general, including those not expressly indicated in the text but necessary for the proper operation of the facility’s
equipment and systems. The VENDOR shall supply all components or services required for the satisfactory
operation of the facility, without any additional cost for the Buyer. The VENDOR shall take care that the scope
of supply includes all the components necessary for a proper and safe operation.
All the items of equipment shall be new and shall incorporate state-of-the-art technology in its area that has
been duly tested in similar uses (no prototypes shall be accepted).
The Supply shall comply with the terms and conditions figuring in this Technical Specification relating to
operational requirements, design and construction criteria, guarantees and delivery times. All the requirements
or recommendations commonly established for the design, material selection, manufacture, inspections, tests,

accordance with good practice and are included in the VENDOR’s scope.
The Tender shall include and quote all the works, materials and services in general that are not expressly
mentioned in the text, but that are necessary for the proper operation of the facility.
In case of contradiction among the various requirements included in this technical specification (and annexes),
the other contractual technical specification and/or the applicable standards or regulations, the one to be applied
is the most restrictive one, the one which gives better performance or benefit to the Purchaser. In any case, the
Purchaser reserves the right to decide which of the different requirements are to be fulfilled. In case of
contradiction, only the purchaser by a written statement is able to decide which is the compulsory requirement
to be finally applied.

4 TECHNICAL REQUIREMENTS
When the internal misalignment exceeds 1/in. (2.0 mm), it is preferred that the component with the wall extending
internally, be internally trimmed (see Figure 1). However, trimming shall result in a piping component thickness
not less than the minimum design thickness, and the change in contour shall not exceed 30 deg (Figure 1). In
adittion the bevels shall be satisfied the ASME B16.25 requirements.
Pieces
In order to fulfil with the below requirements, in HP Steam TP´s is necessary a transition piece (8” Sch120 P91)
between NEM piping (8”sch 120 P22) and TSK piping (8” Sch 80 P91), when this requirements:
- Length: 300mm
- Diameter: 8” Sch120
- Other considerations:

In order to fulfil with the below requirements, in LP Steam TP´s is necessary a transition piece (10” Sch STD A-
106) between NEM piping (10”sch STD A-106) and TSK piping (10” Sch 20 A-106), when this requirements:
- Length: 300mm

Auxiliary Steam (P91 to P11)
In order to avoid any damage in P11 (See below Special requirements for Gr.91 to Gr 11) , in Auxiliary Steam
is necessary a transition piece when this requirements:
- Length: 300mm
In order to avoid any damage in valve material, in TP is necessary a reducer transition piece (12” x 10”) between
Siemens valve and TSK piping, when this requirements:
- Schedule: Variable thickness (side TSK Sch 80 & side Siemens Sch 160) according to figure 5.
- The end preparations between pipe and reducer shall be satisfied the ASME B31.1 (127.3 Preparation
for Welding) and ASME B16.25 requirements.

Piping systems shall be constructed in accordance with the requirements of ASME B31.1 chapter V, para. 127.2.
These requirements apply to all fabrication, assembly, and erection operations, whether performed in a shop or
at a construction site.
The approval of this material shall be provided by the Contractor (PQR/WPS). Generally the A - number shall
be used for procedure qualification see QW442.
Storage and drying of welding consumables shall be temperature and humidity controlled. The instructions and
recommendations of the consumable supplier shall be considered. A procedure for handling of consumables
shall be provided.
For P91 to Stainless steel piping, using a Ni-based electrode (suggestion of Siemens): ERNiCr-3 such
as Böhler Nibas 70/20-IG for GTAW using Argon shielding gas.

For carbon steel to stainless steel welded connections <=350°C (design temperature), a 309-Filler as
minimum shall be considered (Siemens suggestion) based on an approved PQR incl. proof of
resistance against corrosion.
For carbon steel to stainless steel welded connections >350°C (design temperature), a Ni-base
electrode shall be considered, based on an approved PQR incl. proof of resistance against corrosion.
All welding consumables and flux shall be handled according to the suppliers recommendations.
SMAW-electrodes shall be used only out of a heated quiver (≥80°C) or from vacuum packs. Vacuum
packs shall be marked with the date and time of opening. Re-drying of electrodes is only allowed
once.
If the flux handling gives reason to doubt in the effective moisture control the approval for SAW can be
withdrawn by Siemens immediately.
Welding consumables shall be ordered with specific material test reports (EN 10204-3.1 or ISO
10474) at least for the chemical composition and shall be ordered from a minimum number of heats
for one project. The chemical composition shall show all significant elements, incl. [Ni] and [Mn] to
determine a safe upper limit for the PWHT-temperature. The lower limit for the AC1- temperature as
guaranteed by the manufacturer of the welding consumable shall be taken into account. Alternatively
the lower limit shall be estimated from the specific chemical composition of the welding consumable.
In order to avoid any damage in P11 (with a critical temperature of 1430ºF/775ºC) when it is weld to
P91 due carbon migration and P91 PWHT temperature, it is recommended to use a intermediate
piece (pup piece) of P22.

In that case, a P22 piece of 300mm length between P11 and P91, welding directly P22 to P91 with a
electrode type B3.
Other solution (buttering P91 with a electrode type B2, before weld P91 to P11) should be approve in
written by BUYER.

6 QUALITY REQUIREMENTS
The product covered by this specification shall comply with the requirements figuring in said specification and
with those imposed by the operating conditions. Furthermore, it shall also comply with international best practice
of recognized prestige.
For this purpose, the VENDOR shall apply and document a quality system as per ISO 9001. The scope of this
system shall cover all the products, systems and services connected with the contract and, consequently, the
VENDOR shall be responsible of its application throughout the chain of subcontractors.
Furthermore, the VENDOR shall prepare and deliver an Inspection Points Program for the Supply, a
Manufacture and Quality Procedure and a Final Quality Control Report.
Purchaser reserves the right to verify and assess the application of the quality system defined, including that of
its subcontractors, at any time during the life of the contract. This right extends to the final customer and their
authorized representatives.
Should there be any deviation in the application of the quality system that entails any doubt or evidence regarding
product quality, the Purchaser reserves the right to carry out verifications or tests additional to those initially
scheduled either at the VENDOR’s premises or at those of its subcontractors.
Acceptance by the Purchaser of any document or activity associated with the product does not exempt the
VENDOR from its obligation to supply and install a product fully compliant with the specification and the service
conditions and requirements.
Purchaser's inspectors and/or representatives shall verify the progress of the work by means of visits to
Contractor's premises. They shall verify that work is on schedule and that material and/or equipment is being
manufactured in accordance with the technical specifications, codes, standards and procedures detailed on the
purchase order and attachments thereto.
After contract award, the detailed list of tests must form the basis of an inspection test program from which
Purchaser will select tests to be witnessed by Purchaser's representatives. Tests must be recorded by issuing

tests certificates stating all significant test parameters. Test certificates are to be dispatched promptly to
Purchaser after test completion.
Witness and approval of tests by Purchaser's representatives will not relieve Contractor of any contractual
liabilities or responsibilities.
