deviation to the approved vendor list the Bidder
shall provide suitable PTR for the same.

(iii) Mechanical seals plan need not conform to API 610


requirements.

(iv) Seal manufacturers specific recommendation shall be


obtained and submitted along with the proposal.

(v) All auxiliaries for flushing of mechanical seal shall be in


vendor`s scope of supply.

(e) BEARINGS

(i) Antifriction bearings shall be of standard type and shall meet


minimum L-10 rating life of either 25000 hours with continuous
operation at rated conditions or 16000 hours at maximum axial
and radial loads and rated speed.

(ii) The rise in bearing grease/oil temperature with continuous


running of the pump shall be within the allowance limits which
shall not exceed 30°C for grease and 39°C for oil lubricated
bearings above ambient. Cooling arrangements shall be
provided if required. Bearings shall be equipped with constant
level oilers, vent breather & drain point for oil lubricated
arrangements.

(iii) Sleeve bearing pumps shall be arranged so as to permit


measurement of shaft vibration adjacent to atleast one
bearing.

(f) VIBRATIONS

The following vibration limits shall be applied at rated speed and at


flow of ±10 percent of rated flow for horizontal pumps, unfiltered
vibration velocity for horizontal pumps operating at more than 6000
rpm with antifriction bearing or sleeve bearings when measured at the
bearing housing in horizontal or vertical direction shall not exceed 7.6
mm/sec (0.3inch/sec)

(g) MATERIALS

(i) The material of construction of parts shall be as specified in


the data sheet. Vendor shall furnish the equivalent material as
per ASTM. For impellers in bronze construction, the tip speed
shall be limited to 40 meters/sec. for tip speeds exceeding
40meters/sec, the material of impellers shall be stainless
steel.

(ii) Unless otherwise specified in the data sheet, material test


certificates (chemical and mechanical properties) shall be
supplied for impeller, shaft, shaft sleeve, wearing rings and
casings.

(iii) The repair of pressure castings by peening, plugging,


impregnating or by the use of plastic or cement compound is
prohibited. The inspector‟s prior approval shall be obtained for
the repair of castings. When authorized, repair shall be carried
out in accordance with applicable ASTM specification. Weld
repair of pressure containing parts of cast iron construction is
not permitted.

(h) ACCESSORIES

(i) COUPLING:

(i) Connection between pump and driver shall be made by a


flexible coupling. A spacer coupling (127 mm minimum normal
length), shall be used to permit the removal of coupling,
bearings, seal and/or rotor as applicable without disturbing the
driver, the suction and discharge piping, or the casing top
cover. It shall be the responsibility of the pump Vendor to
obtain Purchaser‟s approval for the selected coupling, its
make and rating.

(ii) Whether or not pump vendor is required to supply the driver,


he shall still deliver the fully machined coupling assembly
along with the pump. The driver shaft dimensions and
tolerances shall be furnished by the purchaser to the pump
vendor.

(iii) Removable coupling guard shall be provided which shall be


fabricated from non-sparking material, and shall be open at
the bottom to permit manual shaft rotation. The guard shall be
sufficiently rigid to withstand deflections as a result of bodily
contact of nominally 100 kg.

(iv) Coupling guard made of expanded metal and bolted to the


base plate shall be furnished.

(j) BASEPLATES:

(i) Baseplate shall extend under the pump, gearbox and


motor/turbine driver and shall be fully machined for mounting
the above equipment. Baseplate shall be steel fabricated and
shall have sufficient rigidity to avoid vibration and distortion.
Baseplate shall be so designed as to facilitate proper grouting
(Vent holes where required shall be provided).

(ii) Baseplate shall be cleaned Shot/Grid blast inside and outside


and coated with suitable anticorrosion paint as specified in
Paining Specification.

(iii) The baseplate shall be provided with lifting lugs for at-least a
four point lift. Lifting the baseplate complete with all equipment
mounted shall not permanently distort or otherwise damage
the baseplate or machinery mounted on it.

(iv) For driver trains above 75kW, alignment positioning screws


shall be provided for each drive element to facilitate
longitudinal and traverse horizontal adjustments. The lugs
holding these positioning screws shall be attached to the base
plate so that they do not interfere with the installation or
removal of the drive element.

(v) Vertical leveling screws, spaced for stability shall be provided


on the outside perimeter of the baseplate. These shall be
numerous enough to carry the weight of the baseplate, pump,
gear-box (if any) and driver without any excessive deflection.

(vi) Pump and Driver shall be on common base frame.

2.32 PERFORMANCE GUARANTEE

Performance parameters to be guaranteed by the VENDOR and tolerances


permitted shall be as indicated in data sheet A of Section D. BIDDER shall
confirm acceptance of these by indicating values in data sheet B of Section D.
Pump or any portion thereof is liable for rejection, if it fails to give any of the
guaranteed performance parameters.

2.33 TESTS AND INSPECTION

(a) Unless otherwise specified, all pumps shall be inspected and all tests
shall be witnessed by the purchaser or by the purchaser‟s authorised
representative.

(b) Purchasers or their authorised representative shall have access to the


plant including sub vendors plants where work on or testing of
equipment is being performed.

(c) No surface of parts of pumps is to be painted until the inspection is


completed.

(d) Vendor shall give to the purchaser atleast 15 days notice prior to
commencement of testing. Vendor shall carry out all running tests
and mechanical checks and satisy himself prior to purchaser‟s arrival
for inspection and shall maintain desired log of tests.

(e) Acceptance of shop test does not constitute a waiver of requirement


to supply equipment as per specification and/or to meet field test
under operating condition, nor does inspection relieve the
manufacturer of his responsibility in any way whatsoever.

(f) Hydrotest pressure on casing shall be 1.5 times maximum allowable


casing pressure. Unless otherwise stated in data sheet A of Section
D, the hydrostatic tests on the casing shall be conducted for a
minimum duration of 30 minutes.

(g) The pumps shall be tested as per API 610 (6th Edition), at rated
speed at MANUFACTURER's works to measure capacity, total head,
efficiency and power. These tests shall form the basis for acceptance
of pumps except for vibration and noise. The pumps shall be tested
over the range covering from shut-off head to the maximum flow.

