1 Introduction
Constance La Gaiété Co. Ltd. (CLG), hereinafter referred to as the Promoter, owner
of a plot of land of 106 000 m2 (part of a larger plot of land, 54.0497 ha) at Boulet
Rouge, Central Flacq, intends to promote the property as a residential development
of 149 plots. The development will be an extension of their Boulet Rouge Phase 1
and 2 morcellements.
Arup SIGMA has been appointed by the Client to perform a site wide drainage
study to define a strategy for managing the surface storm water runoff flowing
within the development and offsite. This technical report has been prepared for
submission to the relevant authorities to facilitate the necessary clearances and
approvals with respect to storm water drainage of the residential development.
Figure 1 of Appendix A shows the Location plan of the site and its boundaries.
The scope of this report is to:
 Describe the existing site conditions.
 Describe the hydrology of the catchment pertaining to the project area.
 Define the proposed storm water drainage network.
 Design the storm water drainage infrastructure for a minimum 1:10 year rainfall
return period.

2 Pre Development Drainage

2.1 Existing site conditions and topography


The topographical levels, existing features including electricity services, boundary
walls, bus layby and storm water drain on project site have been surveyed by Sworn
Land Surveyor, J.C d’HOTMAN de VILLIERS, of SDDS. The iso-level contours
are at 0.5m intervals.
In general, Boulet Rouge Phase 3 site is bounded as follows:
Due North: By Renganaden Seeneevassen Street (B28)
Due East: Land belonging to Constance La Gaiété Co.Ltd.
Due West: Boulet Rouge Phase 2 existing morcellement
Due South: Track Road belonging to Fuel
Figure 2 of Appendix A shows the survey of topographical levels and existing
features. It can be observed that part of the site slopes towards the north to a low
point of level 54.50m AMSL adjacent to B28 road. The other portion of the site
inclines towards the north eastern direction to a low point of 55.50 m AMSL next
to B28 road.

2.2 Site geology


Percolation tests were performed in 5 trial pits to a depth of at least 3m. The average
value of percolation rate obtained was 256 mm/hr. There was no evidence of water
table in the infiltration test pits.

2.3 Existing rainfall catchment


The rainfall catchment draining within the project site were defined and indicated
on Figure 3 of Appendix A. Contours available on the Ordinance Survey map of
Mauritius (scale 1:25000) was used for outlining the catchment boundaries where
topographical survey was not available. Flow directions were simulated using
AutoCAD Civil 3D which also assisted in outlining the catchment subdivision,
high/low points and natural flow paths.
At present, most of the onsite catchment area is under sugarcane cultivation and
track roads. Rainwater is being intercepted by sugarcane plantation and excess
runoff will flow towards the two low points and the existing drain running along
Renganaden Seeneevassen Street B28.
Catchments C.A, part of C.B and C.D form the offsite catchment which drains
towards the project site. Runoff from catchment C.A is being discharged into an
infiltration trench along rear boundary wall of Boulet Rouge Phase 2 whereas
approximately 50% of catchment CB in addition to CD slopes towards the project
site. The offsite drainage works for catchment CA only have already been
implemented during Boulet Rouge Phase 2 construction. More details are given in
section 3.2 of this report.
Presently, there are 2 existing soakaways which are used as disposal system for
Boulet Rouge Phase 2 storm water drainage. Overflow from the two soakaways
follows the natural drainage paths towards low point 1 of Boulet Rouge Phase 3
development.
The total catchment area flowing within the project site and offsite is 0.203 km2.
Two low points have been identified as indicated on Figure 3 of Appendix A.
Catchment area flowing towards low point 1 is 0.043 km2 (considering an additional
10% of catchment area flowing towards soakaway 1 and 2 of Boulet Rouge Phase
2) whereas at low point 2 is 0.17 km2.

2.4 Existing drainage structures


There is an existing rectangular drainage structure with both gratings and concrete
covers along the inner side of the boundary wall adjacent to Renganaden
Seeneevassen Street B28. This drainage structure belongs to Constance La Gaiété
Co. Ltd which was constructed by the Local Authority as a means to capture runoff
from the upstream land and flows towards its outlet at River Coignard.

2.5 Peak flow estimation

2.5.1 Assumptions
The Ministry of Public Utilities commissioned a study into land drainage issues,
which was completed in 2002. The report contains guidance on the control of
surface water runoff and suggests how drainage systems should be implemented in
development projects. With reference to ‘Study of the Land Drainage System of the
Island of Mauritius’, SCS-UH method should be used for flood design purposes for

catchments greater than 1.5km2. For catchment smaller than 1.5km2, rational
method is the preferred technique.
Therefore, the rational method was used to estimate the peak flow of each
catchment as the area is lesser than 1.5 km2.
The following assumptions have been made:
 Runoff have been estimated for 10-year rainfall return period event.
 Rainfall is uniformly distributed over the catchment area and is constant over
time for the storm return period and intensity.
 The rainfall intensity used is taken from the IDF Curves published by the
Mauritius Meteorological Services (MMS) at Vacoas.
 The sub catchments are treated as single units.
 Flow is estimated at the furthest point downstream of each catchment and at the
two low points.
 The storm duration is assumed to be equal to the time of concentration for each
sub catchment.
 All the surface runoff from the catchment follows the natural drainage path of
the catchment
 No allowance has been made for evapotranspiration, assuming that during the
flash flood, the amount of evapotranspiration is almost negligible.
 A runoff coefficient of 0.3 is assumed applicable for a pervious area with
vegetation cover for Boulet Rouge Phase 3 site.
 A runoff coefficient of 0.5 is assumed applicable for Boulet Rouge Phase 2 built
up area.
 An allowance of 10% for overflow from the existing two soakaways for Boulet
Rouge Phase 2 storm water drainage has been taken into account.

