LESSON OUTCOMES

On completion of this lesson, the student should be


able to:

• Describe:
a) the National Nutrition Policy of Malaysia,
b) the National Coordinating Committee on Nutrition Malaysia
(NCCNM), and
c) the National Plan of Action on Nutrition Malaysia (NPANM)

• Describe case studies of national nutrition policies for some Asian


countries (China, Vietnam, Thailand)
The National Nutrition Council (NNC), Malaysia
The NNC is the highest policy making body for nutrition in the country and
administratively located in the Ministry of Health. Formed in 1994.
The Terms of Reference of the NNC are as follows:
(i) Formulate policies on food and nutrition.
(ii) Advise the government on all major issues related to food and nuLrition.
(iii) Ensure the incorporation of nutrition objectives, con iderations and components into
development policies and programmes.
(iv) Oversee the functions of the NCCFN and the implementation of the NPANM.

The members of the NNC are as follows:


Chairman: Minister of Health Malaysia
Members: Director-General, Ministry of Health Secretary-General, Ministry of Agriculture
Director-General, Ministry of Education Director-General, Economic Planning Unit, Prime
Minister's Department Director-General, Implementaion Coordinating Unit, Prime Minister's
Department. Secretary-General, Ministry of National Unity and Community Development
Director-General, Division of Community Development, Ministry of Rural Development President,
Fed ration of Malaysian Consumers Association (FOMCA) President, Federation of Malaysian
Manufacturers (FMM)
(The council will meet at least once a year)

The NCCFN, formed in 1995, to coordinate all


Nutrition Programmes/Activities in the country.

NATIONAL COORDINATING COMMITTEE ON
FOOD AND NUTRITION (NCCFN)
The Terms of Reference of the NCCFN are:
• Ensure that the NPANM is implemented, monitored and evaluated with the involvement and
participation of all relev ant sectors
• Set up various Technical Working Groups, and to oversee and coordinate their activities
• Review available information on nutrition problems in the country and identify measures to combat
them, to be implemented by the different sectors within the framework of their policies and plan of
action.
• Review nutrition and nutrition-related measures implemented by different sectors of the government
and NGOs, and identify areas where duplication has taken place or which have not been touched by
any sectoral measures.
• Identify government sectors or other organisations which are competent to undertake corrective
measures in urgent or emergency situations such as natural or man-made disasters.
• Develop an overall, time-bound plan of work at national level, estimate the financial and technical
requirements for such a plan and obtain the necessary approval of the sectors concerned and of the
central planning body.
• Initiate the development of a multi sectoral national food and nutrition policy. (viii) Procure the
necessary resources and government support to implement

FOOD AND NUTRITION (NCCFN)
FOUR Technical Working Groups (TWGs) were
initially formed to assist the NCCFNM to address its
objectives:

• Training
• Research
• Development of Malaysian Dietary
Guidelines (including RNIs)
• Nutrition Policy
NCCFNM- Each Technical Working Group (TWG) comprises members
from agencies with nutrition activities including universities, the
private sector, government and non-government organisations.

Some of the activities of the TWGs are:


•The research TWG coordinates Workshops in identifying the priority
research areas in nutrition under the various Malaysia 5-year Plans
•The Training TWG developed five nutrition modules and has been
conducting training courses for trainers and community workers from
various agencies.
•The Dietary Guidelines TWG published the Malaysia Dietary Guidelines
in 1999, 2010 and coordinated efforts in revising the Malaysian
recommended dietary allowance (RDAs) inj 2005.
•The Policy TWG has the task of preparing an important milestone
namely, “The National Nutrition Policy of Malaysia”, launched in 2003.

• Incorporating nutritional objectives, considerations and components into developmental
policies and programmes
• Improving household food security
• Protecting consumers through improved food quality and safety
• Preventing and managing infectious diseases
• Promoting breastfeeding (hosp. breastfeeding initiatives, 6 mths exclusive breastfeeding, etc.)
• Caring for the socioeconomically disadvantaged and nutritionally vulnerable
• Preventing and controlling specific micronutrient deficiencies
• Promoting appropriate diets and healthy lifestyles
• Assessing, analysing and monitoring nutrition situations
National Plan of Action for Nutrition

The formation of the National Coordinating Committee on Food


and Nutrition of Malaysia (NCCFN) in 1995 has stimulated active
collaboration among the various agencies and groups which
carry out nutrition and related activities, towards achieving the
general objectives of improving nutritional status and health of
Malaysians.