(h) After installation, the pumps shall be subjected to testing at site also.
If the site performance is found not to meet the requirements
regarding vibration and noise as specified, the equipment shall be
rectified or replaced by the VENDOR, at no extra cost to the
PURCHASER.

(i) Minimum inspection requirements for pump shall be as per


TCE.6079A-186-32.

2.33.2 PERFORMANCE TEST

(a) Unless specifically agreed upon, pump shall be tested at the speed
specified in the data sheet with calibrated motors, atleast for four
hours. During the four hour run test, complete data including
pressure, capacity, power, vibration levels, bearing temperatures and
noise levels shall be recorded and guaranteed parameters verified.

(b) The pump shall be tested with water at ambient temperature.

(c) The performance test for the pumps shall be in accordance with API
610 (6th edition) and the tolerance of the guaranteed parameters
shall be as follows;

Rated head : Zero negative tolerance.

Shutoff head : Zero negative tolerance. positive tolerance permitted


as long as shutoff head does not exceed 120 percent
of rated head.

NPSH(R) : Zero positive tolerance

Rated BKW : Zero positive tolerance (However pumps may be


accepted upto104 % of guaranteed BKW subject to
penalties as defined elsewhere)

(d) At least five values between duty point and shut off head and two
values on the right of duty point including one point with discharge
valve fully open, shall be measured and recorded during tests. All the
instruments used for conducting the tests shall be calibrated before
tests and calibration certificates furnished from a recognised testing
institution to inspector.

2.33.3 NPSH TEST.

Unless otherwise specified NPSH test shall be carried out where difference
between NPSH available and NPSH required is 1.0 meters or less.

NPSHR data shall be taken at the following four points: minimum continuous
stable flow, midway between minimum and rated flows, rated flow, and 110
percent of rated flow.

2.33.4 VIBRATION MEASUREMENT

During performance test vibration shall be measured on the bearing housing


for the capacity range of ±10 percent of the rated capacity.

2.33.5 DISMANTLING INSPECTION

After the performance test, 4 hours running test and NPSH test (if any), the
pump shall be dismantled, to check for wear. Parts having close clearance
and mechanical seal faces shall be checked for any abnormal rubbing and
wear. Wear ring clearance shall be measured and recorded.

2.33.6 FINAL INSPECTION

(a) After the performance/dismantle test the pump and the job driver shall
be unitised on the job base plate, aligned and coupled to make a
complete unit. The pump will then be checked for visual inspection to
confirm compliance to the GA drawings, nozzle dimension,
elevations, anchor bold position, direction of rotation etc.

(b) If it is necessary to dismantle a pump after the performance test for


the sole purpose of machining impellers to meet the tolerance for
differential head, no re-test will be required unless the reduction in
diameter exceeds 5 percent of the original diameter. The diameter of
the impeller at the time of shop test, as well as the final diameter of
the impeller, shall be recorded on a certified shop test curve that
shows the operating characteristics after the diameter of the impeller
has been reduced.

(c) If it is necessary to dismantle a pump for some other correction, such


as improvement of power, NPSH, or mechanical operation, the initial
test will not be acceptable, and the final performance test shall run
after the correction is made.

2.34 PREPARATION FOR SHIPMENT

2.34.1 After all tests are completed and after inspection is made, all exposed
mechanical surfaces and all internal parts shall be thoroughly coated with a
rust preventive. All exterior parts of the unit except machined surfaces shall
receive one prime coat and one coat of vendor‟s standard enamel.

2.34.2 All flanges, nozzles shall be blanked off. All untapped openings shall be
provided with substantial wood or metal closure. The ends of small piping
may be sealed with tape.

The pump shall be supplied with a nameplate containing the following


information:

- Purchaser‟s Item No.

- Manufacturer‟s Name

- Type and Serial No

- Speed

The name plate shall be of stainless steel and relevant information shall
be punched into the same.

2.34.3 All auxiliary, dismantled and packed separately shall be properly marked with
the item No. for which it is intended by means of metal Tag.

2.34.4 Pump with auxiliary shall be suitably packed, fastened to avoid damage
during transit and crated for shipment and storage for the period of 12
months. Lifting, unpacking and handling instructions shall be securely
attached to the exterior of the largest packing in a well marked weather proof
container. The upright position of lifting points, gross weights and dimensions
be clearly marked on each package. Each package shall clearly identify the
equipment contained therein. If any extra precaution is to taken by the
purchaser for storage beyond 12 months the same shall be explicitly
indicated in the operation and maintenance manuals.

3.0 STEAM TURBINE DRIVE AND ITS ACCESSORIES

3.1 SCOPE

This specification covers the design, material of construction, manufacture,


inspection and testing, delivery, commissioning and performance testing at
site and supply of steam turbine drives and accessories. However, nothing in
this specification shall be construed to relieve the VENDOR of his prime
responsibility to supply the equipment capable of continuous, safe and
trouble free operation as intended.

3.2 CODES AND STANDARDS

3.2.1 The design, materials, manufacture and performance of the steam turbine
drives and accessories shall conform to the latest editions of the codes and
standards indicated in Data sheet A for steam turbine drive & accessories.
The equipment shall also comply with all currently applicable statutes,
regulations and safety codes in the locality where the unit will be installed.

3.2.2 Except as modified herein, the general purpose steam turbine and their
auxiliaries shall be designed, fabricated, tested and supplied strictly in
accordance with API Standard - 611, (5th Edition) ”General purpose steam
turbines for petroleum, chemical and Gas industry services”.

3.3 SPECIFIC REQUIREMENTS

3.3.1 Following specific requirements shall be applicable for accepting the offered
turbine drive model.

(i) Steam turbine offered shall be as per approved vendor list.

(ii) The steam turbine model offered shall be from a regular


manufacturing range of the manufacturer.

3.3.2 Proven Track Record (PTR)

Steam turbine vendor shall complete the PTR as enclosed in the inquiry
specification to amply prove that the equipments offered meet the
qualification criteria for technical acceptance. Steam turbine vendor may
furnish additional information to justify that the technical qualification is being
met. In addition, manufacturer‟s catalogue and general reference list for all
the above equipments shall also be furnished along with the proposal.