2.5.2 Rational Method


Peak flow rate is given by:

Considering the 10% of the catchment discharging to each soakaway of Boulet


Rouge Phase 2 gets overflowed to Boulet Rouge Phase 3 site, therefore, the total
discharge flow at the two lowest points of Boulet Rouge Phase 3 is calculated as
follows:

3 Post Development Drainage

3.1 Development components


The Boulet Rouge Phase 3 residential development will comprise the following
infrastructure and amenities:
 2 main accesses on Renganaden Seeneevassen street B28 and inner distributor
roads for vehicular traffic circulation.
 Pedestrian walkways and cycling track.
 Storm water drainage system.
 Potable water system.

3.2 Storm water management strategy


Following analysis of the existing condition, a storm water management strategy to
effectively channel storm runoff from the road, plots and offsite of the residential
development has been formed.
400mm diameter slot drains will be used to channel rainfall runoff. Where capacity
is exceeded, 600mm RC pipes with inlets (manhole with grating) at 15m intervals
will be used. Part of the network will be discharged into two on-site soakaways and
part will be discharged into an existing NDU drain which thereafter reaches into the
River Coignard.
The inlets will have removable gratings and traps to allow silts to be collected and
removed before entering the piped network. The manholes will also be used as
access chambers and will be positioned at all changes in direction. Similarly,
manholes will be provided for slot drains at every junction.
Runoff from catchments C.A will be intercepted by an existing infiltration trench
adjacent to boundary wall and channel to a 450 mm diameter pipe servitude which
thereafter connects to the roadside drain of Boulet Rouge Phase 2. The infiltration
trench acting as a cut off system has already been implemented during Boulet
Rouge Phase 2 construction.
Each plot owner will have to cater for its own stormwater disposal system. An
allowance of 10% has been taken into account for any excess runoff from the plots
into the roadside stormwater reticulation system.

3.3 Post Development rainfall catchment


The rainfall catchment that will flow into the road drainage system has been
subdivided into sub basins according to topography of the site and the slope of the
road. The catchment in the post development condition has been shown in Figure
4 of Appendix A.

3.4 Peak flow estimation


A broad estimate of peak flows for each catchment is made using the rational
method because the individual sub catchments in the developed plan are relatively
reduced compared to the existing condition. Also, since it is assumed to be an urban
type development (paved, impervious, structured drain system), the rational method
will be most appropriate to give more conservative results for the flows that can
produce.

3.4.1 Assumptions
The assumptions enumerated in section 2.5.1 are applicable in addition to the
following:
 Each plot will have its own stormwater disposal system.
 A runoff coefficient 1 was used for Boulet Rouge Phase 3 road network plus
reserves (hard surfaces).
 Extra 10% of the measured catchment area taken as factor of safety to cater
for any excess runoff from plot areas.
 An allowance of 10% for overflow from the 2 soakaways of Boulet Rouge
Phase 2 has been taken into account.
 A rainfall return period of 10 years has been used.

3.4.2 Peak flow


The peak flow has been calculated for each stretch of storm water pipe as shown
in Appendix B and summarized in Table 1 below.

4 Storm water Infrastructure Design


According to BS EN 752: 2008, the hydraulic design of the storm water pipes
whether running full or partially full is calculated using the Manning’s equation.
Refer to Figure 5 of Appendix A for the proposed stormwater layout.

 The minimum size of RC pipe to be used is of internal diameter 300mm.
 A manning’s coefficient of 0.012 is used for RC pipes.
 A minimum velocity of 0.75 m/s to ensure self-cleansing.

The required RC pipe sizes to effectively drain storm water runoff from Boulet
Rouge Phase 3 vary between 400mm and 600mm. The interconnected pipes will
be connected to the existing NDU drain and on-site soakaways as shown on storm
water layout.
Two soakaways are being proposed. One is located below the footpath in between
plots 10 & 11 (SA. 1) and the second is located adjacent the entrance to the
development (SA. 2).

5 Conclusion
The stormwater network of Boulet Rouge Phase 3 will comprise the following:
 400mm diameter slot drains and 600mm diameter RC pipes with intermediate
inlets to collect stormwater runoff from roads and reserves.
 Connection of site storm water drainage system to existing NDU drain
alongside boundary wall adjacent to Renganaden Seeneevassen Road B28 and
two on-site soakaways.
 The flow directions within the proposed storm water pipes and the terminal
point at the existing NDU drain have been defined. The existing drain will
channel the storm runoff from the site to River Coignard.
