ELECTRICAL POWER SYSTEM STUDY
3.1 INTRODUCTION
This chapter describe the study of electrical in Raja Ampat system which is
consist of present condition of electrical power system, electricity demand
projection, development of electricity infrastructure, load flow, and short
circuit. Electrical system study is conducted to analize electrical power
condition of Sorong system which is in part of West Papua, at present and at
the time the Raja Ampat GEPP (50 MW) which is expected to be included in
the system in 2018.
This study is carried out by conducting Power Balance Study, Load Flow
Study, and Short Circuit Study. All the stiduies are carried out by PLN WP2B
Area Sorong and PLN (Persero) Pusat Enjiniring Ketenagalistrikan.
Geographically, West Papua Province is consist of ten (10) districts and one
(1) municipality which the system of electricity is still isolated. It is consist of
six (6) system of 20 kV which has load above 1 MW. This system are Sorong,
Fakfak, Manokwari, Kaimana, Teminabuan, and Bintuni. Other, there are
isolated electrical system with a peak load less than 1 MW. Map of West
Papua electricity system is shown in Figure 3.1.
The electricity system of Raja Ampat is isolated island in West Papua. Raja
Ampat has peak load of approximately 1,570 MW on November 2016 . It is
supplied from Diesel Power Plant (Government) and Mobil Unit Genset,
which is connected directly to 20 kV medium voltage network. Single line
diagram of 20 kV electricity system is shown in Figure 3.2.
Based on operational data, with an example of load data combined with the
generated power, then the load characteristic of Waisai system can be
described on a daily load curve. For example, the latest daily load curve in
October 2016 is shown in Figure 3.3.

Sales growth and peak load of 2016 - 2025 in Sorong system is projected to
average 10,4% per year, which in 2016 amounted to 44,9 MW to 117,4 MW in
2025. The peak load forecasting and energy production until 2025 is shown in
Table 3.2.
While the potential of water can be developed into Warsamson Hydro Electric
Power Plant (HEPP) in Sorong. Now, it is carrying out a feasibility study to
obtain appropriate hydropower capacity, without the expense of social issues.
The condition of the electrical system in Sorong which still depend on excess
power from companies and diesel fuel power plant (rent).
Refer to power plant development on RUPTL 2016 - 2025, Gas Engine Power
Plant (GEPP) 50 MW of Sorong is planned to be commercially operated date
in 2017.
The map of 150 kV transmission lines development for the period of 2016 -
2025 in Sorong system is shown in Figure 3.4.
3.5.1 General
The peak load of Sorong System In 2017 is projected around 50,2 MW, if
there is no new power plant added into the system and still using excess
power, the reserve margin is 4,0 %. It will be decrease if compare with peak
load. From Table 3.6, after Sorong GEPP 50 MW connect to system in 2017
with excess power available reserve margin is reaching approximately 74,5%.
If condition of Sorong system without excess power, the reserve margin is
-12.1% on 2017. Other, when the biggest power plant is shut down (N-1
condition) and no new power plant, electricity of Sorong sytem will crisis and
defisit on 2016.
Load flow results are run using a normal iterative calculation until a
convergence point is obtained, and considered the entire plant and existing
load on the power balance as well as aligned with transmission development.
The followings are the results of load flow analysis for the year of 2017, which
is respectively the year in such as power plant existing at Table 3.1 before
and after Gas Engine Power Plant (GEPP) 50 MW of Sorong is connected
system. The condition there are five (5) case simulations:
Case I :
In this case all of power plants which are scheduled in 2017 several power
plants and excess power except Gas Engine Power Plant (GEPP) 50 MW of
Sorong are connected in 20 kV Sorong system. The simulation results are
shown in Table 3.7.

In this case all of power plants, excess power which are scheduled in 2017
several power plants include Gas Engine Power Plant (GEPP) 50 MW of
Sorong are connected in 20 kV Sorong system. The simulation results are
shown in Figure 3.5 and Table 3.8 .

In this case all of power plants include Gas Engine Power Plant (GEPP) 50
MW of Sorong without excess power are connected in 20 kV Sorong system.
The simulation results are shown in Figure 3.6 and Table 3.8.

In this case all of power plants, excess power and substations which are
scheduled in 2017 several power plants include Gas Engine Power Plant
(GEPP) 50 MW of Sorong are connected in 150 kV and 20 kV Sorong system.
The simulation results are shown in Figure 3.7 and Table 3.9.

Case V :
In this case all of power plants and substations which are scheduled in 2017
several power plants include Gas Engine Power Plant (GEPP) 50 MW of
Sorong without excess power are connected in 150 kV and 20 kV Sorong
system. The simulation results are shown in Figure 3.8 and Table 3.10.

The additional new power plant will make additional contribution to the short
circuit current to the electrical equipment especially in Sorong system. Short
circuit calculation study show the additional short circuit current as well as to
investigate whether the breaking capacity of the equipment is not exceeded.
The calculation is performed to check the short circuit level when the power
plant is in operation in the year 2017 considering five cases as simulated on
the load flow study. The result of short circuit each case is shown on Figure
3.9 - 3.12.