3.4 DESIGN AND CONSTRUCTION REQUIREMENTS

Design and construction of steam turbine drives shall conform to the


requirements specified in the corresponding Data Sheet-A of Section D and
also to the requirements specified hereunder not withstand whether are not
these have been specified in Data Sheet-A of Section D or elsewhere.

3.4.1 Design Requirements

(a) The steam for cooling water pump turbine drive (CWPTD) will be
supplied from medium pressure (MP) steam header. The exhaust is
fed back into the low pressure (LP) steam header. The steam
parameters of both inlet and exhaust of the turbine are indicated in
Data sheet - A of Section D. Necessary facilities shall be provided by
the vendor for meeting the specified requirement. Steam turbine
drives shall be rated based on MINIMUM steam conditions available
at battery limits. Mechanical design pressure and temperature of the
steam turbine driver shall not be less than 23.0 / fv kg/cm2 (g) @ 400
°C as specified in data sheet A of Section D.

(b) Mechanical design temperature of Low Pressure steam header is 180


C. It is desired that the exhaust steam temperature under any steam
operating conditions is kept below this temperature and if this
condition is not met, the vendor has to provide a desuperheating
station to limit the exhaust steam temperature below 180 C at the
equipment battery limit. Technical specifications of desuperheater
shall be subject to purchaser‟s review and approval during detailed
engineering.

(c) The steam turbine shall run smooth without undue noise and
vibrations. The magnitude of vibration (peak to peak) at bearing
housings shall be limited to the value specified in Data Sheet-A of
Section D. However, vibration at the journal shall not exceed 50
microns peak.

(d) The steam turbine shall be sized to deliver continuously 110% of total
of the rated pump BKW and gear box losses at its corresponding
speed with coincident minimum steam inlet and maximum steam
exhaust conditions, as specified on data sheet A of Section D. The
maximum power shall include all mechanical losses, seal losses,
transmission losses etc.

(e) Turbines shall be capable of following:

(i) Operating at normal power and speed under normal steam


conditions. The manufacturer‟s certified steam rate shall be at
these conditions.

(ii) Delivering rated power at its corresponding speed with


coincident minimum inlet and maximum exhaust conditions as
specified on the data sheets. To prevent over sizing or to
obtain higher operating efficiency, the purchaser may desire to
limit maximum turbine capability by specifying normal or a
selected percentage of rated power instead of rated power.

(iii) Continuously operating at maximum continuous speed and at


any speed within the range specified.

(iv) Continuously operating at rated power and speed under


maximum inlet steam conditions and maximum or minimum
exhaust steam conditions.

(v) Operating with variations from rated steam conditions in


accordance with NEMA SM 23.

(vi) The maximum sound pressure level of the turbine shall not
exceed 85 dBA measured at 1 m from the outer surface of the
equipment for the recommended range of operation.

(vii) Motors, electrical/instrument components and


electrical/instrument installations shall be suitable for Zone 2,
Group IIC, T3.

(viii) All safety & protection devices required for safe operation of
turbine shall be provided by the Bidder. Bidder shall note that
MP steam supply shall be provided at the inlet nozzle and LP
steam shall be drawn from the discharge nozzle – the turbine
unit complete in all other aspects shall be provided by the
Bidder.

3.4.2 CONSTRUCTION REQUIREMENTS

(a) GENERAL

(i) The casing shall be axially split along the axis to enable easy
removal of access to the rotor. It shall be of steel, heat
treated, accurately machined to size and proportioned so that
critical speeds are well above the operating speed. Axially split
casings shall use a metal-to-metal joint (with a suitable joint
compound) that is tightly maintained by suitable bolting.
Gaskets (including string type) shall not be used on the axial
joint. When gasketed joints are used on radially split casings,
they shall be securely maintained by confining the gaskets.
The rotor shall be statically and dynamically balanced at shop.

(ii) All steam nozzles and blading shall be of corrosion and


erosion resistant alloy steel suitable for the temperature
encountered. All blading shall be securely fixed to the rotor
and shall be renewable type.

(iii) The Cooling water pump turbine shall be designed for single
or dual admission from steam sources. The dual steam
admission features shall include stop valves & control valves
and nozzle ring.

(b) SHAFT SEALS

(i) Outer glands shall be sealed at the shaft by carbon ring. A


separate vacuum device shall be furnished for connection to
the glands to reduce external steam leakage and it shall be
mounted and connected by the vendor who mounts turbine on
the base plate.

(c) BEARINGS

(i) Thrust bearings shall be of tilting pad type. Journal or


spherically seated bearings lined with babbit or other suitable
antifriction alloy shall be provided. They shall be housed
outside the casing and readily accessible for maintenance.

(ii) The bearings shall have forced lubrication and designed to


avoid oil whip under all operating conditions. Bearings shall
have thermometers for lube oil and thermocouples for bearing
temperature measurements.

(d) LUBRICATION AND CONTROL OIL SYSTEM

(i) The bearing lubrication system for the proposed project shall
be complete with lube oil tank, oil pumps, strainers, oil coolers,
vapour extractors, integral piping, valves and fittings and
instruments. The main lubricating oil pump shall be shaft
driven & auxiliary oil pump shall be AC motor driven and have
adequate capacity to cater for start-up and shutdown
requirements. Both the main & stand by pump shall be sized
for full capacity. The Lubrication System for the turbine shall
be as per API 611, Fifth Edition.

Signals & alarms to be monitored shall be kept wired in


junction boxes by Bidder for further wiring to Purchaser‟s
Panel. Junction Boxes shall be provided by Bidder. Cabling
from junction boxes to Purchaser‟s Panel shall be done by
other Contractor.

(e) PROTECTIVE DEVICES

(i) The turbine shall be provided with constant speed, oil relay
governor as per API 611, Fifth Edition. The system shall have
provisions for tripping and resetting the turbine.

(ii) Suitable over speed trip system and quick closing type
emergency stop valve shall be provided. An internal pilot
valve, if necessary shall be provided in emergency stop valve
to enable the emergency stop valve to be opened against full
steam pressure.

Pushbutton shall be provided to manually trip the turbine. The


pushbutton shall be pressed to trip & twist to release type and
shall be mushroom shrouded. The pushbutton shall be
mounted in ex-proof enclosure of Cast Aluminium LM-6 body
suitable for the hazardous area classification.

(iii) A sentinel warning valve shall be supplied on the turbine


casing. The minimum setting shall be either 10 percent or 0.7
bar above the maximum exhaust pressure, whichever is
greater.Vendor shall also supply exhaust silencer for the
turbine.

(iv) Two probes shall be provided for measurement of vibration of


turbine casing. In case the vibration exceeds the acceptable
limits, the turbine shall be tripped. Potential free contact for
„High vibration‟ shall be suitably kept wired in junction box by
Bidder for further wiring to Purchaser‟s Panel.

(v) Speed sensors shall be provided for monitoring speed of


turbine. Signal (4-20 mA) shall be kept wired in junction box by
Bidder for further wiring to Purchaser‟s Panel.

(vi) All other protective devices required for safe operation &
emergency protection of the turbine shall be provided by the
Bidder. All electrical/electronic devices shall be ex-proof to the
hazardous area classification specified in this section.

(vii) All electrical/electronic signals to be monitored in Purchaser‟s


DCS shall be kept wired in junction boxes by Bidder for further
wiring

(viii) The necessary relay circuit for turbine trip based on trip
signals such as very low lube oil pressure, turbine casing
vibration high, manual trip pushbutton and any other trip
signals shall be provided in a suitable enclosure near the
turbine. The enclosure shall be of Cast Aluminium LM-6 body,
ex-proof with Ex(d) certification for the hazardous area
classification specified in the section

(f) COUPLING

(i) The coupling between the steam turbine drive and the pump
will be provided by the pump supplier and it shall be of flexible
element type conforming to API std. 671 of approved make
only.

(g) INSULATION AND JACKETING

(ii) Steam turbine casing, ESV, valves and exhaust nozzles upto
flanges shall be insulated with stainless steel meshed mineral
wool mattress formed in suitable sections for easy installation
and removal. The insulation shall be applied with layer of
finishing cement and then cladded with 18 SWG Aluminium
sheet.

(h) BASE PLATES

(iii) Turbine shall be mounted on the common base plate supplied


by the pump vendor along with foundation bolts. When
levelling plates are required, they shall be steel plates atleast
19mm (3/4 inch) thick. They shall be circular in shape in the
plan view. These levelling plates shall be supplied by the
vendor.

(iv) The turbine drive vendor shall supply holding down bolts to
secure turbine to base plate and shall furnish all the drawings
and details to the driven equipment (pump) vendor and extend
all co-operation to pump vendor during common base plate
fabrication to avoid misalignment in the base plate.

(i) SPEED REDUCTION GEAR

(v) Speed reduction gear, if required, shall be of reputed make


and type and shall be of approved makes as provided in the
Approved vendor list. Gear rated power shall be minimum
equal to the maximum installed power of the steam turbine
driver. The offered gear box model must meet the Specific
requirements as stated below:

(vi) The gear box model offered shall be from regular


manufacturing range of the gear box manufacturer.

(vii) The gear box model shall be identical or validly similar in


terms of rating, service factor, stages, speed ratio, pinion
speed, pitch line velocity, tooth profile, centre to centre
distance, materials (of gear pinion) and bearings (type, size,
material)as compared to at least TWO units designed,
manufactured, tested and supplied from the proposed
manufacturing plant and atleast ONE of these units shall have
successfully operated in the field for atleast 8000 hrs without
any major overhaul as date of issue of inquiry.

(viii) Proven Track Record

The gear box vendor shall complete the PTR as enclosed in


the inquiry specifications to amply prove that the equipment
offered qualifies for technical acceptance. Gear box vendor

may furnish additional information to justify that the SR is


being met. In addition, manufacturer‟s catalogue and general
reference list for the offered equipment shall also be furnished
along with the proposal.

(j) TURNING GEAR

(ix) Steam turbine drive shall have a suitable electric motor driven
rotor turning gear. The turning gear rotational speed shall be
as recommended by the vendor. A turning gear operating
stations with associated control features shall be provided and
detailed out by the vendor.

(k) LOCAL GAUGE BOARD

(x) All local instruments shall be mounted on a local gauge board


secured to the turbine base plate. The gauge board shall be
made of atleast 3 mm thick CRCA sheet. The gauge board
shall be closed on top, back & sides. All other specifications of
local gauge boards shall be as per API 611, Fifth Edition.

(l) SHOP INSPECTION AND TESTING

(xi) During the process of manufacture and shop assembly, the


Vendor shall perform all test and inspection specified in Data
Sheet-A of Section D in addition to those normally carried out
by the Vendor .Minimum inspection requirements for turbine
shall be as per TCE.6079A-185.21 and TCE.6079A-186.22
and for gear box shall be as per TCE.M4-186.40 and
TCE.6079A-186.45.General requirements for Shop Inspection
and Tests to be carried out by the
purchaser/consultant/inspection agency is indicated in section
E titled “Shop inspection and tests”.

(xii) The vendor shall notify the purchaser not less than 4 weeks
before the date of schedule testing and reconfirm the same
atleast one week before the firm test date.

(xiii) The preparation shall make the equipment suitable for 18


months of outdoor storage from the time of shipment unless
otherwise specified in the order. If any extra precaution is to
be taken by the purchaser for storage beyond 18 months, the
same shall be explicitly indicated in the operations and
maintenance manual.

(m) PERFORMANCE GUARANTEES

(xiv) The vendor shall guarantee the following performance


parameters of the turbine and shall carry out the performance

1.0 SCOPE

This specification covers the general design, materials, construction features,


manufacture, shop inspection and testing at manufacturer’s works and delivery at
site of Horizontal Centrifugal Pumps.

2.0 CODES AND STANDARDS

The design, materials, construction, manufacture, inspection, testing and


performance of horizontal centrifugal pumps shall comply with all currently
applicable statutes, regulations and safety codes in the locality where the equipment
is to be installed. The equipment shall also conform to latest applicable Indian or
equivalent standards. Other international standards are also acceptable, if these are
established to be equal or superior to the listed standards. Nothing in this
specification shall be construed to relieve the VENDOR of this responsibility.

3.0 DESIGN REQUIREMENTS

3.1 Pumps of a particular category shall be identical and shall be suitable for parallel
operation with equal load division. Components of identical pumps shall be
inter-changeable.

3.2 Flow rate versus head curve shall have a stable and continuously rising
characteristics towards the shut-off head. In case of unstable (drooping)
characteristics the duty point shall be well away from the unstable region. Besides
the actual flow rate versus head curve, curves for minimum and maximum impeller
diameters shall also be shown.

3.3 The shut-off head shall be at least 110% of the differential head.

3.4 The required NPSH at duty point shall be at least one (1) metre less than the
available NPSH.

3.5 The rating of the pump driver shall be the larger of the following:

(a) The maximum power required by the pump from zero discharge to run-out
discharge at site climatic conditions.

(b) 110% of the power required at the duty point at site climatic conditions.

3.6 The corrosion allowance for pressure parts shall be 3 mm.

3.7 Pumps shall run smooth without undue noise and vibration. Noise level produced
individually or collectively shall not exceed 85 dB(A) measured at a distance of
1.86 metres from the source in any direction. The overall vibration level shall be as
per zones A and B of ISO 10816-1.

3.8 In case of fire water pumps, pumps and drivers with all the accessories shall meet
the requirements of Tariff Advisory Committee (TAC) or any other standard as
called for in data sheet A. Pump type shall be as approved by TAC.

4.0 CONSTRUCTION FEATURES

4.1 In addition to static balancing, impeller and balancing drum shall be balanced
dynamically at or near the operating speed.

4.2 Pump shall be provided with renewable type casing ring. Pump having capacity
1,000 M3/Hr and above shall be provided with impeller ring in addition to casing
ring. The hardness of impeller ring shall be 50 BHN higher than that of casing
ring.

4.3 Pump casing shall be provided with drain and vent connection with plugged or
valve connection.

4.4 Bearing shall be oil-lubricated or grease-lubricated and shall have a life of 40,000
hours of working. In case of oil-lubricated bearing, constant oil leveller with
magnetic drain plug shall be provided.

4.5 Replaceable shaft sleeves shall be provided to protect the shaft where it passes
through stuffing box.

4.6 Stuffing box shall be of such design that it can be repacked without removing any
part other than the gland and lantern ring.

4.7 Mechanical seals shall be provided if called for in data sheet - A. If required, a
flushing line shall be furnished, complete with strainer and orifice, from the pump
discharge to the sealing face. When pumping liquid is not suitable for this
purpose, a flushing connection shall be provided so that it can be connected to an
external source. Auxiliary piping and plan shall be in accordance with appendix -
D of API 610.

4.8 The allowable loads on the pump nozzles shall be at least twice the values listed in
the relevant tables of API 610 without reference to any other criterion. The base
plate shall be designed to cater to the above increased loads.

4.9 All pumps, except for back-pull out type, shall be provided with flexible coupling.
Back-pull out type pumps shall be provided with spacer type coupling.

4.10 Coupling guard made of expanded metal and bolted to the base plate shall be
furnished for all coupled pumps.

4.11 In addition to accessories listed in data sheet A, any other accessories required for
safe and efficient operation of pump shall be provided.

4.12 All incidental piping and valves required for sealing, lubrication and cooling for
stuffing box packing and/or bearing of pump shall be furnished by the VENDOR.

4.13 Leakage from the pump shall be led to the nearest surface drain by OTHERS.
Pump VENDOR shall provide necessary arrangement like drip tray, base plate
drain connection etc.

5.0 TESTS AND INSPECTION

5.1 Hydrotest pressure on casing shall be 1.5 times maximum discharge head or twice
differential head whichever is higher. ( Maximum discharge head = shut-off head +
maximum suction head). Unless otherwise stated in data sheet A, the hydrostatic
tests on the casing shall be conducted for a minimum duration of 30 minutes.

5.2 The pumps shall be tested as per IS 5120, at rated speed at MANUFACTURER's
works to measure capacity, total head, efficiency and power. The negative
tolerance on efficiency shall be limited to 2.5% and not 5% as indicated in IS
5120. These tests shall form the basis for acceptance of pumps except for vibration
and noise. The pumps shall be tested over the range covering from shut-off head
to the maximum flow. The duration of the test shall be minimum one (1) hour.
Minimum five (5) readings approximately equidistant shall be taken for plotting
the performance curves.

5.3 After installation, the pumps shall be subjected to testing at site also. If the site
performance is found not to meet the requirements regarding vibration and
noise as specified, the equipment shall be rectified or replaced by the
VENDOR, at no extra cost to the PURCHASER.

6.0 PERFORMANCE GUARANTEE

Performance parameters to be guaranteed by the VENDOR and tolerances


permitted shall be as indicated in section C and/or data sheet A. BIDDER shall
confirm acceptance of these by indicating values in data sheet B. Pump or any
portion thereof is liable for rejection, if it fails to give any of the guaranteed
performance parameters.

1.0 SCOPE

This Specification covers the design, material of construction,


manufacture, inspection and testing of Steam Turbine Drives &
Accessories. However, nothing in this Specification shall be construed
to relieve the VENDOR of this responsibility to supply the equipment
capable of safe, satisfactory and trouble free desired performance.

2.0 CODES AND STANDARDS

2.1 The equipment shall conform to the latest editions of the codes and
standards specified in the Data Sheet-A and shall also comply with all
currently applicable statutes, regulations and safety codes in the
locality where the unit will be installed.

2.2 In case of conflict between the various codes and standards and
between the codes and standards and this specification, the matter shall
be referred to the PURCHASER and his decision on the same shall be
final.

3.0 DESIGN AND CONSTRUCTION REQUIREMENTS

The design and construction of the Steam Turbine Drives &


Accessories shall meet all the requirements of Data Sheet-A and also
those specified hereunder.

3.1 General

3.1.1 To have provision for maximum speed adjustment with a wide range
speed control from zero to rated speed.

3.1.2 No critical shaft speed to be within the normal operating range.

3.1.3 The source and condition of the steam for driving the steam turbine
drive during normal operation and at low loads to be as specified in
Data Sheet-A.

3.1.4 If specified in Data Sheet-A, steam turbine drive to be designed


suitable for dual steam admission with high pressure steam. The high
pressure steam to be used for startup and emergency. Dual admission
to have a valve chest construction with separate steam inlets so that the
drive turbine can be supplied with steam from either of the sources
specified in Data Sheet-A. The valve chest to be designed so that the

two steam sources are isolated from each other with automatic
selection and control of both inlet steam sources provided by the drive
turbine valve gear, as required, to meet the power requirements.

3.1.5 The steam turbine drive with its driven equipment to be mounted on a
common concrete foundation, thereby integrating the turbine unit and
simplifying the maintenance of alignment and operating stability.

3.1.6 The design of the steam turbine drive to have provision for the field
balancing adjustment without major dismantling of the equipment.

3.1.7 If specified in Data Sheet-A, earth-quake acceleration effects to be


considered in the design of the steam turbine drive and its accessories.
The equipment to function normally in the expected mode of operation
(starting, running or stopping) during and after the seismic disturbance,
the primary stresses induced by earthquake load considerations
combined with the normal loads, to remain within the elastic limit of
the material.

3.2 STEAM TURBINE CASING

3.2.1 To be designed to withstand the maximum pressure and temperature it


is subjected to, and also 25% over rated pressure for short duration.

3.2.2 To be finished to have symmetry to maintain thermal balance, required


rigidity and flexibility, and uniform shape and thickness and freeness
from sharp corners and material concentration to prevent localised
stresses and distortion.

3.2.3 To have provisions to take care of the effects of temperature changes


on the alignment of the rotating parts relative to the casing and glands
and for free movement of the casing due to expansion, both
longitudinally and transversely.

3.2.4 The design to permit inspection of the main bearings without


dismantling the casing, opening for insertion and inspection of
balancing weights and possibility to dismantle the casing with
minimum removal of insulation.

3.2.5 Horizontally split at the centreline for raising and lowering the upper
halves and rotor clear off the remainder of the machine. The horizontal
casing joint to be made steam-tight with metal to metal contact, and
without grooves, gaskets or joint compounds. If the design requires

that the casing cylinder horizontal joint bolts to be heat tightened,


necessary bolt heating equipment and accessories with controls to be
supplied.

3.2.6 The control valve chest to be an integral part of the steam turbine
casing. Stop valves to be directly connected to the steam chest or
interconnecting piping provided.

3.2.7 All pipe connections to be arranged to facilitate easy removal of the


casing for maintenance and overhaul.

3.3 EXTERNAL FORCES ON MAJOR PIPE CONNECTIONS

3.3.1 The installed equipment including its supports to be capable of safely


withstanding the forces and moments transmitted from any of the
PURCHASER'S piping connections at the interface of pipe to the
VENDOR'S nozzle.

3.3.2 In no case the acceptable reactions due to thermal and seismic loading
(if applicable) to be lower than the following :

3.3.3 For seismic conditions the allowable forces and moments to be


increased by a factor of 1.5.

3.3.4 For the purpose of establishing values in the above force moment
equations, PURCHASER'S piping connections are defined in Data
Sheet-A. Any deviations from this will be to match the VENDOR'S
materials and nozzle sizes. The maximum allowable stress in the
connecting piping as permitted by the code can be found in the ANSI
"Code for Pressure Piping" B-31.1.

3.3.5 Thermal expansion provisions upto the design temperature condition to


be provided on the condenser and its supports without inhibiting the
allowable reactions at nozzles as described above.

3.3.6 The BIDDER to submit to the PURCHASER, and obtain approval


before an order is placed, the reactions which he finds acceptable.

3.4 STEAM TURBINE ROTOR

To be of forged steel, heat treated, accurately machined to size, and


proportioned so that critical speeds are remote from the operating
speed. The vibration measured in any direction at the journals not to
exceed the values specified in Data Sheet-A at the operating speed.
The rotor to be statically and dynamically balanced.

3.5 STEAM TURBINE BLADING

3.5.1 To be designed to have a high efficiency of energy conversion, without


recompression at the blade roots, consistant with low loading, stressing
and vibration considerations, to ensure a high degree of availability.
All nozzles and blading in the steam path to be of corrosion and
erosion resisting alloy steel suitable for the temperatures encountered.
All blading to be securely and adequately anchored and rotor blading
shall be readily renewable. The BIDDER may offer his standard means
of blade fastening but must prove its satisfactory operational
experience. The blading to be designed to minimise the blade end
leakage.

3.5.2 The turbine blading to operate smoothly over the operating speed range
and it is important that the natural and harmonic frequency of vibration
of the last few rows of blades be such that they are well outside the
operating range to avoid resonant vibrations.

3.6 STEAM TURBINE STOP AND CONTROL VALVES

The steam turbine drive to be equipped with suitable emergency stop


and control valves complete with trip device, insulated piping and
supports mounted in fully accessible position. Valves and the
associated design to meet the following requirements.

3.6.1 Arranged to close through a trip device actuated either by overspeed


governor or by the action of the various protective devices.

3.6.2 Equipped with readily removable steam strainers for normal operation
and extra fine mesh temporary strainers for initial operation. The
permanent strainers may be separate item or an integral part of the
valve and are to be arranged so as to permit easy inspection and
cleaning. (Applicable only for stop valves).

3.6.3 To allow blowing out of the steam leads prior to startup of the turbines.

3.6.4 Stable and minimum vibration over the entire operating range.

3.6.5 Equipped with auxiliary contacts and limit switches for control
interlocks and signaling. The limit switches for each valve to be wired
to a terminal box near that valve.

3.6.6 To resist erosion due to steam flow.

3.6.7 Lagged and provided with lifting eye bolts and designed to keep the
noise level as specified in Data Sheet-A over the entire operating
range.

3.6.8 The trip device and the operating mechanism operating the valves to be
simple and rugged, designed for easy accessibility for inspection and
maintenance of the valves. The mechanism of each valve to be
equipped with a test device to check for valve travel, while the steam
turbine is in operation.

3.6.9 To have provision for remote manual operation of each valve from the
unit control board and for local manual operation from the steam
turbine front standard.

3.6.10 The emergency stop valve(s) (high pressure and low pressure) if not
mounted on the steam turbine casing, to be connected to the steam
turbine through a flexible arrangement of piping so as to avoid
transmitting undue expansion stresses to the steam turbine.

3.6.11 An internal pilot valve, if necessary, to be provided in each emergency


stop valve to enable the main valve to be opened against full steam
pressure and for obtaining sufficiently fine control of the steam for

3.6.12 The actuation of the trip device, both locally and remotely, to be
carried out by means of solenoid trip gear operating on DC supply,
operable by means of local push buttons and push buttons on the unit
control board and also automatically by any of the protective devices.
The protective trip conditions also to include additional requirement of
PURCHASER as specified in Data Sheet-A.

3.6.13 The control valves

a) To provide the required steam flow control when operating in


conjunction with the steam turbine drive governing system
described in Clause 3.13 of this specification.

b) Cam actuated type or bar lift type.

c) To have stellite inlays with stems hardened.

3.7 BEARINGS

3.7.1 a) Designed to avoid oil whip under all operating conditions.

b) Spherically seated, forced feed lubricated type, lined with


babbit or other suitable antifriction alloy.

f) The lower halves of the bearings to be capable of being


removed and replaced by minimum lifting of the shaft.

g) The thrust bearing shall be of Kingsbury or suitable pad type.

3.7.2 Each bearing to have the following instrumentation.

a) Thermowells in the oil drain line for inserting a thermometer as


well as a thermocouple.

b) Spring loaded, duplex RTD.

c) The location of the thermocouples to be at a point, where


maximum temperature of the babbit is expected.

d) The thrust bearing to have embedded thermocouples on thrust


(active) as well as on surge (inactive) pads.

e) Bearing vibration sensor, if specified in Data Sheet-A, along


with transmitters to be furnished with matching outputs for
Data Acquisition System (DAS) and remote indicating
instruments.

3.8 COUPLINGS

3.8.1 If specified in Data Sheet-A, the driven equipment shall be driven


through grease lubricated sealed type flexible couplings. The couplings
shall be supplied by the driven equipment VENDOR. The driven
equipment VENDOR shall furnish and ship turbine drive half of the
coupling and coupling cover, if applicable, (freight prepaid by the
driven equipment VENDOR) to the steam turbine drive VENDOR,
who shall finish bore, key seat and mount couplings on the steam
turbine drive shaft. The PURCHASER/ENGINEER shall furnish to
the VENDOR specific shipping and marking instructions for driver
half couplings.

3.8.2 Alternatively, if specified in Data Sheet-A, the driven equipment shall


be driven through 'disconnect flexible coupling' which shall be
supplied by the drive turbine VENDOR. The disconnect coupling shall
automatically disconnect the driven equipment from the drive turbine
so as to permit independent operation of the drive turbine on turning
gear. In this case, the half coupling of the driven equipment shall be

shipped, freight prepaid by the turbine drive VENDOR to the driven


equipment VENDOR for mounting.

3.9 TURNING GEAR

The turbine drive to be equipped with turning gear for rotating the
drive rotor at a required speed during start-up or while the unit is being
taken out of service. The turning gear to meet the following
requirements.

3.9.1 To be capable to be operated both locally and from the unit control
board with necessary interlock preventing start until adequate bearing
oil pressure is built up and to cease on loss of bearing oil pressure
while on operation. Necessary pressure switch at the main bearing oil
header, contacts and position indicating lights at the unit control board
to be provided for the purpose.

3.9.2 Hand barring gear to be provided for manually rotating the turbine
drive rotor in an emergency. Lubricating oil to be available during
manual operation.

3.9.3 The main turning gear may be AC motor driven or oil hydraulic type as
specified in Data Sheet-A.

3.9.3.1 AC motor driven turning gear

a) to have motor continuously rated to enable barring of the steam


turbine drive rotor, while the hot shaft cools down and also for
intermittent use during maintenance.

b) to be so arranged that the drive gears may be engaged manually


by means of an external lever, while the turbine drive is at rest
and automatically disengage and latch in a disengaged position
when the speed of the turbine is increased beyond that produced
by the turning gear on admission of steam.

3.9.3.2 Oil hydraulic turning gear to have its motive oil supplied from the
turbine's lubricating oil system.

3.10 GLANDS AND GLAND SEALING

3.10.1 a) Glands to be spring backed, steam sealed and multi-labyrinth


type, designed to provide a maximum number of throttlings in a
given axial length.

b) The design to permit examination and replacement, if necessary,


of the glands without lifting the upper half of the steam turbine
drive casing.

c) Gland assemblies to be mounted so as to result in uniform


transfer of heat to the drive rotor.

d) The gland assemblies not to be constrained in their expansion by


their mounting arrangements and not to impose thrusts on the
shoulders of the drive rotor and blade wheels as a result of rotor
eccentricity.

e) Carbon ring type gland seals shall not be acceptable.

3.10.2 a) The gland steam sealing arrangement to be as specified in Data


Sheet-A.

b) To automatically control the pressure and temperature of the


gland sealing steam under all operating conditions.

c) To be adequate for starting the unit under high vacuum.

d) To operate with the minimum of attention.

3.11 LUBRICATION SYSTEM

3.11.1 Steam turbine to be equipped with a complete pressurised lubricating


oil system in accordance with the requirements specified in Section-C
and to provide lubricating oil for the drive turbine as well as for the
driven equipment. The requirements of the driven equipment shall be
as specified in Data Sheet-A. If specified in Section-C or in Data
Sheet-A, the system shall also be designed to cater control oil
requirements for the drive turbine governing system.

3.11.2 The system to be complete with oil tank, oil pumps with drive motors;
strainers; oil coolers; vapour extractors, integral piping and valves.

3.12 CONTROL FLUID SYSTEM

3.12.1 If specified in Section-C or in Data Sheet-A, steam turbine drive to be


equipped with a complete pressurised control fluid system to cater
requirements for the steam turbine drive control system.

3.12.2 The system to be designed in accordance with the requirements


specified in Section-C and to comprise of storage tank; fluid pumps
with drive motors; strainers; fluid purification equipment; integral
piping and valves.

3.12.3 If specified in Section-C or in Data Sheet-A, the system to use fire


resistant fluid as the control fluid, to prevent fire hazards.

3.13 SPEED GOVERNING, PROTECTION AND ACCESSORY


EQUIPMENT

3.13.1 Steam turbine speed governing system to consist of and have


characteristics as follows :

3.13.2 The primary control system having an oil-operated, speed governing


system with flyball type or impeller type oil hydraulic speed sensing
element, incorporating an electric or pneumatic actuator which
positions the speed changer in response to a signal from the
PURCHASER'S control system and set of limit switches for indicating
lights and interlocks (one at each end of the stroke). Provisions for
mounting and actuating the PURCHASER'S device which will provide
a feed-back to the PURCHASER'S controller to be made.

3.13.3 As an alternative, if specified in Section-C, the system may be an


electro-hydraulic governor control system which receives a plant
demand signal (4-20 milli-amps or other PURCHASER approved
suitable signal) and uses this signal to set drive turbine operating speed
during normal unit operation or valve position control during startup.

3.13.4 Speed governing range variation depends on the type of driven


equipment, as indicated in Data Sheet-A. The actuator to be capable of
adjusting the turbine speed over this operating range.

3.13.5 A second system of remote manual control to be provided which will


be capable of bringing the turbine from a standstill to the minimum
speed required by the operating range specified in Data Sheet-A. The
system also to be capable of remotely controlling the turbine over the

operating speed range specified in Data Sheet-A, should the primary


system be out of service. This system to be capable of overriding the
primary system. Limit switches to be provided for indication of the
extreme positions.

3.13.6 The system to include main governor; auxiliary governor (if required to
increase the speed of operation of the control valves in the event of
sudden reduction to zero load); emergency overspeed governor, speed
changer etc. to make the system complete.

3.13.7 Protection devices, as specified in Section-C, to be provided with the


steam turbine drive unit.

3.14 TEMPERATURE MONITORING DURING STARTUP

Thermowells and double element chromel-constantan thermocouples


shall be provided in critical parts of the steam turbine for observing
metal temperatures during controlled starting operation and for data
logging. These shall include provision for observing and recording the
temperatures of critical parts like emergency steam stop valve, steam
chest, casing, casing flange and other parts of the drive turbine, which
in the opinion of the VENDOR, require monitoring during startup. All
thermocouple extension lead wires to be furnished and connected to a
terminal box.

3.15 THERMAL INSULATION AND LAGGING

Steam turbine and adjacent parts including piping supplied by the


VENDOR to be insulated with low conductivity inert plastic material,
where required, reinforced by wire net with 25 mm mesh between
applied layers. A rigidly reinforced steel housing having a neat
appearance to be provided to cover all parts of the drive turbine. The
metal housing and shell insulation to be easily removable for access to
the shell flange bolting, control valves and other parts that require
periodic inspection. Cylindrical/ rectangular jackets around individual
sections of the drive turbine assembly consisting of steel sheets and
bands are not acceptable.

4.0 SHOP INSPECTION AND TESTING

During the process of manufacture and shop assembly of the steam


turbine drive and accessories, the VENDOR shall perform all tests and
inspections specified in Data Sheet-A in addition to those carried out

standards, to the entire satisfaction of the PURCHASER.

5.0 FIELD TESTS AND PERFORMANCE TESTS

5.1 The following field tests shall be conducted on the steam turbine drive:

a) Barring gear to be proved by running tests.

b) Overspeed and tripping tests.

c) Balancing tests and vibration checks.

d) Demonstration of operation of governing mechanism.

e) Demonstration of capability of the steam turbine drive, full load


rejection test, mechanical excellence and general operational
behaviour.

f) Tests to demonstrate that the steam turbine drive meets the


guaranteed performance, including retests in the event of failure
to meet the guarantees.

g) Quick start tests.

5.2 The performance tests procedure details shall be governed by approved


International Codes/Standards.

However, the detail test procedure shall be as mutually agreed upon


between the VENDOR and the PURCHASER.

5.3 Performance tests for individual items of equipment shall be conducted


on all equipment supplied by the VENDOR. These shall include steam
turbine governor tests; full load rejection tests; overspeed and tripping
tests and other mechanical and electrical tests as considered necessary
by the PURCHASER/ENGINEER for ensuring that the plant supplied
complies with the specification.

5.4 Unless otherwise specified, all instruments and equipment required for
conducting the performance tests shall be loaned by the VENDOR at
Site at no additional cost to the PURCHASER. The instrumentation
for field acceptance shall include basketed type exhaust pressure
measurement elements.

Mechanical design temperature of Medium Pressure steam header is 15 bar and 280 C. It is
desired that the exhaust steam temperature under any steam operating conditions is kept
below this temperature and if this condition is not met, the vendor has to provide a
desuperheating station to limit the exhaust steam temperature below 280 C at the
equipment’s battery limit. Technical specifications of desuperheater shall be subject to
purchaser’s review and approval during detailed engineering.

5.Unitisation test:
Steam turbine driven pump units:
For steam turbine driven pump units with common base plate for pump, turbine and gear box,
unitisation of the complete train shall be done at pump manufacturer’s shop.
For steam turbine driven pump units with separate base plate for pump and separate base
plate for turbine and gear box, the unitisation of turbine and gear box shall be done at turbine
manufacturer’s shop.

6.Base plate:
The vendor on his option may provide either a common base plate suitable for mounting
steam turbine, gear box & pump or two separate base plates, one suitable for mounting
steam turbine and gear box and the other suitable for mounting CW pump. Common base
plate for turbine, gear box and pump and separate base plate for turbine and gear box shall
be supplied by the steam turbine manufacturer. Where a separate base plate is supplied for
the pumps the same shall be supplied by the pump manufacturer.

7.Exhaust Silencer & FE/FT


Vendor shall supply the following items also as loose supply items for each turbine:
(i) Exhaust silencer
(ii) FE/FT

8.Vibration and position detectors:


Vendor shall provide one velocity transducer/accelerometer at each radial bearing housing
along with monitors for sensing vibrations in vertical direction.

9. Suction flange rating shall be same as that of discharge flange rating.

10. Vendor has to provide pressure reducing valve at the steam turbine inlet to meet the
specified conditions.
